Post Description:
Senior Administrator post of the Office of the Financial Controller / Budget and Finance (CJ8),
Finance & Contracting Division, which manages NATO Security Investment Program (NSIP) - related
Purchasing and Contracting (P&C) actions for Headquarters Resolute Support (HQ RS.)
Principle Duties:
Works under the supervision of the Head of Contracts following NATO, ACO, and local Directives.
Coordinates financial aspects with the Financial and Accounting Operations Section.
Supports and assists the Chief CJ8 in all procurement matters.
Assists the Engeneering department (CJ ENG) in the development of Statement of Requirements
(SORs) and Statement of Works (SOWs) for NSIP projects, including creation of designs as required.
Works in conjunction with NSIP Project Managers regarding contract implementation.
Contacts suppliers and manufacturers in order to remain up to date with commercial business.
Deals with new, unique, complex, controversial and precedent-setting cases.
Provides guidance and assistance to the Contracting Staff.
Supports and assists in all procurement matters.
Monitors/coordinates section activities.
Prepares invitations to bid which require technical knowledge in Engineering.
Places contracts on behalf of HQ RS.
Prepares estimates and budget inputs related to Contracting.
Coordinates construction and maintenance projects with civilian firms and military and governmental
agencies.
Conducts market surveys and inspects quality prior to procurements.
Supervisory/Managerial Duties:
Direct supervisor for 3 Military and 3 Local Civilian personnel.
Fills in when the Head of Contracts is unavailable.
Additional Duties:
The incumbent may be required to perform like duties elsewhere within the organisation as directed.
The incumbent may be required to deploy on operational tasks, or to undertake TDY assignments
elsewhere.
Essential Qualifications:
Professional/Experience:
Must have a working knowledge of NATO/National Contracting procedures and an awareness of
contract law.
Must have a minimum of 5 years of contracting experience.
Must be able to work independently.
Must be able to utilize Engineering software programs such as AUTOCAD.
Ability to provide leadership to the P&C Section.
Familiarity within common ADP software packages and practical user experience of modern PC
office automation equipment.

Education/Training:
As defined by national regulations or NATO Civilian Personnel policies.
CJ8 Training FinS (JFCBJ8)
Language:
English: Good level of written and spoken language skills.
Note: The normal working language within the organisation is English.
Standard Automated Data Processing (ADP) Knowledge: Working Knowledge
Desirable Qualifications:
Professional/Experience:
Awareness of European contract law.
Demonstrable expertise in interpreting international contracting directives.
Thorough knowledge of relevant NATO Regulations and Procedures combined with resourcefulness
and good business practices.
Education/Training:

Courtesy, tact, flexibility, mental alertness, negotiating skills, and service-mindedness in dealing with
customers, contractors and governmental agencies.
Must be prepared to work extended working hours and perform TDY missions.
Must be able to adapt to non-routine mission requirements.
Works in close coordination with the Chief CJ8, Chief CJ ENG, Head of Contracts, Budget Officer,
Fiscal Officer and Disbursing Specialist
Professional Contacts:
Regular professional contacts with others inside and/or outside immediate organisation on functional
matters. Solicits/gives information and provides advice/guidance.
Contribution to Objectives:
The work involves the analysis and research of a complete task with recommendations affecting the
plans and management of the organisational element.

Additional Remarks:
An initial 12 month contract will be offered and contract extensions may be possible. Because of the
dynamic environment, RS posts are under regular review and therefore post details and
responsibilities, including contract duration and contractual grade may change during the advertising
and contractual period.

Benefit Package:
Monthly salary of € 6,910.00 (Tax free in the host country).
Daily Allowance of € 82.93 while working in Afghanistan.
Installation allowance of ½ initial monthly basic salary.
Start and End of Contract paid transportation from residence to theatre and return.
Two days of annual leave per month.
7 days "Leave from Theatre" plus reimbursement of travel expenses up to 1000 Euro for every 6
months spent in Theatre.
Medical Insurance from Cigna (including death and disability coverage), small fee charged plus 50%
of monthly premium covered by RS HQ.
Free accommodation in the camp.
Meals of good/reasonable quality available to purchase.
Laundry is at a nominal charge through the contracted laundry company.
Clothing Allowance of 400 Euro per year.
Medical and Immunization package prior to deployment.
Meal allowance 2.33 EUR per day.
