The
Perry
Police
Department
(PPD)
is continuing to seek
information
about
a
“person of interest” in a
series of recent suspicious
activities.
“We
have
received
information that Scott
Blackford, 20, is still in
Perry and has been going
door-to-door
in
some
downtown neighborhoods
asking for money. We have
also gotten reports that a red
SUV was seen circling the
block while Blackford was
on foot,” city officials said.
Reports indicate that
Blackford
has
visited
businesses located near City
Park and was also seen in
the area of local parks.
The mother of a 13-yearold girl contacted authorities
last week about a white
male (later identified as
Blackford) wearing a white
shirt following her daughter
through the neighborhood.
He also followed the female
juvenile home, crossed
her yard and went into
adjoining yards pretending
to be performing yard work
when he thought he was
begin watched.
Anyone with information
concerning Blackford is
asked contact the PPD at
584-5121 or Capt. Jamie
Cruse at jamie.cruse@

“He is a person of interest.
No probable cause exists
for his arrest at this time,”
Cruse said.
Local business owner
Michael Frazier, who has
been vocal in his criticism of
City Hall and City Manager
Bob Brown, has added two
more names to the gallery of
signs displayed in front of
his auto detailing business:
Perry Police Department
(PPD) Capt. Jamie Cruse
and Sgt. Gina Deeson.
The new signs were
placed along West Hampton
Springs Avenue one day
after police officers cited
Frazier
for
allowing
alcoholic beverages on the
premises of The Infernal
Club (which he also
operates).
Officers
issued
the
citation in the early morning
hours of Saturday, Sept. 7,
after three bottles of alcohol
were found inside the club
building during a routine
business check.
Information
regarding
the citation was forwarded
to the State Attorney’s
office, which then issued a
warrant
for
Frazier’s
arrest on a charge of
operating a bottle club
without a license.
Frazier was arrested
Tuesday, Sept. 10, and
booked at the Taylor County
Jail.
Reports
indicate that
entered the
club, which is licensed as
a restaurant, “the air was
hazy” and they smelled the
odor of burning cannabis.
Officers
also
said
that before entering the
building they could clearly
hear
music
playing;
however, once they crossed
into the building they
heard the deejay sound a
siren of the speakers to
alert patrons that law
enforcement was present.
During a check of the
club, officers found halfempty bottle of Hennessy,
one “nearly full” can of
Four Loco and one nearlyempty bottle of gin.
A citation was issued to
the customer in possession
of the Hennessy; officers
could not determine who
had the Four Loco and gin.
The business check was
conducted at 2:17 a.m.
This is the second arrest
for Frazier on the same
charge; the first case, which
happened last August,
remains in the court system.
A similar finding occurred
in March of this year.
That information was
turned over to the State
Attorney’s office.
Michael Frazier, who operates Frazier’s Auto Detailing and The Infernal
Club, was issued a city code violation citation regarding the presence of
alcohol in the club (which is licensed as a restaurant). If he chooses to
contest the citation, he will have to take his case before the city’s Code
Enforcement Board.

138th Homecoming this Sunday
Descendants loyal to ‘little

Note:
Local
historian
Henry
McLeod
has compiled an impressive
collection of Taylor County
history now available on a
website appropriately titled
“Taylor County & Perry, Florida
History” (https://sites.google.
com/site/taylorcountyhistory/).
His latest addition to the site
is an extensive profile of local
churches. This week’s featured
history was written in 1987 and
details the establishment of
Oakland Baptist Church.
Oakland Baptist Church
may not be the oldest or
the largest in the county
but its members, mainly
descendents of the founders,
remain intensely loyal to
the white frame one-room
building set among the oaks,
pines and cabbage palm
trees in the western part of
the county off Highway 98.
In the year 1875, Oakland
Baptist
Church
began
worship service under
a brush arbor near the
Econfina River about three
quarters of a mile from
the present site with the
members named Whiddon,
Young, Hendry, Crews,
French,
Ayers,
Sapp,
Lawrence,
Turlington,
Poppell and Morse.
In 1878 the members built
a log house near the present
site. The membership was
growing.
Between 1878 and 1880
a frame building was
constructed with heart pine
lumber, which was hauled
by a team of oxen from
Greenville. This building
was used as a place of
worship until 1929.
The church bought the

present building that was
known as Oakland School
building from the Taylor
County School Board in
1928.
They contracted C. L.
McCallan to remove the
old building and salvage
the sound pieces of lumber
to use in the new building.
Mr. McCallan was to move
the school house to the
present site and rebuild in
the identical place where the
old building stood.
On Dec. 14, 1929,
members held their first
meeting in the present
building.
The parent church, the
Cabbage Grove Church,
which was founded in
1850 is no longer in
existence. What started
as an arm, according to
records of Cabbage Grove
Church dated June 1875,
the Oakland Church has
survived.
Services in the old days
were held once a month.
Today they are held
every third Sunday in the
afternoon at three o’clock.
None of the present
members live close and
many attend other Baptist
churches. Baptism took
place in the Econfina River
some distance from the
church.
The cemetery is the final
resting place for many of
those who are descended
from early members.

