The establishment of a sustainable institute for legislative research and capacity building has been a long standing aspiration of parliamentarians and parliamentary staff in Pakistan. The establishment of the Pakistan Institute for Parliamentary Services, PIPS, through an Act of Parliament is a major step towards the realization of this objective. 2 Need of New Website: It may be noted that PIPS has been established as a primer institute mandated to provide capacity building, information, research and legislative services to all national and provincial legislatures in their efforts to perform their onerous tasks of law making, executive oversight, policy making and representation. The Institute has been created to maintain the national, provincial and international data, information and statistics to provide to the parliamentarians for the efficient performance of their duties. The institute needs to develop a state of the art new website to cater the above mentioned services to the parliamentarians. During the past decade the objectives of parliamentary website have become more complex and more challenging to fulfill the functions of PIPS. Its website has to be dynamic, database driven site for future scale, Search Optimized content enabled, having Parliamentarians/members driven content submission and retrieval system. It should be Content Management System (CMS) based with PakLAG Koha Library System Deployment and Integration that covers W3C standards. PIPS reserve the right to: Reject any or all offers and discontinue this RFP process without obligation or liability to any potential Vendor, Accept other than the lowest priced offer. (Customized PHP code is recommended) The website will contain a comprehensive database of PIPS Research Papers, News Letters, PIPS Journals, Reports, Articles, Handbooks, and Guides with National and International researches, laws and acts etc. Parliamentarians and PIPS Staff authentication will be required to view and download the resources etc. Some of latest research of PIPS will be visible to public but Members can access to all the resources through Authentication. Additionally, a central admin user interface should also be created through which content of all sections can be modified. Warranty shall cover, 9.13.1.1 Free-of-charge fix-up of all security and technical problems for smooth and error-free functioning of website 9.13.1.2 Free-of-charge minor changes (modifications and enhancements) to the website for a predefined number of man-hours. The number of man-hours to be quoted by Consultant should be based on past experience and should not be less than 20% of the overall website development man-hours. 9.13.2 Consultant shall provide 1-year maintenance (involving the IT personnel from the client’s organization) on expiry of warranty period. Maintenance shall cover, 9.13.2.1 Free-of-charge rectification of all security and technical faults related to smooth and error-free functioning of the website 9.13.2.2 Free-of-charge minor changes (modifications and enhancements) to the website. 9.13.2.3 Detailed maintenance plan should be provided by the Consultant with maintenance procedure, response time, charges, etc. 9.13.3 Minor website changes/enhancements should be performed in minimum possible time (preferably within 24 working hours) 9.13.4 All changes to the website must be tested by Vendor and pre-approved by PIPS prior to deployment 9.13.5 Consultant will work closely with the relevant IT staff of PIPS and will build the system with them 9.13.6 Phone support 9.14 Change Management 9.14.1 In case of any change requested by the Client after finalization of SRS, Contractor will provide Client in writing, the estimate increase in scope of work. 9.14.2 To implement the new / revised changes, both the parties would again sign the revision to RFP/Technical Specification Document and agree to the increase in Project Cost as per the rates mentioned in ‘.
