In the distance we see the election coming and the DA have not brought any heavy weights to the table. Leon Basson is gone and they replaced him with his daughter, a move we do not find convincing. Our municipality is heading flat out to economic disaster. The situation has worsened since last elections with the municipality not being able to provide water and sanitation to the people. I would blame the councillors for not providing what is needed by the communities and when things turn ugly, they stop the police 12 February 2015 Majakaneng protest ‘famous last words’ Different faces of leaders and the same words to the residents, this is another robbery on the people of Majakaneng. Promises, promises and promises. M ajakaneng residents have once again took to the streets on the 2nd of February 2015, barricaded the N4 road between Rustenburg and Pretoria, protesting about lack of water. This comes in the wake of violent demonstrations by the residents who could not accept any more lies. This also comes as a sequel to 2014 uprisings were residents from the same area complained and protested against lack of water. The Majakaneng violent protests which saw residents burning three trucks and light motor vehicles had to be addressed and dealt with amicably. The Madibeng Local Municipality through the Marketing and Communication Lebogang Tsogang said, “The Majakaneng water challenge is no exception as it has been receiving attention since last year when the municipality in conjunction with the IFM mine put in place interim measures by drilling and equipping 5 boreholes to supply the Majakaneng reservoir.” She further said, “The reservoir was not receiving adequate supply from the Brits Purification Plant. The long term solution to the problem will be addressed by the current ongoing refurbishment of the Brits Water Purification Plant from the capacity of 60 to 80 megalitres.” “The boreholes system is fully functional however, water cannot be released to the communities due to damaged infrastructure and a program to repair leakages, replace damaged meters, install new meters is to be implemented.” “Regrettably a contractor was chased away by community members on Monday while on site to start with the repairs. As and when access is gained to enter Majakaneng the works are to continue in repairing and refurbishing the infrastructure and completion will be determined after exposing the underground infrastructure given its conditions.” “Furthermore the North West Provincial Government through the Premier’s Office has made commitment to assist the Municipality by appointing Sedibeng Water to address all the water challenges the municipality is facing.” “At this stage, we are establishing contacts with Sedibeng Water to outline the program of action for Majakaneng and all other affected areas and hope to commence as soon as when the situation normalizes and access can be gained.” “The National Department of Water and Sanitation has also pledged to assist the municipality in any kind to resolve the water supply issue.” the statement submitted by the Marketing and Communication Lebogang Tsogang. Now I am not trying to be difficult here, let us all be realistic. Those poor residents have been hearing same old words from different leaders. Former Premier Modise visited the area last year during the protest and promised residents water. Former Madibeng Mayor Mangoathe also did the same and went there during the Imbizo and told those residents that they will receive water, but the area is still dry. Now the new leadership, comprised of the NW Premier Mahumapelo and Madibeng Mayor Mothibe trying to be heroes by their famous last words. I could be one of the residents who would like to understand just when has the municipality noticed that those infrastructure need repairing, I mean, was it before the protest or after the protest? Besides, how can you repair things that were not used in the first place. In this regard, councillors such as Nkhoma and others are to be blamed for this unpleasant behaviour by residents. Premier Mahumapelo in his statement issued a stern warning to Ward Councillors who continue to avoid holding meetings with communities, saying it is such intolerable acts that exacerbate the state of affairs as communities remain uninformed of government’s programme of action. What I like about the ANC is that, they know “what is the problem” and “where is the problem”, but the people who are working for the ANC do not know how to solve the problem ‘finish and klaar’. Woman hit by a train in Brits CBD Police in Brits are currently investigating case of Inquest (181/01/2015) of a 35 year old man who was found dead at the farm (workplace) in his room. T his incident took place at Mamogalieskraal near Brits on 04/01/2015. The deceased’s co-worker alleged that on the day of the incident he went to the deceased’s room to check on him as he used to do and on his arrival at the door of the deceased’s room he alleged that he knocked and called the deceased by his name several times without any response, the co-worker then further