SBMA execs supports pay hike, but asks workers for patience
By Malou Dungog
Punto! Central Luzon • February 19 - 21, 2015 • Thursday - Saturday
SUBIC BAY FREEPORT —
The top management of the
Subic Bay Metropolitan
Authority (SBMA) said it
supports employees’ call to
implement the Salary Standardization Law (SSL) in the
agency, but asked that workers agitating for the long-delayed salary adjustments be
more patient for the petition to
run its course.
SBMA Chairman Roberto Garcia said in a dialogue
with employees here on Monday that his office sympathizes with the call by rank-andfile workers to implement the
SSL, but is not in a position
to implement an increase for
some 3,000 employees without any approval from President Aquino.
“The bottom line is, we
have to get the approval of the
President,” Garcia explained.
“H’wag natin pangunahan ang Pangulo. That could
jeopardize the position of the
SBMA and the increase we’ve
been fighting for in the last
three years,” Garcia added.
Garcia pleaded for more
patience from the SBMA
workforce, as some employees wore black armbands on
Monday as a sign of protest
against the delayed salary adjustments.
The employees also conducted a candlelight vigil in
front of the SBMA main office
on Monday night to further express their sentiments.
The employees said that
their pay rates set in 2008
2
have remained way below the
standards prescribed by Executive Order No. 76 that was
signed by President Aquino in
April 2012 and that their salaries are 55 percent lower than
their counterparts in other
GOCCs and LGUs.
Garcia, however, assured
the employees that the SBMA
management supports both
the request for a 10 percent
salary hike and the petition
for salary adjustments under
the SSL, and that these have
already been filed before the
proper offices.
“The request for a 10 percent increase has been on
the President’s desk for some
time now, and he has already
called for five meetings, but
there have been (inevitable)
delays. Last week, the sixth
meeting that was called to
settle this issue was also cancelled,” he added.
The SBMA official also
asked employees to follow
the proper procedure and to
respect the President’s office
which is to give the green light
for the salary adjustment.
He revealed that the SBMA
has already allocated P400
million in the 2015 budget
for the implementation of the
SSL.
“Some people say that I am
against the implementation of
salary adjustments for the employees, but if I were against
it, I wouldn’t have that budget
approved,” Garcia stressed.
Noting that the petition for
salary increase had been filed
in 2011, Garcia explained that
that his administration had ap-
SBMA employees urge Malacañang to approve the implementation of the Salary
Standardization Law.
proached the problem by first
improving the financial capability of the agency to implement the increase.
“We couldn’t have afforded it in 2011 because we had
losses of about P8 billion. But
now that we have improved
our financial position, then
we’re pushing for the salary
standardization,” he added.
The SBMA chairman also
revealed that his office has already secured recommendations for the retroactive implementation effective January
2013 of the 10 percent pay increase for SBMA employees.
Both the Commission on
Audit and the Office of the
Government Corporate Counsel came out last week with legal opinions allowing the proposed increase under the SSL
and under BCDA rates but
with the approval of the President, he added.
Car drifting steals show at balloon fest
By Ashley Manabat
CLARK FREEPORT – Six car
drivers including one from India showcased their car drifting skills at the taxiway of the
Philippine Air Force (PAF)
runway at the recent Hot Air
Balloon Festival here over the
weekend.
Audel “Dr. Drift” Sison said
a new organizing body that
is managing drifting which
is called Pacific Drift Championship organized the car
drifting demonstration for the
19th Hot Air Balloon Festival
to promote car drifting in the
Philippines which is fast be-
coming a popular sports as
well as a five-round international car drifting competition
to be held at the Clark Speedway here and at the Quirino
Grandstand and Cultural Center of the Philippines complex
in Manila.
Sison said Round 1 of the
international competition will
be done during the launch of
the “Fast and Furious 7” movie which is going to be held in
Manila on March 28. Round 2
will be held at the brand new
speedway in Tarlac in April,
Round 3 at the Clark International Speedway and Rounds
4 and 5 in Manila.
