BOT Meeting Highlights
Three Board of Trustee Members Re-Elected
Dave Robbins, Kingstowne owner
since 1995, is beginning his third
year on the Board of Trustees.
Kathleen Snyder, a homeowner since
1988, was re-elected to serve
as president for 2015.
Jeanne McCarroll joined the Board
in 2006. She will continue as the
secretary/treasurer into the new year.
BOT Meeting Highlights
Below is a summary of actions taken at the December 3, 2014, meeting of the Kingstowne Residential Owners Corporation (KROC)
Board of Trustees (BOT). Board highlights are written from draft minutes prior to board approval and are subject to change.
n The trustees elected their officers
for the 2014-2015 leadership
year: Kathleen Snyder, president;
Cynthia Jacobs-Carter, vice
president; and Jeanne McCarroll,
secretary/treasurer.
n The BOT approved legal action
against one property owner who
has failed to bring the property into
compliance over time.
n The Board accepted a two-year
contract renewal with WTS
International to continue to provide
fitness management and recreation
services.
n The trustees approved the request
of the Kingstowne Area Artists to
use the Snyder Center for an art
show in November of 2015.
n The 2015 Board of Trustees
meeting schedule was approved.

August 5, September 2, October 7,
November 4, and December 2.

n The BOT discussed the continuing
concern of property damage at
the South Center tennis courts and
the South Center deck as a result
of skateboarding, soccer, and
vandalism. The tennis courts will
be taken out of use temporarily
as a workable solution is further
considered.
n The trustees accepted the general
manager’s monitoring reports
regarding fiscal planning and
budgeting, financial conditions,
asset protection, covenants and
deed restriction enforcement, and
communication methods with
members.
n The Board reviewed the most
recent report for the Architectural
Review Committee (ARC)
meeting.

Trash Removal Holiday Changes
If you usually have trash removed on Thursdays, please keep in mind trash is not
collected Thursday, New Year’s Day (Jan. 1). The trash will be picked up on the
next regularly scheduled pickup day, which is a Monday. Please help spread
the word, so everyone can spend these holidays resting—and not looking into a
street lined with trash bags and recycling bins.
If weather conditions prevent the safe collection of curbside garbage or recycling,
please remove your waste from the street by the end of the day. On your next
regularly scheduled collection day, up to two times the regular amount of waste
will be collected at no extra charge. Place extra garbage in securely tied plastic
bags, labeled, “GARBAGE” next to your usual garbage can.

What to Bring:
Tenants: Photo ID and current lease. Facilities
passes will only be issued to residents named
on the lease. Passes will automatically be
cancelled at the end of the lease term. A
new lease must be presented at the business
office to update the passes.
New Homeowners: Photo ID and the HUD1
settlement paper. Homeowners will need to
authorize other residents of the household
to receive passes. This can be done in person
or in writing. (Homeowners do not need to
renew their passes.)
Homeowners with a Facilities Pass: No need
to update your facilities pass unless you
lose it or the information you provided has
changed.
Safety First This Winter
Please do not sled or ski near roads. Help
prevent accidents by reminding friends
and family to avoid roads, ponds, and
construction sites.

Why Do I Need a Facilities Pass?
A valid facilities pass is needed to access
the fitness centers and some residentonly events. If you are renting a home
in Kingstowne, or if your personal
information has changed, please stop
by the KROC Business Office to update
your facilities pass. The office is open
9-5:30 weekdays and until 8 P.M. every
Wednesday. All residents age one and
over must have a facilities pass, and those
who are age 12 and over must have their
photo taken. The first facilities pass and
first replacement pass are free. After that,
there may be a $5 charge.

Management Ponds
Storm water management facilities,
including dry ponds, are never safe
places to play, sled, ice skate, swim, or
fish. Please heed posted warning signs.

