very well in making sure that the premises are cleaned up.

An illegal business is rife in some
parts of Brits and taking place in
the eyes of the public. Brothels
and drug selling are no longer
hidden in Brits, the culprits are
performing their dirty works in
public and in the eyes of everyone.

s confident as they are, they feel
that they are more needed than
ever especially in places such as taverns
and bottle stores. They claim to be
professionals, it is alleged that they have
also studied the brain of a human being
and concluded that once you try both
of them (prostitution and drugs) there is
no turning back, you become addicted.
In terms of brothel, young girls and
young boys sell their bodies for a living. According to a source close to the
workers, they do not call a customer, a
customer approaches them. It is like
proposing a girl, when you come across
a beautiful girl and start proposing and
it depends on whether the girl will agree
with your advances or not.
Once the two connect, the conversation
immediately turns into a romantic hullabaloo and later an exchange of money
follows if that’s the agreement. The

Recreational parks in Brits still a challenge
You can preach a thousand times
about how beautiful and attractive Brits recreational parks are,
but you will never stop being
amazed by the way maintenance
department in the Local Municipality of Madibeng is running its
services.
T
his is a total waste of money and
state resources. The Local Municipality of Madibeng has got more than
five recreational parks situated in the
Brits CBD, some receive proper maintenance while others are left out as a jungle and without proper services. Many
recreational parks are without playing
equipments while others have broken
and dangerous playing equipments for
kids. The question remains as to where
is the money for all the maintenance
and buying of new equipments gone to?
Is it paying other debts in the municipality, or is somebody using it for his/
her personal interests? Of course not!
Every now and then, the budget is read
by the Municipal Manager, a budget
that can do the entire work, but later
the money disappears. Or maybe is it
because the money written on the paper
or presented in figures in the council
meetings is the money suggested by the
council for the municipality to have
for that year? I think the municipality
should come up with a strategic way
on how to unfold the budget to the
public, because reading it in figures is
not helping at all. They are present-
ing the money that is not there and the
public assumes the money is there in the
municipal coffers. It is like the council
is having a meeting on how they can
apply for a loan, a loan that will help
to clean up the recreational parks in
Brits and there are slight chances of a
loan decline, it is not an actual thing or
guaranteed. I think now is the time for
the municipality to teach us as media on
how they spend their money and how
they draft their budget, because we do
not know and we cannot tell the public.
By doing so it will erase allegations and
accusations that are continuously pointing to councillors and officials stealing
money in the council. Maybe the councillors and the officials are not stealing
the municipal funds, the municipality
does not receive any budget from the
treasury, they have been requesting
money for services since democracy. It is
not a joke, the municipality is failing its
communities dismally and it seems no
one has got answers to all the dilemmas
facing the council. To leave the parks
and other government institutions with
long grasses and thorns means incompetence and this habit is growing rapidly.
A simple example can solve the mystery;
one rotten apple in one bag, you know
how it works, it spoils the entire bag.
Let the year 2015 bring the changes
in the municipality and the council to
complete all the uncompleted kickbacks
and projects such as fixing of potholes
in all the roads and completing the
RDP houses promised to residents.

Of course restructuring of the police
force has already taken place and we are
applauding and expecting to see more
from our Station Commander Brigadier
Johan Marx. We want to see all the
dilapidated community halls fixed as
promised and high mast lights installed
in some places to reduce crimes. Bucket

community of Madibeng. I know that
the municipality through their IDP
meetings have identified all the priority
areas and after an alleged loan is approved they will deal with the burning
issues.