Crowds milled around the
heavily modified Nissan cars
with fiberglass body and 600
horsepower engines that are
used for drifting.
“We use Nissan Silvia S15
and Nissan Cefiro,” Sison said
as he walked over the car displays.
Sison said a demo run, 30
minutes in the morning and
another 30 minutes in the afternoon, were made during
the four-day festival to show
what is going to be in the competition. He also said spectators were invited for shotgun
rides to experience car drifting
which was a hit at the festival.
“We drifted sideways plus
a combination of side by
side, two cars proper tandem
demo,” Sison explained.
Some of the local car drifters include Tourism Infrastructure and Enterprise Zone
Authority (TIEZA) GM Mark
Lapid and his younger brother Porac Councilor Maynard
Lapid, businessman Bingbong Lingat, and Radrich Albano, son of former QCPD
chief Richard Albano.
Drifting is a driving technique where the driver intentionally oversteers, causing loss of traction in the rear
wheels or all tires, while main-
taining control from entry to
exit of a corner.
A car is drifting when the
rear slip angle is greater than
the front slip angle, to such
an extent that often the front
wheels are pointing in the opposite direction to the turn
(e.g. car is turning left, wheels
are pointed right or vice versa,
also known as opposite lock
or counter steering).
As a motorsport discipline,
professional drifting competitions are held worldwide and
are judged according to the
speed, angle, showmanship
and line taken through a corner or set of corners.
Automated
weather
station up in
Bataan town
BAGAC, Bataan- The Weather Philippines Foundation has
equipped this municipality with
an automated weather station
(AWS) that will provide weather forecasts here as well as in
surrounding areas.
Nicanor Ancheta, Bagac
municipal administrator, said
the town has become the first
and only local government unit
in Bataan equipped with the
AWS.
The WPF, a non-stock,
non-profit organization, will
provide free weather forecasts
produced on the basis of data
from AWS installed in Bagac
and other chosen LGUs in the
country.
The AWS is solar-powered
that provides wind direction
and velocity temperature, air
pressure, humidity, rain and
amount of sunlight. The foundation will assign meteorologists to train the LGUs in its
operation.
Ancheta said they have
temporarily installed the AWS
at the back of the municipal
hall but soon it will be transferred to a higher and permanent site.
He said that digital information boards were already readied at the municipal hall, public
market and town plaza where
weather forecasts will be relayed.

Cayetano asks gov’t to be sensitive, MILF to be sincere
By Armand M. Galang
SCIENCE CITY OF MUNOZ
– Sen. Alan Peter Cayetano
remains clueless on the “rich
man” whom his colleague
Sen. Mriam Defensor-Santiago said is cooking a plot to
oust President Aquino from office but warned Malacanang to
be “sensitive” to the people’s
sentiments.
At the sidelines of his talk
with students that sit as trustees and regents of state universities in the country called
Student Trustees and Regents Union of the Philippines
(STRUP) Friday afternoon,
Cayetano also asked the Department of Health to undertake a check on the “mass amnesia epidemic” that hit government officials on the bloody
Mamasapano operation.
“Ang problema kasi sa Pilipinas, marami nang rich man,”
Cayetano said when asked if
he already has an idea of the
rich man who allegedly funds
the coup plot against the Aquino administration.
That people or forces who
want Aquino out of Malacanang banding together is a
part of democracy, the senator
said. “Pero ibang usapan na
pag coup d’etat,” he added.
And government stability
is a day-by-day business, he
stressed.
“I mean, wala namang Filipino na gusto ng gulo pero
wala rin namang Filipino na
gustong hindi ipinaglalaban
ang kanyang mga karapatan.
Ang stability ng gobyerno dayby-day yan so I think naman
it’s stable, people believe in
Cayetano, meanwhile admitted, that the MILF got his
ire during the Senate investigation on the massacre of 44
members of the police’s Special Action Force (SAF) in Mamasapano, Maguindanao last
Jan. 25. Scores were also
wounded during the “mis-encounter.”
