TAYLOR, FREDERICK LESLIE
CHISAN, BEV
April 26, 1945-December 15, 2014

Fred Leslie Taylor was born on April
26, 1945 in Calgary, Alberta. He was
the youngest child of Leslie and
Bertha Taylor. He attended Stanley
Jones School in Calgary.
As a young man and in his spare
time, Fred enjoyed going to his
Uncle Bill and Aunt Cecilia Taylor’s
farm. Here he spent a lot of time with
his cousins Bobby and Arthur Taylor
learning all that farming entailed. As the years passed Fred
maintained a close relationship with Bobby, often helping him
on the farm.
Fred was employed with the Canadian Pacific Railway for over
twenty years – first as a Telegram Messenger then later as a
Baggage Handler. He enjoyed a brief stint in Saskatoon,
Saskatchewan where his nephew Gordon (Jan) Laczynski
lives. During this time Fred was employed at the Allan Potash
Mine as a labourer. Shortly after his return to Calgary, Fred
moved to Granum, Alberta. Here he continued to be involved
in the rural life he loved so much, helping Darlene and Ralph
Ellefson with their chores and yard work. During his last few
years, Fred’s life was compromised by ill-health. Even though
he eventually moved to the Willow Creek Continuing Care
Centre in Claresholm, Fred was still able to maintain his
independence. Being able to drive almost daily to Granum to
help Darlene at the farm or to have coffee with his friends
meant the world to Fred.
Fred was predeceased by his parents Leslie and Bertha Taylor,
his sister and brother-in-law Dorothy and John Baird, his
brother-in-law Rev. Sam McGuffin, his Aunt Cecilia and Uncle
Bill Taylor, his Aunt Lena Carr, his nephews David Brosh and
David McMullen.
Fred is survived by his sister Jean McGuffin, his sister Lois
(Chuck) Brosh, his cousins Shirley (Harvey) Goerlitz, Bob
Taylor, Arthur (Linda) Taylor, Elaine (Emil) Thomas and many
nieces and nephews.
Fred’s family would like to thank the caregivers and nurses at
Willow Creek Continuing Care Centre for the care and
friendship shown to Fred. Also, thank you to all the doctors
and nurses at the Claresholm General Hospital for the care
and compassion shown to Fred during his many hospital
stays and especially his final visit.
Fred’s cremated remains will be interred at the Granum
Cemetery at a later date.

Bev was born on the family
farm near Cutknife, SK. He
attended veterinary school in
Saskatoon and then teacher’s
college in Regina as well as at
the University of Calgary.
Through the ‘60s and ‘70s he
taught in several schools
around northern Saskatchewan and southern Alberta,
including Claresholm, and was also a photographer. Later, he
became well known as a local carpenter and contractor. He
had many other vocations and pastimes including mechanics
and a variety of building trades. Bev and his wife Bonnie
enjoyed travelling and camping and Bev was an avid collector
of almost anything he found interesting. He was relied upon
as the family mechanic and handyman and would work until
he was satisfied a job was done right. He had a tender heart
and a special love of animals.
Bev is survived by Bonnie, his loving wife of 46 years; his son
Clinton Chisan (Tammie) of Strathmore and their children
Wade and Morgan; and his daughter Kimberley Berreth
(Mitchell) of Granum and their children Mia and Liv. He is
also survived by his brother Rod Chisan (Jean) of Regina;
brother Brian Chisan (Susan) of Calgary; sister Caroleen
Chisan (Dave Anderson) of Calgary; sister-in-law Leeta
Chisan of Neilburg, SK, as well as several nephews. He was
predeceased by his brother, Max Chisan, in 2012; his mother,
Louise, in 2012; and his father, Robert, in 1977.
At Bev’s request there will not be a funeral service. A special
thank you to Dr. Gish and Cathy as well as the staff at the
Claresholm Medical Centre, the Claresholm General Hospital
and the Willow Creek Continuing Care Centre for their
special, loving care of Bev. Angels do walk among us.

