A Centre of Excellence in Automotive Engineering & Road Transport Management
Central Institute of Road Transport (CIRT) a premier institute in the field of auto
component testing, is a the joint initiative of The Ministry of Shipping and Transport,
Government of India and the Association of State Road Transport Undertakings
(ASRTU). Established since 1967 in Pune, acquiring the area of 90 acres.
CIRT is a leading institute in the field of engineering research, testing of auto
components, vehicle certification and research, consultancy & training in transport
policy, planning and management. With more than 4 decades of experience it has
emerged as a single window for the public transport industry. CIRT is well equipped
with state-of-art infrastructure and highly qualified and trained workforce.
ACHIEVEMENTS : NATIONAL & INTERNATIONAL

MoRTH approved CIRT under Central Motor Vehicles Rules (CMVR) for certification of vehicles and Safety
Critical Components.

Director General Supplies & Disposals (DGS&D) recognized CIRT for testing samples for their rate
contracts.

The Department of Scientific and Industrial Research, MOST & GOI has recognized CIRT as Scientific &
Industrial Research Organisation (SIRO).

Bureau of Indian Standards (BIS) for Testing of Samples for Certification.

Partnered with TATA Motors and established IDTR in Pune.

The most important publication of the Institute is the quarterly Journal - Indian
Journal of Transport Management. The journal is addressed to the field of road
transport and its management. It provides a medium for sharing experiences &
exchanging information/ideas on the technological innovations in the sphere of
transport and its management.

CIRT also publishes various other publications and a number of reports and
proceedings of seminars and workshops conducted at the Institute on topics
related to transport policy and management

Notable among them is the annual publication “State Transport Undertakings:
Profile & Performance”. This publication provides comprehensive statistics on
financial and physical performance of the STUs in the country. The publication is
very useful and referred by the management and senior officials of the STUs along
with government departments, ministries, policy makers and NITI Aayog.

The CIRT Library has around 40 publication titles available for sale.

 The Data Bank maintains time series & cross sectional data on the physical &
financial performance of the STUs.

 The Annual Performance Statistics of the STUs is published in the form of a
booklet titled “ Profile & Performance of STUs” every year. Also Half yearly and
Yearly Quick Performance Review of the STUs is published in the Indian Journal of
Transport Management (IJTM).
 The Data Bank collates & compiles the STUs’ performance to finalize the Transport
Minister’s Trophy for the STUs with the lowest accident record, the ASRTU
productivity awards on vehicle productivity, tyre performance & fuel efficiency.
Every year, the Data Bank supplies the performance statistics of the urban STUs in
Maharashtra to the Directorate of Economics & Statistics, Government of
Maharashtra for inclusion in their book “Economic Survey of Maharashtra,
Mumbai” & also makes the data available to government agencies, academicians
& research scholars.
 The Data Bank also serves as a source of statistical information on STUs
performance/inter-STU comparison, needed for various case studies and
consultancy assignments undertaken by CIRT’s consultancy centre.
Safety & Homologation division was established in the year 2007-08. This division of CIRT deals with
Certification and Homologation of Motor Vehicles as per Central Motor Vehicle 1989.. CIRT has extensive
experience in certification of international and national brands for various buses and trucks. CIRT also
undertakes the certification of E-rickshaws and 2-wheelers. CIRT is equipped with state-of–art CMVR testing
facilities. Safety & Homologation division carries out the following main activities:

since 2006, we are into product audit, plant audit and
Third Party Inspections. We undertake inspection of
buses of STU’s, local transport corporations, vehicle
manufacturers as well as private parties.
CIRT is an active member in the formulation and finalization of Automotive Industry Standards &
Indian Standards. Safety & Homologation has the conveyorship for a number of Automotive industry
Standards like AIS:110 for Run flat tyres, AIS:119 for sleeper coaches, AIS:063 for School bus code,
conversion of AIS:044 of tyres to IS:15633, 36 & 27. Active contribution in Formulation and
finalization of Bus Code- AIS:052 and its revisions. Safety & Homologation is instrumental in
formulation of the Urban bus specification I & II and ITS related specifications for the bus industry.