Comments regarding the
general issues in
Madibeng
Illegal job scam in
Madibeng Municipality
Only if proper jobs were created
for the public, residents wouldn’t
experience the illegal job scam
and also crooks would not take
advantage of situation and cheat
the vulnerable residents.

ocal Municipality of Madibeng
has once again experienced an illegal job scam which was reported by
the security guards after discovering
that there were members of the public
claiming to have been accepted for job
placement as cleaners by a certain man
who said he was one of the managers in
the council. It is alleged that upon arrival at the council, the victims told the
security guards that they paid money
into someone’s account and now they
came to report for duty. The security
guards then alerted the authorities who
took the matter seriously. The municipality must be aware that people are
desperately in need of work. In that
case, the job-seekers will do whatever
it takes to find jobs for themselves. It
is advisable that in order for the municipality to avoid such incidents from
happening, the municipality must start
creating jobs that will be provided to the
public so that no member of the public
would become desperately in need of a
job and end up paying individuals for
job placements. In addition, members
of the public are further advised not to
pay money to any strangers or make
any money transfer without a clear
verification and the full knowledge of
where the money is transferred to.

Hi Dave, my very concern is the tavern situated in Letlhabile Block B, the tavern is making lot of
money and at the same time is making lot of noise to the public and recruit young kids to be party
animals.
-We reported the matter to the authorities in the council of Madibeng and even the previous Mayors
and the current one knows about the issue. But they are not acting because the owner is a powerful
businessman who also gets kickbacks from the council of Madibeng.
-I also suspect that the owner of the tavern or rather the tenant because he does not own the place is not
paying his bills and the municipality is well aware of the situation. Our kids are being exposed to
dangerous environment and no one is willing to help.
-If the person is a tenant, what happened to the landlord. If I were to say something private I would say
shame on you old man you have been tricked and you will stay in Rabokala for the rest of your life.
Please Madibeng Times investigate in the matter and let us expose this dirty work and the people

-I am concerned about the use of police vehicles in Brits SAPS. You find that over 50 vehicles on daily
use and only 3 are available to service the vast population of Brits including the farmlands and more
than 30 vehicles sleep over at various officers homes and are used for personal reasons over weekends.
-Some police officers have the luxury of using this vehicles for transportation between work and home
while others have to use taxis day and night. # Unknown
-I like the fact that you raised the issue of the gates at the council of Madibeng. David, you will never
win this battle of service delivery in the council but I like the fact that you are truly exposing them.
Madibeng Municipality officials have this tendency of employing illiterate workers of which some of
them do not take matters seriously.
-I mean, how important is installing the expensive gates in front of the council when we have a serious
challenge of service delivery. Instead, why didn't they invest the money on important aspects such as
buying hecteres of lands for communities or do some relevant things with the money.

A media release which was sent on the 12th
November 2014 about illegal Job Scam Operation in Madibeng reads; The municipality
has been alerted of an illegal job scam operating in the Municipal jurisdiction which affects
the institution negatively. A certain unknown
member of the public operating under the name
“ John Martins” and portrays himself to be a
Manager at the Madibeng Local Municipality
is selling jobs to community members. His modus operandi is to use the advertisements in the
local newspapers where people seek employment
and then request them to do a money transfer
where after they will be guaranteed employment
at the Municipality. The Security staff in the
municipality have currently seen three people
who reported to have paid the money to this
‘John Martins’ and came searching for him to
be appointed as Cleaners. The Public Safety
and Security Division has assisted the victims
of this illegal scam to the Brits SAPS to open
a case of Fraud. The municipality would like
to urge our communities to never give anyone
money for a job because it is illegal and against
the Constitution of the country. The municipality will also do an internal investigation on this
matter to get the culprit that is using the name
of the municipality to commit fraud. Anyone
with information regarding this matter is welcome to assist the Police and the municipality

White Door in North West Province and
the only Ambassador is Pastor Margaret
Kanyane from Mmakau in Madibeng.
MT: But there are rumours spreading
that there is another White Door Safe
Place in Madibeng, are you aware of
that?
MK: Of course I am aware, I want to
say this, it seems as if the North West
Province is not aware that there is only
one White Door. There are allegations
that a certain woman appeared in a particular local paper in Madibeng claiming to be the owner of White Door Safe
Place. So I want to clarify that, I am the
only Ambassador of White Door Safe
House in North West.
MT: How disappointed are you after
finding that someone is trying to steal
your passion?
MK: I am not disappointed, but there
are some community members who
were disappointed and asking me many
questions about this issue, because this
woman is talking more about her White
Door.
MT: Tell me, are there any opportunities that this woman might score by
being the Ambassador?
MK: My main concern is that she

