The conduct and operations of Northeast Little League, Incorporated (the “League”) are governed by Little League Baseball,
Incorporated 2015 Official Regulations, Rules and Playing Rules and the 2015 Little League Operating Manual (collectively “Official
Little League Publications”). Where Local Option Regulations, Rules and Policies are not specified or allowed, the Little League
Official Publications will be followed.

The League
A.
Baseball Age and Team Structure
1.
a)
Majors Division
Includes league age 10 through 12-year-olds;
b)
All 12-year-olds must be drafted into the Majors division;
c)
Each team will have a maximum of eight 12-year-olds; and,
d)
Each team will have a minimum of 12 players.
a)
Minor Triple AAA Division
Includes league age 8 through 11-year-olds;
b)
All 11-year-oldsmust be drafted in AAA; and,
2.
c)
Age 8: In order for a 8year old to be drafted or move up to Double AAA, the following requirements must be
fulfilled:
(1) The request must be provided in writing by parent(s) 7 days prior to draft; and,
(2) Consent granted by the VP of Baseball and the applicable Player Agent; and,
d)
Each team will have a minimum of 11 players per team
a)
Minor Double AA Division
Includes league age 8 through 10-year-olds;
b)
All 9 and10-year-oldsmust be drafted in AA;

c)
Age 7: In order for a 7 year old to be drafted or move up to Double AA, the following requirements must be
fulfilled:
(1) The request must be provided in writing by parent(s) 7 days prior to draft; and,
(2) Consent granted by the VP of Baseball and the applicable Player Agent; and,
d)
Each team will have a minimum of 11 players per team
a)
Minor Single A Division
Includes league age 7 and 8-year-olds;
b)
The remaining un-drafted players 7 through 8 must be drafted in Single A Division
c)
Age 6: In order for a League age 6 year old to move up to Single A, the following requirements must be fulfilled:

(1) Player must participate in Tee Ball for one season);
(2) Request provided in writing by parent(s) 7 days prior to draft; and,
(3) Consent granted by the VP of Baseball and the applicable Player Agent; and,
d)
The number of team players shall be determined by President, VP of Baseball and the applicable Player Agent
based on number of registrants.

a)
Tee Ball
Minimum Player Counts.
(1) Tee 6 - Eight (8) Players.
(2) Tee 5 - Seven (7) Players.
(3) Tee 4 - Six (6) Players

b)
League age 4 must play with 4 year olds or rookie 5 year olds.
c)
Each team will have a maximum 12 players.
Fall Ball
Fall Ball is played at the start of the school year as an instructional season. Coaches work with players in new
positions and at higher levels as part of a process of improving skills and an understanding of the game. Fall Ball
provides an opportunity to play youth baseball in a fun and casual atmosphere. Players will be placed according
to their league age in the following Spring Season.

B.
Manager Selection Process
1.
Each candidate must submit volunteer and manager/assistant coach applications and satisfactorily pass the
background check and any other League or Official Little League Publications requirements.
2.
The League follows the rules and guidelines as established in the Official Little League Publications in the
selection of managers.
3.
The manager selection process for all teams is a follows:
a)
The VP of Baseball and the applicable Player Agents create the list of managerial nominees and sends
recommendations in to the President;
b)
The President reviews the list and submits to the Board;
(1) The President considers all candidate applications and many factors when developing the managers’ nominee list
to present to the Board;
(2) The President presents the nominee list to the Board for voting. The Board may vote:
(a)
“Approved” or “declined” to approve or deny the entire list; or,
(b)
Board may vote “approved” or “declined” on particular individuals on the nominee list.
(3) Managers are selected by a majority vote.
(4) Once the vote is complete, the President shall:
(a)
Notify the impacted managers that they have been approved as managers by a majority vote of the
Board; or,
(b)
Seek replacements for consideration by the Board if any nominee is denied by the Board (in other words,
an individual receives a majority of “declined” or “no” votes);
(c)
Upon being selected managers shall:
(i) Be asked to accept the position and required to abide by all rules, regulations and requirements as
identified by the league in the selection criteria; and,
(ii)
C.
Assume all duties and responsibilities for the manager role in the respective division.
Regular Season Team Selection and Sustainment
1.
a)
Late Registrations
League will accept late registrations based on majority approval of Board of Directors - Executive Committee; and,
b)
No late registrations for the Majors Division will be accepted.
a)
Try-Out
Try-outs are for children League Age 6 and older
b)
Every player candidate for the minor divisions must attend a tryout (regular or make up.)
c)
If child does not attend a tryout the child will be drafted by random selection at end of draft.
d)
The random selection process will be determined by the applicable the League President and the VP of Baseball.
e)
The child may also choose not to play and have his/her registration fee refunded.

