NOTICE INVITING TENDERS FOR “RE‐DESIGNING & MAINTENANCE OF OFFICIAL WEBSITES OF 55th and 56th EDITIONS OF INDIA INTERNATIONAL GARMENT FAIR (IIGF) TO BE HELD DURING 2015‐16 AND TO UNDERTAKE THEIR ONLINE PROMOTION” 1. EVENT BACKGROUND International Garment Fair Association (IGFA) in collaboration with the four major garment exporters associations organize the India International Garment Fair (IIGF), bi‐annually. The next IIGF fairs i.e. 55th and 56th in the series is scheduled to be held from 13 – 15 July, 2015 and 20 ‐22 January, 2016 respectively at Hall Nos. 7D, 8 to 12A, Pragati Maidan, New Delhi. The fair has become very popular among overseas importers and buying agents and the number of trade visitors has been increasing steadily. Over 500 exporters will participate each of the two editions of 55th and 56th IIGF and display their products and fashion shows will also be held on all the three days. IGFA invites Tender from established agencies/firms (single entity) for “RE‐DESIGNING & MAINTENANCE OF OFFICIAL WEBSITES OF INDIA INTERNATIONAL GARMENT FAIR (IIGF) AND UNDERTAKE ONLINE PROMOTION OF 55th and 56th IIGF”. Amendment In Tender Document: At any time till 7 days before the deadline for submission of bids, IGFA may, for any reason, whether at own initiative or in response to a clarification requested by a prospective bidder, modify the bid document by amendment. Such modifications shall be uploaded in the AEPC/IIGF website. All such amendments shall be binding on all the bidders. IGFA also reserves the right to amend the dates mentioned in the tender. 2. SPECIFICATION OF TASKS REQUIRED TO BE CARRIED OUT The scope of the project includes redesigning and maintenance of comprehensive website for 55th and 56th editions of IIGF which would publish the following information which can be modified/updated at regular interval and would also undertake following online promotion:‐ a) Introduction and background information of International Garment Fair Association. b) Outlay of the various items to be incorporated on the website. c) Updation of the Exhibitors Profile on daily basis with various search options d) Updation of various other information from time to time such as Report of last fair, videos and photos of last fair. Archiving news, E‐library/archive, photos, List of participants of last fair, etc. 4 e) Links to important national and international Sponsor’s/partner’s website. f) Multimedia items such as photos, videos or audio recordings. g) Tender Notices/Documents. h) Publications in PDF as well as the source files. i) Presentations (power point and PDF). j) Capability to register buyers and buying agents (registering on the website). Minimum Target of Overseas Buyers registration – 2000 nos. & buying Agents Registration on the website – 500 nos for both the fairs. k) After registration, the data may be provided to IGFA/AEPC in a excel sheet on daily basis. l) A unique registration number (serial wise) will be mailed to the buyers and buying agents after they register them on the website (individual fair wise). m) Accessing of confidential data/information upon successful authentication by users. n) Both the websites should be easy to use & easy to enter the data. o) Link to various websites with Feedback system. p) Other modification and amendments as desired by IGFA/AEPC. q) The web designer’s main task shall be to design the new website with the synchronization of existing website data/ contents for the Council that will be consistent with the standard guidelines set by DEITY/Govt. of India. r) The Service provider should plan & implement adequate security infrastructure to ensure that any incident of cyber attack does not take place by the use of security infrastructure like firewall, IPS/IDS, network rules & policies, antivirus & HIPS etc. s) All the incoming and outgoing traffic of web server should be through firewall and other latest security devices/systems and the security system should be updated on regular basis according to latest information security protocols. However, if despite the security measures in place, such an eventuality occurs, there must be proper contingency plan, which should immediately come in to force. Efforts should be made to restore the original site in the shortest possible time. t) Double Firewall system providing three Layers of protection: 1. Layer 1: Signature‐based Detection System ‐ detecting most common hacking behaviors. 2. Layer 2: Pattern‐based Instruction Detection Systems 3. Layer 3: HTTP Blacklist 4. Scanning of users' IPs. 5. Form Field Filtering Enabled 6. White list Setting Enabled. 7. Security features should supports for Search Engine Optimization. 8. Instant emails alerts to administrators once suspicious hacking behavior is logged. 5 u) The concerned agency shall implement automated regular backup of all the data and the associated database to ensure availability of data in case of any disaster. v) System integrator should design and complete high quality websites using latest technology for IGFA within a given time frame and guidelines. w) The agency may also undertake change in the name/maintenance of the fair/website. x) Photo gallery Feature Requirements of the websites [1. All functions and outputs should be admin managed 2. Three image sizes: Thumbnails ‐ Detail images ‐ Original images (thumbnails and detail images should created automatically out of the original images) 3. Full screen animated JavaScript boxes, other possibilities of opening the detail or original images may be: A clear new window, JavaScript window, DHTML container. 4. Configurable watermark for all images 5. User‐created uploads and categories 6. Option to download single images 7. Several upload possibilities from backend and frontend: Single upload, Batch upload (Zip), Java upload, FTP pload. 8. Afterwards resizing of detail images and thumbnails 9. The work should be undertaken under the supervision of AEPC/IGFA Department. z)
