NOTICES TO BIDDERS Sealed bids must be delivered to Roxanne Padilla, A s s i s t a n t Purchasing Agent, Jersey City Public Schools, 346 Claremont Avenue, 7th Floor, Jersey City, New Jersey 07305 before 11:00 AM on Thursday, January 8, 2015. Bids received after this time will NOT be accepted. The bid is for the renovation of the chemistry labs and support spaces at the James J. Ferris High School. Work includes: demolition of existing, asbestos abatement, renovation of finishes, electrical and plumbing upgrades, and science lab fixed and movable furniture. Copies of the plans and specifications prepared by LAN Associates, Engineering, Planning, Architecture, Surveying, Inc. , may be viewed and/or obtained from the Purchasing Department, Jersey City Board of Education, 346 Claremont Avenue, Jersey City, NJ 07305. Prospective bidders may purchase a set of plans and specifications upon payment of a non-refundable Two Hundred Dollars and Zero Cents ($200) by CERTIFIED CHECK or MONEY ORDER, made payable to the Jersey City Board of Education for each set of plans and specifications. Bidders are required to submit all required bid forms in triplicate – provide one (1) original, two (2) hard copies and one (1) electronic copy in pdf format on CD. No bids shall be received other than at the time and place, herein designated for their receipt, unless mailed to the Purchasing Agent at the designated time and place. Bids must be submitted on the standard forms included with the specifications and as required by the specifications. Bids must be typed or clearly printed in ink, and signed. Bids must be enclosed in a sealed envelope bearing the name of the bidder and the title of the bid on the outside of the envelope. No bidder shall modify, withdraw or cancel this bid or any part thereof for sixty (60) days after the time designated for the receipt of bids in the advertisement or Invitation for Bids. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Program, Equal Employment Opportunity), as well as N.J.S.A. 52:2524.2 (Disclosure of Ownership and Non-Collusion Affidavit). Bidders (individuals, partnerships, corporations or other business organizations) submitting bids in the amount of $3,900.00 or more must submit Proof of Registration (a copy of the Business Registration Certificate issued by the N.J. Department of Treasury) as required by L. 2004, c. 57. Proof of Registration, the Business Registration Certificate, must include an effective date that predates the date of the opening of the bid. Proof of Registration (Business Registration Certificate) having an effective date postdating the date of the bid opening will be deemed non-conforming and rejected as an invalid bid (Non-profit entities and governmental agencies are exempt from this requirement.) A completed political Contribution Disclosure Statement is required by N.J.A.C. 6A:10A-4.19(e) for any contract in the amount of $17,500.00 or above. A bid will not be a valid bid and shall result in rejection by the Jersey City Public Schools (“the District”) if the following is not included with the bid documents: (1) Bid bond, certified check or treasurer’s check in the amount of 10% of the bid or the specified not to exceed contract amount, whichever is greater, but not more than $20,000.00; (2) Consent of surety for 100% of the amount of the bid; (3) Bidder’s Certificate of Registration from the N.J. Department of Labor or bidder’s completed application for such registration; (4) Certificate of Registration from N.J. Department of Labor for the top four specialty subcontractors of bidder or the completed applications of said subcontractors for such registration, where required; (5) Signed Form of Proposal with certification portion fully executed; (6) Statement of Disclosure of Ownership; and (7) Non-Collusion Affidavit DISCLAIMERS AND RESERVATIONS: The District reserves the right to reject any or all bids (in whole or in part), to waive any informalities or to accept the bid which in its judgment shall be in the best interests of the District. The District also reserves the right to make awards item by item, by part or in bulk, and to accept from one bidder and the remainder from another bidder or bidders. The District does not guarantee that any part or all of the services or good advertised for bid will be awarded.