alleged that he attempted to open the door and successfully managed to gain entry into the room but unfortunately he found the co-worker dead. The municipality said on Monday (the date for the marching) a contractor appointed by council was denied entry by residents when trying to enter to fix the broken pipes. Obviously that was the date set for the marching by the community not for services. This is another wake up call to the municipality by residents that the municipality must act before they act. Let this not be the talk of the moment and a water under the bridge. Let the involvement of Sedibeng Water and the National Department of Water and Sanitation be fruitful so that the vulnerable people can have what belongs to them . The body of 35 year old dead man exhumed It was on the 2nd of February 2015 at around 8 am when a woman who was with her friend tried to cross a railway line in Brits opposite the Brits Bottle store was hit by a train and died on the scene. ccording to eye witnesses, both women were trying to cross the railway line wearing the ear phones allegedly listening to music when a train approaching from Thabazimbi direction came and hit one of those women. The train, in an effort to warn those attempting to cross the railway line, sounded a siren but the victim failed to heed the warning and was unfortunately killed. On Tuesday 13/01/2015 police (Victim Identification Centre) was engaged to the scene to exhume the body of the deceased from where it was illegally buried. The body of the deceased was then taken to Brits Government Mortuary for post-mortem (investigation on the cause of the death). However, police will conduct a thorough investigation to detect anyone involved in this matter, therefore harsh legal steps shall be taken against that person especially since the body of the deceased is buried without the consent of the family. Somebody must have been made rich, is it the contractor or the Directors and the officials at Madibeng? A tender worth R155 600-00 was awarded to a contractor to do fencing using wooden poles. Instead of treating the wood with pesticides, paint, varnish or some other type of sealant such as grease to provide a protective long lasting coating, the contractor used a shoe polish to treat the poles and now the polish is losing its strength and is being removed by the weather leaving them exposed to insects including termites and carpenter ants and mold and other organisms, marine borers including weathering that can damage wood over time. Normally the poles are treated before being put into the soil to prevent them from losing their form while underground. In this case, the contractor treated the poles after they were put underground. Poles are like plants, they absorb water easily and fast if not treated accordingly, in other words, planting them by concrete cement is a total waste of time. The most important part is to treat them underground not in the eyes of the public. Where is the municipality when all this is happening? Of course, money in the municipality is spent uselessly especially on things that are irrelevant and not prioritized. Those that are prioritized are left unattended because they do not benefit any individual from the council. For what is seen on this project is a ‘cheap job’ yet expensive. The municipality of Madibeng knew about these untreated poles before they can be put in place but decided to remain deaf ears and waited for the poles to dug itself out from the ground before they can act. HOW THE POLES WERE ARRANGED Poles planted without treatment Minibus taxi went up in flames It was on the 3rd of February 2015 on the late hours of the afternoon at around 5:55 pm when a minibus taxi carrying passengers was caught up in a fire leaving the driver with an injury to his left hand. North West Premier Supra Mahumapelo and the African National Congress (ANC) must take harsh actions against the lazy municipal workers in Madibeng who do not do their job properly and shield themselves with the ANC. A ccording to an eye witness, the taxi delivering passengers from Letlhabile to Maboloka went up in flames after it was suspected to have electrical problems. It is alleged that on that day the minibus taxi did not complete its usual rounds. It is also indicated that for the entire day the driver of the minibus taxi had difficulties with his taxi and every now and then had to fix the broken taxi so that it can get onto the road and back to business. During the day when the taxi was about to complete its final load in Maboloka village, it got broken again and this time the passengers were removed so that the driver can fix the problem.Later on, a heavy fire broke out from the engine where the driver was busy fixing and burned his left hand. T The community further encouraged the Premier to perform his own investigations and refrain from depending on the reports given by the municipal workers who from time to time fail to host meetings to enlighten the community about the new developments by the government. The incident happened in Bataung section in Maboloka in