Both the websites shall be updated regularly, as such; the design should facilitate easy updating. aa) To suggest, conceptualize and designs Website layout, graphics, logos and banners as per the requirement of AEPC. bb) Meet relevant IGFA/AEPC officials to discuss their needs & to integrate in designing of both the websites. cc) Agency shall organize review meeting from time to time and receive suggestions, comments from the meeting which should be incorporated by the agency without extra charges. dd) The Website should host on category III(Tier‐III) datacenter and the system integrator should provide adequate supporting information for the same for both the websites. ee) To carry out/implement any other tasks as directed by IGFA. ff) To create compressive website with menus, sub‐menus providing all information about the organization. gg) To provide links to appropriate related sites for both the websites as required by the IGFA. hh) To update and maintain both the websites for a period of one year and may be renewed on 6 mutual consent of both parties after one year. ii)
Upon expiration of contract the system integrator should handover all the data and the source code of the website to IGFA. jj)
The System integrator should ensure proper security coding in place so that there are no data leakages in the system. The confidential data should only be visible to authenticated and authorized users. Unauthorized users including administrator should not be able to view/copy/edit/export/save the confidential data. kk) The web designer shall be encouraged to make use of his/her expertise and creativity to propose and implement relevant website enhancements. ll)
A service contract period of one year should be agreed once the website is handed over within which all services should be free on the agency. mm) The website traffic should be regularly monitored to analyze the usage pattern as well as visitors profile preferences. Traffic analysis tools should also give reports on broken links. nn) The concern agency shall be responsible for any kind of data theft/hacking and non functionality of part/whole of both the websites. Under any incidents as such happening, the system integrator should undertake corrective measures at the earliest and ensure minimal downtime of the website. In any circumstances, the downtime of the website should not be more than one hour. oo)
The agency would provide the invoice from Google for the Google PPC campaign, Google Banner, which you would undertake for promotion of IIGF. pp)
The agency would provide snap shots of all the banners uploaded from time to time for release of further course of payment. qq)
The agency would provide weekly report of the total registration of buyers/buying agents and results of various campaigns undertaken. Further, the report may also be provided to the office as and when asked for in the following format:‐ Action Name Paid (PPC + Banner) E‐mail Social Media Organic + Total Campaign Referral + Direct Visitors Primary Conversion Buyer Registration Buying Agent Registration Total Secondary Conversion 7 Exhibitors Application Form Visa Invitation Request Feedback/Suggestion Total Total Conversions rr) The Agency would provide a facility that the IP address appears on each of the registration generated through website and other online campaign. ss) Payment would be deducted on pro‐rata basis, if the minimum target registration is not achieved before one week of the start of the fair and the non‐compliance of point mentioned above. tt) The agency has to sign a Non‐Disclosure Agreement with AEPC/IGFA with regard to Buyers’ data security for both the editions of the fair. uu) Bidder has to ensure regular updating of both the websites and 24 hrs support. vv) The agency would undertake the following promotion programme of both the fair:‐ i)
Google PPC Campaign – IGFA will provide the list of countries where the Google campaign would be undertaken. ii)
