CDC’s STEP-UP celebrates 1st anniversary

CLARK FREEPORT - Clark
Development
Corporation’s
Special Training and Employment Program for Underprivileged Persons (STEP-UP) celebrated its first anniversary late
last year.
STEP-UP is part of CDC’s
corporate social responsibility in cooperation with the city
colleges of Angeles and Mabalacat, Lhuen Thai International
Group Corporation Phils, Inc.
(L&T).
The collaborative efforts of
these institutions have produced 85 graduates and most
of them are already gainfully
employed and harvesting the
fruits of their sacrifices after
undergoing extensive trainings
either in Mabalacat City College or in the City College of
Angeles.
MCC was able to graduate 69
trainees while CCA has 16 trainees completing the program.
L&T, a world class manufac-
turing firm in Clark which manufactures renowned apparels,
has recently signed extension
contracts with CDC and later
on with Clark International
Airport Corporation because of
quality of work being provided
by the firm to it clienteles. With
the expansion of the LNT area,
more workers will be needed in
the next five to 10 years.
With the new contracts, L&T
is expecting additional thousands of employment opportunities that’s why it collaborated
with CDC and the city colleges
so that more poor but deserving
residents of the city are given
chance to work be employed in

centralized crime
reporting system
MANILA - Having assessed current standard operating procedures, Secretary Mar Roxas urged
high-ranking officers of the Philippine National Police (PNP) to have
a more updated and centralized
system in accounting crime incidents to increase efficiency and accuracy.
During a meeting assessing
the crime situation in Metro Manila, Roxas stressed that officers
must “spend less time calculating
and more time analyzing,” in approaching crimes.
For the month of March this
year, Roxas aimed to have a stable
and secure digital data management system.
“Let a consistent, robust, and
world class system or program
with internal subchecking do the
work for you,“ Roxas said pertaining to the software that will aid
the police in consolidating crime
reports.
In line with the upgrade of the
systems, Roxas also emphasized
the 100 new CCTVs to be installed
in strategic areas within Metro

Councilor wants burial
assistance for seniors

ANGELES CITY – A city
councilor has filed a measure granting burial assistance to senior citizens here.
Proposed Ordinance No.
PO-816-01-15

known as the “Senior Citizen’s Burial Assistance Ordinance of Angeles City,”
aims to ensure a dignified
burial to the elderly of Angeles City, regardless of their
economic status, according
to Councilor Carmelo “Pogi”
Lazatin Jr.
“This is in addition to
the benefits the government provides to our senior
citizens as mandated by Republic Act 9994 or the Expanded Senior Citizens Act’
of 2010,” Lazatin said.
Under the proposed ordinance, beneficiaries of the
deceased senior citizen will
be entitled to claim P5,000
burial assistance from the
Office of the Senior Citizens
Affairs (OSCA).
Claimants must present
documents verifying their
relation to the deceased
and a photocopy of the deceased’s Death Certificate,
duly authenticated by the
City Civil Registrar.
The ordinance also mandates the city mayor to appropriate the funds for the
assistance.
The budget may be augmented depending on the
recommendation by OSCA
and the City Social Welfare
and Development Office
(CSWDO). •
CITY OF SAN FERNANDO
- Police authorities of San Luis
located a man in hiding for
almost nine years in Malolos
City, Bulacan and arrested
him the other day.
Chief Insp. Onnil Dela
Pena, San Luis Police chief,
identified the accused as Jeffrey Guevarra, a resident of
Barangay Sta. Cruz Poblacion,
San Luis town.
Dela Pena said Guevarra’s
arrest was by virtue of a warrant of arrest issued by then
Judge Christine Marie Capule
of Municipal Criminal Trial
Court of Mexico-San Luis,
Pampanga dated May 8, 2006.
Guevarra was charged with
serious physical injuries.
Dela Pena said the accused
was in hiding since the warrant was issued.
Guevarra is now detained
at the Malolos City Jail.•