M.D. re-zones landfill lands

The council of the
Municipal District of Willow
Creek has re-zoned land next
to the Willow Creel landfill
from rural general to rural industrial, despite the opposition of adjacent landowners.
Council held a public hearing on Dec. 17 regarding the
proposed re-zoning at NW22-11-26-4 northeast of
Granum, to gather input.
Before discussion began on
the matter, Coun. Earl
Hemmaway declared a conflict of interest, because he
chairs the landfill commission, and sat as such.
Gail Gibeau, the M.D.’s
manager of planning and development, explained that after changes to the M.D.’s
land-use bylaw, the landfill is
considered legal, non-conforming, meaning it was
grandfathered in.
It also means there can be
no changes to the facility unless it is re-zoned to align it
with the land-use bylaw,
which means going from rural general to rural industrial.
Now the landfill commission wants to make additions
to the existing building. It has
suffered flooding, forcing the
basement to be abandoned,
so space is required.
Consequently, they want to
add an accessory building.
Gibeau added if the land is
re-zoned, it will bring the
property into compliance
with the land-use bylaw.
Cecilie Fleming, and her
husband Duncan, are adjacent landowners, who were
present at the public hearing.
They opposed the application without more consultation on what is to be done
with the entire area.
She said the family has
spent money fighting the
landfill, but “it is what it is.”
However, by re-zoning the
entire 160 acres from rural
general to rural industrial, she
wanted to know what the
long-term ramifications are.
She said she has no problem with a smaller portion of
land, where the landfill currently sits, being re-zoned because the landfill is a noxious
industry and should be zoned
as such.
“We feel the full 160 acres
is not necessary,” she said.
Therefore, she requested the
north portion of land be left
as rural general.
Re-zoning the entire quarter
section is alarming to them,
Fleming said, because the
landfill may not always be
owned and operated by the
commission.
Once it is re-zoned, she
continued, and rural industrial development can come in.
“We want to protect ourselves,” she said.
“We would like to have the
most strict enforcement.”
Further, she said with rural
general a development cannot
be grandfathered. Policies and
environmental controls
change.
She suggested let future applications deal with re-zoning, when it is necessary, not
today.
The landfill is already a
tight fit with the minimum
distance setbacks, she said,
and they have three water
wells within this setback.
“We feel protecting the water for our future generations
is a critical thing,” she said,
adding they are concerned
about contamination.
“We were here first, and
we’d like to be protected as
much as possible by our
M.D.”
The Flemings have been
prevented from development
because of the way the landfill sits.
“We were changed forever
more,” Fleming said, when
the landfill was built.
That includes baring extra
traffic, speeding traffic, and
picking up garbage and nails
from disrespectful landfill
users.
“We’re the ones picking up
the pieces,” she said.
Fleming concluded by stating they are opposed to the
re-zoning of the full 160
acres.
She said they are proud of
the M.D. for wanting to preserve agricultural land.
“Here is your opportunity
to preserve agricultural land,”
she said, adding they want to
protect their farming operation for future generations.
Cynthia Vizzutti, the M.D.’s
chief administrative officer,
said regardless of zoning, cells
can continue to be dug to
bury garbage because that has
been approved through development permit. The trigger is
the building. If the landfill
commission wants to change
that, it has to be re-zoned.
“This is nothing more than
housekeeping,” said Coun.
Earl Hemmaway.
Fleming said she is concerned other cells could go in.
Hemmaway responded that
can already happen.
Gibeau said that from a
planning perspective, the
M.D. likes to discourage split
zoning, as Fleming proposed,
unless it is along a property
line.
Hemmaway added he really
does not see ownership of the
landfill changing either. It is
currently owned by the commission, which is made up of
Claresholm, Stavely, Granum,
Fort Macleod, and the M.D.
Council then closed the
public hearing, and approved
all three readings of the rezoning.
They also denied a request
by the landfill commission to
waive the re-zoning application fee of $2,000.
