were finally given their land titles in a simple ceremony at
the vice mayor’s office here
last week.
The seven families were
the beneficiaries of the Lahar Free Corp. (LFC) owned
by the family of Vice Mayor
Jaime “Jimmy” T. Lazatin that
were initially given certificates
of ownership for the houses
which were built by the corporation on their relocation site
last August 11, 2014.

once again turned over funds
to a public transport association in the city to start a micro-finance program that offers small loans to its members at low interest and easy
payment schemes.
“At the beginning of 2015,
let us give Filipino families in
Angeles City an opportunity to
start the year right. Despite the
recent corruption anomalies
and price hike issues hounding the country, we should remain committed to our goal of
helping the people win against
poverty,” the senator said.
On Thursday, Cayetano
met with the members of the
Santo Domingo Tricycle Operators and Drivers’ Association (TODA) to personally
hand over a total of P200,000
to serve as seed fund that will
assist tricycle drivers in starting their own small businesses and wean them away from
loan sharks that charge usurious interest rates.
The senator lamented that
although small businesses are
proven to be a huge factor in
the country’s economic development, most of them do not
have enough capital to sustain
their operations.
He noted that in 2011, small
businesses were responsible for the generation of some
3.872 million jobs, contributing
61 percent of the total number
of jobs created by all types of
business establishments.
However, citing a Bangko Sentral ng Pilipinas statement, he said only around 20
percent of small businesses
are granted loans by the banking sectors and continued to
say that the government has
an opportunity to fill this gap.
Thus, the senator proposed to allocate P1 billion
worth of funds per region to
establish a nationwide microfinance program that will provide small businesses wider
access to loans.

The proposal is similar to
Cayetano’s “Kontra 5-6 Program,” which was launched
during his campaign for
re-election in 2013 as part
of his Presyo, Trabaho, Kita
(PTK) platform aimed at promoting projects that lower the
prices of goods, create more
jobs, and increase people’s income.
The project now has a total of 68 beneficiaries all over
the country, providing livelihood loans amounting from
P50,000 to P250,000 to small
business organizations and
associations that cater to different sectors of society. The
members of the Sto. Domingo
TODA are the program’s latest
beneficiaries.
“This program was designed to be easy, simple and
sustainable. By developing
cooperatives with the capacity to lend capital to its members, we are enabling more
Filipinos to establish their own
small businesses and eventually provide more employment
opportunities for other Filipinos,” Cayetano said.

as distinguishable in terms of
budget size, theme and scope
and even featured actors as
they are now.

indie films here and abroad.
During the media forum
dubbed “Batirulan” at the Café
Juan of the Holy Angel University (HAU) here organized by
the Capampangan in Media,
Inc. (CAMI) in cooperation with
the university and the Social
Security System (SSS) last Fri-
day, Laxamana also said the
quiet shift in audience preference for usually low-budgeted
and experimental indie movies
became more perceptible in
2014 as indicated by the growing number of mainstream performers crossing-over to indie
films as well as financiers/investors in such projects.
He said he also noticed the
rising demand for this kind of
movies in film festivals abroad
including rising local viewership.
Laxamana copped last
year, in a number of Asian film
fests such as those in Vietnam and Korea, a number
of director’s awards for the
Kapampangan-language film
“Magkakabaong” (coffin maker) which his team churned
out for a measly budget of
P1.8 million as compared to
the normal minimum of P40
million budget for mainstream
films.
In addition, the film’s
screenplay and main actor, Allen Dizon, reaped top awards
-- feats that prompted members of the House of Representatives and Senate to push
for the national recognition of
Laxamana and his team as
exponents of spreading global
awareness of the Philippines,
its people, culture and tradition via indie films.
Laxamana
said
his
award-winning film has been
invited to this year’s film festivals in Pune, India; Cleveland,
Ohio; and Cairo in Egypt.
His “Magkakabaong” team
is also set to churn out this
year a new Kapampangan film
revolving on the annual January 1st festival in Minalin,
Pampanga, called “Aguman
Sandok,” where the all-male
participants in a parade dress
as females in honor of women, traditionally considered as
the real power in every Filipino
family.
Laxamana also said “Magkakabaong” and his earlier Kapampangan films, like
“Babagwa” (spider) and others
could be distributed internationally beginning this year as
an international film distributor, based in Los Angeles, California, USA, has expressed
serious interest in marketing
abroad his films and other
Philippine-made indie movies.

In a joint statement, Barangay Chairmen Reynaldo
Malig of Barangay Salapungan, Marino Banola of Barangay Sta. Teresita, Eduardo Badong of Barangay
Ninoy Aquino, Angelito Caparas of Barangay Sto. Domingo, and Harry Roque of
Barangay San Jose, said
that they were upset with
the news reports stating
that they are supporting
Lapid’s candidacy.