Google Banner – The agency would suggest list of websites along with the cost involved, period, where the banner of IIGF would be uploaded. iii) The agency would undertake search engine optimization, would make responsive mobile/tablet site for both the fairs. iv) The agency would undertake e‐mail campaign, Blog seeding and Linkedin campaign for the promotion of both the fair. FOR MAINTENANCE OF WEBSITE: 1. Regular updating of both the websites 2. Technical Support Services for both the websites. 3. In Maintenance, Agency has to appoint manpower for continued support and dedicated services 24x7x365 based services for both the websites. Mobile App for India International Garment Fair: Agency shall also provide end‐to‐end mobile application development services to IGFA in a collaborative environment to meet the business objectives of India International garment Fair. The application should be interactive, easy to use and meet the marketing requirements of IIGF. 8 Scope of Work – Agency shall gather the requirements, analyse, design, develop, implement, test and integrate the application according to the guidelines provided by IGFA. Provide a detailed list of deliverables, processes involved, end products, review and approval process etc. Agency shall deliver the fully developed mobile application with weekly status reports and project updates. Define the task / project start and finish dates, timelines for different phases of the project and the various milestones. Apps shall be available through application distribution platforms such as Apple App Store, Google Play and Windows Phone Store. Some inclusions of mobile application should be: 1 The Contractor shall design the mobile website to adhere to the W3C standards of reliability and accessibility, to include the following: Cross browser compatibility Basic accessibility Proper implementation and use of CSS and Proper use of html. 2 Exhibitors + Products: Search exhibitors & products more efficiently. 3 Route: Find the shortest way to the booths through the route tool. Delhi map 4 Traffic: Metro route and transfer inquiry. 5 Guide for transportation inside the complex. 6 Events Schedule 7 Buyer guide: Attendance guide for buyers 8 Location map 9 The mobile website application shall have a cohesive graphics design (visual theme, color scheme, etc.) which is similar to that of the main IIGF website. 10 The Agency shall not in any way advertise on the mobile website, through the use of banner advertisements or other media, to solicit users for other products. 11 The Agency shall be responsible for the complete turnkey implementation and support, which shall include, but not be limited to the Implementing a “Beta” version of the mobile website for preliminary testing by AEPC staff and the selected beta test group. 12 App should be free on iphone, android, Windows Phone platforms. 13 Layout of booths 14 Downloading forms 15 Food joints 16 Officials contact information 9 3. TERMS AND CONDITIONS /ELIGIBILITY CRITERIA: The Terms and Conditions/Eligibility Criteria is given in Annexure – I. The mandatory requirements for submission of tenders are as follows:‐ a. The average annual financial turnover during the last 3 years, ending 31st March, 2014, should be at least Rs. 50 lakhs. Balance sheet and profit and loss account to be enclosed along with application. b. Experience of having successfully completed similar work of website maintenance and online promotion of fairs/exhibitions during last 3 years. c. The applicants are required to submit their tenders alongwith demand draft of Rs. 50,000/‐ (Rupees Fifty Thousand only) in the form of Demand Draft drawn in favour of “International Garment Fair Association” payable at Gurgaon, Haryana. 4. PROCEDURE FOR SUBMISSION OF BIDS The agency qualifying the eligibility criteria shall submit the tender in two separate covers, as follows:‐ Cover (A) – Superscribed as Technical Bid, which should consist of the following documents:‐ 1. Documentary evidence in support of Eligibility Criteria , namely copy of the Balance sheet and profit and loss account showing average annual financial turnover of at least Rs. 50 lakhs during the last 3 years, ending 31st March, 2014. 2. Copies of the work orders evidencing that the agency has experience of at least 3 years of having successfully completed similar work of Re‐designing & Maintenance of Official Website of India International Garment Fair and undertake online promotion of the fair. 3. Demand Draft for Rs. 50,000/‐ towards EMD in favour of “International Garment Fair Association” payable at Gurgaon, Haryana. 4 . Photocopies License /Registration Certificate of the firm. 5. Signature of the bidder or his/her authorized signatory on each page. 6. Copy of PAN Card 7. Copy of Service Tax Registration (ST – 2 forms) 8. Copy of Registration with PF/ESI. In case of not registered/not applicable, then please submit an affidavit on Rs. 50/‐ stamp paper duly notarized indemnifying AEPC for non‐
applicability of PF/ESI and will be responsible for any claim lodged by concerned authority 10 in future in respect of India International Garment Fair. 9. The Bidder will ensure that it is received in Apparel House, Gurgaon before the due date & time. The offers received, after the due date and time will not be entertained. The tender received through e‐mail etc. would not be considered. e. The Earnest Money Deposit (EMD) of Rs. 50,000/‐(Rupees Fifty Thousand only) in the form of Demand Draft/Bankers Cheque drawn in favour of “International Garment Fair Association” payable at Gurgaon, Haryana only is to be submitted along with the technical bid only. It may be noted that the EMD/DD should not be placed along with financial bid. f. In the first stage, only Technical bids will be opened for evaluation on 27.2.2015. 12 g. Only shortlisted bidders whose bids are technically appropriate shall be eligible for opening of financial bids. The decision of the IGFA in this regard will be final and no requests will be entertained from the bidders. The date and time of opening of financial bid(s) will be 04.03.2015, 4:00 P.M. h.