front of the gate of Bataung Lounge next to Mongaula supermarket. The Toyota Hiace had no fire extinguisher inside, nearby residents tried by all means to extinguish the fire by using the hosepipes and buckets filled with water, while other motorists as well stopped on the scene and attempted using their fire extinguishers to stop the heavy fire. Passengers were very saddened by the incident and said drivers are at more risks than passengers. “What could 5 have happened if the fire broke out while the taxi was on the road travelling and the driver couldn’t control the steering wheel?” “Taxi owners must stop being so greedy and start to pay more attention towards their taxis. It is not the drivers responsibility to fix taxis that they drive, we often blame the drivers for taxis that are in bad shape forgetting to blame the responsible people (the taxi owners).” “Where is the safety of the drivers? I believe that the drivers earn a little salary every week and depending as well on the tip they get from the passengers. If a taxi is broken and a driver is not on duty the driver does not get paid.” “What the taxi owners only enjoy is when their drivers bring money every evening for checking but they are greedy to do all the repairs on their taxis with the money they get.” said one passenger. Nevertheless, the taxi burned to ashes and none of the fire rescue came to the scene. It is not known whether the fire fighter and the ambulance were called to the scene. The driver sustained minor injuries from the fire. 12 February 2015 Municipal foyer a parking point? Is our municipal foyer a parking point for councillors and officials at the Local Municipality of Madibeng? Definitely our municipal foyer cannot be a parking point for general public neither for the Mayor, the councillors and the officials. T here is a basement at the municipality with a full capacity to cater for the entire troops of councillors with a heavily armed security for formal parking. At Ludorf Street there is also a massive space to afford such needy councillors a safe and sound space. With regard to the palisade gates at the municipality, let us analyze the response of Lebogang Tsogang, Municipal Marketing and Communications attentively when addressing the issue of the gates in her media release. Lebogang said, the installation came as a result of the general public using the municipal foyer as parking. And that there is no private parking on the entrance of the municipality, the foyer is used either for deliveries and as a drop off area. It was never meant for parking and that is why the municipality has closed it off to ensure that it is not used as parking. But the area is used as a parking point by councillors, officials and the Executive Mayor. Is the area designated as parking for specific people such as councillors and officials at the municipality and barred from being used by the public? She responded and said the Mayor and other councillors have their own parking and it is not the foyer of the municipality. Perhaps you may enlighten the municipality what is really bothering you as a journalist or the community about the gates installed? Then we will be able to deal with the concern. The public must be made aware that the foyer is not a parking point but a drop off point, no one is allowed to use it as a parking point including the councillors, officials and the Executive Mayor. The memorandum serves to show their discomfort in the appointment of the CLO for the stormwater project in Masenkeng section Oukasie. O n the 26th of January 2015 residents accompanied by the Employment Forum went to the municipality to submit their memorandum of grievances. Upon arrival, they were confronted by the security guards and the high palisade fence forbidding them to enter into the municipal premises. As charged as they were, residents were strong enough to proceed to the municipal foyer whereby the Employment Forum representatives entered the municipal offices to speak with the authorities and councillors for almost three hours. When hearing the chanting and the excitement by Moses Molekoa, many suspicions arose and the fact that he was allegedly also seen by other members of the community attending private meetings with the sub-contractors planning to offer them business in return for money heightened the dissatisfaction. In the memorandum, the Employment Forum accuses the Local Municipality of Madibeng of not applying proper ways in the appointment of the Storm water project CLO. It also stated that the CLO appointed did not meet the required qualifications and was appointed through favouritism. According to residents, many candidates submitted their documentations for the position but their applications were never taken seriously until they heard Moses Molekoa announcing himself to the public as the new Storm water project CLO. The MMCs, Municipal Manager, the Ward Councillors, the Speaker, Chief Whip and other delegates within the council gathered in the council chamber to try and sort the issues out. The delegates and the Employment Forum representatives