Mayor Vicky Cabigting by

night announced that Pope
Francis will be using three
popemobiles in his visit to the
Philippines from January 15
to 19, 2015.
The Bataan prelate is
chairman of the Catholic Bish-
op Conference of the Philippines’ Committee on Transportation on the Papal Visit.
“The popemobiles are according to specifications of
the Vatican, visible for all and
accessible for the Holy Father
to go down and meet our people. These are simple which
define the nature of his holiness, simplicity and availability to all people, especially the
simple and ordinary,” Santos
said.
One is to be used on January 15 to welcome Pope Francis from Villamor Air Base. It
will also be used when the
Pope goes to Malacanang,
Manila Cathedral and the SM
Mall of Asia Arena the following day, January 16.
In Tacloban City on January 17, Pope Francis will ride
a KIA World Youth Day popemobile. A jeepney popemobile
will be used on January 18
at the Quirino Grandstand in
Manila, Santos said.

– In a bid to boot out
pushers and users of illegal drugs and holders
of unlicensed guns in
villages, the country’s
League of Barangays is
re-energizing and empowering the Barangay
Peace-keeping Action
Team (BPAT) in all the
barangays nationwide.
“We foresee it as the
most capable team in
helping curve the growing number of pushers
and users in the villages in our country,” said
lawyer Edmund Abesamis, president of the
league.
He said the BPAT
was launched during
the time of former Interior and Local government Secretary Jesse Robredo in certain
places in the country.
When the secretary
met his untimely death,
the team appeared to
have lost steam.
“I discussed the
adoption of the BPAT by
our league with (DILG)
Secretary (Mar) Roxas)
and he is four square
behind it,” Abesamis,
who was speaker and
inducting officer at the
recent induction of the
new set of officers of
the Nueva Ecija Press
Club, Inc. (NEPCI),
said in an interview.
“He wants it launched
within the month, and
we will do it,” he added.
Abesamis
said
they are now finalizing the guidelines and
the steps to be done in
making the BPAT function effectively. He added that the team will be
composed of barangay
officials, village guards,
and competent barangay residents.
“They may be empowered to make arrest
of the culprits or gather intelligence operations and pass on the
facts gathered to police
agencies
concerned
for appropriate action,”
he said. “It will certainly make a big improvement in the continuing
drive to curve the menace of illegal drugs and
the proliferation of unlicensed guns, among
others” he added.
He said since the
members of the team
reside in the village,
they can be in the best
position to gather information also if there are
laboratories in their village which are being
used for the manufacture of illegal drugs.
Recent raids by the
law enforcers showed
that big laboratories
which are manufacturing big quantities of illegal drugs were discovered in villages in
residential areas in villages. They involved
foreign nationals who
rented buildings purportedly for legit business undertakings.
“We will have the
national launching of
the BPATs here in Nueva Ecija. We will also
set our province as a
pilot area for this undertaking,” Abesamis,
who is barangay captain of Barangay Poblacion of Peñaranda,
Nueva Ecija, president
of the league of barangay captains in the
province, and a member of the provincial
board, said.
The province, it was
revealed during a drug
summit last September
in Palayan City, was
second in Central Luzon with the most number of drug-infested
barangays (189 out of
849) next to Pampanga’s 193 barangays out
of its 505 barangays.
Jeoffrey Tacio, Philippine Drug Enforcement Agency (PDEA)
regional director for
Central Luzon, said in
that summit that based
on their findings, this
city recorded the highest number of drug-affected barangays with
13 (out of 89) followed
by Sta. Rosa and Sto.
Domingo towns and
San Jose City, all in
Nueva Ecija.
Nueva Ecija Gov.
Aurelio Umali, who is
chair of the region’s
peace and order council, dared Tacio to identify the big pushers,
public officials and policemen involved in the
illegal drugs trade in
the province.
Tacio did not publicly respond to the governor’s dare. But when
pressed by newsmen,
he said five politicians
and between five to
10 law enforcers were
involved in the illegal
drugs trade in the province. He did not give
their names as he said
they were still in the
process of further verifications.
In his speech Friday, Abesamis said his
association is working
hard for the recognition
by Congress of several
thousand barangays in
the country which are
not yet receiving internal revenue allotments
(IRA) because they
were only creations of
local government units.
Only those which were
created by Congress
are entitled to receive
IRA shares, he said.
He added that they
are also working closely with the lawmakers concerned for the
lengthening of the term
of office of barangay
officials from the current three years to five
or six years with limitations of up to two
or three consecutive
terms.
“The changes in the
term of office of barangay officials are provided in the different
bills pending in Congress. We are pushing
for the approval of a
law that the lawmakers
will deem appropriate
for the needed change
in the terms of office of
barangay officials as all
our barangay captains
were saying that the
tree-year term is short
and frequent elections
are expensive exercises,” he said.
Abesamis also said
they are working for the
giving of GSIS (Government Service Insurance System) benefits
and PhilHealth benefits
for the barangay officials including the appointive barangay officials.