Remember when...
Taste

By ANTHONY L. WHITE
[email protected]
If I need a helping hand, I can always
count on Jackie to be there to help
out.
If I need to get something off of my
chest, she’s always willing to listen.
If it’s a ride I need, I can expect her
to pull in the yard and lay on the horn
to let me know that I should have
been ready when I called her.
And, if I forget who I am or where I
came from, you can bet she’ll be there
to remind me.
To put it simply, Jackie is one of the
most dependable people I know. It’s
too bad she doesn’t feel the same way
about me.
“The only time I can depend on you
for anything,” she tells me often, “is
when I don’t need you.”
Although Jackie has said this
more times than I can count, my
feelings have never been hurt by this
revelation. Why? Well, maybe it’s
because there is a little bit of truth to
what she says. However, a few weeks
ago, after Jackie’s mother and my
dear friend, Mildred, passed, I figured
it was time for me to finally change
my ways and be a dependable friend
for Jackie.
How did I plan to do this, you ask?
Well, having known Jackie since we
were in first grade, I knew she was
well-equipped emotionally, spiritually
and financially to take care of herself
and her two children, Alex and
Alexis. What I figured she would need
my help with was finding her away
around the kitchen. Jackie’s never
been much of a cook. I knew this
and so did her mother. That’s why I
expected my phone to start ringing
the minute Alex or Alexis said they
were hungry.
That call hasn’t come yet, and it’s
because Jackie has done a great job
of hiding the fact that she can cook.
A couple of Sundays ago, I woke up
early so I could cook Sunday dinner
for Jackie and the kids. I figured the
kids were tired of eating fast food and
wanted a home-cooked meal. Boy,
was I in for a surprise.
“I already cooked dinner,” Jackie
informed me. “I cooked macaroni and
cheese, baked chicken, cabbage and
cornbread. I even made a banana
pudding.”
I couldn’t believe my ears.
“How did it turn out?” I asked.
“Everything was good,” she answered
with a boastful grin. “Alex and Alexis
said the banana pudding was as good
as Mil’s.”
I wasn’t thoroughly convinced that
Jackie had cooked a full-course
meal without burning anything, so I
asked, “Is the kitchen and the house
okay?”
“What do you mean?” she asked.
“I’m just trying to make sure you
didn’t burn the house down,” I
responded.
Jackie
realized
where
my
questioning was going and nipped it
all in the bud. “If you want to come
taste-test dinner, you’re more than
welcome.”
I haven’t taken her up on the
invitation to dinner. At least not yet.
Although she says she can cook and
“she says” her kids love her cooking,
I’m not totally convinced.
I’m a good and dependable friend,
so if Jackie needs a helping hand, I’ll
be there to help.
If she needs a friend to talk to, I’ll be
there to listen.
But, if she needs me to taste-test
her cooking, I’m sorry. I’m just not
that dependable.

Commission ready to
give final approval on
$41.3 million budget
The
Taylor
County
Commission held the first
of two public hearings on
its 2013-14 budget Tuesday,
approving its tentative
budget and property tax
millage rates.
There was no one from
the public in attendance
outside of county employees
and the press, and there
was
little
discussion
among
commissioners,
who worked to balance the
county’s budget during a
series of workshops held in
July.
The board will hold a
second hearing Monday,
Sept. 16, at 6 p.m. at the
Courthouse Annex on
Green Street to approve the
final budget and millage
rates. The commission is
also expected to discuss
the upcoming year’s capital
improvement plan at its
workshop on Tuesday, Sept.
24.
The tentative millage
rates approved Tuesday
are the same as the current
rates, which are 7.0113
mills in the general fund and
1.1215 mills in the MSTU
fund (which is funded
through a tax on property
in
the
unincorporated
area of the county for
services duplicated by the
City of Perry such as fire
protection).
Due to property value
decreases, general fund
tax revenues are expected
to drop $36,000 compared
to the current year,
while
MSTU
fund
revenues are projected to
fall $5,000.
Overall, the county’s
budget, including all funds,
totals $41,389,169, which is
an increase of $1.8 million
dollars.
A significant portion of
that increase--$1.2 million-is from the sales tax reserve
fund which is building
from the one-cent sales
tax approved to fund the
construction of Doctors’
Memorial Hospital.
The
county
has
previously used this fund
to purchase equipment for
the hospital, but could also
use it in the future to pay
off the construction bond
sooner.
At Tuesday’s hearing,
Commissioner Pat Patterson
made a motion to approve
the tentative millage rates.
Commissioner Jim Moody
offered a second and
the measure passed 4-0.
(Commission Chairperson
Pam Feagle could not
attend the meeting due to a
conflict.)
Patterson then made
a motion to approve the
tentative
budget,
with
Commissioner Jody DeVane
seconding.
This
also
passed 4-0.

