Meeting your training needs.
The Construction Education Center, Inc. is a non-profit training center that serves the Connecticut
construction industry by providing training and education for apprentices and field employees. The
Construction Education Center was founded by the Associated Builders & Contractors of Connecticut,
Inc. to advance the construction industry of Connecticut by providing quality educational training for
apprentices, journeypersons, and supervisors of construction companies. It is our goal to also enhance
the quality, safety and competitiveness of Connecticut constructors within and outside the state.
The Construction Education Center is an accredited provider of the NCCER Learning Series developed
by the National Center for Construction Education and Research. The NCCER Learning Series offers
standardized curriculum for over 30 construction trades. For more than a decade, NCCER has been a
leader in construction training.
Through the training center, your employees can now tap into a national network of certified craft
instructors committed to improving the construction workforce. Students can be
accredited and entered into the National Center for Construction Education and
Research Registry.

Accredited by the National Center for Construction
Education & Research (NCCER).
APPROVALS: The Construction Education Center, Inc. is approved as a
private occupational school by the Connecticut Commissioner of Higher Education.
In addition, the curriculum has been reviewed and approved by the Connecticut Department of
Education Technical High School System, meeting all compliance requirements for the related
instruction portion of the Connecticut Department of Labor Apprenticeship Training Program and the
National Bureau of Apprenticeship Training.
INSTRUCTION: Provided by local, experienced journeymen who have been certified through
NCCER as trade instructors and industry professionals.
REGISTERED APPRENTICES:
Apprenticeship courses fulfill all state requirements for
apprenticeship related instruction.
Admission Requirements: Courses offered by the CEC seeks to serve those currently, or
previously employed in the construction industry. For admission into the apprenticeship program, please
see page 20 of this catalog.
CT ABC MEMBER REGISTRATION TUITION:
Courses provided by the CEC
are offered to the public and employees of it’s sole member, CT ABC. Member tuition referred to in this
catalog apply to employees of companies who are members of the trade association. Any company
interested in membership to CT ABC, please email [email protected].
UCAC & CHCC MEMBER REGISTRATION TUITION: Members and the
employees of the trade associations Utility Contractors Association of Connecticut and Connecticut

Apprenticeship - HVAC
HVAC
Tradesmen employed in the HVAC industry install maintain and repair systems that
control the temperature, humidity, and total air quality in residential commercial and
industrial buildings.
Related Instruction Requirements The Heating, Venting, and Air Conditioning
(HVAC) program provides the required related instruction for apprentices registered in Connecticut as
an S2 or D2. HVAC technicians, also known as a D2 license holder in the state of CT, are required to
complete 432 related instruction (RI) Hours and journeymen, S2 license holders, are required to
complete 720 RI Hours. At the CEC, D2 apprentices complete two full years of apprenticeship training
and need only 72 Hours the third year to complete the 432 required RI Hours.
HVAC Training (50% of class time is on-line and
50% is in the Classroom).
The Construction Education Center offers HVAC S2 Levels I-IV and D2
Levels I & II with up to 50% of the course work done on-line.

Apprenticeship - Plumbing
Plumbing (P2) Plumbers install and repair water, waste disposal, drainage and gas systems in homes and commercial industrial buildings as
well as installing plumbing fixtures and appliances.
Plumbing - Related Instruction Requirements The Construction Education
Center provides the required related instruction for new apprentices registered in the State of Connecticut. For both, P2 apprentices and P6 apprentices 180 hours of
related instruction (RI) is covered.
The Construction Education Center now offers Plumbing (P6) Training! The holder of this license
may perform the installation, replacement, alteration, or repair of sewer lines, storm water lines,
water lines and services. This license DOES NOT permit any work on septic tank systems or
inside a structure.
Plumbing Training is on-line (50% of class time is on-line and 50% is in the
classroom).

Apprenticeship/Craft Training - Carpentry
Carpentry - Carpenters are involved in many different kinds of construction activity, from the building of highways and bridges, to the installation of kitchen cabinets. Our curriculum focuses on teaching the skills
for commercial construction. Carpenters construct, erect, install, and
repair structures and fixtures made from wood and other materials.
Large construction contractors or specialty contractors, may require
their carpenters to perform tasks such as framing walls, constructing
wooden forms for pouring concrete, or erecting scaffolding.
Carpentry - Related Instruction Requirements The Construction Education Center also
provides apprenticeship and craft training in Carpentry, a nonlicensed but apprenticable
trade in the state of Connecticut. Because of this distinction, interested persons not registered as an apprentice, but employed in the carpentry field can take carpentry courses as
a craft trainee. **Now offered on-line** 50% of class time is on-line and; 50% is in
the classroom!

