Officials Division Vision and Mission Statements
Vision Statement
The “Vision” is to promote participation in a quality program that provides a positive and safe athletic
environment through a variety of developmental and competitive opportunities for adults of all ages, skill
levels, and diverse groups.
Mission Statement
Background: Paramount in the creation of this mission statement was a concern to accommodate the growth of
volleyball in the Divisions and how it should offer updated and flexible competitive opportunities with varied
formats, sites, and tournaments dates. Sensitivity was applied to elite and entry-level play and how tournaments
could best serve these diverse participants. Furthermore, travel costs and the strain of extended travel were
given special consideration. The NCVA’s future programs will reflect a commitment to varied and nondiscriminatory opportunities with the entire geographical region hosting competitive sites each season in order
not to isolate distant volleyball communities.
The Division will create a diverse and varied system of competition. It will develop education and training
programs for all players and participants. The Division will create non-discriminatory entry-level playing
opportunities. It will create reciprocal relationships for inter-regional, national, intra-regional, and international
competition. The Division will establish partnerships with related groups to promote volleyball.

Referee Symposium
The NCVA is an organization that provides volleyball officials in Northern California & Northern Nevada to all
levels of the sport from Middle School to College. If you are interested in becoming an Official (Referee) or are
a Club Directors/Coach interested in attending the NCVA Symposium, the NCVA offers an Officials Training
Symposium each season in January.
The Symposium is a three day event designed to give the participant actual court/game experience while being
mentored by our veteran officials prior to sending them to their first matches. We feel that although rules clinics
are valuable tools, the on court game type setting is a good way to give game experience needed prior to the
start of the season.
The first day of the Symposium is divided into two parts, AM & PM:
The AM portion will be in a classroom setting and will introduce the participant to the basics of the game of
volleyball. The participants will be divided into smaller groups to attend classes on subjects such as Court and
Equipment, Match Protocol, and Officiating Mechanics. They will also attend classes on Ball Handling and
Scorekeeping.
In the PM, you will experience the actual atmosphere of a real tournament. You will participate in watching a
match and, while watching the game, a veteran official will answer your questions. This demonstration will help
you see, in action, what you just learned in class. Then, you will be asked to come back the second and third
days of the Symposium weekend to work on the court as an actual official. You will work with a veteran
official and be debriefed after the match to help you improve before we send you out on your own.
The Symposium is open to all returning and new referees. Any new referees wanting to work the 2014-2015
Club Season will need to attend a the Symposium.

No other time will be allotted to practice serving.
 Rule 7.2.2b: “For junior competition, when one team has exclusive use of the court, the other

team bench or the spectator walkways is not permitted.”
 Serving Team – 5 minutes solo court
 Receiving Team – 5 minute solo court
 Once all teams in the pool have played, each team scheduled to play the next match will be given sole
use of the court for 3 minutes. During the 3 minutes the team may hit, practice ball handling and serve
(serving must be done during their 3 min.) No other time will be allotted to practice serving.
 Since no ball handling is permitted during the opposing team’s use of the court it is recommended that