The large storm water management
basins (“dry ponds”) throughout the
community are maintained by Fairfax
County. Although there are regular
inspections of each of these facilities,
local residents are often more aware
when something is wrong.
If you become aware of a maintenance
issue regarding a storm water
management facility, please notify the
KROC Business Office. Also, problems
can be reported to Fairfax County
Stormwater Management by calling

Holiday Trash vs. Recycling
The holiday season can generate a lot of trash from shipping boxes to
wrapping paper to pretty bows. It may be easier to just throw it all in
the trash, but please take some time to recycle those items that can be
processed through the recycling center.
Christmas morning–children excitedly open their gifts...
Know What’s Good to Go and What’s Not
Did you know that laminated and coated gift bags cannot be recycled, yet
sparkly wrapping paper can? Be in the know!
Plain or sparkly wrapping paper, tissue paper, holiday cards, and plain paper
gift bags are always accepted at the recycling center.
Ribbons, bows, coated gift bags, cellophane, and packing peanuts cannot
be recycled, so please dispose of them with your regular trash, or better
yet, reuse them!
Recycle all boxes whether they are gift, shoe, or shipping boxes—but not
plastic shipping bags. These can be recycled with your grocery bags at your
local food store.
Soon, paper, ribbons,and boxes are scattered about...
Combined Material
Do you ever wonder what to do with the packaging that’s a combination
of plastic and cardboard? Simply separate the two materials and put the
cardboard in your recycling bin; throw the plastic window portion in the
trash. In order to recycle these types of packages, please take some time to
separate.

additional trees to consider and a few
to leave off that list of options.

consider—contemplate no more, as
they are on the list of Kingstowne’s
prohibited trees.
If you live in a townhome and want a

beautiful blooms in the spring
providing color for your landscape.
It is a moderate to faster growing
variety but only grows to 25 feet at
maturity.

The Who’s Who on Snow
Plowing in Kingstowne
Whether we want it to or not, this
winter is predicted to have more snow
than last winter!
The standard for KROC contractors
to begin plowing is when two or more
inches of snow have been recorded at
Reagan National Airport. The size and
duration of the storm will determine
how the streets will be plowed. When
the storm is dropping snow at a high
rate and for a long period of time, the
plowing crews will concentrate on
opening up one lane until all the private
streets have been opened. After the
snow has stopped, crews will follow
up with additional efforts to open as
much of the street as possible. Plowing
efforts may require more time during
these larger storms.
During plowing operations, efforts
will be made to minimize snow piles
at the mailboxes and behind vehicles.
Icing typically requires no plowing;
salt applications will be sufficient.
The staff and plowing crews maintain
a list of “hot spots” or areas where
snow and ice are a particular problem
due to shade, rapid freeze-thaws, or
steep grades. These areas are typically
pretreated with salt or special deicing
materials and treated more often after
a snow event.

There are two organizations
responsible for snow plowing on the
streets throughout the Kingstowne
community. Public streets are
maintained by the Virginia Department
of Transportation (VDOT) and are listed
below.

Insulate Your Head
Winter weather is here. Cold winds
blow and sometimes snow falls. If
your plans take you outside, likely
your attire includes a hooded jacket
or hat to cover your head. Wearing
a heavy coat and leaving your head
uncovered is a sure way to become
cold quickly once you’re outside.
Insulate yourself from top to bottom
to stay warm while you’re out in the
elements.
Insulate Your Roof
The same principal applies to our
homes! Taking measures to keep
cold air out and warm air in will make
for a comfortable and cozy home
throughout the winter season. You can
caulk windows and install draft guards
on the bottoms of doors to help
eliminate cold air’s entrance. What
about keeping the warm air inside?
Look up—at your roof! Hot air rises,
but that doesn’t mean our energy bills
have to do the same!