SRWMD adopts $29.2 million budget
The Suwannee River
Water Management District
Governing
Board
has
adopted its tentative 201314 budget totaling $29.2
million while keeping its
property tax millage rates
level.
The tentative budget
will enable the district “to
protect water resources for
the benefit of our citizens
and natural systems while
lessening the burden on
taxpayers and establishing
a high level of public
service, while supporting
core mission projects and
cost-share programs that
benefit the citizens and
resources of the district,”
officials said.
The proposed millage rate
is 0.4143 mills, the same as
the current year’s rate.
The district’s tentative
budget is $12.2 million
more than the current budget
of $17.0 million. According
to officials, the increase is
due to state appropriations
of $11.0 million for springs
protection and restoration.
The remainder of the
increase is from the district’s
cost-share programs. About
45 percent of the tentative
budget is focused on springs
protection and restoration.
“To assist in protecting
and restoring springs and
ensuring a sustainable
water supply, the budget
allocates funding to reduce
nutrient loadings, rehydrate
ponds
and
wetlands,
implement aquifer recharge
projects, establish dispersed
water storage projects,
and initiate agricultural
water conservation best
management
practices,”
officials said.
“These projects improve
water quality, increase water
supplies, and help maintain
spring flows, which are
driven by the amount and
level of groundwater in the
aquifer systems.”
Two
key springs
protection and restoration
initiatives
are
the

My knee
replacement surgery
I had surgery for total knee
replacement on my left knee
on Aug. 14. I spent four days
at Tallahassee Memorial
Hospital and seven days in
rehab before coming home
for in-home health care
and rehabilitation. I have
learned some things during
this time that I’d like to
share with you.
First of all, there is
little that is fit to watch
on television. I did find,
however, two documentaries
on Netflix that I would
recommend to you. One is
“God of Wonders.”
After
watching
this
program, I realized what an
amazing and wise God we
have. When He created this
world, He had a purpose in
everything He made. Note
Perry News-Herald
the detail to which He
gave each of His creations.
Take the hummingbird,
for instance. What beauty,
what detail and what joy
is brought to mankind in
studying and watching these
beautiful birds. I realized
just how great and powerful
God is. He did not just
‘speak’ this universe into
existence even though that
is what He did. With His
speaking, He poured all His
wisdom, knowledge, power
and glory into every thing
He made. And His love
for us is so amazing that
He would create a beautiful
world full of many wonders
for us to enjoy. All I can say
is “wow”!
The other documentary,
“The Gospel Road,” was
written and produced by
Johnny Cash and June
Carter Cash. It portrays
the life of Christ from
birth to ascension. This is
another great and uplifting
story. I hope you will watch
these two if you get the
opportunity.
I also learned that during
this time of pain and
suffering, God was truly
with me.
Even though
I was too sick to call on
Him, He was there and has
shown Himself to be the
loving Savior of me. He is
my creator and my healer.
When there was no one else,
there was God. He and His
grace were very sufficient.
And I am thankful, very
thankful!

On Saturday, Oct. 12, Taylor County Elementary School
(TCES) will welcome the community to its inaugural 5K
Fun Run/Walk which is being held in conjunction with the
school’s fund-raiser, the annual TCES Fall Festival.
Principal Chuck Finley, who is serving his first year at
the school, hopes friends and neighbors will join students
and families, with walking shoes on.
“With our ongoing emphasis on health and wellness, this
is a great family-friendly event. We expect a good turn-out
for the walk which begins at 8 a.m., and the fall festival
which follows at 9.
“We are raising money so we can enhance the technology
in our individual classrooms,” Finley said. “We now have
25 computers for our computer lab, and that’s great. But we
only have two computers for each classroom, and we’d like
to increase that number to four. I am confident our students
would benefit from these computers, on a daily basis.”
So he urges the community’s participation.
Of course, Finley will also accept donations now (1600 E.
Green St., Perry, FL 32347). Please make checks payable
to Taylor County Elementary School.
“But we want you to come join us on the 12th for this
unique opportunity to gather with other families and enjoy
a good walk and a carnival-style atmosphere, as we work
to enhance our classrooms and ensure student success.”

4.68-pound trout
wins tournament
BY PAT MCGRIFF
[email protected]
Friday the 13th is this
week and I will be fishing,
if I can, ‘cause I have had
some great trips in the past
on these special Fridays.
That said, last Saturday
was a blast as Billy Pillow
and I fished along with 84
other anglers in the 3rd
annual Taylor County Fall
Fishing Tournament and
we came in 3rd. We had 5
trout weighing 12.06 pounds
while first and second place
( a tie) had 12.80 pounds for
their four slot fish and one
over 20-inch stringers.
The winning top trout was
4.68 pounds and the team
which caught him also won
the overall heaviest stringer
prize.
All the prize-winning fish,
but the largest redfish, were
brought in to the Keaton
Beach Marina scales.
Here’s who and what they
weighed:
Jonet Vilardell fished
from Steinhatchee to catch
the largest red at 6.7 pounds
(only five were weighed in).
The largest trout was 4.68
pounds caught by the Mark
Fletcher team which also
took heaviest trout stringer
with 12.80 pounds (the big
trout was the tie breaker).
Second place in heaviest
stringer went to the Jim
Carter team with 12.80
pounds and a 4.18 pound
trout for 2nd place big
trout.
Most spots (five) on a
redfish was brought in by
Stephen Cooper. Mystery
fish was a sail cat and Scott

