Transmission Line Licence 3568-D03-2015 Appendix 2 to Decision 3568-D01-2015 EPCOR Distribution & Transmission Inc. Transmission Line 1206L/1212L February 9, 2015 Proceeding 3568 Application 1611070-1 AltaLink Management Ltd. (AltaLink) and EPCOR Distribution & Transmission Inc. (EPCOR), pursuant to Permit and Licences U2014-209 and U2014-211,1 are the operators of the 500-kilovolt (kV) transmission line 1206/1212L (the transmission line) from Ellerslie 89S substation in south Edmonton to Heartland 12S substation in the Gibbons-Redwater area. AltaLink and EPCOR own and operate portions of the transmission line within their respective transmission service areas. AltaLink and EPCOR, by Application No. 1611070-1, registered December 11, 2014 (the application), applied to the Alberta Utilities Commission for approval to transfer to AltaLink ownership of the portion of the transmission line consisting of the SF6 gas insulated line system (GIL) terminating at Ellerslie 89S substation, as specified in Application 1606609. The Commission, pursuant to sections 15 and 19 of the Hydro and Electric Energy Act, approved the application in Decision 3568-D01-2015,2 and granted EPCOR a licence to operate the transmission line. This approval is subject to the provisions of the Hydro and Electric Energy Act and the Alberta Utilities Commission Act, any regulations made under the acts, any orders made under the acts, the Commission rules made pursuant to the Alberta Utilities Commission Act, and the following terms and conditions: 1. EPCOR’s portion of the transmission line and the route of the transmission line shall be as shown on Appendix A, and as described in the application, Applications 1606609 and 1610091 and in Decision 2011-436.3 2. Specifications of the transmission line shall include the following: a) The transmission line shall be designed, built for and operated at a nominal voltage of 500 kV. b) The transmission line shall be constructed of double-circuit steel lattice towers as specified in Application 1606609 and as stipulated in Decision 2011-436 except in the following locations: 1 2 3 Transmission Line Permit and Licences U2014-209 and U2014-211, Application 1610091, Proceeding 2932, June 6, 2014. Licence 3568-D03-2015 Page 1 of 3 i) The transmission line shall be terminated at Ellerslie 89S substation by the GIL. ii) The transmission line shall be constructed of double-circuit monopole from the location near the intersection of Anthony Henday Drive and Highway 14 to just south of Baseline Road as stipulated in Decision 2011-436. c) Other aspects of the construction as more particularly described in Application 1606609 and as discussed in Decision 2011-436. Permit and Licence U2014-211 is rescinded. The Commission may cancel or suspend this order, in whole or in part, in accordance with Section 41 of the Hydro and Electric Energy Act or may review this order, in whole or in part, upon its own motion or upon an application by an interested party, in accordance with Section 10 of the Alberta Utilities Commission Act.
