ORGANISING AUTHORITY Royal Cape Yacht Club in conjunction with Club Mykonos under the sanction and authority of South African Sailing – Western Cape 2. RULES Save where these are altered by this Notice of Regatta and the Sailing Instructions, races will be governed by the International Sailing Federation Racing Rules of Sailing 2013 – 2016 (RRS), SAS/SAMSA Safety Regulations minimum Category C – Race 1 and Category D – Bay Races; the Class Rules of participating Classes; The 2013 IRC Rules (Parts A – D), This Notice of Race, the Sailing Instructions and any Amendments thereof. Where relevant, precedence shall be given in the reverse order of the above listing. In the event of contradictions, the interpretations of the Protest Committee shall be final and binding upon all participants. 3. ADVERTISING The Regatta will be classified as a Category “C” event in terms of 2013/16 ISAF Regulation 20, which shall only apply while racing. House Flags, Banners and Sail Covers, which show advertising, shall not be worn when racing. 4. ENTRIES rd ENTRIES OPEN: 12H00 MONDAY 3 NOVEMBER 2014. th ENTRIES CLOSE: 18H00 FRIDAY 13 FEBRUARY 2015. LATE ENTRY FEE OF R350.00 PER YACHT PLUS R150.00 PER CREW (INCLUDING SKIPPER) WILL APPLY. Late entries are not guaranteed complete Regatta Packs. For yachts participating in Race 1 - Race 3 (Cape Town to Club Mykonos), the attached Safety Declaration must be completed in full and signed by the skipper and his appointed crewmember. (The SA Sailing Special Regulations for Sea Going Yachts booklet is obtainable from South African Sailing). 5. ELIGIBILITY Race 1-3: Page 3 of 6 The “Offshore Race” is open to all boats with a RORC (IRC) Safety and Stability Screening numeral of 15 or greater, including maximum adjustment, unless exempted by the Race Committee, All yachts competing shall have guard rails as stipulated in Annexure A, Section 3, c (ii) of the Merchant Shipping (National Small Vessel Safety) Regulations - 2007. Race 4 (Bay Race): The Skipper in command shall hold no less than a SA Sailing Days Skipper‟s Certificate. The race will be sailed under the South African Sailing controlled event status. All yachts considered acceptable to the Race Committee as indicated in Paragraph 8 below. Any class of yacht recognised by the Race Committee as a class, having 5 or more starters, shall constitute a class. Competitors shall comply with the International Sailing Federation (ISAF) eligibility requirement in accordance with 2005 ISAF Regulation 19 & RRS 75 which requires that all competitors (helmspersons and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing or their Member National Authority in the case of non-South Africans. The Yacht Club name and membership details shall be stated on the entry form. Current valid South African Sailing Membership numbers shall be presented at Registration. Failure to do so will result in disqualification 6. CREW a. The maximum total crew for RRD TCF racing is to be per the table below. The organisers may request room for one additional passenger, who may be a sponsor, media or camera persons. This additional person is excluded from the total number stated on the IRC certificate, providing that the total number is not greater than the yacht‟s Certificate of Fitness maximum allowable crew number. 7. SAILS a. IRC boats are permitted to carry one extra spinnaker or loose luffed sail, to what is stated on their endorsed IRC Certificate. Page 4 of 6 8. FLEET CATEGORIES th a. Club Fleet – May be split into 3 Divisions, the fleet split will be made available on the 18 February 2015. b. IRC Fleet – May be split into two Divisions, however will compete as one fleet; the fleet split within the th total IRC fleet will be made available on the 13 February 2015. c. Multihull Fleet – Will be split into two Divisions, cruising and sport. 