Majors Division

(1) Use “Plan B” as per page 55 of the 2012 Little League Operating Manual with following changes:
(a)
Random selection of draft position by drawing numbers from a hat.
(b)
The Manager protects his son/daughter per the Official Little League Publications:

A league age 9 or 10 year old is drafted in or before the 5 round of the draft;
(ii)
A league age 11 year old is drafted in or before the 4 round of the draft; and,

(iii) A league age 12 year old is drafted in or before the 3 round of the draft.
(c)
The Manager may select one Coach. His/her son or daughter is protected per the Official Little League
Publications:

All players may be drafted at any time as long as all the 12 year olds play in the Majors Division.

Minors
(1) Random Selection of draft position by drawing numbers from a hat.

(3) The Manager may select one Coach. His/her son or daughter is protected (2 round). This is the only protection
that will be granted by the board in all minor divisions.

“Player Pool” System.
The Board of Directors (“Board”) will determine if player pool is necessary upon completion of registration
based on number of registrants.
5.
Replacement Players
a)
If a player misses two consecutive games for any reason, the applicable Player Agent and VP of Baseball must be
notified of the absence within 24 hours after the 2nd game missed.
b)
Any replacements, other than the last two weeks of the season, will be determined at the discretion of the
applicable Player Agent and VP of Baseball.
c)
If the Player Agent and VP of Baseball determine there is a loss of player, then the manager shall select a
replacement player within 7 calendar days of the determination.
d)
Replacements from Minors to the Majors during last 2 weeks of season are prohibited.
D. Regular Season Schedules for All Divisions

Sample Schedules in the 2010 Little League Operating Manual will be followed as closely as possible.
Opening Day will follow two weeks of pre-season practice, following the draft.
The mandatory coach’s clinic and meeting will precede the draft.
The mandatory BMOD and scorekeeper training will precede opening day.

Draft (Majors, Minors and Tee Ball collectively following the tryout session on Thursday (Majors) & Saturday
(Minors/Tball).)

Practices may start the day following the draft.

Spring: Pinellas County Spring Break (Friday before to the Sunday after); MLK, President’s Day, Good Friday, and
Mother’s Day; and,
b)

Fall: the Week prior to Thanksgiving Day.
Fall: Halloween.
Determining End of Season Champion
1.
Majors Division
a)
Season will be split into two halves, with the first half champion playing the second half champion in a best twoout-of-three tournament at the end of the regular season.
b)
The championship games will be played only after all regular season games necessary to determine first and
second half champions are completed.
c)
All regular season rules apply throughout the playoffs.
d)
If the same team wins both halves, it will be declared champion.
e)
Ties for individual half champions will be decided by a one game playoff between the applicable teams. (if
questions please see little league rules)
(1) This one game playoff will be played on the first Saturday after the first half of the season.

(2) All attempts will be made to have no Majors games after the Wednesday before this potential game and no games
until the following Wednesday.
(3) The first half champion will fulfill the duties of the BMOD for the game.
(4) The second half champion will prep the field for game play.
(5) Both teams will supply concession workers.

