their homes and lots.
n The trustees provided conceptual
approval of a recycling education
program that has the potential
to increase the recycling in the
community.
n The Board approved the 2015
contribution to the staff retirement
program and confirmed December as
the time of year in which this action
will be taken in the future.
n The trustees accepted recommendations from a contracted human
resources consulting firm regarding
revisions to the corporation’s compensation policy and revised compensation ranges based on a commissioned salary survey.
n The trustees accepted the general
manager’s monitoring reports
regarding fiscal planning and
budgeting, financial conditions,
asset protection, covenants and
deed restriction enforcement, and
communication methods with
members.

the most recent report for the

MEETING ANNOUNCEMENT
VDOT Improvements to Kingstowne Village Parkway
Join representatives of the Fairfax County Department of Transportation (DOT)
to discuss proposed improvements to multimodal safety on Kingstowne Village
Parkway from Beulah Street to Hayfield Road at a meeting on Wednesday,
February 18. This project is being proposed in conjunction with Virginia DOT’s
2015 summer repaving of Kingstowne Village Parkway.
The meeting will be held at Kingstowne’s Thompson Center located at 6090
Kingstowne Village Parkway, beginning at 7 P.M.

in Kingstowne, or if your personal
information has changed, please stop
by the KROC Business Office to update
your facilities pass. The office is open
9-5:30 weekdays and until 8 P.M. every
Wednesday. All residents age one
and over must have a facilities pass,
and those who are age 12 and over
must have their photo taken. The first
facilities pass and first replacement
pass are free. After that, there may be
a $5 charge.
What to Bring:
Tenants: Photo ID and current lease.
Facilities passes will only be issued to
residents named on the lease. Passes
will automatically be cancelled at the
end of the lease term. A new lease
must be presented at the business
office to update the passes.
New Homeowners: Photo ID and the
HUD1 settlement paper. Homeowners
will need to authorize other residents
of the household to receive passes.
This can be done in person or in
writing. (Homeowners do not need to
renew their passes.)

Storm Water Management Ponds
Safety Concerns
Storm water management facilities,
including dry ponds, are never safe
places to play, sled, ice skate, swim, or
fish. Please heed posted warning signs.
Also, do not sled or ski near roads—help
prevent accidents by reminding friends
and family to avoid roads, ponds, and
construction sites.
See a Problem? Report It, Please!
The large storm water management
basins (“dry ponds”) throughout the
community are maintained by Fairfax
County. Although there are regular
inspections of each of these facilities,
local residents are often more aware
when something is wrong.
If you become aware of a maintenance issue regarding a storm water
management facility, please notify the
KROC Business Office. Also, problems
can be reported to Fairfax County
Stormwater Management by calling

Pool Pals Recommend
Minor Changes to Pool Rules
The 2015 pool season is still a few
months away, yet it’s a good time to
reflect on changes that may improve
the experience residents have when
visiting the Kingstowne pools.

– Pool Rules), the revisions are also
available in a marked-up draft to ensure
the changes are easily identifiable.
The Pool Pals
Public Hearing Set for March 4
There is a group known as the Pools
Pals that is focused on just that role.
Membership is varied and includes
several entities that have an interest
in maximizing the pool experience
for residents. It includes resident
representatives who frequent each
pool, along with representatives
of the pool management company
(NV Pools), the fitness management
company (WTS), and the KROC staff.
The proposed changes will be discussed
during a public hearing which has been
scheduled for Wednesday, March 4, at
the Thompson Center. That meeting will
begin at 6:30 P.M.
Recommendations Proposed
At the end of the 2014 pool season,
the Pool Pals conducted a routine
review of the pool rules and came up
with a few recommendations. Those
proposed revisions are summarized
Summary of Substantial Proposed
Changes in Policy Resolution #10:
u Penalties for minor violations of the
rules will be applicable to all patrons
rather than just children;
u A swimming proficiency test
(25 meters) may be required of
any patron who demonstrates
questionable swimming skills in the
main pool;
u A non-swimmer of any age will not
be allowed in the main pool without a
supervising person within immediate
reach;
u The 15-minute break period each
hour may be waived by the pool
manger depending upon the number
of patrons in each area of the pool,
the number of lifeguards on duty,
and the number of supervising adults
accompanying children;
u Information about swim lessons will
no longer be included in the pool
rules, but will continue to be provided
in the Kingstonian and on the website.