concluded that Moses Molekoa be the CLO. The hiring and firing process will be done by the ward councillors until the LPO issue is resolved in the council of Madibeng. Brits turned into a war zone! Is prostitution and drug dealing legal in Madibeng municipality? Brothel and drug dealing is out of hand in the Brits Central Business District. This came after a war between the drug lords erupted on the 7th of February 2015 at Jan Big Bottle Store. T he battle between the Nigerian drug dealers and the Mozambican dealers created a public nuisance when they both fought using pangas, machetes, guns and other dangerous weapons. The “business” is rife in the area with one selling drugs like selling sweets on the streets. What happened is that the supplier from Mozambique holding a South African Identity document came fuming at the tavern with his group of more than twenty people in search of a Nigerian drug dealer believed to have been working in the area (Jan Big tavern). During their arrival at around 9 am the Mozambican group started assaulting everybody in the area until the police were called to calm the situation down. According to witnesses, one Mozambican fought with the police until they loaded him in their van and took him to the station and he was later released. Later that day at around 4 pm, he went back at Jan Big, this time reinforced with a group of more than hundred people believed to be staying in town and smoking Nyaope drugs and carrying pangas, machetes, big knives and other dangerous weapons. They went again in search of that Nigerian drug dealer who was accused of stealing their customers. The Mozambican leader was shouting ‘come out from this shop, we want to chop your head with these pangas, we are the masters of selling nyaopes in Brits.’ Suddenly a gun shot was heard from the crowd and another bullet was fired. I immediately the Mozambican leader together with his group surrendered while others ran for their lives. Everybody started beating up the Mozambican leader with his crew members that stayed behind. The police were called again reinforced with four police vehicles carrying heavy rifles and explained to the public that the Mozambican leader was arrested before and released later. Two men were hospitalized and a rumour spread that from the two hospitalized men, one has just lost his life in hospital. Businesses working close to the taverns are no longer interested in working next to those taverns. They say the environment is disturbing their business, because the acts are now done in full view. They said the tavern owners and their customers feel that they own the entire place. The law breakers do not respect the other tenants and the neighbouring businesses. My view is that the liquor stores in Brits CBD, Manolito at Crocodile street, De Pentagon at De Witts street and Jan Big at Tom street dealing with drugs and prostitution must be restricted. We have indicated in our previous publications and pointed out the fact that the sex workers and the drug dealing is taking place right inside their shops and that the perpetrators are not even working secretly; they work openly right in the eyes of the public. According to eye witnesses, all the above mentioned taverns are conducting their illicit businesses inside their shops and these happen during the day and at night. Why are there no arrests or is it legal to do prostitution and drug dealing? At some of the streets in Brits CBD, such as De Witts, prostitutes are noticed by motorists during the night stopping the cars to offer the drivers their services. Why is the Brits SAPS not intervening in the situation by patrolling those areas to stop these from happening. The tavern owners are to be blamed as well on this matter, they want to make more money by these prostitutes when they attract the customers. The Chinese people in Jan Big are selling beer and allow these young girls to do their prostitution business inside their shop so that they attract more customers.They are taking advantage of the situation that the police do not care about anything anymore. They come and arrest people and later that day those people arrested will be seen walking freely on the streets again. Only if the police can go to those taverns and do their investigations then they will be able to see what is happening in their area. The loud music played in those areas during the day disturbs other businesses as well. It seems as if the Brits Police Communication enjoys the media being on their case at all times, they neglect to respond to all the questions asked by the media. And this is not how so many challenges in Madibeng can be solved. Again there was no response about the drug dealing & prostitution by the Brits Corporate Communication Warrant Officer Mpeile Talane. Kgabalatsane community Stolen items recovered protests The Kgabalatsane Demarcation Board is outraged by all the plans to divide the traditional village of Kgabalatsane as the demarcation process of Madibeng Municipality’s proposed demarcation plans is underway. A ccording to the coordinator of the Forum, Mr