Clark had the largest at 3.58
pounds. The largest shiner
(kids category) was caught
by Jake Berry (.30 lbs.).
Our top trout was a 3.70
pound fish (Billy caught)
which ate a live pinfish under
a Back Bay Thunder (as did
all our trout). Our big one hit
in 1.8 feet of water about a
mile and a half offshore on
dead low tide at 10:20 a.m.
Saturday.
I mention this as I marked
the time and we went almost
four hours without a single
trout. Then from 2:15 to
2:35 in the afternoon (with
a 3 p.m. weigh-in) we added
two 19-plus inch fish to the
creel which upgraded our
total. I would like to state at
this time, I didn’t put but one
keeper in the boat and it was
not one which was 19 inches
or better. Yep, Billy caught
‘em all!
That’s all I have for a

had a great time and I wish

TCMS ‘Dogs shut
out Hamilton 42-0
The TCMS Bulldogs offensive line (Jovan Ross,Thomas Lee
Jr., Eli Morgan, Victor Conde,Tristan Hodge) prepare to block as
quarterback Josh Mixon hands off to back Anthony Washington.
‘Dogs seek first win
The Taylor County High football team, still searching
for its first win of the 2013 season, will square off against
Potter’s House Christian Academy of Jacksonville tonight
in the Bulldogs’ home opener at Dorsett Stadium. Kickoff
is set for 7:30 p.m.
While Potter’s House, 0-2 on the year, has struggled to
produce some offense this season, the Bulldogs have been
quite generous in giving opponents about all they want.
Taylor County’s defense has given up 394 and 446 total
yards, respectively, in their losses to Dixie County and
Williston. Potter’s House has yet to score in blow out losses
to Union County (34-0) and Yulee (35-0).
While the Bulldogs’ defense has been struggling, its
offense turned in some fairly healthy numbers in last
Friday’s 43-40 loss to Williston.
The Bulldogs somehow lost last week despite a recordsetting passing performance by QB Daniel Wentworth and
a new personal-best receiving night for wide receiver Moral
Stephens, as well as nice performances by Chance Rodgers
and several other players.
The
Taylor
County
Middle School football
team got off to a quick start
last week against Hamilton
County when Decorian
Bellamy
returned
the
opening kickoff 67 yards to
Hamilton’s 5-yard line.
Running back Anthony
Washington scored on the
very next play and the
Bulldogs were off on a
game that ended in a 42-0
victory.
At halftime the Bulldogs
were leading 30-0 and
every member of the 28man roster played and
contributed to the win.
The following are the
offensive statistics for the
Bulldogs:
Quarterback
Josh Mixon was 12-14
passing for 230 yards and 2
touchdowns; wide receiver
Chris Reaves had five
catches for 150 yards and 3
touchdowns; running back
Decorian Bellamy had a 67yard kick off return and ran
the ball 4 times for 98 yards;
wide receiver Dataveus
Robinson had 6 catches
for 70 yards; running back
Anthony Washington had
8 carries for 52 yards and
a touchdown; running back
Dilan Clark had 7 carries for
36 yards and quarterback
Hunter Bell had 3 rushes for
34 yards.
Coaches
said
the
offensive line did a great
job, anchored by tackles
Javon Ross and Tristan
Hodge, guards Thomas Lee
Jr. and Victor Conde, and
center Eli Morgan.
Defensive statistics were
as follows: linebacker
Victor Conde had 10
tackles, five solo and five
assists; linebacker Decorian
Bellamy had 8 tackles,
six solos and two for loss;
defensive end Jovan Ross
had 5 tackles, two assists
and a fumble recovery;
defensive tackle Dewayne
Williams had 4 tackles;
nose guard Gerald Williams
had 5 tackles and two for
loss; corner back Chad
Pace had 4 tackles and two
assists; corner back Chad
Richardson had 7 tackles
and 3 solos; defensive
tackle Patrick Whiddon
had 4 tackles and 3 assists;
safety Kiesten Anderson
had 9 tackles and 3 assists;
linebacker
Anthony
Washington had 6 tackles
and 3 solos; and defensive
end Josh Palmore had 6
tackles and 2 solos.
Entertainment
By MARK VIOLA
There are some movies which you go to the
theater after weeks or months of anticipation
and high expectations. Then there are the
movies for which you have no expectations
other than the hope for a satisfactory 90
minutes of entertainment.
Back in the spring of 2000, long before I
was writing about movies or even working
for this paper, I went to the theatre to see a
little hyped sci-fi horror film called “Pitch
Black.”
Looking back on it, I’m not
even sure why I went to see
it, since I’m not a big fan of
horror. But it was early spring
and there probably wasn’t
much else to see. Besides, the
trailer was intriguing, featuring
a then-unknown Vin Diesel
playing the criminal Riddick,
who was only dangerous
“around humans.”
The movie was a surprise for
me, and it would go on to be a
modest hit, and an even better