Continuing Education
The Construction Education Center is an official provider (#1275) of Continuing
Education classes for plumbers and electricians in the state of Connecticut. We have
received approval for the 2014 Electrical requirement and the 2014-2015 Plumbing
requirement. It is mandatory for licensed electricians and plumbers to attend continuing
education classes.
Electrical Continuing Education
The Construction Education Center is an official provider (#1275) of
Continuing Education classes for electricians in the state of
Connecticut for the 2015 requirement. It is mandatory for licensed
electricians to receive continuing education classes on a yearly
basis of 4 CE hours prior to license renewal.
Required Texts: 2011 National Electrical Code.
Plumbing Continuing Education
The Construction Education Center is an official provider (#1275) of
Continuing Education classes for plumbers in the state of
Connecticut for the 2014 and 2015 requirement. It is mandatory for
licensed plumbers to attend continuing education classes prior to
license renewal. Journeymen are required to complete 5 hours of
continuing education every odd numbered year as a condition of
license renewal. Contractors must complete 7 hours of continuing
education every even numbered year as a condition of license
renewal.

Concrete Plan Reading
This 8-hour course is ideal for field personnel with little or no experience in
reading construction plans and specifications and rebar shop drawings. The
course concentrates on coordination of site, architectural and structural
plans and details to properly layout and check footings, foundations, anchor
bolts, piers, equipment pads, and slabs. Attendees will learn how to prepare
simple material take-offs and equipment lists. The course will also cover concrete and rebar specifications, inspections, and testing. A comparison of structural plans and notes with
industry standards and the rebar shop drawings will also be conducted. This course includes classroom
instruction and hands-on problem-solving and requires attendees to bring an architect’s scale, engineer’s scale, and a calculator.

Comprehensive 18-hour course develops the skills of superintendents, foreman,
junior estimators, layout personnel. Attendees should have a working

Solar Thermal Training
Are you a Plumbing or HVAC license holder interested in Solar Thermal
Work? Connecticut requires individuals to have a solar thermal certificate in
order to install domestic hot water solar thermal systems. A prerequisite is to
complete a 24-hour training program. The 24-hour Solar Thermal Course will
assist Plumbing & HVAC license holders prepare for the Solar Thermal Certificate provided by the Connecticut Department of Consumer Protection.

Electrical & Plumbing Continuing Education (CEUs)
Section 20-334d of the Connecticut General Statutes requires that
all types of electrical license holders and most types of plumbing
license holders obtain continuing education hours of instruction to
renew their respective licenses.
The Construction Education Center is an official provider (#1275)
of Continuing Education classes for plumbers and electricians in
the state of Connecticut. We are approved for the 2015 Electrical
and Plumbing requirements. Electrical and Plumbing Continuing
Education courses are scheduled throughout the year.