DTI warns public against disreputable freight forwarders
MAKATI - The Department
of Trade and Industry’s Fair
Trade Enforcement Bureau
(DTI-FTEB) warned the public against the disreputable
freight forwarders, which
were the subject of complaints from shippers and
consignees for non-delivery
of Balikbayan boxes.
In a statement, DTIConsumer Protection Group
(CPG) Undersecretary Atty.
Victorio Mario A. Dimagiba
said the DTI-FTEB listed
these erring foreign and local
sea freight forwarders to prevent consumers in patronizing their services.
“The advisory also cited
the 54 foreign freight forwarders/consolidators from
Asia, Australia, Europe, Middle East and USA that have
pending complaints pertaining to Balikbayan boxes,”
Dimagiba said.
According to Dimagiba,
the FTEB, a DTI-CPG line
bureau, regularly posts its
advisory of erring foreign
and local sea freight forwarders for non-delivery of
Balikbayan boxes in the DTI
website.
“The
non-delivery
of
Balikbayan boxes usually
occurs when foreign consolidators/ principal sea freight
forwarders do not remit a
portion of their collected
charges to their accredited
Philippine agents/ local sea
freight forwarders to prompt
the release and delivery of
balikbayan boxes,” Dimagiba
said.

SBMA partners with party list, civic
groups for Aeta outreach projects

SUBIC BAY FREEPORT —
The Subic Bay Metropolitan
Authority (SBMA) recently
joined forces with party-list
Cooperative NATCCO Network
Party (Coop-NATCCO) and civic groups in the Subic Bay area
to bring medical assistance
and donations to residents of
remote Aeta communities.
The outreach projects were
coordinated respectively by
the SBMA Public Relations
Department and the Media Production Department
which brought medical assistance to almost 200 residents
of Kanawan village in Morong, Bataan.
On the other hand, clothes,
toys and foodstuff were given to around 80 families in
Barangay Naugsol in Subic,
Zambales.
Both areas are communities largely populated by indigenous Aeta folk and have
limited access to medical services and modern amenities.
In Morong town, Rep. Anthony Bravo of Coop-NATCCO, along with some representatives of Philip Morris,
brought medicine for residents
of Kanawan while the SBMA
sent doctors and nurses from
its Public Health and Safety
Department (PHSD) to provide free medical checkups.
They were also joined by
some volunteers from the
Philippine Medical Society
(PMS) in Olongapo City.

it was Coop-NATCCO’s first
time to go to Kanawan. The
group teamed up with the
SBMA which has conducted
similar projects in the area.
Majority of the elderly residents also took the opportunity for the free medical consultation, noting that the last
time they received medical attention was some three years
ago because of their remote
location.
Kanawan village is located
about 30 kilometers from the
Subic Bay Freeport and can only
be accessed via a hanging bridge.

checked out the village for any
area suitable for growing cacao, a tropical tree that yields
cocoa beans, the main ingredient of coffee and chocolate.
Meanwhile, around 200
children belonging to 80
families in Naugsol, Subic, received bags of goodies donated by residents and civic organizations in Olongapo City
and the Subic Bay area.
The post-holiday gift-giving project was coordinated
by disc jockeys from 89.5 FM
Subic Bay Radio, a broadcast
facility under the SBMA Media Production Department
(SBMA-MPD).

new clothes, and new toys
provided by various donors.
Among those who joined
the outreach project in Naugsol were representatives of
Ocampo’s Mall in Olongapo
City, members of Delta Isda

Naugsol is a remote village
located at the eastern fringe
of the Subic municipality and
has become the resettlement
site for Aeta indigenous people uprooted by the Pinatubo
eruption in 1991.

The “Bears of Joy” was
launched last December to make
the less fortunate kids happy and
appreciate the irresistible, soft
and cuddly features of the world’s
most loved toy – the teddy bear.
The “Bears of Joy” program
encourages the shoppers to
buy a pair of teddy bears for

and the other one to be given
to a selected charitable institution or to less fortunate children across the country.

the ‘Bears of Joy’ were named.

field staff for
‘Listahanan’