AEPC will award the contract to the successful bidder where bid has been determined to be techno commercially acceptable and financial bid is lowest, provided further that the bidder is determined to be qualified to perform the contract satisfactorily. i. The EMDs of the unsuccessful bidders will be refunded by way of handing over the original Demand Draft/Banker’s Cheque duly endorsed by the Competent Authority of the IGFA without any interest. The EMD of the successful tenderer will be retained by I G F A as performance security till the completion of both the assignments. In case, the amount of EMD happens to be less than 7% of the contract value, the adequate performance security should be obtained from the selected agency. j. All the pages/documents of the bid should bear the dated signature of the tenderer with the stamp of the Firm. All the entries by the tenderer should be in one ink & legibly written. Any over‐writing corrections & cuttings should bear dated initials of the tenderer. Corrections should be made by writing again instead of shaping or over‐writing. k. Rates should be quoted in Indian Rupees (Rs) both in figures as well as in words. In case the rates quoted in words & figures are at variance, the rates written in words will be taken as final. Please ensure to specify about the applicable taxes, if any. l. IGFA reserves the right to reject or accept any or all application(s) without assigning any reason(s). m. Conditional tenders are liable to be rejected. n. IGFA reserves the right to increase or decrease services in Tender document. o. The details of inputs / information required to be submitted by the agency should as per the information mentioned in tender document. 4. Contract Period and volume of work like Value, area covered and man power deployed. iv. Copy of contract/agreement/experience and satisfactory work completed certificate to be enclosed 5. The EMD of the successful tenderer will be retained b y I G F A a s performance security till the completion of both the assignments. In case the, the amount of EMD happens to be less than 7% of the contract value, the adequate performance security should be obtained from the selected agency. 15 6. The offer should be valid upto 31st March, 2016. ( V a l i d i t y o f t h e t e n d e r February’2015 to March, 2016. 7. The rates for various items should be quoted in the format as given in the Financial Bid only. The rates should be inclusive of cost towards deploying manpower, machines, all charges towards statutory compliance and all taxes from time to time. 8. Quoted rates should be free from any pre‐conditions regarding payments etc. or otherwise offers are liable to be rejected. 9. There will be no escalation in the price during entire contract period. 10. The contract shall be terminated if:‐ (i) The service of the agency is not found satisfactory or the agency changes the rate of contract during the contract period. (ii) In case the agency fails to execute the job as per the terms and conditions of the agreement, the balance / total work will be got executed through other agencies at the agency’s risk and cost. 11. The losses to the IGFA which are directly attributable to the agency shall be deducted from the bills /adjusted from the performance guarantee. 12. Penalty Clause: The EMD shall be forfeited by the AEPC in case: (a) The tenderer withdraws their offer during the period of tender validity. (b) After opening of Tender, the tenderer fails to honor the contract or refuses to comply with any or all terms and conditions of the tender. (c) If the services of the Agency is not found satisfactory as per the terms & conditions of the tender. The proportionate penalty as decided by the SG, AEPC will be imposed and deducted from the final bill. (d) For non‐performance and on mid‐way unilateral withdrawal from the assignment by the agency, the performance security deposit will be forfeited. 13. In case of any dispute or difference arising in relation to meaning or interpretation of the agreement, SG, AEPC would be the final arbitrator.