INDEPENDENT CONTRACTOR: _______________________________________________ (PLEASE PRINT)
IT IS HEREBY AGREED between the Northern California Volleyball Association, hereinafter referred to as NCVA, and the above named
INDEPENDENT CONTRACTOR hereinafter referred to as Contractor that the parties agree to enter into this contract pursuant to the following
terms and conditions:
Independent Contractor Relationship. Contractor will operate as an independent contractor and not as an employee of NCVA. Contractor and
NCVA’s operations are separate and distinct, and nothing in this Agreement creates a joint venture, partnership, or other such relationship between
NCVA and Contractor. Contractor shall have no right to enter into or bind NCVA in any manner as to any grant, loan, or other contractual obligation
without the prior, written agreement of Donna Donaghy of NCVA. During the term of this Agreement, Contractor is free to provide services to other
persons, organizations and firms, as long as such services do not interfere with the services to be provided hereunder. Contractor will provide no
negative communications about the NCVA to any party. This action will void all contracts and allow for immediate termination of the Contractor by
the NCVA.
Payment / Consideration. NCVA shall pay Contractor the amount set forth in the Officials Guidelines for the Term of this Agreement, unless sooner
terminated in accordance with this Agreement. Payment shall be in U.S. dollars and shall be paid by NCVA once a month for the performance of
services occurring up to the 25th day of such month. All payments under this Agreement shall be made payable to the Contractor or such other trade
or business name designated by the Contractor. Contractor shall sign each pay sheet at the end of each event. Contractor will be paid for the signed
and agreed upon services. Failure to sign pay sheet will result in NCVA determining amount of services provided which are not subject to appeal.
Term. This Agreement shall commence on September 1, 2014 and shall terminate on August 31, 2015 (the “Term”) unless sooner terminated in
accordance with this Agreement. In no event shall the term of this agreement be construed to extend beyond the term specified herein.
Termination. Either party may terminate this Agreement at any time during the Term for failure of performance or other breach of the Agreement by
the other party. In the alternative, either party may terminate this Agreement without cause at any time during the Term by giving the other party no
less than thirty (30) calendar days advance written notice of the effective date of termination. In the event of termination, payment is due only for
services performed up through the effective date of termination. Contractor agrees that any assignment is subject to cancellation by NCVA when and
if NCVA deems, in its sole judgment, such cancellation to be in the best interests of OSP, NCVA or any affiliated institution. If, at any time during
the effective period of this contract, Contractor fails to abide by the terms and conditions set forth and agreed to herein, and to the NCVA bylaws,
said failure shall give NCVA, in its sole discretion, cause to terminate this contract immediately.
Performance of Services. Contractor shall perform the services in a timely and workmanlike manner, subject to NCVA’s plans, specifications, and
completion schedule, and consistent with the usual and customary quality of such services in Contractor’s general trade. Contractor agrees to be
subject to and to comply with all state and federal laws applicable to the performance of the services.
Provision of Materials; Expenses. Contractor shall be solely responsible for all business expenses associated with providing the services, including
but not limited to materials, tools and equipment; home office; vehicle; parking; food; mileage; gas; e-mail and Internet connection; cell phone; errors
and omissions insurance; and any business licenses, unless otherwise agreed in writing by the parties.
Confidential Information. Contractor acknowledges that, during the course of performing the services, Contractor may have access to and/or develop
confidential business information of or for NCVA, all of which shall be considered the confidential information of NCVA. Contractor agrees that
this information will be kept strictly confidential and shall not be disclosed to any third party either during the term of this Agreement or any time
thereafter unless Contractor receives advance written permission from NCVA or is compelled by law to do so.
Contractor’s Employees. Contractor’s employees, if any, shall not be considered employees of NCVA. Contractor shall be responsible for any
training and instruction of its employees necessary to perform the services under this Agreement. If any of Contractor’s employees are determined to
be employees of NCVA, Contractor agrees to indemnify NCVA for all liabilities, losses, claims, damages, costs and expenses incurred by NCVA as
a result of such determination.
Benefits. Contractor and its employees (if any) shall not, by virtue of this Agreement, be eligible for benefits and benefit plans available to NCVA
employees. Any benefits to be paid to Contractor and its employees shall be the sole responsibility of Contractor.
Withholding and Contributions. CONTRACTOR IS SOLELY RESPONSIBLE TO PAY ALL FEDERAL AND STATE INCOME TAX DUE ON

OFFICIALS DIVISON - EXPECTATIONS
Provisional and Regional Referees
First Referees:

Eye-contact with the officiating team and participants.

Match control – address all issues; be aware of all match situations; address conduct when needed – not
necessary to wait for second referee to request a sanction since R1 has ultimate control over match.

Establish & maintain a brisk, but unhurried match tempo.

Excellent signals and strong whistle.

Court awareness – be aware of extraneous items/equipment on court; recognize non-participants on
court; errant balls; injury situations.

Ensure antennas are properly aligned before EVERY match; check prior to warm-ups; re-check R1’s
antenna before getting on stand to start.

Understanding Sport Court rules, particularly regarding the service authorization.

When teams have different degree of skill, maintain consistency appropriate to both sides.

Call net faults appropriately, but give second referee time to call most nets. Allow appropriate &
consistent latitude on the net contacts that do not interfere with play.

Adjust judgment to level of competition.

Give verbal warnings at appropriate times with appropriate demeanor.

Protect other officials from abuse by participants/spectators.
Northern California Volleyball Association: 2014-2015 Officials Division Handbook
Page 39
Second Referees:
Be on the offending team’s side at the end of each rally; required. ALWAYS step to the
offending side when you (R2) are whistling the fault.

Awareness of player positions/alignments; appropriate verbal warnings; appropriate calls when required.

Helping the R1 “get it right” – back row faults, pancakes, Libero playing faults; proper use of discreet
signals.

Appropriate interactions with coaches, when needed.

Good communication with scoring crew; includes waiting for the SK to finish recording
subs/information before giving “ready” signal; require SK to use “ready” signal.

Assist with conduct control and request appropriate sanctions when necessary.

Ensure antennas are properly aligned before EVERY match; check prior to warm-ups; re-check R2’s
antenna before the walk out presentation.

Control substitution procedures – one sub in the zone at a time; a separate whistle for each team’s sub
requests.

Secure the game ball between sets and after the match.

Call net faults; allow appropriate latitude on net contacts that do not interfere with play.

Adapt to level of competition.

Use correct signaling sequence in appropriate tempo.

Obtain a clear view of the receiving team prior to each serve, but be positioned so that peripheral vision
can detect activity from serving team’s bench.

Address players / coaches respectfully, always in a dignified way.

Display superior verbal and non-verbal communication skills with the other officials; avoid
inappropriate body language.