“Tama ba naman na makipag-peace talk ka tapos bawat
galaw mo pag di ka sumunod,
giyera? Tama ba naman na
ang hinahanap mo ay terorista ang isusukli sa’yo, bala sa
ulo at pagpapatayin yung mga
kasama mo,” he said.
The people should under-
stand, he said, that Marwan
was an international terrorist.
“Si Marwan ay isang high level
na international terorist. Siya
ba ay magtatago sa kuta ng
MILF kung sa tingin niya ay di
siya safe don? So pa’no ka ba
namang hindi magagalit kasi
ginagawa tayong istupido eh.
Sasabihin
nakikiramay kami, thank you,
e nasan yung justice? Nasan
yung mga pumatay? Nasan
yung imbestigasyon niyo? “
Cayetano said.
He noted that Marwan
stayed for long in the former
residence of a top MILF commander who presently lives
barely half kilometer from the
place.
“Controlled area nila ‘yun
tapos sasabihin nila ay hindi
nila kilala si Marwan. Siguro
naman po ay maiintindihan
ng ating mga kababayan, sorry, we weren’t born yesterday.
Huwag niyo kaming lokohin,”
he added.
On government officials
who refused to detail the operation, Cayetano said the country is now plagued with a mass
amnesia epidemic.
“’Yun ang dapat tingnan
na bagong epidemic ng DOH
– mass amnesia. Nung dumating sa pananagutan na,
nung side ng gobyerno ay
nagka-amnesia lahat,” he
said, adding, however, that the
people also be reminded that
the root of the incident is the
MILF’s supposed coddling of a
terrorist.

Improvement with concrete pavement of farm-to-market road from Sitio Gubat,
Barangay Laug to Barangay Sta. Maria. Contributed photo
MEXICO, Pamp. --- The Department of Interior and Local Government (DILG) announced yesterday that they
have already finished the concrete pavement of two separate barangay roads in this
town with funding allotment of
P3,247,365.38.
The DILG under Secretary
Mar Roxas funded these infrastructure projects through the
Bottom-Up Budgeting (BUB)
Program.
Myrvie Fabia, DILG provincial director disclosed that the
paved road of 340 linear meters from Barangays Cauayan to Buenavista amounted
to P1,498,221.93 and the other improved and newly-concreted 400 linear meter-road
located ing Barangays Laug
and Santa Maria totalled to
P1,749,143.45.
The local officials and residents here headed by Mayor Roy Manalastas had expressed gratitude to Secretary
Mar Roxas, DILG Regional
and Provincial staff for providing easy access to progress
for its citizenry through the improvement of local roads.
Locals here said that with
the completion of these local roads they could quickly
transport the farmers’ produce
to the marketplace and other
trading posts.
Fabia said the two Farmto-Market
road
projects
were part of the 15 million
peso-worth 2014 BUB Local Poverty Reduction Action Plan (LPRAP) formulated by the Local Poverty Reduction Action Team (LPRAT)
signed by Mayor Manalastas as chairperson, Roel D.
Sotto (Parents-Teachers Association-South District) as
co-chairperson, and two other
signatories from Civil Society
Organizations led by Analyn
D. Calayaan, parent-leader of
Pantawid Pamilyang Pilipino
Program, and Joven T. Mariano of the Municipal Agriculture and Fisheries Council
Fabia explained that the
BUB program which started in 2013, is aimed at making planning and budgeting
processes of both national
and local governments more
participatory,
transparent,
and responsive to the urgent
needs of the people especially the poor and marginalized
through genuine involvement
of grassroots organizations
and community groups.
“It hopes to institute budget reform, thus LPRATs were
formed through the local Executive Order composed of
equal number of representatives from CSOs elected by
themselves through an assembly, and Local Government Unit officers headed by
the Local Chief Executive,”
Fabia said.
She said that series of orientations and workshops were
conducted to formulate grassroots-based plans according
to the guidelines jointly-formulated and approved by the
participating national government agencies.