Minor Divisions -Division Champion will be determined by Championship Tournament.
b)
The tournament bracket, including double or single elimination shall be determined by President, VP of Baseball
and the applicable Player Agent based on time available.
c)
Minor AAA- 2nd half standing will set the initial seeding by little league bracket rules.
(1) 10 Run rule in effect; and
(2) 5 run rule limit is lifted.
d)
Minor A and AA-seeding will be set by a blind draw.
e)
All home and visitors will be determined by a coin flip by the Board Member on Duty.
f)
The higher seeded team will fulfill the duties of the BMOD for the game.
g)
The lower seeded team will prep the field for game play.
h)
3rd place and Championship games will be set for this tournament.

Fall Ball End of Season Tournament
Majors and Minors Division Champions will be determined by Championship Tournament.

(2) Minors Triple AAA – League Champion, Upon Board of Director approval, Represents NELL
(3) Managers are allowed to name their coaching staff.
(4) Board approval for all managers and coaches is a majority vote.

presentation to the executive committee who will submit recommendations to the board for approval.
(3) Managers are allowed to name their coaching staff. All regular season managers and coaches are eligible to be
named upon board approval.

League age 11-12: 12 players, 3 alternates (Manager Discretion to add more)
(b)
League age 10-11: 12 players, 3 alternates (Manager Discretion to add more)
(c)
All 10 Year olds who played in Majors will be placed on the 9-10 “Blue” team.
(d)
Each Manager will circle 12 names and turn in one ballot for each team (a league age 10-11 ballot and a
league age 11-12 ballot).
(2) Minor AAA - Managers, the applicable Player Agent and VP of Baseball will meet and submit ballots for the
following 2 Teams:
(a)
9-10 Year Old “Blue” Team: 12 players, 2 Alternates (Manager Discretion to add more)
(i)
A 9 Year old may play on this team with AAA Player Agent and VP of Baseball approval only
(b)
9-10 Year Old “Red” Team: 12 players, 2 Alternates (Manager Discretion to add more) (Younger 9 Year
Old Team)
(c)
Each Manager will circle 12 names and turn in one ballot for each team (A league age 9-10 “blue” ballot,
and a league age 9-10 “red” ballot).
(d)
The Player Agent and VP of Baseball will select All Star Teams and submit to the Board for approval based
on the following process.
(i)
Board for player selection is a majority vote.
(ii)
All unanimous selections make the team they were selected to.
(iii) All additional spots will be ranked by the number of ballots voted to the respective team. (For example if
player A receives 3 votes on the 11-12 ballot and Player B receives 2 votes on the 11-12 ballot, then Player A is
picked over Player B)
(iv) The Manager of the All Star team (beyond the top 9) has the last three-five selections and the ability to
have more than 12 players. Manager has option to default to a ballot for the entire team, rather than top 9.
(v) League encourages the use of many alternates for practices in the case of extra players being needed for
All Stars
d)
Post Season Uniforms (All Stars and TOC) - The player will bear the cost of the uniform. However, the ability to
carry this burden will NOT play a factor in the players decision process by which they accept or reject the post season bid.
Specifically, if the player candidate cannot pay for the uniform, NELL will bear the cost of the uniform.

Mandatory participation will be held for ALL players and teams.
Teams not participating will have a make-up session scheduled by the League.
H. Discipline Procedure for Altercations.
1.
Disciplinary actions must be submitted to the applicable Player Agent and VP of Baseball to determine
penalty or punishment to be consistent with Page 84 – Rule 9.05
2.
Profanity will not be tolerated. Managers, coaches or other associates observed using profanity on the field of
play will receive one warning. If profanity is used again, they will be ejected from the game and field of play.

Regular season league protests

(1) Continuous batting in effect (meaning all kids bat)
(2) 10 run mercy rule is lifted
(3) Teams must practice ONLY once per week once the season starts