In the verified Petition for the Adoption of Minor Precious Anne Laconsay
Dizon, the material allegations are as follows:
Petitioners-spouses Kenneth M. Payne and Flordeliza Silorio-Payne are
husband and wife, both American citizens (petitioner-wife Flordeliza S. Payne
is a former Filipino citizen but now holds dual citizenship), of legal age, married
to each other, and permanently residing at #187 Brgy. San Roque, Magalang,
Pampanga.
The minor sought to be adopted is the niece of the petitioner-wife, her
father being her cousin; minor Precious Anne Laconsay Dizon is the daughter
of Arnold Tulabot Dizon and Engelina Laconsay Dizon, who have given their
express consent to the adoption of their daughter by the petitioners. A day
after the birth of the minor, her biological parents went to the petitioners’ house
and they voluntarily turned over their minor child to the petitioners for care,
custody and proper disposition. The minor’s parents cannot provide the minor’s
immediate needs as a growing child as they have no source of income and are
under a marginalized level of living conditions, they residing in a slum area near
a creek in Pandan, Angeles City and they having four (4) other children to care
of. The children are potentially neglected as they are deprived of their rights to
grow as normal children by their own natural parents.
Petitioner-wife being the paternal aunt of the subject minor, did not think
twice and she together with her husband, wholeheartedly accepted her. They
treat the minor as their youngest child in the family. Petitioners are desirous to
adopt the subject minor.
The minor child has no known properties except her personal belongings
that were provided by the petitioners. Said minor and the petitioners are in
good physical and psychological condition and fit to be adopted and to adopt,
respectively.
Petitioners have been providing for the financial, moral, physical and
spiritual well-being of the child. They have three (3) legitimate children, namely:
William Payne, Hendricks Lee Payne and Kenneth Payne II, who all gave their
consent to this Petition. Petitioners are financially stable as they are receiving
monthly pension and are paying their taxes regularly. They have properties and
savings which are more than sufficient to support the family including the child.
They possess all the qualifications and none of the disqualifications for the legal
adoption of the minor child.
The petitioners have the legal capacity to adopt in the United States of
America (U.S.A.) and the U.S. government allows the adoptee to enter the
U.S.A. to reside there permanently as their adopted child.
Petitioners are more than sixteen (16) years older than the adoptee who
are in a position to support and care for the minor in keeping with the means
of the family. They are possession of full capacity and legal rights; are of good
moral character; have not been convicted of any crime involving moral turpitude;
and they are emotionally and psychologically capable of caring for the minor.
Petitioners and the minor children underwent pre0adoption interview and
counseling by a court Social Worker. They have established a strong bond with
the minor. Petitioners are physically, financially and morally fit to bring up and
educate the minor properly for her bright future.
The petitioners pray that after notice, publication and hearing, judgment
be rendered declaring the minor child Precious Anne Laconsay Dizon for all
legal intents and purposes the daughter of the petitioners with all the rights and
privileges of a natural child; changing the name Precious Anne Laconsay Dizon
to Mackynzie Liann Payne for all legal intents and purposes; and directing the
Office of the City Civil Registrar, Angeles City and the Office of the Civil Registry
General/NSO, Manila to make the necessary corrections/entries or amendments
in the birth record of the subject minor as the child of the petitioners. Other just
and equitable reliefs and remedies are also prayed for.
The court finds the Petition sufficient in form and substance and therefore
sets it for hearing on June 4, 2015 at 9:00 o’clock in the morning, on which
date and hour any person who may have interest in or may be affected by the
Petition is ordered to appear and signify his/her opposition thereto and show
cause why it should not be granted.
Let this Order be published once a week for three (3) consecutive weeks
in “Punto Central Luzon”, a newspaper of general circulation in the Province of
Pampanga and Angeles City, which was selected by raffle under the supervision
of the Executive Judge, at the expense of the petitioners.
Serve copies of this Order upon the Office of the Solicitor General; Office
of the City Prosecutor of Angeles City; petitioners and their counsel; Department
of Social Welfare and Development; National Statistic Office, Civil Registrar
General; Local Civil Registrar of Angeles City; SWOII Babylin V. Tayag; and

