CITY OF SAN FERNANDO – The Provincial Information Office over the week
maintained that the real
property tax shares of Mabalacat City, based on documents obtained from the
Provincial Treasurer’s Office,
amount to only P899,819 - as
opposed to the city government’s claims that it has remitted P30,293,474.06 to the
provincial coffers.
This was according to PIO
in charge Joel Mapiles, who
told Headline Gitnang Luzon
that he verified the data himself from the Provincial Trea-
surer’s Office.
“Vinerify ko iyan. Iyon talaga ang nakareflect,” Mapiles
told HGL.

PhilHealth, PCSO ink deal for off-site agency offices
CITY OF SAN FERNANDO - PhilHealth has formally inked an agreement with
the Senate of the Philippines
and the Philippine Charity
Sweepstakes Office (PCSO)
to intensify information dissemination on the National
Health Insurance Program.
Under the agreement,
signed during PhilHealth’s
20th anniversary program
and press conference held
at EDSA SHANGRI-LA Hotel in Mandaluyong City,
both the Senate and PCSO
will provide venues that will
serve as off-site PhilHealth
offices, as well as personnel
that will assist all walk-in
clients.
Senate President Franklin
Drilon, who was the guestof-honor during the event
and signed the agreement in
behalf of the Senate of the
Philippines said, “Our goal is
to provide PhilHealth for every citizen of this country.”

Tarlac CIDG nabs 2 big-time drug traders
CAMP MACABULOS - The
Tarlac Criminal Investigation
and Detection Group (CIDG)
arrested Thursday two bigtime drug personalities in its
Oplan Big Bertha operation in
Moncada town.
Chief Inspector Luis Ventura, Jr., Tarlac CIDG provincial
officer, identified the suspects
as Aries Marzan, 45, of Barangay Rizal, and Joemar de
Leon, 26 of Barangay Burgos,
both of Moncada.
The two suspects were arrested by virtue of Search
Warrant No. 022-15 issued
by Judge Ramon D. Pamular
of RTC Branch 32, Guimba,
Nueva Ecija dated February
11, 2015 under PDEA 3 Coordination 012-00083.
During the operation, de
Leon has attempted to run
away and evade the arrest but
the raiding team immediately
pursued him.

The implementation of the
search warrant, in coordination with the Moncada police
station, was done in a peaceful and orderly manner as witnessed by barangay captain
Dexter Mendoza, barangay
councilors Charito G. Galletes,
Armando R. Gelacio, and a
media personality, while the
inventory of the confiscated
evidences was witnessed by
Julius Guiang of the Department of Justice.
SPO4 George Cruz, chief
investigator of Tarlac CIDG ,
said that Marzan is a member
of Rillera Group involved in
drug trafficking and robberyhold-up activities in the province.
He also said that Marzan is
the subject of a week-long sur-
veillance with an information
report from his tracker intelligence operating team.
In an interview with Marzan, he disclosed that the two
.45 caliber guns were pawned
to him by the two Moncada
policemen thus, now subject of
investigation by the authorities.
The suspects are now detained at the CIDG detention
cell pending the commitment
order coming from the court.
They are now facing charges of RA 9165 (Comprehensive
Dangerous Drug Act of 2002
and RA 10591 (Comprehensive
Firearms and Ammunition

of the “Experience China Exhibit” on February
15 at 3 p.m. with Angeles City Mayor Edgardo

as guests of honor.
The weeklong ex-
hibit showcases Chinese paintings, interactive

resources, audio posters, live calligraphy
and tea-making, and
other Chinese elements and ornaments.
The AUF Center for
Culture and the Arts,
meanwhile, staged the
“Spring Festival Cultural Extravaganza” on the
same day at the SM City
Clark Event Centre with

and Chinese favorites.
The AUF Performing
Arts and Chinese teachers from the Fujian

Policeman kills self
in accidental firing

BALANGA CITY -- A policeman assigned
in this component city died after he accidentally fired his service firearm, hitting himself
on the head at around 11 p.m. over the week.
In an official report from the Bataan Police Provincial Office, Inspector Jennifer
Cruz, information officer, identified the victim as Police Officer 1 Eubie Edward Macaspac, a resident of Barangay Dona Francisca,
this city.
Macaspac is the assistant chief of the Police Community Relations of the Balanga
City Police Office.
Reports said the victim was clearing his
firearm when he accidentally pulled its trigger. However, some witnesses said Macaspac
was intoxicated and was playing with his gun
before the incident happened.
At about 3:30 a.m. on February 13, 2015,
a Thursday, the victim was declared dead by
his attending physician at a nearby hospital.•