“Through BUB now the citizens experience more than
ever, the constitutional definition of government which is,
“a government of the people,
by the people, and for the people”, she added.
NPA burns heavy equipment anew
By Armand M. Galang
BONGABON, Nueva Ecija- Five
suspected members of the communist-led New People’s Army (NPA)
burned a heavy equipment owned by
a local contractor for alleged failure
to “pay revolutionary tax” in Barangay
Palomaria here before dawn on Friday.
Police said the suspects, armed
with long firearms, poured gasoline on
a crane link belt owned by LRTIQUI
Builders Inc., stationed along Bongabon-Rizal Road and set it on fire at
about 12:15 a.m.
PO3 Gerald Paul Cayog, investigator, said two caretakers, two village
peacekeepers and a village councilor were in the area when five heavily
armed men came from nowhere and
warned them of harm should they intervene.
“Huwag kayong makialam, mga
NPA kami,” witnesses quoted the suspects as saying.
The warning was followed by a
burst of fire skyward air as some of
the suspects who brought with them
plastic containers poured gasoline to
the heavy equipment.
The suspects immediately fled,
taking the direction of Old Palomaria
to the mountainous portion of Barangay Arriendo, Cayog reported.
Members of the Bongabon Fore
Volunteers who responded declared
fireout at about 12:25 a.m.
Lawmen recovered empty shells
from an M16 Armalite rifle, .9mm and
.45 pistols, police said.
Elements of the town police and
the Philippine Army’s 703rd Brigade
based in Barangay Calaanan, also of
this town, are conducting hot pursuit
operations against the suspects, police added.
This was the latest in a series of
attacks on private contractors in this
town. Recently, a backhoe owned by
a certain Reguyal Construction was
also burned by suspected rebels.

rules and regulations, i.e., with an Unqualified or
Qualified COA Opinion of the immediately preceding
year; Compliance with the Full Disclosure Policy
of Local Budget and Finances, Bids and Public
Offerings e.g., Annual Budget, Statement of Receipts
and Expenditures, Annual Procurement Plan or
Procurement List, and Bid Results On Civil Works,
Goods and Services and Consulting Services.
“Another proof of the soundness of our financial
policies and the transparency of all our transactions.”
So said hizzoner of the SGFH. So rightly.
Still one more manifestation of the Pamintuan
administration’s strict adherence to its mandate
to serve is the 2014 Seal of Child-Friendly Local
Governance Certificate awarded the city by the
Council for the Welfare of Children.
Signed by Social Welfare and Development
Secretary Corazon Juliano-Soliman and DILG
Secretary Mar Roxas, the recognition cited the city
for “implementing programs that are geared towards
the protection of children, upholding their rights to
survival, development and participation.”
That sealed, punning aside, the veracity – and
efficacy – of the policy of the city government
enunciated by Pamintuan at the time of the recent
APEC meetings: “…to rescue street children roaming
the streets in line with the country’s compliance to
the Millennium Development Goals, the Local
Government Code which explicitly states that ‘it
shall be a policy to protect and rehabilitate children
gravely threatened or endangered by circumstances
which affect or will affect their survival and normal
development and over which they have no control’,
and other pertinent laws like the Special Protection
of Children Against Child Abuse Act and the Juvenile
Justice Welfare Act.”
Added the mayor then: “We feed them, give them
shelter and return them to their respective families.
We also educate them and their parents. In some
cases, we even file formal complaints against the
parents in line with the Juvenile Welfare Act.”
Two seals of good governance in a matter of days.
Yeah, no mean feat there.
A spoiler though – two coeds found stabbed to
death in their residence. Negating police claim of a
dramatic drop in the city’s crime rate.

Marcos on Mindanao
AS EARLY as the summer of 1972, while Luzon was in near anarchy, Mindanao
was being beleaguered by the activities of some 16,000 Muslim secessionists.
