Sub: Expression of Interest from Laptop OEM/ e-retailers having tie-up with such OEMs for
enabling e-purchase of laptops by BHEL employees.
BHEL is the largest Engineering and Manufacturing enterprise of India in the energy &
infrastructure related sectors. BHEL caters to core sectors of the Indian economy viz., Power
Generation & Transmission, Industry, Transportation, Renewable Energy, Defence etc. The wide
network of BHEL’s 17 Manufacturing Units, 2 Repair Units, 4 Power Sector Regions, 8 Service
Centers, 15 Regional Offices, 1 Subsidiaries and more than150 Project Sites spread all over India
and abroad. The human resources capital of the company lies in its 45000+ employees spread
across India.
BHEL INVITES:Bharat Heavy Electricals Limited invites Laptop OEM/ e-retailers having tie-up with such OEMs to
participate in its ‘Employee Participation Programme’ for enabling e-purchase of laptops by its
employees with preferential offers.
As part of the programme, web link of interested OEMs/ e-retailers having tie-up with such OEMs
shall be hosted on BHEL’s Intranet page. The OEMs/ e-retailers having tie-up with such OEMs
will be required to make provision of registration of BHEL’s employees containing details such as
staff No., location, official mail id etc.
BRIEF OF THE SCHEME

Requirement of information security:
a) End-point (Laptop) Security
i.
Anti-virus, anti-malware, anti-bots: All the laptops must have an anti-virus, anti-malware and
anti-bots agent in place.
b) End-point (Laptop) Control
i.

Data Leakage Prevention (DLP): The endpoint DLP agent is required to control leakage of
company information (data) from the laptop. The DLP agent shall prevent data from being
sent on email and copying based on the attributes of the data and shall have the finger
printing capabilities. These attributes could be size, extension, keywords.
End-point (Laptop)Management/Monitoring
i.
Administration / Policy Control: Company’s policies w.r.t above controls will be enforced
on the laptops through a centralized management server on cloud.
ii.
Reporting: The violation or activity of users against company’s policies will be logged and
sent to central server cloud on when laptop is connected to internet.
iii.
Tamper proofing: A tamper-proof agent is required so that users are not able to uninstall
the agent from the laptop, and thus breach the security controls enforced on the laptop.
The security agent would be bundled with the laptop by the OEM. The agent essentially has to be
tamper-proof, and require a distinguished username/password controlled centrally to
unload/uninstall.
OEM’s role in information security:

Pre-loaded information security software / agent with specified features,
Provide administrative password to concerned Unit IT Deptt, to manage the software
pre- installed in the laptop.
Ensure that the specified logs of the laptop activity are captured available to BHEL on
‘cloud’ server.
Cost ceilings for reimbursement of laptops: The ceilings for the reimbursement of cost of laptop will be
₹ 60,000.00 (including all taxes/duties & delivery charges) with five year warranty, onsite service support,
replacement of any defective parts, service pack, office package and information security software / agent
with specified features and replacement of battery. The billed amount qualifying for reimbursement will be
inclusive of this entire component.
Alternatively, an employee may opt reimbursement of cost of laptop within a ceiling of ₹
50,000.00(including all taxes/duties & delivery charges) with warranty and claim reimbursement of annual
maintenance charges @₹ 2000.00 per annum based on certification basis for maximum four years of life
cycle of laptop & also ₹ 2000.00 towards the one time replacement of battery during the four years of life
cycle of laptop. However, requirement of specified information security software / agent with required
features as mentioned above will apply in this case also.
Further, any other software required for office work may be provided by the Company during the period of
five years.
Provision for Space for publication of offers by OEMs: The web space will be provided by Corporate
HR, purely as a facilitation measure without any commercial agreement, to all interested OEMs for
publication of their offers for Laptops, on intranet page of BHEL to display their products/ offers to BHEL
employees.
Employee shall necessarily purchase the Laptop only using Credit/Debit card or Internet banking, in the
name of ‘BHEL-Account Name of employee, Staff No.______’ ONLY through web links of web sites of all
interested OEMs/sites of e-retailers having tie-up with such OEMs, published on BHEL intranet page.
Interested OEMs/ e-retailers having tie-up with such OEMs may contact undersigned for hosting
of their links on BHEL intranet.