MK: Of course I am the Ambassador for the White Door Safe House in
North West, apparently, the only Ambassador in the North West.
MT: Oh! The only Ambassador in
the North West, I like that. Please tell
us more about the White Door Safe
House.
MK: White Door Safe House is a safe
place for people who are victims of
abuse.
MT: And how do you accommodate
those victims?
MK: The place accommodates the
clients for the maximum period of 48
claims to be the Ambassador and she
might use the status to her advantage
and ask for donations and so many
things which I don’t have today.
MT: Is the government aware of the
situation?
MK: Since the Safe House was opened
on the 26th of November last year, no
official from the government has come
to assess the progress. Only my co-ordinator from Madibeng Service Point Ms.
Rachel Lekgotlwane has been working
hand in hand with us.
MT: Are you complaining or blaming
somebody for that?
MK: No, I am not complaining or
blaming anybody, it is still early days
and I want to give them time.
MT: The staff that works for the Safe
House, are they from certain organizations perhaps?
MK: The staff are from Loago La
Rona Domestic Violence in Mmakau
and receive stipend from the Extended
Public Works Programme (EPWP) every
month.
MT: Since the launch, where do you
mostly receive your clients?
MK: We get clients from places such as
Jericho, Klipgat and Mmakau so far.
MT: Stakeholders that you are working
with, tell us your working relationship.
MK: We have a good relationship with
Mmakau SAPS and Mmakau Clinic.
Every time we need them they respond
very quickly.
MT: It looks like the Safe House is doing fine and there are no problems.
MK: Shoo! We are struggling a lot!

Child Abuse a major
problem in Madibeng
Reports indicate that Oukasie
has become one of the areas in
Madibeng with a huge number
of child abuse. The abuses are
being done to children between
the ages of 15 and 5 years by their
biological, adoptive and or foster
parents.
U
nder no circumstances should
these defenseless children be allowed to undergo such abuse whereby
they are expected to perform tasks that
would interfere with their education,
physical and mental well-being. Some
are not even attending school. While
others are being brutally assaulted for
no apparent reasons on a daily basis. It
is important that all professionals who
deal with children and young people are
made aware of the situation so that they
can amicably resolve them and ensure
those victims remain safe.
Clearly, schools should play an important part in this regard, because they
work closely with other agencies who
have the authority to intervene. It has
to be remembered that schools are not
“social services” or “the police”. But
they can easily identify children in
their schools who are being abused by
observing their school performances. In
that instance, it is also very important
for family members and neighbours to
ensure that they apply necessary measures when an abuse is taking place by

The South African Constitution says
every person under the age of 18 has
the right not to do work that would interfere with their well-being, education,
physical or mental health or spiritual,
moral or social development. It further
states that on the rights of children

purpose of this section is primarily to

in Mmakau village near Mothutlung by the Local Municipality
of Madibeng. The farm used to
belong to a farmer who used to
farm tomatoes in the 1980’s.

boreholes behind and took only the machinery to run the boreholes with him.

for prayers and humanitarian aid
for victims of the flooding that
has claimed more than 200 lives
and displaced over hundreds of
thousand others in neighbouring
Malawi and Mozambique.

This is a time for camaraderie,
compassion and unity. We call on
the church, the business sector and
individuals to support efforts to curb
potential spread of water borne diseases
and starvation of those displaced by
the catastrophe.” said Chairperson of
MMF(an interdenominational pastors
fellowship), Apostle Zandisile Reginald
Mpame.
Mpame said that while
MMF has noted the deployment of
South African National Defence Force
troops comprising members of the
South African Air Force with helicopters navy divers and medical personnel
to Mozambique and Doctors Without
Borders in Malawi to assist in disaster
management, relief efforts might be
constrained by inadequate resources.
Malawian Vice President Saulos Chilima on Friday confirmed that 176 people were killed and an estimated 200,
000 others were displaced by flooding in
his country. “Thousands of homes had
been destroyed, hundreds of hectares
of crops submerged and livestock had
been washed away.” said Vice President
Chilima during press conference.
Mahikeng Ministers Fellowship Spokesperson Pastor Lesiba Kgwele emphasized that the Vice President added that
dozens of people are missing in Malawi,
entire Mmakau to receive water. After
the machines were installed, residents
complained from running stomach
until they realized that the problem was
caused by the borehole. To date the
water problem was not fixed and some
other parts of the area are without a
single drop of water. Businesses depending on water had ceased operation
because of lack of water in the area.
At the time of going to the press, there
was no response from the municipality regarding the water problem in
Mmakau.