CEC Policies & Procedures
Admission Requirements - Apprenticeship
Licensed Trades: Persons interested in enrolling in the related instruction courses for licensed trades
outlined in this catalog do not need to be registered apprentices to apply to the program. However,
those registered as apprentices with the Department of Labor should provide proof of registration upon
application by submitting a copy of current apprenticeship card as well as including sponsor contact
information in the Company section of the application in this catalog. Interested applicants who have
completed apprenticeship related instruction courses or vocational training at other institutions should
also submit transcripts of all previously completed coursework. Please note, a criminal background may
negatively impact opportunities for licensing and employment.
Non-Licensed Trades: Persons interested in registering for related courses in a non-licensed trade as
outlined in this catalog (carpentry, masonry) do not need to be registered apprentices to apply to the
program, however, those registered as apprentices with the Department of Labor should provide the
same proof as indicated above. Please note, a criminal background may negatively impact opportunities
for licensing and employment.
Apprenticeship Grading Policy:
Test scores in the apprenticeship program are based on the percentage of correctly answered questions
of total questions on exams. Grading schedule is as follows: 100%-90%=A; 89%-80%=B; 79%-70%=C;
69%-60%=D; 59 and below =F. Passing is a grade 70% or higher. Attendees with test scores under the
passing percentage can elect to re-take the test. The reported grade will be the average of the two.
Admission Requirements - Other Course Types
Unless course description indicates license requirement, persons registering for courses should be
employed in the construction industry or have construction experience.
Description of Tuition & Fees:
Tuition for courses other than Apprenticeship/Craft Training include a $25 nonrefundable registration fee
and the cost for course materials unless otherwise noted. Apprenticeship/Craft Training tuition includes
a $250 nonrefundable registration fee and the cost for course book.
Late Registration:
Late registrations may be permitted for apprenticeship courses and all inquiries should be made to the
Education Director. Registration for other courses will not be accepted after the course begins.
Attendance Policy:
Apprenticeship: Students are required to attend all classes, thereby completing the required Hours per
year of classroom instruction. If a student has more than 4 absences during the year, the student must
meet with the Director to evaluate the situation. If the problem can be rectified, the student may
continue in the program. If the problem cannot be resolved, the student will be required to meet with the
Education Committee. The committee will then evaluate the situation and decide whether to dismiss the
student from the program. This policy will be strictly enforced. Students may be required to complete
make-up classes at their expense for proper completion of required course work.

CEC Policies & Procedures
Conduct Policy:
The school reserves the right to dismiss any student whose conduct is deemed to be unsatisfactory.
Unsatisfactory conduct may be theft, use of alcohol or illegal drugs on the school premises, failure to
abide by school regulations, assault upon another student or a staff member, destruction of property,
insubordination to a faculty or staff member, disruption of classes or activities, students who are found in
possession of or under the influence of drugs or alcohol on school premises, students who threaten or
deliver any student or staff member with physical harm and students who willfully destroy school
property will be immediately dismissed.
Certificates/Diplomas:
All programs and courses are measured in clock Hours. Students who complete any individual course or
group of courses will receive a transcript documenting Hours completed. Also, a certificate of completion
will be issued upon completion of an apprenticeship level with number of Hours. Student will receive a
diploma upon completion of the entire term of apprenticeship. All tuition must be paid before a
certificate, diploma or transcript can be issued.
Employment Assistance:
Construction Education Center, Inc. does not provide employment assistance, nor does it guarantee
employment to any student.
Facilities:
Centrally located in Rocky Hill, Connecticut, the Construction Education Center, Inc. can be easily found
off of Exit 24 from I-91. Our training facilities include an 800 square foot classroom at this location.
Additionally, the CEC rents classroom space at locations throughout Connecticut in order to provide

Termination by CEC:
The school reserves the right to terminate any student prior to course completion upon determination
that the student is not complying with school conduct policies, failure to make any financial payments,
unsatisfactory academic progress and attendance. A student who has been dismissed for unsatisfactory
conduct may be considered for readmission at the discretion of the school administration according to
the Appeal and Reinstatement policies found in the catalog. Students may also file official complaints
according to the procedures described in the catalog under Student Complaint procedures. Tuition
charges in cases of termination will be made in accordance with the school’s cancellation and refund
policy.

Withdrawal by Student:
A student may voluntarily withdraw from the program and should notifying the CEC in writing. Please
refer to refund policy. Appropriate transcript will be provided.
Refund Policies:
Professional Development Courses: Tuition will be refunded less $25.00 up through one week prior to
the first class date. Cancellations after this time will not be refunded. Safety: Tuition will be refunded
less $25.00 up through one week prior to the first class date. Cancellations after this time will not be
refunded. Apprenticeship: Tuition will be refunded less $250.00 up through one week prior to the first
class date. Cancellations after this time will not be refunded. Monies will be refunded within forty five
days of notice of cancellation.
Class Scheduling Policy:
CEC reserves the right to cancel any course or class due to circumstances beyond CEC’s control, such
as insufficient enrollment or inclement weather. In these instances, all tuition will be refunded or class
rescheduled to a later date.
Complaint Policy:
Student can file a complaint with the Construction Education Center School Director. The Director will
review the complaint and resolve the issue. If the complaint cannot be resolved, the student can formally
submit a complaint with the Connecticut Commissioner of Higher Education in writing to, Connecticut
Commissioner of Higher Education, Department of Higher Education, 61 Woodland Street, Hartford, CT
06105; Or, by phone (860) 947-1816.