(4) All players present will be listed in the batting lineup prior to the start of the game and this lineup will remain the
same throughout the game. Late arriving players will be inserted at the bottom of the lineup and assume their place at
bat for the remainder of the game.
(5) Pitchers may not pitch in more than two innings per game. Each team must pitch at least one 10 or 11 year old in
each game.
(6) Only pitch count is reported to Player agent by the visiting team; Scores not tracked
N. Minor Rules and Tee Ball Rules
1.
Equal Playing Time in Minors Single A and Double AA Division is a mandatory requirement.
a)
In the Minor AAA Division it is up to the coach’s discretion to support this requirement to develop appropriate skill
level of each player.
b)
Consistent with the Little League Baseball, Incorporated’s Official “Big Al – Little Al” Training Program, NELL will
implement the recommended “6-3-3 Substitution Plan.”
c)
For the complete Minors Single A and Double AA season and the first half of the Minors Triple AAA season,
managers will substitute players per the following plan:
(1) The 12 rostered players will be divided into two groups of six (6) players – group A and group B for the season.
(a)
For the first game
(i)
Group A will start and play all defensive outs;
(ii) Group B will rotate in and out of the game each inning – 3 players will start and 3 players will substitute in
the second inning.
(iii) Group B will continue rotating every three defensive outs until the game is completed.
(b)
During the 2nd game of the season,
(i)
Group B will start and play all defensive outs.
(ii)
Group A will then rotate in and out every three defensive outs until the 2nd game is complete.
(c)
For the remainder of the season, Group A and Group B will alternate games so that each child plays a full,
complete game, every other game – i.e. Group A will start and complete odd numbered games and Group B will
start and complete even numbered games.
(d)
If a child misses a regularly scheduled practice or shows up late for scheduled pre-game warm-up, then
that child forfeits his/her right to start and complete the next scheduled game per the manager’s discretion.
(e)
The manager also has the right to alter the 6-3-3 Substitution Plan if a player is absent for a game, or an
injury occurs during a game resulting in a loss of player, or a player ejection occurs.
(2) Equal play time is maintained with 6-3-3 when the games conclude consistently in the same even number of
innings. An alternative rotation plan is included in Attachment 1 as an useful and acceptable alternative to 6-3-3.(it
rotates on 6-3-3 but pivots on 2 innings instead of entire games).

Additionally, Little League has mandated continuous batting order for Minor Divisions.
(1) NELL is requiring that the manager assign the 12 rostered players a batting position (1 – 12) for the 1st game.
(2) The batting order will be rotated throughout the season so that the # 1 batter in the 1st game; becomes the # 2
batter in the 2nd game; # 3 batter in the 3rd game; etc.; the # 12 batter in the 1st game becomes the # 1 batter in the
2nd game; the # 2 batter in the 3rd game; etc.;
(3) each player will have an opportunity to lead-off at least one time during a season.

a)
Minors AAA Rules
The home team is responsible for supplying two baseballs for the game.
b)
Kid pitch will continue all season.
c)
6-3-3 is in effect (12 Players) but it is up to the manager’s discretion to utilize this format based on each players
skill level. The intent is to play children in multiple positions during the season to develop skill for their level of play.
d)
Managers rotate their players to several defensive positions during games.
e)
Continuous Batting is in effect. Each team shall bat the full roster every game. (Rule 4.04)
f)
5 runs limit per inning.
g)
Stealing home is not permitted in the 1st half of season. Stealing home on an error on the throwback is not
st
permitted during the 1 half of the season. Stealing home is permitted in the 2nd half of the season. (Rule 7.13)
h)
Standing will be kept the 2nd half of the season (last 10 games). The finish will determine the initial seeding
process in the end of season tournament.
i)
Offensive Team Coach calls balls and strikes if no umpire is available
j)
Time Limits
(1) Saturdays- Do not start an inning after 2:00 hours.
(2) Weekdays- Do not start an inning after 1:45 minutes.
(3) Games may end in a tie.
(4) Please attempt to keep the game moving, NELL really would like to see all games go 6 innings.
k)
Managers are responsible for clearing all debris from the dugout.
l)
AAA pitch counts:
st
(1) 1 half of season: 50 pitch maximum per game regardless of league age.
(2) Official Little League Publications still must be followed.
m)
Minor AAA (FALL BALL)
(1) Teams must practice ONLY once per week once the season starts.