9. COURSES Four races only shall be sailed as follows: Race 1: Table Bay to a boat anchored off Dassen Island – will be known as a “scoring gate” Race 2: Dassen Island “scoring” gate to a laid mark off Club Mykonos Harbour Wall. (Please note that there will not be a restart at Dassen Island, individual yacht times will be noted for the correct scoring). Race 3: The total race from Cape Town to Club Mykonos Race 4: A pursuit race off Club Mykonos (please refer to the Sailing Instructions) 10. HANDICAP SYSTEM, RACE RESULTS & SCORING Scoring for the series shall be in accordance with the RRS Appendix A4 Low Point scoring system. There will be no discards. a. Division 1 - 3 Club Handicap Race 4 pursuit race - positions will be according to position over the finish line. (Corrected time is not calculated) b. IRC Division 1 - 2 Race 1 – 4. All results will be calculated using the IRC TCC Factor. Placing will be in order of corrected time. c. RCYC CLUB HANDICAP Results will be calculated using the R.C.Y.C. Club Handicap System. Any yacht that has changed its sail or hull measurements since the issue of its Club Rating must submit a new RRD (Royal Cape Ratings Division Handicap System) Club Handicap application form. RRD applications will close on th Monday the 9 February 2014. For RRD enquiries email [email protected] . d. The Race Committee reserves the right to correct any errors at any time during the Regatta. e. A list of yachts entered and their ratings will be posted on the Notice board before 16h00 on Thursday th 19 February 2015. f. Any yacht not having a RRD Rating (RCYC rating) will be allocated a provisional rating by the Sailing Committee. 11. REGISTRATION th a. Registration will take place between 16h00 and 18h00 on Thursday 19 February 2015 in the Main th Hall. Regatta packs will be issued at Registration on Thursday 19 February from 16h00. b. Proof of South African Sailing Membership must be produced at registration – see Para. 5 – „Eligibility‟ above. Go to www.sasailing.co.za to register with SAS. Page 5 of 6 12. SKIPPERS BRIEFING th a. A compulsory Skippers Briefing will be held in the Main Hall RCYC at 18h00 on Thursday 19 February 2015. (The skipper may be substituted by his or her navigator or co-skipper if he or she cannot attend) 13. SAFETY & SCRUTINY a. It shall be the responsibility of the skipper and an appointed member of his crew to inspect his boat for compliance with the Safety regulations of this Regatta, the rules and regulations of the IRC Rules, the Safety Declaration form must be signed and handed to the Race Secretary by not later than Thursday, th 19 February 2015. 14. LIABILITY a. Competitors sail entirely at their own risk. The onus on whether to start a race and to continue a race lies entirely with the skipper of the competing yacht. None of the organizations or persons concerned in the running of the regatta accepts any liability for damage or injury, material or personal, suffered during the races or at any other time however arising. b. Each competing boat shall be adequately insured with Third Party and Passenger Liability cover of a minimum of R2 million. 15. SAILING INSTRUCTIONS th a. Sailing Instructions will be available from 16h00 on Thursday 19 February 2015 at the Race Secretary‟s Office at Royal Cape Yacht Club, and will be posted on the Royal Cape Yacht Club website address: www.rcyc.co.za 16. TROPHIES & PRIZES a. There will be trophies awarded for the IRC Fleet, overall and IRC Division 1 & 2 (providing the fleet is split) and the RCYC Club Handicap Fleet. b. Line Honours Trophy - Offshore Race and Bay Pursuit Race. c. There will also be a first prize for each class that has 5 or more starters. d. There will be a trophy awarded to an overall Mykonos Offshore Champion, using the following scoring criteria: - The overall handicapped results for the races from Cape Town to Club Mykonos (Race 1 – 3). - The results of the pursuit race according to position over the finish line will be used. (Race 4). - The overall Mykonos Offshore champion will be calculated using the RCYC Club handicap system. e. Other prizes will be awarded at the discretion of the Race Committee based on the entries received. f. st The Prize Giving will be held on the Terrace at Club Mykonos, Saturday 21 February 2015 at approximately 18h30. 17. ERRORS AND OMISSIONS On good cause, the Organizing Committee reserves the right to amend any of the paragraphs of this Notice of Race, subject to adequate notice being given via amendment.