Fenky Phaloane, “It is alleged that the municipality will conduct public participation on their proposal regarding demarcation on Thursday the 29th January 2015 at Itsoseng in Erasmus without making the public aware.” Phaloane went further and said, “What concerns us as community members and leaders of Kgabalatsane is that this process will be done not in the affected wards but they are turning it into a cluster consultation.” “How come it is not done per ward because Kgabalatsane was divided in 2010 when Morolong was taken to form part of Oskraal and Centreville and other parts of Kgabalatsane were taken to form part of new settlements in Hebron this is a serious ambush!” said Phaloane. Simon More, a leader of Diphiri (Community Herdman) in Morolong echoed the same resentment, “Our local government is increasingly undermining Kgabalatsane, how can you split a traditional village?” “How can you divide bana ba motho (siblings)? This split has completely maintained a status quite of zero service delivery in this village.” Mr More said in 2010 they expressed to the municipality that they don’t want Morolong to be joined with other areas and be dis-joined with their fellow people in Kgabalatsane. According to the coordinator, one of the principles of demarcating areas is that traditional villages cannot be divided. He said that since 2011, Kgabalatsane has never tasted any service delivery. “We have EPWP or CWP workers from Kgabalatsane who travel on foot about 15 KM to Oskraal to clean Oskraal or some travel from Kgabalatsane to Midas in Hebron to clean the area.” “This is not what the Freedom Charter preaches. The freedom charter is clear, No government can justly claim authority unless it is based on the will of the people. You can do any survey, door to door, people are ‘gatvol’ with this move to divide Kgabalatsane again.” “People want their village back. People want Kgabalatsane to be the ward,” Phaloane expressed. Mr. Lawrence Mfolo who is the deputy chair of Community Property Association comprised of Hebron, Kgabalatsane and Rabokala as the villages of Bakwena Ba Mogopa said. “Whatever plan that splits Kgabalatsane will be dealt with pound for pound” One of the young people in Kgabalatsane, disgruntled Kele Mohulatsi expressed his anger in this manner. “These people ‘ba re tlwaela’ (they disrespect us), and its clear that our engagement with them won’t bring about change at all, we are sick and tired of this dis-respectfulness, it is time we act.” said Mohulatsi. The Kgabalatsane Demarcation Forum is calling all the community members and leaders to join them in numbers as they walk from Kgabalatsane to Itsoseng and Letlhabile to attend both the clusters meeting involving Kgabalatsane. Phaloane says “We are mobilizing our people to say no to this rubbish. We will engage the MEC, the Premier, the Minister of COPTA, Municipal Demarcation Board, Human Rights Commission, The Public Protector and The Constitutional Court. We cannot let this ambush happen” said Phaloane. The Local Municipality Madibeng did not respond on the matter. 14 Brits Cluster Police Tactical Response Team together with Crime Intelligence has managed to recover properties which were alleged to have been stolen at a house robbery incident that took place early this month on 11/01/2015 in Bokfontein near Mooinooi area. T he recovered items include four laptops, cell phones and one power battery intelligent saver. All items are estimated at the street value of R30 000.00. Moreover, on recovering of the properties, six (6) suspects aged between 16 and 34 were arrested and detained in Brits Police Station Holding Cells and they have appeared in Brits Magistrates Court on the 15th of January 2015 for possession of suspected stolen properties. In addition, there is a pending case of house robbery against four of the six suspects arrested. Investigation continues. Illegal foreigners in South Africa Foreign citizens in South Africa are being targeted by people who pretend to be concerned about service delivery in the country. They become vulnerable during the times of protests and marches in the country and are caught in the middle with violent residents and become victims. T he question remains as to, is the South African government aware of the illegal residents who are easily gaining entry into the country and occupying residential areas not belonging to them? Why is South Africa not strengthening the border security so that the people can come legally in the country. Others claim to be South Africans simply because their parents entered South Africa illegally and subsequently gave birth to them within the borders of South Africa. Foreigners should enter the country legally, strive to obtain citizenship by satisfying all the requirements. The bottom line is; they must enter South Africa legally before their children born in the country can qualify for citizenship. In particular, the border security is failing the country dismally by not making sure that all the illegal entry points are secured and illegal citizens are not gaining entry in the country.