victims to retaliate. Others have turned
into being traffic controllers controlling
the motorists on stop streets and robot
intersection for almost everyday, sometimes causing accidents. No doubt, I
feel the pains their families are going
through, it is very painful to witness a
family member living in such a condition and knowing you hardly can assist.
For their survival, they pick the leftovers
from the dustbins around Brits and
sometimes they even rob members of
the public of their money and belongings to buy food, alcohol, drugs and
even glue to smoke. A bystander told

powerful men who are both mentally

in Brits when I saw a heavily built man
half naked walking past me very fast.
Suddenly, the giant man returned and
I was so scared thinking that the man
is going to attack me. He passed me
once more and ran towards the heavy
rock that was lying on the ground.”
“He picked up the rock ran again
towards a parked car and smashed the
front window of the car and walked
away. We were all shocked and did not
know what to do at that time. No one
thought of catching him because we all
know him and we see him everyday.”
“What happened later? We called the
police and on their arrival, they said to
us the man is just a mad man so there is
nothing they can do about the matter.
They asked whether the car owner has
got insurance, the car owner was not
insured and nothing could be done.”
said Thabiso Phakade.
Mr. Phakade explained once more
about the incident in Oukasie when he
was standing next to a certain church
before a speeding man entered the
church premises and caused a drama.
“I was right next to the church on the
wrong spot at the right time.” ”A young
man half naked, about 20 years of age
came running and suddenly entered
the church uninvited during the church
sermon. He then screamed for help
and when one of the church members
attempted to assist him, he removed his
belt and hit the car that was parked in
the yard of the church with the belt and
broke the window of that car.” “I do
not know when is our government going to open their eyes and take serious
action before a life of someone is taken.
I believe that if programmes that deal
with these people can be funded and
facilities be built to accommodate these
people them our area would become
safer.” he concluded.

Bakgatla Ba Mmakau have been
asking for assistance from The
Department of Sports and Recreation and the Local Municipality of Madibeng since 2012, to
help the school with their sports
ground.
Day 1 Results
GROUP A
The opening match was played at
Mothutlung Sports ground on the
17th of January (Saturday evening). African Ball Controllers
(ABC) had started their match on
a slow pace during the 1st and
2nd half and the Matsatsantsa
team were all over them.
T
he ground has no sports facilities
such as soccer poles, netball courts
and their poles and other facilities.
It only has long grass, thorns and a
place where criminals and drug users
can hide themselves.
and they will be facing Super Stars on
the 1st of February. On the other side,
Super Stars were awarded 3 points after
Hustlers were disqualified from the
Tournament.

qualified for the next round)
I
n sports they say the most dominating club is the losing side, what is important is what is written on the score
board. Matsatsantsa wasted too many
goal scoring opportunities and were
punished for that. After the break, the
team owner and coach Esther Moerane
never ceased smiling after her team
responded well. The ABC defense was
strong and solid at the back and the
attacking strikers increased their pace.
The score ended up, ABC slaughtering
Matsatsantsa by 16 goals to 6. A Player
of the day goes to a defender Gideon
Mumba who was astonished.
He used all his tactical skills to deny
his opponents (Matsatsantsa) a win.
While in the front Okney Mogashoa
gave a magnificent performance and
scored many goals and sealed 3 points
for her team. All that was left was for
Matsatsantsa to go back to the drawing
board and review their blunder. ABC
have gone through to the next round