The Who’s Who on Snow
Plowing in Kingstowne
Whether we want it to or not, this
winter is predicted to have more snow
than last winter!
The standard for KROC contractors
to begin plowing is when two or more
inches of snow have been recorded at
Reagan National Airport. The size and
duration of the storm will determine
how the streets will be plowed. When
the storm is dropping snow at a high
rate and for a long period of time, the
plowing crews will concentrate on
opening up one lane until all the private
streets have been opened. After the
snow has stopped, crews will follow
up with additional efforts to open as
much of the street as possible. Plowing
efforts may require more time during
these larger storms.
During plowing operations, efforts
will be made to minimize snow piles
at the mailboxes and behind vehicles.
Icing typically requires no plowing;
salt applications will be sufficient.
The staff and plowing crews maintain
a list of “hot spots” or areas where
snow and ice are a particular problem
due to shade, rapid freeze-thaws, or
steep grades. These areas are typically
pretreated with salt or special deicing
materials and treated more often after
a snow event.

What Can You Do to Help?
• Shovel your sidewalks and
driveways.
• Park in garages, in driveways, or
along main thoroughfares so trucks
can plow more efficiently.
• Keep your mailbox area clear from
snow buildup or the postal carrier

• Pretreat private lot areas that are
prone to ice buildup with ecofriendly
products.
• Townhome residents: move
shoveled snow to common turf
areas instead of the street.
• Most important, please be
considerate of your neighbors
regarding the placement when
shoveling snow.

to admire the landscaping and
remember that it is winter and the
landscaping is looking rather drab.
The pro and college football season
is but a memory, so you have time on
your hands to do a little preparation
to get your garden ready to plant in
the spring.
If you have perennials, such as liriope,
aster, black-eyed Susans, fountain
grasses, or Miscanthus grasses, just to
name a few, these should be cut back
to 4-6 inches for the winter to allow
for new growth in the spring. Debris
such as leaves, weeds, and dead
branches should be removed from all

of the year you should disposed of

By removing debris from your
landscape beds, you will remove a
safe haven for insects and disease to
nest over the winter in your garden.
They can be detrimental to your
plants come springtime when the
weather warms up and pests become
active.

If you have shrub roses, this is a great
time to prune them back. This should
be done annually during this time of

So, finish up that cup of coffee, round
up the family, and head into your
yard to enjoy some family time and,
in the process, get your landscape
ready for the warmth in spring!

Free “Eggcitement” Egg Hunt
and Bunny Photos, March 28
On Saturday, March 28, at 10 A.M., the traditional egg hunt will take place
at the South Center. The hunt “ends before you know it” with participants
usually finding all the hidden eggs in the first ten minutes. Please arrive
early and wait with the crowd until the signal to begin
the hunt is given at 10 A.M.
Bring your cameras! Immediately after the hunt, our
Eggcitement bunny is available for photographs inside
the South Center. The bunny needs to hop in a car for
basket deliveries, so photos end before noon.
Bunny Basket Drop Off, March 28
From noon to 2 P.M., the Eggcitement bunny will drive through Kingstowne, delivering baskets to
Kingstowne kids. Parents should sign up for their kids’ Bunny Basket Drop Off at the Thompson Center
fitness counter as early as possible, as slots fill quickly. Parents should drop off their children’s full baskets,
labeled with names and addresses, by March 27. Spots are 10 minutes apart to allow for driving time. A $5
delivery fee will be charged when parents sign up.

Playgroup
Music and Movement in Motion
A new, free playgroup club has been
added to the community. It incorporates unique learning
sessions and fun musical rhythms that can help children learn
valuable social skills as they learn to clean up, share, take turns,
and transition from one activity to the next.
Children love music and movement, and putting the two
together creates an explosion of fun and learning. Children of
all ages (primarily 1-5 years old) will have the chance to dance,
sing, play with scarves, roll balls, wave ribbons, hit balloons,
play various percussion instruments, have circle time, strum
a ukulele or mandolin, do finger plays, learn lap rhymes, and
much more.
“Teaching children with music has been my passion and
my creative outlet for twenty years, and I’ve been teaching
organized classes going on five years now,” says Desrae Gibby,
club leader. “Young children are like sponges and absorb even
more when there is music and movement combined.”
Learning Made Fun
The primary goal of this club is for kids to have so much fun
they don’t even know they are learning. They learn about the
seasons, weather, days of the week, months of the year, the
body, letters, money, counting, colors, holidays, and many
other preschool themes with fun interactive songs. They even
learn a little Spanish and German.
Kids will get some exercise doing basic physical fitness skills-alternating quiet circle time and active movement. Kids will
run, skip, jump, twirl, crawl, hop, and even do push-ups, situps, and jumping jacks. After all the excitement, they will cool
down with a lullaby.

