January 2015 Policy, Organisation & Rules Pre Launch Check Following lengthy reviews and consultations with the Movement, the Operations Sub-committee has agreed updates to a number of rules designed to remove unnecessary barriers, ensuring they remain safe while making them easy for Leaders to operate. You are invited to perform a final check these rules are both sensible and workable. Following this final check the intention is to publish them and go live. Until this date the current rules (September 2014) continue to apply. Comments are welcome to UK Headquarters via the online survey below on anything contained within this document that doesn’t make sense or is not workable by 7 December 2014. Programme Development Changes have been made to reflect the programme developments which are being rolled out in January 2015. These include removal of duplication to rules, removal of rules and updating of wording to reflect revised processes and to add clarity. General Activity Rules Updated wording to 9.1f (Activity Rules – Application) and 7.3 (Overriding Controls) to ensure consistency and to clarify that when a decision is made by the host Commissioner for an activity to be cancelled or postponed that this should be done in consultation with the home Commissioner where possible. Rule 9.2 (Preparation) is to be updated to reflect the introduction of the ‘leader in charge’ requirements in 2012 and to remove duplication to ensure that all relevant information is available in one place (with appropriate cross references). Rule 9.3 (InTouch) is to be updated to remove reference to the implementation phase. Rule 9.4 (Risk Assessment) is to be reworded to add clarification and emphasis of the responsibilities of a leader for risk assessment. Rule 9.5 (Emergency Procedures) is currently a simplified duplication of Chapter 7 (Emergency Procedures) and thus this rule will be updated to reference directly to the full rule in Chapter 7. Adult Groups in Adventurous Activities Rule 9.7b (Adventurous Activity Permit Scheme) and 9.8 (Adult Groups in Adventurous Activities) will be updated to clarify that where under 18’s are present in an adventurous activity that the Adventurous Activity Permit Scheme must be followed. Staged and Musical Performances Updates are being made to the rules for bands and shows, now referred to as staged and musical performances. The rules are being consolidated and directly refer to those activities which are for public performance, which is being defined. Updated wording in rule 9.22 will reflect this change and rules 9.23, 9.24 and 9.25 will be removed. A transition period will be in place until 1 April 2016. Boats and Waters Updates are being made to the process of inspecting boats and associated equipment, this has subsequent updates to the boat registration scheme. The requirements for use of buoyancy aids and lifejackets are being updated to align to industry good practice and provide simplification. The definition of Class C Waters is being simplified and the ability for Commissioners to designate waters for training purposes is being removed as the permit scheme negates the need for this. Updated wording in rules 9.43 (Lifejackets and buoyancy aids), 9.44 (Classification of waters) and 9.46 (Boats) will reflect these changes. Nights Away Updates are being made to a number of areas associated with nights away activities. These include updating the definitions, clarification of recording and notification processes and the removal of restrictions for Beaver and Cub Scout camping activities. Updated wording in rules 9.56 (Responsibilities), 9.57 (Nights Away Permits), 9.58 (Renewal, restriction, suspension or withdrawal of nights away permits), 9.60 (Beaver Scout and Cub Scout Nights Away), 9.61 (Scout, Explorer Scout or Scout Network Nights Away) and 9.62 (Family Nights Away) will reflect these changes. Archery The management of archery will move into the Adventurous Activity Permit Scheme, with two levels of permit available (regular and compound bows). The equivalent qualifications for the regular permits will be the Archery GB Instructor Award and for compound bows the Archery GB Level 2 Coach. The county assessor level qualifications for the regular permits will be the Archery GB Instructor Award and for compound bows the Archery GB Level 2 Coach. A transition period will be in place until the 31 December 2015. Updated wording in rules 9.7 (Adventurous Activity Permit Scheme) and 9.36 (Archery) will reflect these changes. Shooting Updates have been made to the shooting rules to remove un-necessary administrative processes and to provide clarity. Confirmation of the management of the use of crossbows as a Scouting activity has also been made. Updated wording in rules 9.37 (Shooting) will reflect these changes. Current rule Proposed rule Introduction, Definitions Introduction, Definitions The Programme - describes the Balanced Programme provided in the Sections for young people. It encompasses the Programme Zones (Self Development Areas in the Scout Network Section), methods and underlying ways of working for that Section. All activities must be attractive and challenging to young people. The Programme is based on the principles of Scouting - duty to God, duty to others and duty to self - and is the means of achieving the Purpose of Scouting. The Programme in Scouting has a fundamental dimension, which determines how it is carried out. This is the Scout Method. The Scout Method is a system of progressive selfeducation through: - the Scout Promise and the Scout Law; - learning by doing; - membership of small groups (for example the Patrol); - involving, under adult guidance, progressive discovery and acceptance of responsibility; - training towards self-government; - direction towards the development of character; - the acquisition of competence, self-reliance, dependability and the capacities both to cooperate and to lead; - encouraging and enabling personal best effort; - progressive and stimulating programmes of varied activities based on the interests and choices of the participants, including games, useful skills, and services to the community, taking place largely in an outdoor setting in contact with nature. The Programme - describes the diverse and exciting selection of activities and experiences provided in the Sections for young people. It is based around three main themes: outdoor and adventure, world and skills. In each section a range of badges and awards are there to support all aspects of Scouting, including the three main themes as well as, leadership, teamwork and personal development. The programme should be delivered in a balanced way that incorporates elements from each theme. The programme is designed to be progressive through the sections to offer young people an appropriate level of challenge. The Programme in Scouting has a fundamental dimension, which determines how it is carried out.