CITY OF SAN FERNANDO
- The Department of Social Welfare and Development (DSWD)
Field Office III is in need of
4,451 field staff for its Listahan
project.
Regional deputy project
manager Lalaine R. De Leon
said the move is in line with the
conduct of the second round of
household assessment in the
first quarter of 2015.
Listahanan, also known as
the National Household Targeting System for Poverty Reduction (NHTS-PR) database, is
updated every four years.
It is an information management system that identifies who
and where the poor are in the
country.
The system makes available
to national government agencies and other social protection
stakeholders a database of poor
households as reference in identifying potential beneficiaries of
social protection programs like
Pantawid Pamilya, Social Pension and Sustainable Livelihood
Program.
De Leon said the hiring includes area supervisors, area
coordinators, enumerators, encoders, and verifiers who will
take part in ensuring that real
poor households are selected.
She said that Central Luzon
is one of the regions with large
number of target households
which is 1,451,248.
For the past three years, the
National Household Targeting
Office has implemented various
activities that complete its project cycle.
The activities resulted in the
establishment of the database
of 5.25 million poor households
nationwide (322,622 identified poor households in Region
3), which became the basis for
identifying beneficiaries of social protection programs of national government agencies.
The second round of household assessment aims to provide
timely and updated data on poor
households to public and private
social protection stakeholders
to enable them to develop and
implement responsive policies,
programs and services.
De Leon said the deadline for
the submission of applications is
on February 28, this year.
She also said that interested
applicants are required to submit their resume at the DSWD
Field Office III or to the Social Welfare and Development
(SWAD) team located in the
seven provinces of the region.

Clear that dumpsite
WE CAN understand the disappointment of Gov. Lilia Pineda when she saw that the Sasmuan River has become a virtual
dumpsite of waste and garbage
by residents there.
What’s more, she saw illegal
structures in the area, which further aggravated her disappointment.
What has the local government
unit been doing? We don’t want
to speculate, but Mayor Nardo
Velasco should be aware of what
is happening around his town.
Unfortunately, all of these happened right under his nose.
Those structures were not built
overnight. And those piles of
wastes have probably been there
for weeks – nay, months maybe.
The provincial government is
trying to continuously comply
with the Supreme Court’s Mandamus to clear all waterways
to support the protection and
clean-up of Manila Bay.
Those wastes and those illegal
structures are clear violations of
this directive.
The Governor has thus directed Provincial Government
Environment and Resources Officer Arthur Punsalan to assist
the good mayor in removing the
tons of garbage dumped beside
the river and clear the area as
soon as possible.
This would not help the Capitol’s plans for the town to become a tourist and fishing destination, would it? Imagine, there
were bird watchers in the area
on the day Gov. Pineda conducted the inspection. Which means,
they probably saw the dumpsite
and the illegal structures. Which
means, this did not paint a good
picture for the town, for that day,
at least.
We hope that with this clearing operation, the mayor could
finally see what is happening
right under his watch.

OME people consider the
town of Arayat as one of the
luckiest towns in the province today, considering the number of projects being implemented
by the provincial government at
this eastern part of Pampanga.
A number of residents of the said
town consider themselves lucky
due to the attention being given

to the said town’s needs.
Inaugurated and blessed recently was the newly renovated
municipal hall and the municipal police station amounting to
almost P13 million. The public
buildings were funded by the provincial government of Pampanga
under the leadership of Gov. Pineda.

DUCATION is described by educational culture

shades/biases and key values/hues of its culture. Thus,
education has a definite role to play in the development of people and countries.
Education plays a significant role in the development of people because people are the wealth of any
nation; therefore, people are viewed as a focus for development. It plays a vital role in the development of the
country because education is the source of growth of
any country. This may be one of the reasons why United
Nations Educational Scientific and Cultural Organization (UNESCO) declare education a vehicle for and indicator of development.
Education and training play a vital role in assisting individuals and societies of the global academic
community to adjust to social, economic and cultural
changes and promote the development of the human
capital essential for economic growth.
Modern education, schooling in particular, aims
at imparting knowledge, skills and attitudes required by the young ones to become functional in
their respective societies. Schools are therefore intended to serve as agents for developing individual citizens
within an educative community. In essence, schools
are institutions where learners are groomed to appreciate what the society in which they live stands for
and are equipped in order for them to contribute to the
advancement of their society and their respective communities.
In the Philippines, formal education has been the
central focus in the government’s development policy.
Formal education reflects the skills needed in the economy, and it often determines income level, social status
and quality of life of a people. Education in the Philippines is perceived as a socializing process through
which values, norms and skills are perpetuated. Thus,
schools seem to be at the centre of peoples’ aspirations
and hope. Besides, some years ago, the Philippine
government conceived a new Philippine education
whose high school graduates by 2016 would be more
employable and compete at international level in all
areas. Quality education was considered as one of the
key areas of concentration for Philippines to reach their
projected destination.
Academicians observe that schools are similar with
a moderate difference in the organizational structures.
According to scholars, schools have a category group
of students with a teacher, scheduled times for teaching and all other activities, specific times for starting
and closing the school day, and management structures
which are mainly hierarchical. The highest official position in the school is that of the principal.
Thus, the responsibility of running the school is that
of the principal.