Strengthened by foreign material and moral support, encouraged by the seeming
impotence of government in Luzon, the secessionists were planning an all-out
attack to overwhelm government military installations in the Muslim provinces of
Sulu, Zamboanga del Sur (including the island of Basilan). Zamboanga del Norte,
Lanao del Sur, Lanao del Norte and Cotabato, and from there, take over all of
Mindanao and Sulu.
As a matter of fact, as early as October last
year – less than a month after the proclamation of
martial law – the rebels in Marawi City (Lanao del
Sur), confusing their signals, precipitately started
the rebellion, overwhelming some Constabulary
detachments. They burned the Philippine Army
headquarters, took over complete control of the
city – notably, Mindanao State University, where
the Japanese Ambassador, Toshio Urabe, was
almost captured by the rebels – and cut off all
radio and road communications to other parts
of the province.
In late February and early March, the summer
plan of 1972 belatedly went into operation in
Cotabato when 6,000 rebels overran most of
the towns, threatening the IV PC (Philippine
Constabulary) Zone headquarters in Parang
as well as Cotabato City, destroyed the bridges
and immobilized all transportation within the
province.
Before that, Basilan was almost completely
occupied by several thousand rebels;
Zamboanga del Sur was plunged into a state
of turmoil. Again before January, government
troops had practically lost the province of Sulu,
except for the poblaciones, to numerically
superior rebels and secessionists.
Only the superior training and courage
of government troops, their heroic and alert
leadership, and the support of both Muslims
and Christians, organized and doing battle as
self-defense and strike forces, turned the tide
and recovered most of the beleaguered areas
for the Republic of the Philippines.
What relation do these apparently strictly
military actions have on my decision for a quick
ratification of the Constitution? The answer is
that these military events were dominated by a
political plan.
The Muslim secessionist rebels had
somehow convinced their financial supporters
abroad (openly identified in the international
press) that there was a civil war in the
Philippines and this was an ideal condition for
establishing a government separate from that
of the Republic of the Philippines, allied, if
necessary, with a neighboring country. This
step would be followed by a demand from the
United Nations Security Council for the right
of self-determination, following the formula
that successfully set up Bangladesh as a state
independent of Pakistan. The date for the
accomplishment of the plan was January 1973.
The plan was almost a political masterpiece.
My options were few. The hostile reaction of the
American press to the declaration of martial law
destroyed for us any immediate expectation of
United States aid – at the time we badly needed
materiel. And, then, of course, the assaults in
Mindanao were calculated to divide our forces
between Luzon and Mindanao.
The political plan, along with its clever, if
crude, military strategy, might very well have
worked if I had vacillated about the risks
of immediately ratifying the Constitution.
The danger of a supposedly separate and
independent government set up in one or
another municipality in Mindanao was apparent,
and would at once hold in doubt our sovereignty
in the area.
The only possible maneuver dictated by
the national interest was to meet this incipient
“splinter state” with a government and a
republic duly supported by the great majority
of the people, especially the Muslim citizenry,
operating under a constitution of their own
making and already ratified so as to be
enforceable by the government.
Time, of course, was of the essence. The
secessionist plan had been set back a few
months, but out intelligence sources from
the rebel camps were quite certain that the
secessionists were determined to follow
through their plans – especially that of setting
up a separate government – before the end of
January this year.
More than anyone, I knew the vulnerability
of the Philippine Republic in the Muslim
areas; martial law was a success in the rest
of the country, but our southern backdoor was
strategically vulnerable to the secessionists. An
excruciatingly careful estimate of the situation
convinced me that if the entire citizenry,
including the residents of the Muslim provinces,
were to approve the new Constitution by a show
of hands through the barangays, this would
dishearten the rebels and the secessionists,
commit the fence-sitters, and derail the plan for
separation.
I could only achieve this advantage by
pushing through the barangay plebiscite by
the middle of January. Necessarily, some
formalities had to be set aside, such as the
secret or written ballot and allowing a month or
two of full discussions of the Constitution.
I was taking a legal and constitutional
gamble, to be sure, but at stake was the
integrity of the sovereign state rather than a
technicality of law.
