Balanga City ranks 8th in managing taxpayers’ money

BALANGA CITY – This rising component city ranked 8th
among the Philippine cities
recently ranked by the Department of Finance (DoF) in their
fiscal sustainability report
from 2009 to 2012.
City Mayor Enrique “Joet”
Garcia III told local newsmen
here that the DOF’s report determines how well the local
government units (LGUs) managed taxpayers’ money.
Balanga City garnered an
80.2 percent rating from the DoF.
The assessment was based
on the revenue generation capacity with focus on local revenue collection growth, type of
income classification, expenditure management and their
compliance with the agency’s
reportorial requirements.
Tagaytay City ranked number one with an 86.5 score, fol-
lowed by Quezon City (86.3),
Laoag City (84.7), Tanauan City
(82.9), Batangas City (82.6), Vigan City (81.4), and Davao City
(80.5).
The DoF stated that these
eight
high-ranking
cities
showed that all are fully compliant to their reportorial re-
quirements and “all revenue
and expenditure indicators are
strong.”
The rankings among cities
were also based on the Statement of Receipts and Expenditures submitted by the respective city treasurers to the
DoF-BLGF as of August 2013.•

– Attendance estimates
show this year’s Clark
Grand Festival surpassed
last year’s record crowd by
more than 6, 000, according to the post-event report of the state-run Clark
Development Corporation
(CDC).
The CDC Public Safety
Department (PSD) report
said the attendance during the three-day festival
held from December 5 to
7 reached 17, 500, higher
by 6,500 from the 2013
crowd of 11,000. Both figures also exceeded expectations last year and this
year at 2,500 and 3,000,
respectively.
The celebrity concert
performed by popular
bands like Imago, Chicos-
ci, Pedicab and Sandwich
on the last night of the festivity drew an estimated
crowd of 6,500.
“They wowed the crowd
with their electrifying
performances,” said Noemi Garcia, CDC-Tourism
and Promotions Office
manager.
Other activities that
spurred the added attendance were the variety of
food, competitions and
the good weather condition.
This year’s festival also
brought in more young
people and students who
competed in the Drum
and Lyre, Mimosa Pop
Idol, Binibini and Ginoong Mimosa and Interschool Cheer Dance competitions.

ground for
Bataan Freeport’s
first-ever
techno park

MARIVELES, Bataan – Business process outsourcing (BPO)
firm Grand Innovasia Concept Corporation (GICC) will officially start
establishing its Techno Park at the
Freeport Area of Bataan (FAB) with
a ground breaking ceremony today,
December 16.
The ceremony was set after the
GICC signed a memorandum of
agreement with the Authority of the
Freeport Area of Bataan (AFAB),
leasing a three-hectare land where
it will build an Information Technology (IT) Techno Park.
Bataan Governor Albert Raymond Garcia is expected to grace
the event as the guest of honor.
Garcia will be joined by GICC President Xiajing Luo, AFAB Chairman
Deogracias Custodio and Mariveles
Mayor Jesse Concepcion.
Custodio said GICC’s planned
complex will be the first information technology park in the Freeport.
“It will serve as GICC’s main
operation center for BPO Online/
Interactive Gaming activities in the
country. The TechnoPark will also
house other locators with provision
for business and commercial spaces,” Custodio added.
While the construction of the
Techno Park is ongoing, GICC temporarily established an office at the

recently received more than
P2 million in livelihood assistance from the Department of Labor and Employment in Central Luzon
(DoLE-3).
The distribution of livelihood assistance was one

of the Senate Committee on
Trade, Commerce and Entrepreneurship.
“A fair competition policy
will level the playing field for
Filipino businesses and allow more Filipinos to exercise
their entrepreneurial spirit,”
Aquino said.

works hand-in-hand with the

A day of good deeds
THE provincial Capitol of Pampanga has
always been a stickler for environmental
protection, and the turnover of trash boats
to the provincial government yesterday is
indeed a welcome development.
The provision of the boats, worth P4.8
million, will ensure that the province of
Pampanga can enforce and implement
the national government’s Operational
Plan for the Manila Bay Coastal Strategy
(OPMBCS).
The boats would indeed be a big help
in the implementation of the province’s
Solid Waste Management program and
finally address the garbage situation in
Pampanga.
Waste generation is not just a problem
in the province but also nationwide, and
the DENR’s move to provide Pampanga with
three trash boats – with two more coming
soon as they promised – is greatly appreciated by the Capitol, led by Gov. Lilia Pineda.
Pineda also asked the Capitol employees and other officials in attendance to
support the province’s solid waste management program.
Meanwhile, Capitol workers also welcomed another surprise from Gov. Pineda,
in the form of a P30,000 Christmas bonus
each for the more than 2,000 permanent
and casual employees of the provincial
government .
The Sangguniang Panlalawigan approved the granting of bonuses for regular and casual employees after determining that the Capitol has enough savings
– meaning it is financially capable – for
the Productivity Enhancement Incentives
(PEIs) of the employees.
Those who attended the event described the workers as happy, surprised
and teary-eyed, because most of them did
not expect to hear the good news.

