SPRING GRANT PORTAL ACCESS RIGHTS GUIDE (For SMEs) (Updated Dec 2014) HOW TO ACCESS THE PORTAL? 1. Only individuals with SingPass (Singapore Personal Access) can be appointed as users and have access to the SPRING Grant Portal. This is a common password that is used to transact with different Government online services and is available to: a. Singapore Citizen and Permanent Resident b. Employment Pass and Personalised Employment Pass holders c. EntrePass holders d. S-Pass holders e. Dependant Pass holders (of EP, PEP, EntrePass and S-Pass holders) f. Selected Work Permit holders 2. When the individual logs in to the Portal, the system will detect if the user is linked to any Unique Entity Number (UEN) record User with record(s) • If a link is detected, the user will be directed to the Company’s Dashboard. • If the user is linked to more than one UEN, he/she will be asked to select the UEN account he/she wishes to access. User with no record If no link is detected, the user will be directed to a new application page where he/she will fill in the UEN of the Company. • If the Company entered is already linked to other user(s), the user will not be allowed to continue with the application. He/she should contact the Company’s CEO/Proxy for access rights to the Company’s account. • If the Company does not have a record with SPRING, the user may complete the application. If the user declares that he/she is not the CEO, a notification will be sent out to the CEO’s email address entered in the application page for the CEO to make the submission. Upon which, the CEO may then set up the user access rights for the Company. Note that if the user access rights are not set up, the user who had created the application will no longer be able to access the Company’s account upon the CEO’s application submission. WHAT ARE THE DIFFERENT ACCESS RIGHTS? There are three types of user for the SPRING Grant Portal: CEO, Proxy and Officer. Every Company’s CEO 1 will have to be registered on the Portal, and he/she may choose to elect up to 2 proxies or 5 officers to perform transaction on the Company’s behalf. The access rights are not exclusive to a single project, hence elected proxy and officer will have access to all the Company’s past and current grant projects supported by SPRING. The specific access rights for each type of user are stated below: 1 Or equivalent e.g. Sole proprietor, Partner, Managing Director or other Company Director as registered with ACRA. Name NRIC No./FIN Designation in the Company Contact Number Email Address First-time Applicant Upon the successful application submission by the CEO, the system will display a message prompt for the CEO to set up the User Access. The setup will take immediate effect, and any subsequent transaction may be performed by the proxy/officer according to their access rights. However, please note that should the first-time application be rejected by SPRING, the user access will lose its effect. Subsequent Access If the setup was not performed during the first time application submission, or if subsequent changes are to be made, the user may access the set up page via the “User Access” tab on the Company Dashboard. Note that the Proxy will be able to amend the setup of the officers, but only the CEO may amend the setup of the Proxy. MAINTENANCE OF USER ACCESS It is the Company’s responsibility to maintain the user access list. To safeguard your account, access should only be given to your employees on a need basis with timely removal of all redundant users. As a reminder to update the user access list, an email alert will be sent out to the Company’s CEO on a half-annual basis to authenticate and renew the list.