one on DVD. In fact, it was the
first DVD I ever owned.
As good as it was (for what it was), “Pitch
Black” is not a movie for which one would
predict a sequel, but Diesel and writer/
director David Twohy disagreed. They liked
the Riddick character so much they worked
out a sequel, 2004’s “Chronicles of Riddick.”
With a bigger budget, the sequel expanded
the universe of the first film, putting Riddick
in the path of the world-destroying armies of
the Necromongers, and reuniting him with
his fellow survivors from “Pitch Black.”
But with more money on the line, the studio
demanded a PG-13 rating and combined
with some noticeable growing pains from a
low-budget horror film becoming an aspiring
sci-fi epic, it had its problems.
Although it was reportedly the first of a
planned trilogy devised by Diesel and Twohy,
less than stellar box office returns put an end
to their grand plans.
But the pair were not to be denied forever,
and with a lot of effort, and some of their own
money, we now have “Riddick,” returning
our ruthless killing machine back to his roots
as he finds himself once again stranded on
a deadly planet filled with creatures--and
people--out for blood.
I presented that rather long introduction
because I cannot review “Riddick” without
the context of not only the story that has come
before, but also the journey it took to bring
this film to the screen. I consider myself a
big fan of “Pitch Black” and the character of
Riddick, so I’m going to be straight up with
you that those facts will color this review.
As a movie, “Riddick” is a solid action
movie with pretty good effects (with one
very noticeable exception) for its relatively
small budget of $38 million. The acting isn’t
great, but it works for the movie. The story
is pretty basic. Riddick is trapped on this
planet and lures a group of bounty hunters
to the surface to give himself an avenue of
escape. The cat-and-mouse between him and
the hunters reminds us why the character of
Riddick has been so fun to watch. And then,
when the creatures come out to prove once
again Riddick isn’t necessarily the one you
should be scared of (the most), the action is
fun, bloody, fast-paced and R-rated.
“Riddick” ties its story to both “Pitch
Black” and “Chronicles of Riddick,” but it’s
not an absolute necessity to see those movies
to figure out what is going on here. There are
enough story clues to help the uninitiated
figure it out. Still, knowledge
of what has come before does
help the overall enjoyment,
especially since the only
character outside of Riddick
to get much development has
surprising ties to the first film.
I did rewatch the previous
movies in order to get ready
for “Riddick.” Thirteen years
later, “Pitch Black” looks like
the low-budget sci-fi film it
is, but it holds up quite well,
with Diesel’s performance as
Riddick carrying much of the
movie but also providing a
handful of interesting secondary characters
who manage to be a bit more than cannon
fodder for the monsters. (Which is one of my
main complaints in “Riddick,” because the
bounty hunters provide little in the way of
characters to connect with and therefore are
mostly monster fodder.)
After quite a few years of thinking less
than great thoughts about “Chronicles of
Riddick,” I was surprised just how much I
enjoyed it (at least the extended DVD edition,
although it’s been so long I couldn’t tell you
what the added scenes were). Of course, it’s
not perfect, but the overall story is interesting
if not intriguing, and the returning characters
provide a nice emotional backbone to the
action.
Which leads me to my other major
disappointment in “Riddick.” Based on
their comments from nine years ago,
this is definitely not the intended second
“Chronicles of Riddick” film originally
developed by Twohy and Diesel. There is one
event in particular at the end of “Chronicles”
involving one of the main characters that
has never set well with me and always left
me with the assumption that they planned
to address it in the sequel. Without studio
support or the money necessary to complete
that movie, however, we got this film
instead.
“Riddick” is a fun, bloody good time, but
there is a feeling that we’ve seen this before,
and I will always wonder what would have
happened if things had turned out differently
for Diesel and Twohy.
With its lower budget, “Riddick” does look
like it is on pace to make a profit, so maybe
we’ll get a fourth installment. Although
it seems the events of this movie close the
book on the possibilities of the original “part
three,” the larger book on this franchise has
been closed enough times already that I’m
not counting anything out completely.
“Riddick” is rated R for strong violence,
language and some sexual content/nudity.