Pitching
(1) Coach Pitch (using the pitching machine) (1st Half); Kid Pitch (2nd Half)
(2) 1st half Coach Pitch/pitching machine (5 Pitches) No walks/ No strike outs recorder-the player returns to the
dugout.
(3) 2nd half Kid Pitch- If ball 4 occurs, coach or machine pitches 5 pitches maximum. The strikes count (i.e count is 4
balls, 1 strike when offensive coach comes in, the new count is 0 balls, 1 strike)
(4) In Minor AA, in addition to adhering to the pitch counts and rest requirements, the pitcher shall be limited to
pitching one inning per game. This rule is for regular and post season games.
(5) Larger strike zone to be used, one baseball on the inside and outside of the plate
(6) Kids/coaches MUST pitch from the pitching rubber
(7) Play is dead when the ball is controlled by the pitcher or coach on the mound.
(8) The player in the pitcher position must have at least one foot in the pitching mound clay when the ball is pitched
by a machine or coach.
(9) All strike outs the 2nd half count as outs (even coach pitch)

c)
Defense
(1) The defensive team must provide a coach positioned at the fence behind the plate to collect baseballs not caught
by the catcher from which they will direct their fielders. The defensive coach behind the plate must remain behind the
batter (for safety reasons-foul balls) against the fence, if they are too close to the batting players and could potentially
intimidate the players. Defensive coaches must be off the field of play during the game. You may instruct from the
sidelines but within 5 feet from the dugout.
(2) Managers rotate their players to several defensive positions during games. Every player should play both infield
and outfield every game.
(a)
4 inning game-2 innings infield/ 2 innings outfield
(b)
6 inning game-3 innings infield/ 3 innings outfield No single player shall play more than two consecutive
innings in the outfield and no more than 2 innings in the outfield per game.
(c)
No single player shall play the same position twice in a single game.
(d)
d)
Offense
(1) Offensive coaches, not coaching the bases, will only take the field when they are operating the pitching machine or
actively pitching to a batter at which time they must stay on the pitching clay and lessen their profile:
(a)
Will not introduce balls to the playing field that are not in play;
(b)
Will take a knee when a ball is in play; and,
(c)
Will place a bucket, if needed, behind the machine.
(2) When the pitching machine is in use:
(a)
If the 5th or subsequently awarded, pitch fouled off, the batter is awarded another pitch.
(b)
If the 5th pitch lands on or before the plate, and the batter does not swing, the batter is awarded another

(1) 11 kids may play on defense, the extra 2 play in the outfield only
(2) Managers rotate their players to several defensive positions during games. Every player should play both infield

6 inning game-3 innings infield/ 3 innings outfield No single player shall play more than two consecutive
innings in the outfield and no more than 2 innings in the outfield per game.
(c)
No single player shall play the same position twice in a single game.

(3) The defensive team must provide a coach positioned at the fence behind the plate to collect baseballs not caught
by the catcher from which they will direct their fielders. The defensive coach behind the plate must remain behind the
batter (for safety reasons-foul balls) against the fence, if they are too close to the batting players and could potentially
intimidate the players.
(4) In Minor A only, one additional defensive coach can be positioned in the outfield to help position their fielders (i.e.
no defensive coaches are allowed in the infield).
(5) Play is dead when the ball is controlled by the pitcher or coach in the in field.
(6) The player in the pitcher position must have at least one foot in the pitching mound clay when the ball is pitched
by a machine.
f)
Offense
(1) Offensive coaches, not coaching the bases, will only take the field when they are operating the pitching machine or
actively pitching to a batter at which time they must stay on the pitching clay and lessen their profile:
(a)
Will not introduce balls to the playing field that are not in play (i.e., ball store may not be placed on the
ground or anywhere they can be accidentally introduced into the field of play-like on a lid);
(b)
Will take a knee when a ball is in play; and,
(c)
Will place a bucket, if needed, behind the machine.
(2) When the pitching machine is in use,
(a)
If the 5th or subsequently awarded, pitch fouled off, the batter is awarded another pitch.
(b)
If the 5th pitch lands on or before the plate, and the batter does not swing, the batter is awarded another
pitch, following a machine adjustment (i.e. the batter can back out of the box while the coach adjusts and takes a
practice pitch).