Suspect in newshen’s slay released
Cops given 15 days to strengthen case

BALANGA City- The prosecutor in this city on Monday ordered the release of one of
two suspects in the gun-slay
of journalist Nerlita “Nerlie”
Ledesma for lack of sufficient
evidence and gave police 15
days to strengthen the case.
Chief Supt. Ronald Santos, Region 3 police director, said they filed a case for
murder with the city prosecutor’s office against Innocencio
Bendo, alias Bandio, 39, of
Samal, Bataan based on testimonies of witnesses that the
suspect was the gunman.
“After evaluation and direct
questioning of witnesses, the
fiscal found evidence not sufficient and gave us 15 days
to look for more evidences,”
Santos said.
Santos said they still hold
another suspect, Juan Fulo,
alias Boboy, 46, barangay tanod of Tuyo, Balanga City.
Fulo was arrested for al-
leged attempt to kill Pedlejandro Payumo, former president
of Tagnai Homeowners’ Association in Tuyo.
Ledesma, tabloid Abante reporter, at the time of her
death was president of the
same organization.
“Although charged for another crime, we believe Fulo
has a big role in the murder of
Ledesma,” the RD said. “We
will not let any stone unturned
until justice is given to Ledesma. Naniniwala ako na in due
time, we will solve the case,”
Santos said.
“We respect the decision
of the fiscal, lesson learned
ito, challenge sa amin,” the
police regional director added.
Senior Supt. Rhodel Sermonia, Bataan police director,
identified Bendo as a former
communist rebel and Fulo as
former soldier.
“May apat na testigo kami
pero ang dalawa kinabahan,
natakot na ang isa na mismong nakakita ng pamamaril,” Sermonia said, adding “we
hope that more witnesses will
surface.”
Esteban “Jun” Ledesma,
husband of the slain reporter,
said he was happy with what
the police are doing. “Maganda, maayos ang ginagawa ng
pulisya, nasisiyahan ako sa
resulta. Maraming salamat
kay PD, RD at sa lahat ng media. Sana, ipagpatuloy ninyo
ang ginagawang pagtulong sa
amin,” Jun said.
The slain reporter will be
interred at 2 p.m. Tuesday.
She left behind her husband
and an only daughter, a second year college student at
UP Los Banos.

LUBAO, Pampanga – A

herself has compelled the
police here to get to the bottom of the murder case involving a retired hotel worker from Illinois, USA, who
was attacked inside his residence in Purok 6, Barangay San Nicolas 1st.
The victim was identified
by police as Jose Tolentino
Garcia, 73, who died in a
nearby hospital a few days
after he was attacked and
sustained injuries on his
head at around 3:30 am
last January 1.
The Lubao police led

arrested the suspect identified as Alex Montemayor
Carpio, 36, in his house in
Barangay Remedios here
on January 11 after “securing physical evidence,”
an Apple IPhone 3 reportedly owned by the victim,
which was stolen from him

Fajardo said Carpio admitted killing Garcia and made
an extrajudicial confession in
the presence of Atty. Caesar
Dallay on Sunday night.

Garcia’s five children are
all based in the USA and were
not in the country when their
father – fondly called “Pitong”
by friends -- was attacked by
the suspect by hitting him in
the head with a “long hard
wood.”
On Monday afternoon,
the Lubao police led by P03
Avelino Agumboy, chief investigator, filed a murder
case against Carpio before
the Provincial Prosecutor’s
Office in the City of San Fernando.
Agumboy said Carpio was
angered by Garcia over a financial misunderstanding on
the use of the suspect’s tricycle. The suspect has been
using the tricycle of his father
who is a neighbor of Garcia
in San Nicolas 1st.
Police arrested Carpio
after they were able the get
the IPhone 3 owned by Garcia from Kelvin Dizon in his
workplace in Guiguinto, Bulacan on Sunday.
Dizon, a relative of
Carpio, visited his relatives
in Lubao to celebrate the
New Year. He said Carpio
gave him the cellphone at
around 8 p.m. on January 1.
“Carpio just told me to
keep the cellphone and he
didn’t give any instructions
on what to do with it,” said
Dizon in the dialect. “I got
suspicious when Carpio
called last January 3 and he
asked me not to tell anyone,
including my parents, that I
have the unit,” he added.
Police investigators said
“the discovery of the cellphone helped convince
Carpio to admit his crime.”
Meanwhile, Gov. Pineda, who was a long-time
mayor of this town, thanked
the police for solving the
murder case.