As many are aware, Fairfax County is dealing with a troubling case
involving the 2013 death of John Geer. I’ve spent a good deal of time
during the first days of December responding to questions about
the federal investigation into this case and why it is taking so long.
Ordinarily a police-involved shooting in Fairfax is referred to the
commonwealth attorney’s office and is handled in a relatively
short time. In this case, however, the commonwealth attorney’s
office asked last January for the federal government to assist. That
investigation is still ongoing.
Interpreting the facts in order to discover the truth of what
happened is often difficult. There are the bare facts of what
happened: the police were called and a man was shot. Then there is
the interpretation of what happened. Or what one thinks happened.
Or what one heard happened. Why and how it happened.
Individuals view information differently through their own cultural
prisms and backgrounds. The interpretation part is never simple.
That is the job right now of federal investigators.

The violent loss of a life is tragic, whatever the circumstance.
In fairness to everyone involved and affected, it is critical that
information obtained through the investigation be carefully
vetted and corroborated prior to its release at the conclusion of
the process. The county has provided all of the information and
materials requested by federal investigators.
Our Board does not interfere with, or insert itself into, a criminal
investigation. We have, however, expressed our frustration
and deep concern with the length of time this investigation has
taken. Once the process is completed, I am committed to a review
of Fairfax County’s own internal policies and procedures to make
sure we are working with all levels of law enforcement so that
justice is served in a timely manner.

This was the year of the town center—Springfield Town Center!
The former Springfield Mall opened its doors on October 17, and
shoppers and diners have been flocking there. Another important
retail addition, Wegmans, is on track and should open this spring.
Department of Rail and Public Transportation (DRPT) transit
alternatives study recommending bus rapid transit (BRT) lanes to
Prince William County in the short term, and, in the long term, a
possible extension of Metro’s Yellow Line to Hybla Valley.
We’ve made great strides in transportation. This summer, Jeff Todd
Way (formerly Mulligan Road) opened, connecting Telegraph Road
near Hayfield Secondary to Route One near Fort Belvoir. Besides
serving as an east/west link, the new road includes widening and
improvements for parts of Route One and Telegraph Road.
The $100 million transportation bond referendum that voters
approved on Election Day will help get more turn lanes, traffic
signals, directional signage, and, most importantly, missing
sidewalks, bike lanes, and trails. These improve neighborhood
safety, access to community facilities, like schools and transit, and
link neighborhoods. And, they relieve traffic congestion.
Work on one of our worst transportation bottlenecks—the Van
Dorn/Telegraph/South Kings intersection is almost complete.
Two travel lanes in each direction recently opened and the newly
widened intersection will help drivers using Telegraph Road reach
I-495 via South Van Dorn Street and alleviate the bottleneck east
of the intersection before it splits to Telegraph Road and South
Kings Highway. I pushed for the county to fund this project
because there was no state road money available and we could not
wait any longer.

These new rules only apply to the express lanes; once they
end on I-395 just north of Edsall Road, the I-395 HOV lanes will
operate the same as they do today. Even with the E-ZPass,
vehicles that do not meet the HOV requirement when the
HOV rules are in effect on I-395 are required to exit.
The I-95 express lanes are now open from Garrisonville Road
in North Stafford County to the Edsall Road area on I-395 in
Fairfax County. The project is intended to reduce rush hour
congestion by converting the underutilized high occupancy
vehicle (HOV) lanes into higher capacity express lanes.
One of the major changes will be that ALL drivers, including
non-toll paying carpoolers, with the exception of motorcycle
operators, are required to obtain an E-ZPass to continue using
the new lanes free. In other words, HOV-3+ will continue to be
able to use the lanes toll-free as long as they use an E-ZPass
Flex. Hybrid drivers (even those with the “clean fuel plate”) will
not be able to drive on the express lanes toll-free unless they
meet the HOV-3+ requirement.
The express lanes are accompanied by an extensive signage
system to help drivers make an informed decision on whether
or not they want to use the new lanes. There will be two pricing
signs before all entrances to the express lanes. They will show
the cost to travel to a maximum of three upcoming exits.
Although the displayed prices change with the flow of traffic,