As it turned out, however, the results of
the plebiscite, no matter how much it was
questioned by a few, achieved the purpose
I had envisioned. The secessionist plan was
upset.
Obviously, neither armed might nor
exhortation would have sufficed to save
the integrity of the sovereign state had the
secessionists succeeded in their plan to install
a separate “sovereignty.” On the other hand,
prudent statesmanship constrained me from
revealing to our people the full dimension of the
danger to themselves, their country, and their
progeny.
NOW SPEAKING from the grave, okay,
from his 1973 book Notes on the New Society
of the Philippines, President Ferdinand E.
Marcos finds relevance in the current of events
besetting the Filipino nation today.
The same arena of battle. A different time.
When leaders were men. Shame.
There is a vitality, a life force, an energy, a
quickening, that is translated through you into
action, and because there is only one of you in all
time, this expression is unique. And if you block
it, it will never exist through any other medium
and will be lost. –Martha Graham

AbeKa pooh-poohs Lapid
claim on bonus tax law
THE Partido Abe Kapampangan (AbeKa) yesterday
pooh-poohed the claim of
Senator Lito Lapid that he is
a principal author of the new
law, Republic Act 10653, that
exempts the 13th month pay
and other bonuses from taxes.
“The claim is like cattle rustling. As we put it in Kapampangan, it is like mapanaku
damulag,” said AbeKa deputy
secretary general William Aguilar.
“The principal author of
the law is Senator Ralph Recto, and Lapid probably just
checked in his name as an author of the bill, perhaps even
without reading its text,” Aguilar said.
In a press statement,
Lapid’s camp claimed he is
among the principal authors
of the measure, stating that he
supposedly filed Senate Bill
No. 1838, which was supposed
to be the basis of RA 10653.
Aguilar said that despite
Lapid’s claim that he filed the
most number of bills in the
Senate, only one has been
passed into law, the Free Legal Assistance Law, because
most of Lapid’s bills “border on
the ridiculous,” including regulating the weight of school
bags.
Lapid has recently announced his plan to run for
mayor of Angeles City in 2016.
“Kapampangans and perhaps the entire nation are
awaiting the good senator to share his views on the
Mamapasano incident, particularly in a situation where government forces are running out
of ammunition. In his movies,
Lapid can annihilate armies
and can even split a bullet to
hit two targets,” Aguilar said in
jest.
“But seriously the Mamapasano incident is a national tragedy, and we yearn for
the Kapampangan senator to
stand up and make a serious
position,” he added.
AbeKa recently advised
Lapid to focus first on his job
as a senator, since the elections are still a long way to go,
instead of campaigning too
early to become mayor of Angeles City.
In 2007 Lapid, an incumbent senator, ran for mayor of
Makati City but was badly defeated by now vice president
Jejomar Binay. In his last year
as senator, Lapid is eyeing
the mayoralty of Angeles City,
even if he is from the town of
Porac, Pampanga.

Angeles’ crime rate down 15% - EdPam, ACPO
ANGELES CITY – The index crime rate has
declined by as much as 15%, from 554 to 470
covering January 2014 to January 2015, signifying improved peace and order in this city.
This was according to a report from Angeles
City Police Office (ACPO) as Mayor Edgardo
Pamintuan recently convened the first meeting
of the City Peace and Order Council (CPOC)
for 2015.
In the same report, ACPO recorded a 32%
increase in the crime solution rate in the onset of 2015, wherein 152 crimes are declared
“solved” as compared to the previous year’s 45
resolved cases.
The Weekly Crime Trend (WCT) further
validates the decreasing movement of crime
in the city. A consistent drop in the city’s crime
volume from 139 from October 24 to November 2 to only 74 crimes in the recent recorded
week.
According to Pamintuan, who is also the
chairman of the CPOC, this is a manifestation
of city government and national police’s commitment in making Angeles City a safe haven,
not only for the people of Angeles, but also
for indirect constituents like students, workers,
tourists and other groups who come to visit Angeles City.
