The method to be used to determine the order of priority in which each of the persons interested in purchasing any of the
specified residential properties may select the residential property that the person wishes to purchase:
1. The definitions of Green Form and White Form applicants are as follows:
Green Form applicants
(1) Households of Public Rental Housing (PRH) units
under the HA (with the exception of tenants under
conditional tenancies) or the Hong Kong Housing
Society (HS);
(2) Households with Green Form Certificates which are
affected by the HA’s Interim Housing (IH) clearance
programme;
(3) Holders of a valid Green Form Certificate issued by
the Housing Department (HD)/ Urban Renewal
Authority;
(4) Staff of the Estate Assistant grade of the HD holding a
valid “Letter of Assurance” issued by the HD; and
(5) Recipients of Rent Allowance for the Elderly Scheme
administered by the HA.

White Form applicants
(1) Households living in private housing;
(2) Family member(s) of households living in PRH or any
subsidised housing scheme units under the HA or the
HS; and
(3) Flat owners and their authorised family members
under the Tenants Purchase Scheme (TPS) within ten
years from the date of Assignment of their TPS flats
under the HA.

2. The order of priority for flat selection by category of applicants is as follows:
Family
households
One-person

Green Form Applicants
(1) All families living in PRH estates affected by
the HA’s clearance programmes
(2) All families with Green Form Certificates who
are affected by the HA’s IH clearance
programmes
(3) All families applying under the ‘Priority
Scheme for Families with Elderly Members’
(4) All other families
(5) All one-person households living in PRH
estates affected by the HA’s clearance
programmes
(6) All one-person households with Green Form
Certificates which are affected by the HA’s IH
clearance programmes
(7) All other one-person households
White Form Applicants
(1) All nuclear families applying under the ‘Priority
Scheme for Families with Elderly Members’
(2) All other nuclear families
(3) All non-nuclear families
(4) All one-person households

For the priority order in flat selection, family households are allowed to select flats before one-person households, and
families or one-person households living in PRH estates affected by the HA’s clearance programme are allowed to select
flats before families or one-person households of other Green Form (i.e. ordinary Green Form) categories and all White
Form categories respectively. In executing flat selection order, the ratio between ordinary Green Form and White Form
applicants will be 3:2. In other words, for every five applicants on the priority list, the order will be: (a) three ordinary
Green Form applicants; (b) two White Form applicants. The quota allocation ratio between Green Form and White Form
applicants is 60:40. If the allocated quota for one queue is not fully utilised, the remaining quota will be allocated to the
other queue.

PRH tenants rehoused through the Express Flat Allocation Scheme exercise may apply for the purchase of HOS flats using
Green Form. If they apply within three years from the date of tenancy commencement of their PRH units, they will be
treated as if they were White Form applicants in flat selection priority and will be put under the White Form queue. Any
HOS flats purchased by this category of Green Form applicants will be counted against the White Form quota.