Food Security – The
APEC Oceans and Fisheries Working Group meeting
highlighted how fisheries
and sustainable aquaculture are critical to ensuring
food security, sustainable
livelihoods, and economic
prosperity worldwide. Fish
are a critical source of protein for many, particularly
in the APEC Region. One
way of achieving food security in the coastal and
marine environment is to
combat illegal, unregulated
and unreported (IUU) fish-
ing, improve biodiversity
of all support-ecosystems,
and create well-maintained
ecosystems that provide
more ecological goods and
better ecological services.
This October in Iloilo,
the Ocean and Fisheries
Working Group (OFWG)
and Policy Partnership
for Food Security (PPFS)
will come together for the
High-Level Policy Dialogue on Food Security
and Blue Economy. One of
the key deliverables is the
APEC Food Security Action
Plan, which will be a longterm OFWG strategy for
addressing food security
aligned with the APEC food
system and PPFS Roadmap. The development of a
blue economy in the APEC
region is an important approach to attain sustainable development and utilization of marine resources
and ecosystems as well as
achieve inclusive economic
growth.

Health – At the Life Sciences Innovation Forum
(LSIF) and the Health

by 2020. For 2015, LSIF
and HWG will concentrate
on the following areas: universal healthcare coverage,

Memorandum of Agreement (MoA) with Tarlac
College of Agriculture (TCA) for the establishment of a satellite office of the Environmental
Management Bureau (EMB) National Ecology
Center in the latter’s campus.
“This partnership seeks to develop a core
of facilitators who can adopt a comprehensive ecological solid waste management program in their respective local government
units (LGUs) as well as develop courses that
seek to protect public health and the environment,” EMB Director Jonas Leones said.

Long time coming
WE should expect faster and more
efficient travel with the upcoming
integration of the North Luzon Expressway (NLEx) and Subic-ClarkTarlac Expressway (SCTEx) – which
is also seen to boost socioeconomic
development in the regions by linking the countryside to Metro Manila.
According to Metro Pacific Tollways Corp. (MPTC) president Ramoncito S. Fernandez, “this is just the
beginning.”
The integration has been a long
time coming, with Senator Franklin
Drilon pushing hard for the plan to
come into fruition. After the signing of the deal between the agreed
parties, the construction starts this
March.
Manila North Tollways Corporation, during a get together with the
local media over the week, revealed
plans for the integration which include the removal of barriers and the
construction of new toll plazas at the
existing entry and exit ramps of the
two expressways.
A new toll collection system will be
used, which will feature a common
transit ticket where a single official
receipt will be issued to motorists,
showing a breakdown of the NLEx
and SCTEx portions of their trips.
When the integration is finished
before the year ends, motorists will
only make two stops at toll plazas
instead of five from Balintawak to
Subic Tipo and back, and two stops
instead of four from Balintawak to
Tarlac and back.
The integration will also bring
modern features like dedicated shortrange communications tags, contactless and magnetic cards, and in the
near future, radio frequency identification sticker tags as means of paying toll.