The 2013-14 artist series
will include:
The Bronx
Wanderers
Thursday, Oct. 3
The season opens with
two hours of 50s, 60s and
70s rock n’ roll. With strong
vocals and musicianship,
dynamic
enthusiasm
and a love of the music
they perform, The Bronx
Wanderers recreate the
“magic” of the era and will
present an evening of toetapping, hand-clapping and
dancing in the aisles.
Brotherhood
Thursday, Nov. 7
Audiences will enjoy
the harmonic voices of
Brotherhood, an a cappella
quintet from Tampa. The
group, together since 1988,
sings music of the 50s and
60s--offering a mix of jazz,
rock, pop, oldies, doo wop
and gospel--with harmony,
ringing high notes, earth
shaking lows and talent.
“The Nutcracker”
Tuesday, Dec. 3
A sparkling production
that is truly an all-time
family favorite for the
holidays. Become entranced
by the beauty of the Sugar
Plum Fairy and her dazzling
Court, enchanted by the
swirling snowflakes and
breathtaking snow, and
cheer for the tiny toy
soldiers and their leader,
the handsome Nutcracker
Prince. The production will
be performed by Dance
Alive National Ballet.
Popovich Comedy
Pet Theater
Tuesday, Jan. 28, 2014
The
World
Famous
Popovich Comedy Pet
Theater is a family-oriented
blend of the unique comedy
and juggling skills of
Gregory Popovich, and the
extraordinary talents of his
performing pets. Each of the
show’s 15 cats and 10 dogs
were once strays, rescued
from animal shelters. Now,
they love to show off
onstage by performing a
variety of stunts and skits.
It’s a show that both adults
and kids of all ages enjoy.
“California
Dreaming”
Friday, Feb. 28, 2014
“California Dreaming” is
a musical journey through
the California pop scene of
the mid-’60s and early ‘70s
featuring a group of young
dreamers as they converge
on the sunny Pacific shore to
celebrate the harmonies of a
new age. Songs like “I Get
Around,” “Surfing U.S.A.,”
“Wipeout,”
“Dream
a
Little Dream of Me,” “Our
House,” “Good Vibrations”
and “California Dreamin’”
make this “the happiest and
most nostalgic stage show
in America.”
Shannon
Slaughter &
County Clare
Friday, March 14, 2014
With powerful singing
and ultra-tight harmony,
award-winning songwriter
Shannon Slaughter and his
band, County Clare bring
a fresh sound to the stage.
They mix fresh, original
songs with recognizable
bluegrass and traditional
country music, and throw
in some “good ole’ doses
of humor” for a night
to remember. The band
focuses
on
innovative
instrumentation
and
arrangements, while paying
homage to tradition.
“The Fantasticks”
Thursday, April 3, 2014
Don’t miss this highlyacclaimed,
steampunk
version of a classic. The
Fantasticks is the world’s
longest-running production
of any kind. At the heart
of its breathtaking poetry
and
subtle
theatrical
sophistication is a purity
and
simplicity
that
transcends cultural barriers.
Punctuated by a bountiful
series of catchy, memorable
songs, audiences will find
themselves humming along
whether they are revisiting
the show or discovering it for
the first time. Performed by
Nebraska Theatre Caravan,
the production is funded
in part by a grant from
South Arts in partnership
with
the
National
Endowment for the Arts
and the Florida Division of
Cultural Affairs.
this weekend at the movies
September hasn’t been
nearly as busy as August
was as far as the number of
new releases each week, but
we still get two new movies
this weekend.
The godfather of almost
every action movie of the
past two decades, Luc
Besson,
combines
his
talents with the godfather
himself, Martin Scorsese, to
present the action comedy
“The Family.” Besson
is directing his first adult
action movie since “The
Fifth Element” with Robert
DeNiro (“Silver Linings
Playbook”) starring as a
former mobster who is now
in witness protection with
his wife (Michelle Pfeiffer,
“Dark Shadows”) and his
children (Dianna Agron,
“Glee,” and John D’Leo)
after he rats on the mob.
The family’s old habits are
hard to break, even in rural
France, and their Witness
Protection handler (Tommy
Lee Jones, “Lincoln”) may
not be able to keep their new
identities a secret for much
longer. Besson has written
and produced countless
action movies, including
“Transporter,”
“Taken,”
“Kiss of the Dragon,”
“Unleashed” and more, but
it’s been some time since he
directed one himself. I’ve
seen two trailers for “The
Family,” one highlighting
the action and the other the
comedy. It remains to be
seen just where the balance
is between the two.
The film is rated R for
violence, language and brief
sexuality.
With
“Insidious:
Chapter 2,” director James
Wan tries to build on the
success he had over the
summer with his wellreceived horror film “The
Conjuring” in this sequel to
his 2011 movie, “Insidious.”
Unlike many horror sequels,
most of the principal actors
are back, including Patrick
Wilson and Rose Byrne as
haunted couple Josh and
Renai Lambert, along with
Ty Simpkins as their son
Dalton. Picking up right
where the last film left
off, Josh and Dalton have
returned from the spirit
world, but something may
have hitched a ride with
them. I haven’t seen the first
film, but the trailers for this
one are sure creepy enough.
The movie is rated PG13 for intense sequences
of terror and violence, and
thematic elements.