CABANATUAN CITY – After more than two years in hiding, the suspect in the murder of five people in Bataan
and Pampanga was arrested
by joint police operatives from
Regions 3, 6 and 8 in an outskirt village of Ulayan in the
municipality of Villareal, Western Samar on Friday.
Chief Insp. Romeo Lanzarrote, provincial officer of
Nueva Ecija Criminal Investigation and Detection Team
who led the local counterpart,
said the suspect, identified as
Dandan Belarde, was arrested
by the composite team on the
strength of search warrants issued by Judge Emmanuel Silva of the Regional Trial Court
Branch 4 of Mariveles, Bataan.
The suspect was using the
alias John Gabiano y Casaljay in an apparent attempt to
conceal his true identity in the
place, police reported.
Lanzarrote said Belarde
allegedly shot dead a certain
Marcelina Melanio y Maramba
for refusing to give him money, and seaman Michael Villaflores who was mistaken to be
police responder being in fatigue pants in Mariveles, Bataan on July 14, 2012.
The suspect was also indicted as member of a crime
group that allegedly killed Bantay Bayan members Reynaldo
Canlas and Romeo Garcia in
Apalit, Pampanga on March
13, 2012, and in the killing of
a certain Benito Evangelista along Earnshaw St., Sampaloc, Manila and attempted
robbery with frustrated homicide against Crisologo Pangan, an employee of television
network ABS-CBN who was
mistaken to be a money courier on Feb. 25, 2012.
Lanzarrote said the operation was a result of intensified
CIDT offices’ coordination ordered by CIDG Director Benjin
Mangalong and Nueva Ecija
Gov. Aurelio Umali.
“This proves that the arms
of the law is long enough
to put criminals in jail,” Lanzarrote said.

THE NATIONAL Union of Journalists of the
Philippines is appalled at the decision to grant
bail to Sajid Islam Ampatuan, one of those
accused of the November 23, 2009 Ampatuan
massacre and son of clan patriarch Andal Sr.
While we may understand last year’s grant of
bail to 41 policemen accused of the slaughter
that claimed the lives of 58 persons, including
32 of our colleagues, we find it incredulous
that a key member of the clan whose presence
at the meetings during which the massacre
was planned has been established could be
accorded the same privilege.
These meetings were basically clan councils
in which, as is common in Filipino culture,
silence means consent. And it is stretching
credulity to think that Sajid Islam, who was then
acting Maguindanao governor, had absolutely
no participation in the planning and execution
of what was obviously a major operation in his
domain, involving a veritable army of retainers
and police personnel.
Given the vast resources, much of it ill-gotten,
amassed by the Ampatuans during their decade
of almost absolute rule over Maguindanao
province, the bail of P11.6 million, or P200,000
for each of the 58 counts of murder, required of
Sajid Islam is peanuts to the family.
But what is utterly dismaying is Judge
Jocelyn Solis-Reyes’ observation that the
prosecution panel failed to establish strong
enough evidence to ensure Sajid Islam’s
continued detention over the course of the trial.
This can only mean that those tasked and,
more important, pledged to ensure justice for
the victims of the worst incident of electoral
violence in the country’s recent history and the
single deadliest attack on the press ever, have
betrayed their mandate.
Is it any wonder why, more than five years
after this most heinous of crimes, justice
remains a distant hope for the families of those
who died?
We demand that Justice Secretary Leila de
Lima, who has staked the title she now holds
on the successful prosecution of the killers, to
make good on her word.

Going overboard
HOSPITALITY. RELIGIOSITY. Two Filipino traits taking the global stage anew
with the coming visit of Pope Francis.
And in true Filipino fashion, traits tending to
ever excess in their expression. Thus, the previsit admonition from both the Catholic Bishops
Conference of the Philippines and the papal
visit organizing committee.
Like no gastronomic feast but simple fare,
like adobo, in the pontiff’s meals, especially that
which he would share with the still-suffering
Yolanda survivors.
Like no red carpet treatment at the sites he
would visit, Malacanang not excluded.
Like the apostolic nunciature as home for
the duration of his visit, not some presidential
suite in some five-star hotel.
Like the utilitarian, iconic jeepney, instead of
a luxurious Mercedes Benz, for popemobile.
Like no embellished throne for his chair in all
the events he would attend.
As Luis Cardinal Tagle said in an interview
with Vatican Radio: “…the Pope will not be
happy if he sees ostentatious preparations.
Even the design of the altar must speak of the
sobriety that has been the mark of this Pope, of
his simplicity.”
Noted the interviewer: “The people of the
Philippines are very generous in expressing
their affection. Has it been difficult to hold them
back?”
Cardinal Tagle: “In a way, yes. But then we
explained to the people, not only the desires of
the Pope, but the signs of the times. We do not
want to cause scandal. Everyone can find an
excuse to give him a lavish welcome – after all
he is the Pope. Still, we should be mindful of
the many people we need to welcome in our
midst on a daily basis: the poor and the hungry.
So whatever savings we make from the papal
trip, will go to charity, will go to the poor. And the
Pope is very explicit about that.”
Signs of the times that needed explaining
too – Cardinal Tagle did not have to mention
but the CBCP instantly acted on – were the
very words of Francis extracted out of context,
misappropriated to advance advocacies
adverse to their original intent.

