The Stark County Community Action Agency
SCCAA, began providing its Head Start program
in 1991. This federally funded, comprehensive
program has been proven to prepare children
for kindergarten and have a significant impact
on their lives. Our school readiness goals focus
on the growth and development of the child as
well as the growth and development of the
family.
The SCCAA Head Start Program promotes
school readiness by enhancing the social and
cognitive development of children through the
provision of education, health, nutrition, social
and other services to enrolled children and
families.
In 2012-2013, the Stark County Community Action Agency directly operated Head Start / Early
Head Start centers in the cities of Canton,
Massillon, and Alliance. In addition, children
were served through child care partnerships
with A Place to Learn & Grow, Little Learners,

The Stark County Community Action Agency Head Start/
Early Head Start Program ensured that over 800 children
received required health screenings such as, lead, hemoglobin/hematocrit, height/weight, blood pressure,
vision and dental services.

The Head Start/ Early Head Start Program hosted a Health, Nutrition & Wellness Fair that involved
many community providers such as Aultman Hospital, Mercy Medical, SARTA, Stark State College, and the Stark County Health Department. The Fair provided over 200 children and families
with services and resources that would improve not only their livelihood
but their overall health. Health Services has established a partnership
with the Canton Community Health Clinic that will benefit our program
for the 2013-2014 school year.
The Stark County Community Action Agency Head Start Program provided 53,934 breakfast meals, 79,908 lunch meals and 52,826 snacks to 956 enrolled Head Start
and Early Head Start children through June 2013. Menus were written with input from the children’s parents and Head Start and Early Head Start Staff. Menus were approved by a registered
dietitian with an emphasis in providing fresh fruits, vegetable and whole grains.
Stark County Community Action Agency Head Start/Early Head Start
program recognizes the important role parents play in the education of
their children. We provide parents opportunities to expand their knowledge in child development, health and nutrition, mental wellness, financial literacy, and advocacy through trainings and hands on experiences.
Over 55,000 volunteer hours were logged for the 2012-2013 school year. Parents volunteered their
time in the classrooms, on advisory boards and policy council and assisted the program by extending learning potential in the home that directly supported the curriculum.
Community collaborations, from PNC Bank, United Way, Early Childhood Resource Center, Stark State College, Ohio Coalition for the Education of Children, Massillon Lion’s Club, Case Western Reserve, Aultcare, Canton Symphony Orchestra and many more, assisted SCCAA in providing parents and
children with additional educational experiences, or assisted with programy

The Head Start program implemented the researched based, nationally
recognized Creative Curriculum in its centers and all of its partner centers. The Creative Curriculum is aligned with the assessment system
Teaching Strategies GOLD for which all Head Start/Early Head Start children are assessed based on direct observations three times a year. The
Head Start approach to school readiness means that “Children are ready for school, families are
ready to support their children’s learning, and schools are ready for the children.”
We set an expectation of excellence in the children’s status and progress across the following ten
(10) domains:

Excellence in these domains will improve age appropriate readiness for kindergarten among children participating in the program. Additionally, Head Start/ Early Head Start is staffed by professionally trained and credentialed educators and assistants maintaining a staff to child ratio of 1:10 in
full day classes and 1:9 in part day classes.
The SCCAA Head Start Program establishes program goals for improving the school readiness of children and demonstrates that such goals align with the Head Start Child Development and Early
Learning Framework, State early learning guidelines, and the requirements and expectations of the
schools for children participating in the program.

Under Teaching Strategies GOLD assessment, 723 children were assessed. The percentages represent children who were at or above their typically developing milestone in the spring of 2013.
There was on average a 20 percent increase in the categories of social/emotional, physical
health, language, approaches to learning, logic & reasoning, literacy and math. In the categories of science & technology, social studies and art, there was an average 42 percent increase
from fall to spring 2013.

From November 12-17, 2013, the Administration for Children and Families (ACF) conducted its
triennial on-site monitoring review of the Stark County Community Action Agency Head Start
and Early head Start programs.
Based on the information gathered during the review, a report was issued by Health & Human
Services; and it was determined that our Head Start and Early Head Start programs are in compliance with all applicable Head Start Program Performance Standards, laws, regulations, and
policy requirements.
Observations were conducted in pre-school, center-based classrooms using the Pre-K Classroom
Assessment Scoring System (CLASS). The CLASS tool looks at three domains (emotional support,
classroom organization and instructional support) and ten dimensions (positive climate, negative
climate, teacher sensitivity, regard for student perspectives, behavior management, productivity, instructional learning formats, concept development, quality of feedback and language
modeling) of teacher-child interactions and measures those observed interactions on a seven
point scale. The results of this assessment will be compared to the
national average scores and presented later this year.
In accordance with Government Auditing Standards, an audit report was issued on
June 28, 2013. Areas for consideration were the Stark County Community Action
Agency's internal control over financial reporting and tests of its compliance with certain provisions of laws, regulations, contracts and grant agreement and other matters
and the results of these tests. The audit also evaluated the appropriateness of accounting policies used,
the reasonableness of significant accounting estimates made by management, and the overall presentation of the consolidated financial statements. There were no agency audit findings related to the financial statements of FY 2012.
Start With Music joined two of the Canton Symphony Orchestra’s most successful early learner
program, SymphonyLand and Kinder Concerts, to
form a series of sequential learning experiences for
855 children enrolled In our Head Start Program.
SymphonyLand is a series of instrumental trio performances designed to introduce children ages 3-5
years of age to music through a foundation of children’s literature. The trio performance
at our Head Start sites and Kinder Concert orchestra performance at the Cultural Center
for the Arts build one upon the other as literacy and music concepts are introduces and
reiterated.
The innovative approach to arts integration for early learners increases the probability of
sustained learning for Head Start children through repeated and sequential musical experiences supported by scripted narratives that carefully incorporated the focus concepts. Particularly for those students who have had limited access to these opportunities, the excitement and engagement intrinsic in live music facilitates motivated learning
as other ways of thinking and learning are explored.