“We are now beginning to reap the fruit of
our hard-earned toil to somehow decrease, if
not totally eradicate, forms of crime that greatly
affect the lives of our citizens here in Angeles,”
he expressed.
The ACPO also reported on the security
they provided during the APEC 2015 Senior
Officials’ Meeting, held inside Clark Freeport
Zone. A total of 973 APEC delegates were billeted in hotels in Angeles City.

Local Governance Awardee
During the same meeting, City Social Welfare and Development Officer Heide Patio, presented the 2014 Seal of Child-Friendly Local
Governance Certificate given by the Council for
the Welfare of Children (CWC).
The local government was cited for implementing programs that are geared towards the
protection of children, upholding their rights to
survival, development and participation. The
Award was signed by DSWD Secretary Corazon Juliano-Soliman and DILG Secretary Mar
Roxas.
Just recently, the DILG also awarded the
Seal of Good Financial Housekeeping (GFH) to
the local government of Angeles City.
“We are all gaining these recognitions because we are doing what is right according to
our mandate and the Angeleños see that,” said
Pamintuan.

Timeline on
Paskuhan
In a virtual repetition
of the banner story of the
Feb. 16-18 issue of Punto, Lapid said on January 12, 1989, pursuant to
its mandate under Presidential Decree No. 564,
the Philippine Tourism
Authority (PTA) executed
two Memorandum of Understanding with Jesus
Lazatin for the purchase
by the former of different
parcels of land from the
latter, with PTA conveying P100,000 to Lazatin
as earnest money.
On November 27,
1989, Lapid said, two
Deeds of Absolute Sale
were executed between
the two parties over the
same subject containing an area of 50,000
square meters and another 43,146 square meters for P80 per square
meter.
On December 6,
1989, P4 million was
paid for the 50,000
square meter lot and
P3,451,680 was paid for
the 43,164 square meter
lot, Lapid said.
On April 30, 1992, a
Deed of Exchange was
executed over Lot 3208G-4 owned by PTA and
Lot 3623-B owned by
Lazatin, he continued.
Subsequently, Transfer Certificate of Title
(TCT) Nos. 297231R covering an area of
43,164 square meters
and 376323-R covering
an area of 50,000 square
meters were issued in favor of PTA on March 30,
1990 and July 15, 1994
respectively, Lapid said.
In 2009, PTA was reorganized as the TIEZA under Republic Act
9593 or an act declaring
a national policy for tourism as an engine of investment, employment,
growth, and national development and strengthening the Department of
Tourism and its attached
agencies to effectively
and efficiently implement
that policy and appropriating funds thereof.
Lapid said in 2011,
upon the direction of the
TIEZA Board of Directors
headed by Secretary Ramon Jimenez, a study for
the highest and best use
and Master Planning of
TIEZA properties identified for privatization,
which included Hilaga,
was undertaken by a private consultancy firm engaged through a public
bidding.
He added that one of
the options recommended by the consultants for
Hilaga was the sale of
the property.
In its resolution on
January 11, 2014, the
TIEZA Board authorized
the engagement of the
services of consultants
in relation to the privatization of 13 properties
including Hilaga.
Lapid said on April 2,
2014, through a public
bidding, the consultancy
services were awarded
to Chadaro Consortium.
As provided in the services contract, within two
years, the consortium
shall provide the conceptualization and groundwork for the privatization
of assets as well as provide expert advice in determining the best option
on how to successfully
privatize the identified
assets.
The consortium shall
also assist the TIEZA
throughout the process
of implementing the concept based on due diligence they have conducted and in the actual
privatization of the assets.
Lapid said at least
four of the assets shall
be privatized through
sale, joint venture, lease,
management contract or
through other modalities
allowed by law.
After numerous meetings and evaluations, it
was agreed that the assets to be included in
the First Tranche are
the Agoo Playa Hotel in
La Union, properties in
Matabungkay and Talisay in Batangas and
Hilaga.