that carried the statement “No race. No religion.
I embrace diversity” and marketed with the
hashtag PopeTYSM – meaning “Thank You Sa
Malasakit.”
Given that the statement messaged Francis’
“openness,” still it was “misleading and quite
frankly erroneous,” said CBCP president
Archbishop Socrates Villegas, urging the
Catholic faithful “not to patronise items with
misleading posts and statements.”
Declared Archbishop Villegas: “Francis has
never said and taught that religion and race do
not matter, because they most certainly do. It
is what selfish, uncharitable and judgmental
people do with religion and race that is a
problem.”
ABS-CBN has since apologised and pulled
the T-shirts from its shops and those of its retail
partners.
Cautionary as well as explanatory
advisement is in order too where intense
religious fervor seems to go overboard in its
translation to actual practice. The intent may by
all means be intrinsically good, holy, or godly.
But the act itself can be infirm spiritually, if not
altogether incorrect theologically.
Like the Pope Francis biscuits now selling
like the proverbial hotcakes.

Lilian Borromeo had nothing but the noblest of
intentions in crafting the panecillos de Santo
Papa as, in her words, expression of her “Godgiven grace that I must spend helping other
people through my God-given (cooking) talent.”
It cannot be disputed that, as Prof. Robby
Tantingco of Holy Angel University’s Center for
Kapampangan Studies puts it, Atching Lilian’s
now famous biscuits are the Kapampangan’s
“creative way of welcoming the Pope.”
The Francis biscuits are patterned on the
pan de San Nicolas, named after the 14th
century Italian saint and mystic, and which,
partakers believe, have “healing” powers. In
our youth, our grandmother never failed to
serve us putosannicolas at the very first sign
of fever.
With a “curative” puto of his own now, Pope
Francis may have been unwittingly elevated to
sainthood in the mind of the old faithful, of the
cerrado Catolico. Which is not too outlandish an
idea, given his rock star status and the media
hype surrounding him.
Indeed, while the biscuit may have canonized
Francis, a mere poster of “I (heart)) Pope
Francis The Musical” may have apotheosized
him, appropriating for him the very divinity of
Christ.
Here is that poster with an article of Christian
faith: “He’s got the whole world in his hands.”
In Church iconography, it is only the Christ –
in representation as the Infant Jesus of Prague
and Christ the King – that holds the world in his
hands.
In Church iconology this is symbolic of His
sovereignty over the whole world – as the
Cristo Rey hymn goes Christus vincit, Christus
regnat, Christus imperat. Only the Christ can,
and does, hold the world in his hands. Not any
saint, not even any of the other Persons in the
Trinity. Much, much, infinitesimally less a living
human being, no matter if he’s the Pope.
That poster – without any ill meaning on the
part of its designer, for sure – not only brims
with blasphemy but also smacks of heresy.
Gone overboard here indeed. The brilliance
of the vicar blinding us to the Savior. A
perversion of transrepresentation that takes the
road straight to perdition.
Indeed, as Pope Francis himself declared:
His visit to the Philippines should not be focused
on him, Francis, but on Jesus Christ.
Just listen to him, shall we?

to write a short summary after they have read a short story. Summarizing a story is an
important skill to master since
it helps them to improve their
reading comprehension and
writing proficiency. Pupils and
Students need to summarize
articles, essays, events and
short stories throughout their
schooling and academic careers, including college. Properly breaking a short story
down into its basic elements
requires
careful
reading,
preparation and explanation of
the ideas from the text. Let us
define the terms.
Definition
A summary is a shortened
version of a longer piece of
reading. Therefore don’t over
restating all the ideas in the
text and tell each event on the
story. A summary of short story
relates only the main events or
general plots. It must be writ-
ten in two and three sentences
to a short paragraph
Preparing
The first step in creating a
good summary requires careful reading of the entire story. After a first reading, go
through the story again, read
much more until you get the
main points that the author
want to convey to the reader. Highlights, underlining and
copying down the most significant of the story. It is better to
make a visual map or a web to
connect the ideas. These can
include in the summary.
Writing
In writing the formal summary considers these subsequent sentences answer the
question words: who, what,
when, where, why and how.
The teacher must give appropriate guiding questions to be
followed by the pupils and students as what information they
will look for summarizing the
story, it might be these things
to be considered, include the
information that addresses
the central idea main or topic

