February 9, 2015 Semi-Annual General Membership Meeting
8:00 p.m. at Waynewood Elementary School Cafeteria
Dear fellow Waynewood Recreation Association (WRA) member:
The WRA Board of Directors (Board) has been busy since the September 29, 2014 membership
meeting preparing the proposed 2015 Operating and Capital budgets. The proposed 2015 Operating
budget assumes annual dues of $505, which is a $30 increase from last year (Attachment A). The
proposed 2015 Capital budget includes $51,260 in capital repairs, in addition to the $139,200 for
replacement of the baby pool and main and lap pool filter systems replacement approved by the
membership at the September 29, 2014 meeting (Attachment B).
The Board has reviewed and updated the Long Range Plan (LRP) which is attached (Attachment C).
The LRP projects when capital assets need to be replaced based on the date an asset is purchased or
repaired and the expected life span of that asset. The projections are only estimates and do not always
accurately reflect the life span of an asset. Therefore, it is up to the Board to review the LRP each year
to determine which assets are in actual need of replacement or repair.
In addition to voting on the proposed 2015 Operating and Capital budget, the Board is requesting
approval from the membership on the following proposal:
Main Pool Expansion and ADA accessibility
Add a 1,472 square feet beach entry to the main pool including an ADA accessible stairwell,
installation of an ADA compliant chair lift, bring the recirculation system up to current County
Code requirements and apply a new white coat at an estimated cost of $298,310. Attachment D
provides details of the expansion, estimated cost, proposed funding and a drawing.
If the main pool expansion is not approved, then the Board will place before the membership the
following proposal:
Re-piping of Main Pool and ADA accessibility
Substantially replace the main pool recirculation piping to bring the system up to current County
Code requirements, install an ADA accessible stairwell and an ADA compliant chair lift at a cost of
$111,412. Attachment E provides details of the re-plumbing, estimated cost, and proposed funding.
Effective March 1, 2015, all new membership certificates issued must be sold back to the WRA in
compliance with Article XI, section 1 of the WRA By-laws which states “certificates shall not be
assignable or transferable.” This change only impacts new members. Any member holding a
certificate issued on or before February 28, 2015 continues to have the “privilege”, based on precedent
alone, of the buyer or renter of their property jumping to the top of the wait list above the 150 plus
families currently waiting for membership.
The Board will begin using Roberts Rules of Order to govern all general membership meetings. Using
parliamentary procedures will provide the WRA with a much needed framework for debate and
discussion allowing us to conduct business in an effective, efficient and professional manner.

attached proxy to a Member who will be attending the meeting with clear instructions on how they are
to vote on your behalf (Attachment F).