ARIES - Mar 21/Apr 20
Aries, the week ahead is looking pretty
good, as you will find people are more
sensitive to your needs. Work with those
willing to work with you.
TAURUS - Apr 21/May 21
Taurus, your visions of how things should
be might differ from how things really
are. Work toward improving those things
that need some work, and things will turn
out just fine.
CLUES ACROSS
GEMINI - May 22/Jun 21
Some surprises come your way this week,
Gemini. But things will soon begin to fall
into place. Just be patient before you
make important decisions.
CANCER - Jun 22/Jul 22
Things may seem a bit strained this week,
Cancer. But all it takes is a little cooperation
and an increased focus on teamwork, and
things will quickly return to normal.
LEO - Jul 23/Aug 23
Leo, stay prepared and well organized
and this week should fly by without a
hitch. Feel free to try some things that go
against the grain.
CLUES DOWN
VIRGO - Aug 24/Sept 22
Virgo, don’t feel badly about the things
over which you have little control. Go
out and have a good time this week,
and eventually things will run their
course.
for the third week
of September
SCORPIO - Oct 24/Nov 22
Scorpio, try not to be overly protective
of your secrets this week. A friend or
family member is offering their help and
guidance, and such insight will prove
invaluable.
SAGITTARIUS - Nov 23/Dec 21
Sagittarius, a seemingly insurmountable
obstacle presents itself this week.
Some creativity and quick thinking will
be necessary, but you will enjoy the
challenge.
CAPRICORN - Dec 22/Jan 20
Keep your feet on the ground this
week, Capricorn. Even if you prefer to
have your head in the clouds, keeping
your cool will pay dividends in the long
run.
Here’s How It Works:
Sudoku puzzles are formatted as a 9x9 grid, broken
down into nine 3x3 boxes. To solve a sudoku, the
numbers 1 through 9 must fill each row, column
and box. Each number can appear only once in
each row, column and box. You can figure out the
order in which the numbers will appear by using the

PISCES - Feb 19/Mar 20
Pisces, you have a lot of good ideas, and
it’s time to share those ideas at the office.
Your star will soon start to rise.
LIBRA - Sept 23/Oct 23

the next few days. People may be pulling

From the Recipe Book
Hispanic cuisine something to celebrate
Hispanic heritage is something to celebrate. Hispanics
have made numerous contributions in all walks of life,
be it science, art, culture, or even cuisine.
Hispanic cuisine is beloved the world over, but it
doesn’t take a cook or chef of Hispanic descent to
bring even the most delicious dishes into their own
kitchens.
Whether you’re of Hispanic descent or someone who
simply loves a good meal, the following recipe for “FlatGrilled Shrimp With Pimenton and Shaved Marcona
Almonds” from James Campbell Caruso’s “Espana:
Exploring the Flavors of Spain” (Gibbs Smith) is a great
way to celebrate Hispanics and all of their contributions
to the world.
without crowding. Sear for 1 minute. Decrease the heat
to medium and continue cooking for 1 minute longer.
Turn the shrimp, increase the heat to high and sear for
2 more minutes, or until shrimp are golden. Keep the
shrimp warm on an ovenproof platter in a low oven.
Cook the rest of the shrimp in the same way.
When all the shrimp are cooked, arrange on a platter
and serve immediately. Using a microplane or fine
cheese grater, grind the almonds over the shrimp and
let the almond dust sprinkle down.
Flat-Grilled Shrimp With Pimenton and
Shaved Marcona Almonds
Serves 6
1/2 cup olive oil
Juice of 1 lemon
2 teaspoons sea salt
24 medium-large shrimp (about 1 pound), in the shell
with heads intact
10 Marcona almonds
In a bowl, whisk together the olive oil, lemon juice
and salt until well blended. Heat a plancha, grill or castiron skillet to high heat. Toss the shrimp in the oil-lemon
mixture.
Working in batches, grill the shrimp in a single layer

period of 30 days from the date

be received by the close of
business (5:00 p.m.), on or before
the end of this 30-day period by
the Permitting Authority at the
above address. As part of his or
her comments, any person may
also request that the Permitting
Authority hold a public meeting
on this permitting action. If the
Permitting Authority determines
there is sufficient interest for a
public meeting, it will publish
notice of the time, date, and
location
in
the
Florida
Administrative Weekly (FAW). If a
public meeting is requested
within the 30-day comment
period and conducted by the
Permitting Authority, any oral
and written comments received
during the public meeting will
also be considered by the
Permitting Authority. If timely
received written comments or
comments received at a public
meeting result in a significant
change to the draft/proposed
permit, the Permitting Authority
shall
issue
a
revised
draft/proposed permit and
require, if applicable, another
Public Notice. All comments filed
will be made available for public
inspection.