took notice the foreign bird
watchers who were busy counting the number of migratory
birds flying and playing along the
stretch of the river near the mangrove plantation.
They also noticed that illegal
structures of informal settlers
are constructed on both sides of
the riverbanks as they virtually
established communities at the
center of the river.
The DPWH said they are mandated to enforce the order of the
Supreme Court in clearing the
illegal fish ponds constructed
along the river stretch including
the facilities and structures.
The governor said with the implementation of the clearing operation, they could prevent massive flooding in low-lying areas.
Governor Pineda and the
DPWH officials warned the residents here to vacate the area specifically those encroaching the
left and right banks of the river.
The governor also urged the
barangay officials to cooperate
with the government in demolishing illegal structures in the
area to prevent flooding.
It can be noted that the encroachment of illegal structures
prevents the free flow of the water along the river that caused
flooding during rainy seasons.
Local officials here confirmed
that illegal structures like fishponds contribute a lot in the
flooding problem in the area.

teams from China, Taipei, Guam, Indonesia, Japan, and
the Philippines among others.
To maximize its potential for sports-tourism projects, lampposts are also being replaced and stadium
lights will be installed to enable organizers to hold
events in the evening.
The 20-hectare area was so named because it was
where the Cavalry held their formations and other ceremonies during the days when it was known as Fort
Stotsenburg.
With the decrease of open areas available for sports
and recreation, visitors and sports enthusiasts have welcomed the recent developments initiated by the CDC
management.
The biggest beneficiaries also include senior citizens
and those recuperating from disease who use the jogging path for their regular walk. Expectant mothers also
walk around the area for their exercises.
Everyday, in all weather condition, hundreds of
sports enthusiasts use the parade ground for their training and other routines.

differences in students’ behaviour and academic outcomes are influenced inter alia by the principal. The
principal leads from his/her values. The activities of
the school are determined by what the principal does.
S/He influences everyone else’s behaviour: his/her
values are contagious, his/her good sense of ethics
instils respect and trust in the system; s/he communicates a powerful message about what is important, how people are to be treated and how the school
should operate daily. Buttressing the above claim,
Ramsey, another educational activist contends that,
in an organization like the school, students and staff
tend to live up to the image of the principal; because
no school is high performing without an effective and
efficient principal; he is the gospel that his/her staff
and pupils read, a model or paradigm of behaviour
and work attitude to be copied and learned from, by
all. It implies that the principal is therefore expected to
accept responsibility for whatever pupils and staff do,
and lead, both by word and action, creating a school
culture that facilitates effective teaching and learning.•

Giving Art a
Second Glance
ORANI, BATAAN – Students from the Pantalan Luma
Elementary School had no idea how talented they were until
representatives from the Rotary Club of Orani stumbled upon
their artworks during a recent activity in the school.
Sood Vianzon Ali, director for Public Relations,
recounted that when the Club
donated school supplies to the
school after Bagyong Glenda,
they discovered – merely by
accident – how creative the
students were.
Ali said that after the
program, school principal
Rodolfo Reyes invited the Club
members for snacks inside
his office. There, they found
several artworks, mostly done
in pastels.
According to Ali, they were
amazed by the artistic inclination of the kids. Sadly, Reyes
told them that the students
have no access to specialized
training to hone their skills
further, due to limited resources.
This was when the Rotary
Club of Orani, led by Rolando
Roberto, decided to initiate an
Art Workshop at the school.
“We decided to launch a
project wherein we can help
train the kids and have professionals conduct the training,”
Roberto said.
The Club tapped the Bataan
Artists Society - group of artists specializing in various art
forms - to do the mentoring
and training of the kids in the
basic fundamentals of fine art
through drawing and different
medium and techniques.
“The program is structured
to cater to students at all levels
of experience, kept small to
ensure that individual attention can be given to everyone,”
Roberto said.
During the workshops,
which started on December 13
and every weekend thereafter
until January 24, the students
underwent a series of trainings
as well as hands-on sessions.
The mentors then gave input
on the work done by the kids.
They learned in a supportive environment and were
encouraged to fully explore
their creativity and strive for
excellence, according to BAS
president Cesar dela Rosa.
Ali said the art pieces will
be auctioned off to other Rotarians in Luzon soon.
“The proceeds, of course
will go back to the kids,” Ali
said.•
