Utilities Upgrade Project

Project Areas
This project will upgrade sections of water and wastewater mains in portions
of the downtown area beginning in July 2014 and lasting through fall of 2015.
This work will be completed in two phases. Phase I, which is scheduled for
completion by mid-February 2015, includes the area bordered by W. Jackson
Avenue to the north, S. Central Street to the east, S. Gay Street to the west,
and Clinch Avenue to the south. Phase II, scheduled to begin February 9,
2015, will include the area bordered by Clinch Avenue to the north, S. Central
Street to the east, Maplehurst Court/Front Avenue to the west, and Neyland
Drive to the south. KUB also upgraded natural gas and underground electrical conduits, vaults, and manholes in the area bordered by Central Avenue,
Commerce Avenue, Union Avenue, and State Street downtown.
Project Overview
• Wastewater main upgrades: 11,000 feet (2,000 feet installed in Phase I)
• Precast manholes to be installed: 75 (20 installed in Phase I)
• Water main to be installed: 15,000 feet (5,000 feet installed in Phase I)
• Natural gas main to be installed: 400 feet (completed in Phase I)
• Underground electrical conduit to be installed: 1,000 feet (completed in Phase I)
• Electrical transformer vaults to be installed: 3 (completed in Phase I)
• Electrical manholes to be installed: 3 (completed in Phase I)
Project Details
• Safety of the public and workers during this project is KUB’s highest priority
• Construction methods will include open cut trenching, lining of existing
pipe, and pipe-bursting
• Traffic lane and sidewalk closures will be necessary
• Alternate means of access to businesses, offices and parking will be
provided
• On street parking will be restricted in some areas
• Public should avoid designated work zones and follow posted directions
related to detours
• Efforts will be made to coordinate work around special events and minimize
potential conflicts
• Temporary natural gas and water service interruptions may be necessary in
the State Street area
• 24 hour notice will be given for all planned service outages
• Temporary decreases in water pressure may occur
Project Schedule
• Weekday work hours will be limited to 6 a.m.–6 p.m.
• Some night and weekend work may be needed in order to meet project
milestone dates
• Phase II construction will begin February 9, 2015 in the vicinity of Clinch
Avenue and progress toward the Tennessee River
• Expected completion of construction in all areas in the fall of 2015 (weather
permitting)