Castro sworn in
torship, and on July 26, 1953, Castro led some 160 rebels in an attack on the Moncada Barracks in Santiago
de Cuba--Cuba’s second largest military base. Castro
hoped to seize weapons and announce his revolution
from the base radio station, but the barracks were
heavily defended, and more than half his men
were captured or killed.
Castro was himself arrested and put on trial
for conspiring to overthrow the Cuban government. During his trial, he argued that he and
his rebels were fighting to restore democracy
to Cuba, but he was nonetheless found guilty
and sentenced to 15 years in prison.
Two years later, Batista felt confident
enough in his power that he granted a general
amnesty for all political prisoners, including
Castro. Castro then went with his brother Raul
to Mexico, and they organized the revolutionary 26th of July Movement, enlisting recruits
and joining up with Ernesto “Che” Guevara, an
idealist Marxist from Argentina.
On December 2, 1956, Castro and 81 armed
men landed on the Cuban coast. All of them
were killed or captured except for Castro,
Raul, Che, and nine others, who retreated into
the Sierra Maestra mountain range to wage a
guerrilla war against the Batista government.
They were joined by revolutionary volunteers
from all over Cuba and won a series of victories over
Batista’s demoralized army. Castro was supported
by the peasantry, to whom he promised land reform,
while Batista received aid from the United States,
which bombed suspected revolutionary positions.
By mid-1958, a number of other Cuban groups
were also opposing Batista, and the United States ended military aid to his regime. In December, the 26th
of July forces under Che Guevara attacked the city of
Santa Clara, and Batista’s forces crumbled. Batista
fled for the Dominican Republic on January 1, 1959.
Castro, who had fewer than 1,000 men left at the time,
took control of the Cuban government’s 30,000-man
army. The other rebel leaders lacked the popular support the young and charismatic Castro enjoyed, and
on February 16 he was sworn in as prime minister.
The United States initially recognized the new
Cuban dictator but withdrew its support after Castro
launched a program of agrarian reform, nationalized
U.S. assets on the island, and declared a Marxist government. Many of Cuba’s wealthier citizens fled to the
United States, where they joined the CIA in its efforts
to overthrow Castro’s regime.
In April 1961, with training and support by the
CIA, the Cuban exiles launched an ill-fated and unsuccessful invasion of Cuba known as the “Bay of
Pigs.” The Soviet Union reacted to the attack by escalating its support to Castro’s communist government
and in 1962 placed offensive nuclear missiles in Cuba.
The discovery of the missiles by U.S. intelligence led
to the tense “Cuban Missile Crisis,” which ended after
the Soviets agreed to remove the weapons in exchange
for a U.S. pledge not to invade Cuba.
Castro’s Cuba was the first communist state in the
Western Hemisphere, and he would retain control of it
into the 21st century, outlasting 10 U.S. presidents who
opposed him with economic embargoes and political
rhetoric. After the collapse of the Soviet Union in 1991,
Castro lost a valuable source of aid, but he made up
for it by courting European and Canadian investment
and tourism. In July 2006, Castro temporarily ceded
power to his brother Raul after undergoing intestinal
surgery. His struggles with illness continued, and he
officially stepped down in February 2008.•

tumugtog ng banda. So, ginawan ko ng paraan. Three
days ako. Tapos, ngayon,
’pag ginawa ko pa ito, parang tinolerate ko rin siya
na… na ’yon... manloko ng
ibang tao. Baka meron pa
siyang iba… Baka mangyari pa ito ulit. Eh, huwag
na. Kawawa naman ’yung
mabibiktima pa,” katwiran ng komedyana.

barriers that will be removed are the NLEx Dau
Barrier and the SCTEx

New toll plazas will be
constructed at the existing entry and exit ramps
at NLEx Dau and Sta.

The integration of NLEx
and SCTEx will be implemented by MNTC at an
estimated cost of P650
million.
When the integration is finished before the
year ends, motorists will
only make two stops at
toll plazas instead of five
from Balintawak to Subic
Tipo and back, and two
stops instead of four from
Balintawak to Tarlac and
back.
MNTC is also expected to take over the SCTEx
concession this year as it
has been recently awarded the contract for the
management, operation
and maintenance of the
94-km SCTEx. The award
was issued by BCDA following the result of the
Price Challenge held last
January 30, 2015.
MNTC president Rodrigo E. Franco said the
integration will provide
motorists with a more
continuous travel experience along the NLEx and
the SCTEx.
“The toll collection
technology that is available to NLEx motorists
will now be used along
the SCTEx, making travel
faster and more efficient,”

urged the public to remain
vigilant and follow the health
advisories of the Department of Health (DOH) on the
Middle East Respiratory Syndrome Coronavirus (MERSCoV) after a Filipina nurse
from Saudi Arabia tested positive for the disease.
In a statement issued on
Thursday,

said 10 individuals have been admitted to the Research Institute
for Tropical Medicine (RITM),
six of whom had contact with
the nurse during her confinement at a private hospital.
“The laboratory results of
the 10 individuals are expected to be released by 10 p.m.
today,” he said.
Coloma said that according to the DOH, the nurse afflicted with the MERS-CoV
remains in stable condition
and doctors at the RITM are
continuously monitoring her
condition.
The government is intensifying its efforts to prevent
the spread of MERS-CoV, he
said, adding that 63 of the 224
passengers of Saudi Airlines
Flight SV860, which carried
the MERS-CoV patient, have
been contacted by the DOH.