OT many of us know the meaning of the
Latin word “persona non grata” since it is
a legal jargon and we don’t use it for everyday communication. Needless to say that only
people with the ability to digest the complexity
of our laws appreciate its meaning. Recently, the
word came into the picture and unfortunately it
tangled a well-known and respected TV and print
journalist/ host of our country.
It was the second time that Ms. Korina
Sanchez got involved into the mess and this time
she was slapped with the most serious form of
censure which one country can apply to an individual. Since Ms. Sanchez is not a diplomat, she
is considered, for all intents
and purposes, non-existent
in Japan.
The Ministry of Foreign
Affairs of Japan has issued
a memorandum declaring
“Ate Koring” as “persona
non grata” in the entire
land of the rising sun for
the remarks she uttered on
national television while
delivering the news on the
possible path of destruction ELLEZ J. DAVIO
of Typhoon Hagupit. She
wished that the typhoon
will change its course to
spare our country from another monstrous destruction and to go directly to
Japan.
Some netizens expressed
their opinions, saying such
act was unprofessional and
will definitely affect the
credibility of Ms. Sanchez
as a journalist. That she violated the standard ethics of
professional journalism for
delivering unbiased news to
the viewers. That the comment she made could lead to
a strained relationship between two countries.
Well, on my stand point
as a writer, sometimes there
are issues that should be
left alone, and nasty comments or even reactions
must be kept inside your
mind to avoid conf lict. Less
talk, less mistake. As for
Ms. Sanchez, being in the limelight for decades,
she probably thinks that whatever commentary
she utters, whether positive or negative, people
will readily accept the fact and welcome it with
open arms.
I could not blame her for thinking that way.
She dedicated her entire life to broadcasting and
became a household name in the field of television. She is an icon and an inspiration to some
journalists. Her presence every night in the evening news is proof that her status is armored with
respect and royalty. But nobody is perfect. Even
the formidable Ms. Sanchez is susceptible to human error. For the time being, she is an “unwelcome person” in Japan. If she decides to spend
the holiday abroad, Japan will never be on her
list. •

The Boston Tea Party
and granting it a virtual monopoly on the
American tea trade. The low tax allowed
the East India Company to undercut even
tea smuggled into America by Dutch traders, and many colonists viewed the act as
another example of taxation tyranny.
When three tea ships, the Dartmouth,
the Eleanor, and the Beaver, arrived in
Boston Harbor, the colonists demanded
that the tea be returned to England. After
Massachusetts Governor Thomas Hutchinson refused, Patriot leader Samuel Adams
organized the “tea party” with about 60
members of the Sons of Liberty, his underground resistance group. The British tea
dumped in Boston Harbor on the night of
December 16 was valued at some $18,000.
Parliament, outraged by the blatant destruction of British property, enacted the
Coercive Acts, also known as the Intoler-
able Acts, in 1774. The Coercive Acts closed
Boston to merchant shipping, established
formal British military rule in Massachusetts, made British officials immune to
criminal prosecution in America, and required colonists to quarter British troops.
The colonists subsequently called the first
Continental Congress to consider a united
American resistance to the British.

7,500 bulbs and seven giant rotors – last

Aguilar, who has 20 years of lanternmaking experience under his belt, expressed gratitude to Barangay Chairman