The challenges and opportunities
of senior high school

As I listen to the lecturer
during one of our seminars
about the K-12 curriculum, I
realized the big challenges
on the shoulders of secondary school heads in the implementation of Senior High
School. What are the subjects to be taken in Senior
High School? Who will handle
these subjects? Will there be
new teachers to handle these
subjects? What classrooms
will they use? Are these classrooms fully equipped with
all the materials needed in
teaching? Will there be separate Principal? These are only
some of the questions of our
secondary school heads with
regards to the implementation
of Senior High school which is
barely in less than two years
from now. But do you know
that not all public secondary schools will offer senior
high school? Among the eight
public secondary schools in
the Division of Angeles City,
only Francisco G. Nepomuceno Memorial High School
will stand alone. The rest will
be clustered. More questions
came out. Are these schools
enough to accommodate all
senior high school enrollees?
Which school will be printed
on the diploma of the students
who will graduate in Senior
High School among clustered
schools? Of all the questions
raised the only clear answer
given was to strengthen linkages and partnership among
school’s external stakeholders. Whew!
To address the problem
on congestion of students in
public high schools, the government is offering financial
subsidy to those who are enrolled or will transfer to pri-
vate schools from a minimum
of sixteen thousand five hundred pesos to a maximum of
twenty thousand pesos per
student through the voucher
system. At present, there are
still no specific courses which
will be offered. The scenario is
the private schools are waiting
what courses will be offered
by the public schools. It is
only then that they’ll be able to
identify what courses need to
be offered so that all students
will land on a course of their
choice.
These are the top ten techvoc specializations junior high
school completers of Angeles
City may choose from: Bread
and Pastry, Cookery, Computer Hardware Servicing, Computer Programming, Beauty
and Nail Care, Dressmaking,
Tailoring, Hairdressing, Crop
Production and lastly, Electrical Installation and Maintenance.
The Department of Education coordinates with the
Department of Trade and Industry and all businesses
and companies in the locality
where students can have their
on-the-job training. A partnership was also entered for hiring the students as they graduate in senior high school.
By that time, graduates will
be eighteen years old and
skilled in technical and vocational skills needed to land to
a job even in foreign countries
where skilled workers are in
demand. Students who enrolled in entrepreneurship will
have the know-how to start on
their own business.
Come to think of it, K-12
is pro-poor. Why? Most parents cannot send anymore
their children to college after
graduating in fourth year high
school because of the huge
expenses of tertiary education. Aside from the fact that
there are very few state colleges near them. Unlike in elementary, there is one public
elementary school in every
barangay, hence expenses
in food and transportation is
not a problem. Some drop out
from school after elementary because public secondary
schools in the whole Angeles
City division are only eight.
Parents cannot provide anymore for the food and transportation allowance of their
children. Biggest problem
comes after high school graduation. For those who want
to continue tertiary education
there is only one state college
which is located in Barangay
Pampang. Can it accommodate the thousands of public secondary schools graduates? A big NO! If these graduates cannot continue college
education anymore, are they
matured and skilled enough to
land to a job?
With the new K-12 curriculum, after student completes
Junior High School which is
Grade 7 to Grade 10, they can
continue Senior High School
which is Grade 11 to Grade
12 in public schools too. Or if
they wish to transfer in the private, then they will receive financial subsidy from the government. And after only two
years, a Senior High School
graduate who is equipped
with skills and on the right age
for employment can be hired
by industries. Isn’t that a good
news for parents?
Let us cross our fingers
and hope for the best. Give
K-12 a chance!

Ace kicks off 4th Melting Pot Festival

Manalang led the opening ceremony of the yearly Melting Pot Festival, now on its 4th year, through a
simple Mass at the San Sebastian
Cathedral Tuesday morning.
Manalang invited all Tarlaquenos to witness the annual celebration showcasing a number of activities aimed at attract visitors including foreign and local tourists.
The week-long festivities include a trade fair that officially
opened on the first day followed
by a Zumba at 6 p.m. led by fitness guru Regine Tolentino and
other celebrities.
Slated on the second day is the
Coronation Night of the Miss Melting Pot 2014 to be followed by a
grand fireworks display.
Hundreds of applicants are expected at a Mega Job Fair on the
third day, simultaneously with the
holding of the barangay traditional “palaro” and street dancing followed by a barangay night concert.
On the fourth and fifth days,
to be staged are concerts featuring Silent Sanctuary band and the
local bands of Tarlac and Angeles
City.
On the very day of the festival,
January 19, there will be Balikbayan Night and Ballroom Danc-
ing at the Plazuela to be followed
by a fireworks display.
On the last day of the celebration, there will be Piyesta Pancitan sa Ligtasan just beside the
residence of the city executive
followed by a Grand Parade with
the Stars to be showered by confetti courtesy of the Omni Aviation
to be capped by a variety show in
the evening.
In his message, Manalang
stressed that he always opened
the celebration with a thanksgiving and asking the Lord’s guidance for the success of the celebration to give happiness to
all Tarlaquenos that will join the
week-long festival.

