Background
The Campus of International Excellence of the Ebro Valley (Campus Iberus)
is a strategic alliance involving four public universities of the Ebro Valley’s
four autonomous regions in Spain: University of Zaragoza in Aragon, Public
University of Navarra in Navarra, University of La Rioja in La Rioja and the
University of Lleida in Catalunya.
This aggregation model is backed up by the private sector and other
stakeholders dedicated to developing RTD&I activities with the four
member universities.
With a focus on quality, excellence and internationalization while
strengthening ties with the productive sector and placing people at the
centre of the learning process, Campus Iberus covers a number of areas of specialization and aggregation in accordance
with its RTD&I capabilities portfolio together with the major thematic domains identified by the Smart Specialization
Strategies of each region involved in this alliance. These areas of aggregation and specialization are:
(1) Materials and technology for quality of life
(2) Technology for health
(3) Energy and environment
(4) Agri-food and nutrition
(5) Remembrance, Heritage and Identity.
Additionally, one of the objectives of Campus Iberus is to develop a policy of strategic alliances with national and
international universities. Specifically, a key action is the institutional strengthening of cross-border cooperation. Campus
Iberus is already working on the construction of a cross-border Campus with the universities of Toulouse and Pau (France)
called EBRoS - European Bioregion of Science of the Western Pyrenees.
After 5 years of work, Campus Iberus was presented as a case study prepared by the S3 Platform at the “Mobilising

Universities for Smart Specialization” conference in Brussels in June 20 2014, showing that smart specialisations are
produced by the specific profile and opportunities of regions, which include the unique contribution of universities to
regional partnerships.
Campus Iberus has recently open a delegation in Brussels which aim to serve as an instrument to enhance its
internationalization strategy while promoting visibility at the higher education and RTD&I landscape in Europe.