Filipino businesses and their consumers at risk,”
Aquino said.
Senate President Franklin M. Drilon concurred,
saying that “having a competition law will lead to lower prices, higher quality of products and services, and
more choices for consumers, as fostering a competitive economic environment spurs market efficiency
and innovation.”
Drilon also said that the Fair Competition Act
contributes to Congress’ goal of passing a package of
priority economic measures to improve the Philippine
business climate, boost investment and ensure macroeconomic and fiscal sustainability to prepare the
country for the ASEAN Economic Community (AEC)
in 2015.
He noted that “the Philippines remains the only
member of the ASEAN-5 countries (which also includes Indonesia, Malaysia, Singapore, and Thailand)
where a competition law is not already in place.”
Acts considered as unfair competition include,
among others, any competitive agreement between competitors; setting, limiting, or controlling the production
of goods and services to the detriment of consumers;
the application of contradictory conditions to equivalent transactions with other parties, and price fixing.
To accomplish its goals, the bill mandates the establishment of a Fair Competition Commission which
will ensure that industrial concentration would not
limit economic power to a few.
Tasked to promote competition, ensure consumer
welfare, and penalize abuses of market power, the
Commission is also mandated to prohibit anti-competitive agreements and abuses of dominant position
that distort, manipulate, or constrict the operation of
markets in the Philippines through constant monitoring of business practices being implemented by market leaders.
The proposed measure states that those found to
be engaged in unfair competition will face a fine ranging from P50 million to P200 million.
The measure also states that any competitive
agreement between competitors shall be penalized
by imprisonment from two to five years, or fined an
amount not less than P100 million but not more than
P200 million or both, with “the penalty of imprisonment being imposed upon the officers and directors
of the entity.”
“We believe that the Fair Competition Act is all at once
pro-poor, pro-people, and pro-business. It safeguards the
welfare of businesses, large and small, and protects honest, hardworking entrepreneurs,” Aquino said.
The measure was approved on third reading after
the inclusion of an amendment by Acting Minority
Leader Vicente “Tito” Sotto, which further empowers
the proposed Commission to consider whether market entities selling their products below cost “are doing so in good faith to meet or compete with the lower
price of a competitor.”

Each student-beneficiary is entitled to a maximum of P60,000 grant per school year which includes P10,000 per semester for tuition fee, P2,500
per semester for books and other learning materials, and P3,500 per school month as stipend which
covers board and lodging, transportation, clothing,
medical needs, and other related costs.

Golf wonder is youngest
MOKA recipient ever

International golf player Annyka Chanel
Pineda-Cayabyab is the youngest-ever among
the close to 500 Most Outstanding Kapampangan Awards (MOKA) recipients, ever.
This was confirmed by 2005 mass media
MOKA awardee Caesar “Bong” Lacson whose
group, the Pampanga Press Club, led the
MOKA nomination for the four-time world
junior golf champion.
In her speech at the MOKA awards night
December 11, Annyka – MOKA awardee in the
field of sports – said representing the country
in international golf competitions is “honor
enough” and winning the prestigious award
made it special.
Annyka, who turned 10 last May 3, also
stressed that “hard work and dedication” are the
keys to be successful in sports.
Annyka is the granddaughter of Pampanga
Gov. Lilia Pineda and businessman Rodolfo
“Bong” Pineda. The Grade 5 student at the O.B.
Montessori Center in Greenhills ruled this
year’s Future Champions of Golf International
junior championships at the Riverwalk Golf
and Club in San Diego, USA and the Veritas
World Junior international golf tournaments,
also in the USA.
“My lola (Lilia) and lolo (Rodolfo) are my
number one fans,” said Annyka, eliciting applause from the audience at the King’s Royale
Promenade Ballroom Hall.
Annyka thanked her parents – Lubao
Mayor Mylyn Pineda-Cayabyab and former
National University and Philippine Basketball
League (PBL) player Archen Cayabyab – for
their “unending love.” Her mother and grandfather influenced her to play golf.
“What’s good about Annyka is that her
grades in school are also good,” said Gov.
Pineda shortly after the MOKA event, which is
the culmination of the 443rd Pampanga Day
founding celebration.
Annyka thanked golf clubs and groups in
the country, which helped her become successful. She also expressed gratitude to her coach,

Arthur D. Tai was appointed
President and Chief Executive Officer (CEO) by the newly elected
board of directors of Subic Bay
Marine Exploratorium Inc. (SBMEI), parent company of Ocean
Adventure and Camayan Beach
resort hotel, this December.
Tai replaced Timothy Desmond, one of the founding investors of Ocean Adventure, and has
taken over the reins of the company as CEO/President at a critical

Christmas bonus for
Capitol employees

Lilia “Nanay” Pineda
announced
yesterday the granting of
P30,000 Christmas
bonus for each of the
more than 2,000 permanent and casual
employees of the provincial government .
The
announcement came after the
Sangguniang Panlalawigan approved the
granting of same for
regular and casual
employees after they
have determined that
they have enough
savings for the Productivity Enhancement Incentive (PEI)
of the employees and
the Capitol is financially capable.
“The employees
of the provincial government will receive
P30,000 each. We
have savings and it is
enough to give each
and every deserving
employee a Christmas bonus. We want
your Christmas to be
merry and your new
year to be prosperous,” the governor
announced.
This announcement happened during the flag raising
rites yesterday in
front of the provincial
Capitol, after the governor gave Christmas
gifts to more than
4,200 Kapampangan
families.
This pronouncement of the Governor
was met with loud
and long applause
by the employees attending the flag ceremony, who were
gladdened by the announcement.