What’s Marc’s best qualities? “He has a big heart, madaling
lapitan kahit ng mga kaibigan. He’s also very patient to us ng
two kids namin. Habulin siya ng mga babae but I trust him.
Sobrang dami ng fans niya. When we’re in public, siyang
pinagkakaguluhan. Hindi ko siya sinasakal. I’m happy with him
so I make sure happy rin siya sa akin as my husband. I was
instrumental kaya nagkita sila uli ng father niya.
We met sa gym, he got my number, at formal na
nagpaalam sa daddy ko na manliligaw siya. Everytime I ask
him about his father, he keeps quiet. Ayaw pag-usapan. But
I was insistent. Sabi ko, ano bang father mo? Sabi
sa’kin, French. So nagpatulong ako sa mga auntie
ko in Europe who speak French para hanapin ang
dad niya sa embassy roon. Hanggang sa na-locate ko

sila ni Marc. Anumang sama ng loob ni Marc through

Marc, whenever he’s with his father, parang little boy uli.”
How about her own dad, Vic Sotto, and his new GF Pauleen
Luna? “Nakakapanibago noong una kasi halos magka-age
lang kami. It’s not an ideal situation kasi nga mas bata siya sa
dad ko, but there’s no reason for me not to respect her kasi wala
naman siyang ginagawang masama sa’kin, pwera na lang kung may
gagawin siyang masasaktan ang daddy ko. I respect her, I respect
both of them. Respetuhan lang naman yun.”
How about her sister in law, Kristine Hermosa? “Noong una, hindi
kami close. Akala ko, sikat na artista lang siya, but she proved herself
as a good wife and mother kaya ngayon, bilib na bilib ako sa kanya.
Tatlo na ang anak nila, aged 6, 3 and 2 and a half months, bukod pa sa
adopted nilang 8 years old na. Full breastfeeding siya. And there was
a time na nawalan sila ng maid, aba, marunong siya maglaba,
magluto, maglinis ng bahay. Never ko nakitang magulo
o marumi ang bahay nila. You’d never expect na ganun
siya. Obvious na enjoy at kuntento siya sa pagiging wife
and mother, kaya sabi ko kay Oyo, alagaan mo yang

Scrap Sangley airport plan

reiterated its call on Friday to scrap the Sangley Point airport plan in
Cavite City and instead
develop the Clark International Airport (CIA)
and the Fernando Air
Base airport in Lipa City.
Ruperto Cruz, PGKM
chair, said then that an
airport in Sangley Point
will shut down the Ninoy
Aquino International Airport (NAIA) in Manila because of their proximity
with each other in terms
of air distance.
“The traffic gridlock
in Metro Manila will not
be eased but will even
worsen with an airport at
Sangley as passengers
from the north will have
to still traverse trough the
metropolis,” Cruz said.
During a meeting
with Clark International Airport Corp. (CIAC)
President-CEO Emigdio
“Dino” Tanjuatco III at
the residence of Cruz at
the Royal Garden Estate
here on Friday, Cruz reiterated his call to the former and insisted on the
full and immediate development of the CIA.
Tanjuatco admitted
that he was taken aback
by the press release
from the Department of
Transportation and Com-

munications
(DOTC)
which saw print in major news dailies quoting
Secretary Joseph Emilio
Abaya as saying that the
study made by Aeroports
de Paris for the CIA is
“too big.”
“Aéroports de Paris
designed a huge terminal that is beyond what
we thought would be
the actual demand. Our
struggle, we don’t need it
yet,” Abaya said.
The report said the
French firm refused to
modify the design; the
government would instead build the project in
Pampanga province in
several phases.
“We should do it in
phases. At first, they
don’t want to revise it.
We think it is too big a
design,” Abaya said.
Cruz told Tanjuatco
that the DOTC should
forget about developing
a new airport in Cavite
City.
He said the DOTC
and Abaya should instead focus on the development of the CIA and
the airport in Fernando Air Base in Lipa City,
Batangas.
Cruz said the CIA and
the Lipa airport will complement and decongest
NAIA.
The DOTC is “anti-progress and anti-tourism,” Cruz said. It is for
these reasons, Cruz
told Tanjuatco, that the
PGKM is convinced of
the existence of a conspiracy to sabotage the
development of the Clark
airport.
Cruz also said Abaya should resign from
his post because of the
agency’s “slow paced”
development of the Clark
airport.
Cruz also told Tanjuatco that only a fraction of the P436 billion
reported as the cost to
build the Sangley Point
airport would be needed
to build the fast train joining NAIA and CIA.
But Tanjuatco assured Cruz that the
DOTC and CIAC are
pushing for the development of the Clark airport.
Meanwhile, records
from the CIAC showed a
substantial decline in the
number of passengers at
the CIA for 2014.
The volume of passengers for 2014 was
877,757 as compared
to 2013’s 1.2 million and
2012’s 1.3 million.
The decrease was
mostly attributed to the
suspension of flights by
Emirates Airlines, Air
Asia Philippines, and
Zest Air among others.
The CIA currently
hosts Dragonair, Asiana
Airlines, Cebu Pacific,
Seair, Qatar Airways, Tigerair, Jin Air, and Air
Asia Berhad.
