I.
Gender and Girls’ Education Expert for End Child
Marriage Programme, Ethiopia
Introduction

Currently we have projects to End Child Marriage in Amhara region and Climate Change Centre
with the Addis Ababa University.

The End Child Marriage Programme is contracted by the UK Department for International
Development (DFID).MSP is the lead management agent for the End Child Marriage Programme
(ECMP), Ethiopia.
The intended outcome for the ECM programme is to delay marriage for at least 37,500 girls in
East and West Gojam in the Amhara Region. In doing so, the programme is expected to develop
a model that can be scaled up to increase the capacity of Government to plan, implement,
monitor and finance a large-scale programme of this kind. The programme design was based on
the Berhane Hewan model. The programme has been designed around four key components:
1.
Delivery of a Community Level Programme;
2.
Strategic Engagement and Communications;
3.
Capacity Building, and;
4.
Monitoring and Evaluation: learning and dissemination.
The Implementation Phase of the Programme covers the period up to September 2016. The
ECMP office is located in Bahir Dar, Ethiopia.
We currently have a vacancy for a Gender & Girls' Education Expert stationed at the ECMP main
office in Bahir Dar with regular fieldwork elsewhere in the Amhara Region. We are inviting
applications from suitable candidates.
Interested individuals should have extensive experience in gender equity interventions and girl
focused programming, as well as in implementing and developing girls’ education programmes
for primary and elementary schools in Ethiopia – including co-curricular school clubs’ activities,
girls’ empowerment programmes and life skills development activities. Experience in other
African countries and/or similar environments are also welcomed.

Reporting
Directly reporting to the ECMP Deputy Team Leader (with oversight from the ECMP Team
Leader).
Desired qualifications and experience include the following:

Relevant university level degree;

Experience in the Ethiopian gender advocacy related and education.

Fluent in written and spoken Amharic and English;

Expertise in developing countries, in particular Ethiopia and/or in Sub Saharan Africa;

Expertise in planning, providing technical advice and managing large-scale education
programmes;

Expertise in gender related support programmes (girls/women empowerment, reducing
harmful traditional practices (HTP), sexual and reproductive health, etc);

Expertise in developing extra curricula activities (schools based clubs, life skills, etc) ;

Expertise in working in partnership with governments on women’s and girl’s development
issues;

Expertise in developing training materials and managing the delivery and quality of training
courses on education/gender for different audiences including school children, teachers and
education officials;

Experience in budget management, data analysis and report writing;

Experience in working with DFID and/or other international donor funded development
programmes;

Oversee and ensure the effective management of ECMP’s school based clubs programme,
providing on-going technical support at all levels, to ensure its effective implementation, in
partnership with the counterpart in the BOE. (and for scale up)

Ensure close working with all ECMP components to achieve a one-programme approach and
integrated activities across the community based programme.

Engage with the Government on education related policy issues with the aim of
contributing to knowledge management and sharing best practice. This includes reporting
on ECMP performance and activities in relation to reducing drop out, enrolment of out of
school girls and boys into school, improving school attendance, girls’ educational
performance and empowerment -. This should be done in close consultation with ECMP
Team Leader

Work with EI component and other partners to support out of school girls

Provide technical support to ensure that gender issues are identified, prioritized and
mainstreamed in all ECMP processes and by all ECMP staff and partners;

Coordinate and conduct research and advocacy initiatives on gender issues to promote the
work that ECMP is doing with girls and boys to stop child marriage at all levels ;

Audit ECMP programme to assess its performance in terms of girl empowerment;

Coordinate documentation and sharing of best practices on gender issues in ECMP ;

Prepare written information on and results of ECMP’s gender interventions and organize
briefing sessions to share lessons learnt to all stakeholders;

Promote networking & partnership with government and partners to promote ECMP ’s work
with girls and represent ECMP in donors/partners and other meetings as appropriate .

We currently have vacancies for two Zone Officer positions for East and West Gojam,
respectively, in the Amhara region, and are inviting applications from suitable candidates. The
Zone Officers provide key support to ECMP and will be responsible for supporting field delivery
of ECMP activities, data collection, and reporting of activities implemented in their respective
zones, and contribute to other ECMP M&E and knowledge management activities at zone and
corresponding woreda levels – ensuring that data and reporting are in line with ECMP and
Government reporting.

Reporting
The Zone Officers report to and are supervised by their respective Zone Coordinators. They will
also receive technical support and/or backstopping from the ECMP M&E Expert.
Desired qualifications and experience:

Relevant university level degree

Experience in working in partnership with government on women’s and girls’ development
issues

Project management experience, particularly in the field of ending child marriage

Fluent in written and spoken Amharic and English

Clearly understand key issues around child marriage in Amhara

Experience of preparing and working with Annual and detailed implementation plans

Experience in report writing and indicating progress on work plans

Strong ICT skills and proficiency in MS Excel

Experience in data analysis and reporting

A good understanding of Zone, Woreda and Kebele government structures, especially the
WCYA and HTP Committees

Good communication skills and ability to communicate the major themes of programmes to
relevant key stakeholders

Experience in strengthening M&E reporting and performance management functions

Experience with building the capacity of government officials

Experience with lesson learning compilation and related reporting (for evidence based
qualitative and quantitative information)

Experience in preparation of reports on training, M&E and other activities

Experience in building the capacity of others in data collection, knowledge management
and reporting

Experience in updating reports on government policies, changes and practices with regard
to project activities, e.g., government campaigns, etc

Expertise in gender related support programmes girls/women empowerment, reducing
harmful traditional practices (HTP), sexual and reproductive health, etc

Experience in budget management

Willingness to maintain a high ethical and moral standard of professional practice and
willingness to promote the programme at all opportunities in the highest and most
favourable light

Experience in working with DFID and/or other international donors.