Petitions: A person whose
substantial interests are affected
by the proposed permitting
decision may petition for an
administrative
hearing
in
accordance
with
Sections
120.569 and 120.57, F.S. The
petition must contain the
information set forth below and
must be filed with (received by)
the Department's Agency Clerk
in the Office of General Counsel
of
the
Department
of
Environmental Protection, 3900
Commonwealth Boulevard, Mail
Station #35, Tallahassee, Florida
32399-3000. Petitions filed by the
applicant or any of the parties
listed below must be filed within
14 days of receipt of this Written
Notice of Intent to Issue Air
Permit. Petitions filed by any
persons other than those entitled
to written notice under Section
120.60(3), F.S., must be filed within
14 days of publication of the
attached Public Notice or within
14 days of receipt of this Written
Notice of Intent to Issue Air
Permit, whichever occurs first.
Under Section 120.60(3), F.S.,
however, any person who asked
the Permitting Authority for
notice of agency action may file
a petition within 14 days of
receipt of that notice, regardless
of the date of publication. A
petitioner shall mail a copy of the
petition to the applicant at the
address indicated above, at the
time of filing. The failure of any
person to file a petition within the
appropriate time period shall
constitute a waiver of that
person's right to request an
administrative
determination
(hearing) under Sections 120.569
and 120.57, F.S., or to intervene in
this proceeding and participate
as a party to it. Any subsequent
intervention (in a proceeding
initiated by another party) will be
only at the approval of the
presiding officer upon the filing of
a motion in compliance with
Rule 28-106.205, F.A.C.
A petition that disputes the
material facts on which the
Permitting Authority's action is
based must contain the following
information: (a) The name and
address
of
each
agency
affected and each agency's file
or identification number, if
known; (b) The name, address
and telephone number of the
petitioner; the name address
and telephone number of the
petitioner's representative, if any,
which shall be the address for
service purposes during the
course of the proceeding; and
an explanation of how the
petitioner's substantial rights will
be affected by the agency
determination; (c) A statement
of when and how the petitioner
received notice of the agency
action or proposed decision; (d)
A statement of all disputed issues
of material fact. If there are
none, the petition must so
indicate;
(e)
A
concise
statement of the ultimate facts
alleged, including the specific
facts the petitioner contends
warrant reversal or modification
of the agency's proposed action;
(f) A statement of the specific
rules or statutes the petitioner
contends require reversal or
modification of the agency's
proposed action including an
explanation of how the alleged
facts relate to the specific rules
or statutes; and, (g) A statement
of the relief sought by the
petitioner, stating precisely the
action the petitioner wishes the
agency to take with respect to
the agency's proposed action. A
petition that does not dispute the
material facts upon which the
Permitting Authority's action is
based shall state that no such
facts are in dispute and
otherwise shall contain the same
information as set forth above, as
required by Rule 28-106.301,
F.A.C.
Because the administrative
hearing process is designed to
formulate final agency action,
the filing of a petition means that
the Permitting Authority's final
action may be different from the
position taken by it in this Public
Notice of Intent to Issue Air
Permit. Persons whose substantial
interests will be affected by any
such final decision of the
Permitting Authority on the
application have the right to
petition to become a party to
the proceeding, in accordance
with the requirements set forth
above.
Mediation: Mediation is not
available for this proceeding.
EPA Review: EPA has agreed to
treat the draft/proposed Title V
air operation permit as a
proposed Title V air operation
permit and to perform its 45-day
review provided by the law and
regulations concurrently with the
public comment periodprovided
that the applicant also transmits
an electronic copy of the
required proof of publication
directly to EPA at the following
email address:
[email protected]
v.. Although EPA's 45-day review
period will be performed
concurrently with the public
comment period, the deadline
for submitting a citizen petition to
object to the EPA Administrator
will be determined as if EPA's 45day review period is performed
after the public comment period
has ended. The final Title V air
operation permit will be issued
after the conclusion of the 45day EPA review period so long as
no adverse comments are
received that result in a different
decision or significant change of
terms or conditions. The status
regarding EPA's 45-day review of
this project and the deadline for
submitting a citizen petition can
be found at the following

Objections: Finally, pursuant to 42
United States Code (U.S.C.)
Section 7661d(b)(2)/ any person
may petition the Administrator of
the EPA within 60 days of the
expiration of the Administrator's
45-day
review
period
as
established at 42 U.S.C. Section
7661d(b)(l), to object to the
issuance of any Title V air
operation permit. Any petition
shall be based only on objections
to the Permit that were raised
with
reasonable
specificity
during
the
30-day
public
comment period provided in the
Public
Notice,
unless
the
petitioner demonstrates to the
Administrator of the EPA that it
was impracticable to raise such
objections within the comment
period or unless the grounds for
such objection arose after the
comment period. Filing of a
petition with the Administrator of
the EPA does not stay the
effective date of any permit
properly issued pursuant to the
provisions of Chapter 62-213,
F.A.C. Petitions filed with the
Administrator of EPA must meet
the requirements of 42 U.S.C.
Section 7661d(b)(2) and must be
filed with the Administrator of the
EPA at: U.S. EPA, 401 M Street,