2015 Street and Sidewalk Improvements
Work Will Begin in Spring 2015
Planning has begun for scheduled paving and concrete work throughout the community in 2015. Select roads
are on a repair and replacement schedule based on their age and use, although sometimes it’s necessary to do
repairs off schedule. The work will begin this spring.
Affected Residents Will Receive Advance Notice
Those affected will receive more detailed information in early spring. Notifications will be sent in advance,
providing the opportunity to make plans for moving vehicles, if necessary.

Trash and Recycle Reminders–
Keeping it Clean in Kingstowne
February is typically when we receive the
bulk of winter snowfall. It pays to bundle
yourself up on those cold, blustery days
and the same rings true for your trash and
recycling! Twice a week, every week, trash
and recyclables are set out for collection
throughout the community. Taking time
to bundle up and secure items goes a
long way toward keeping the community
looking tidy on the designated pickup days.

Did You Know You Can Recycle Clean Parts of Pizza Boxes?
Did you know over 80% of our regular household material is recyclable? For instance, the cardboard
of a pizza box is recyclable, but when heavily soaked in oil the cardboard jams the recycling belts,
causing delays on trash pickups and costs to the co
company that are then forwarded to us. What
can we do? Remove the oily stain by cutting it out and recycling the clean portion. Actions such as
this can make a world of difference in our neighborhoods and in the life cycle of recyclables.

Anecdotal information can be compelling, feel absolutely
right, and yet be wrong. That’s why early last summer I
asked Lee District residents to tell me what they think
about some of the key issues in Lee District and Fairfax
County. Thank you to all who responded to my brief survey
and thank you also for the additional comments that let
me know your concerns or approval regarding specific
transportation, zoning enforcement, and other issues
that affect our daily life. Overall, I heard a lot of positives
and while those are always good to hear, I also want to
hear about our challenges so that we can help get them
resolved.
Here’s an overview of the five survey questions and
responses. The first question asked correspondents to rank
the importance of county services including schools, parks
and libraries, transportation, human services, public safety,
zoning enforcement, and environmental protection. The
largest percentage of correspondents rank schools first,
closely followed by transportation and public safety.
The largest number of respondents want the state to
increase K-12 education funding. A much smaller number
of mail respondents favor raising property taxes while
instituting a meals tax and cutting services ranked last. A
number of respondents also support cutting programs.
More than 50% of the county’s budget goes to fund our
schools. While a majority of respondents agree that 50% is
the right amount, there was also a substantial minority that
would like to see county funding at a lower level.
While respondents want to see expanded transit options,
almost as many want road capacity expanded and a
substantial number would like improved bicycle and
pedestrian amenities.
Most respondents prefer to get their Lee District news
through my monthly e-newsletter although a substantial
minority prefers a print newsletter and Facebook updates
are also popular.

Funding Pre-K Education
One of my focus areas for the 2015 General Assembly
session will be helping Fairfax County secure early
childhood education—or “pre-K”—funding. Overwhelming
evidence has proven that investment in pre-K pays
considerable dividends. In Virginia, too many four-yearolds are not prepared for kindergarten, and too many
rising six-year-olds are not ready for first grade.
The new VPI would encourage private providers to engage
with their local school division to design programs that
best suit local needs. The new VPI is parent-driven and
gives maximum flexibility to provide accredited pre-K in
different qualifying and safe venues.

To begin addressing the problem in
2005, the General Assembly began
funding the Virginia Preschool
Initiative (VPI) at one-half the cost
with the locality responsible for the
other half. Any child that qualifies
for the federal free and reduced
price lunch program is eligible. For
a “rich” county like ours, that is as
good a deal as we will likely ever get.
However, since Fairfax schools are
under enormous budget pressure,
the school board could not take
advantage of all the money we were
eligible to receive, therefore my bill is
intended to make it more attractive.
My legislation builds on the existing
$6,000 budgeted expenditure by
providing a $2,500 tuition assistance
grant (“4-TAG”) to the parents
of each qualifying student. The
combined $8,500 is intended to
prompt partnerships and creativity by
allowing the parent to designate it to
the school division, a public-private
partnership with the division, or
another qualified private provider.
The local school division would no
longer be required to match the
state’s contribution dollar for dollar,
and the existing 25% “in-kind”
contribution limitation is eliminated.
In order to fund the $2,500 grants,
a referendum would be placed on
the ballot to raise funds from a
dedicated source of revenue solely