On October 27, 2014,
Lapid said the appraisals
of the value of each assets were presented and
approved by the Board.
Also approved was the
disposition of the assets
in the First Tranche by
December 2014.
Lapid said the mode
of privatization chosen
for the First Tranche is
an outright sale on an
“as is where is” basis.
After coming up with
a reasonable Terms of
Reference, the Special
Bid and Awards Committee for Privatization conducted a public bidding
on December 17, 2014
for the First Tranche of
the properties, Lapid
said.
He also said the publications of the invitation
to bid were placed in two
national dailies on October 31, November 3 and
November 10, 2014.

Lone surviving dolphin...

Julius was among
the 31 dolphins which
beached
themselves
some three weeks ago
on the coasts of Pangasinan and La Union,
a phenomenon experts
described as “unusual
mortality event (UME).”
The dolphins were
transported to the Ocean
Adventure theme park’s
Dolphin Rescue Center, a journey which took
about five hours. Of
the 31 dolphins, 22 died
days later while eight
were released back into
the ocean. Julius initially survived but needed
medical attention, Aragones said.
The other day, however, Julius also died.
Gail Laule, chief operating officer of Ocean
Adventure, said “dynamite fishing is the likely cause of the incident,
and Julius apparently
suffered serious trauma. When a dolphin, or
whale, comes ashore
that means they have
lost the ability to survive
in their environment.
They are in critical condition, so the odds of success are very low. “
Aragones noted that
“caring for Julius was another testament to how
far the Stranding Network has come in terms
of effective cooperation
between agencies like
BFAR, local government
units, and members of
the civilian population
where these incidents
occur.”
She explained that
UME is “an unprecedented stranding that involves a significant number of animals going to
shore in one geographic area under conditions
that require immediate
intervention.” Aragones, also a professor of marine mam-
mal science at the Institute of Environmental Science and Meteorology at UP Diliman
added that the dolphins
were most likely from the
same group, as Fraser’s
dolphins are often found
in large groups of up to
several hundred animals.”
“The Fraser’s dolphins are a deep water species so they may
have been attracted into
the Lingayen Gulf by the
abundance of Acetes, locally called “alamang,”
which have noticeably
increased recently,” she
explained.
Dr. Leo Suarez, staff
veterinarian at Ocean
Adventure who oversaw
the rehabilitation of Julius, said that “teams of
staff and volunteers provided around-the-clock
care, gently supporting him and helping him
swim for short distances
on his own.”
He noted that “one of
the biggest risks of long
term rehabilitation is scoliosis or curvature of the
spine from limited movement. Therefore, caregivers provided physical
therapy multiple times a
day to keep his muscles
working properly and the
spine aligned.”
Laule said Ocean
Adventure still cares for
three dolphins, all victims of dynamite fishing,
named Valentina, Scarlet, and Phina.
“These
dolphins,
which we fondly call
the dynamite girls, all
managed to survive because of the work of the
Stranding Network. We
brought a scientist from
Hawaii to conduct audiograms on the dolphins,
and found all three suffering from permanent
hearing loss. They are
now thriving here with us
at the park,” he noted.

Anyway, that was water down the drain now at halos di na maalala ng publiko.
kanyang anak sa piling i Chiz.n
“Ako na mismovang kakatok sa inyong pinto kapag nakita kong totoo kang masaya,” sabi pa ng isang parte ng sulat.
Mukhang na-miss talaga ni Coco Martin si Julia Montes dahil siya pala mismo ang nag-request na magkasama
sila ng young actress sa Wansapanataym Presents Yamishita Treasures.
Nagkaroon ng announcement presscon para sa naturang proyekto held last Tuesday sa ABS-CBN na
dinaluhan nina Coco and Julia at ng iba pang cast.
“Puwede namang mag-request,” sambit niyang natatawa.
“Hindi, pero, ganu’n, eh, ’di ba, lalung-lalo na ’pag sa mga proyekto, ’pag may nakikita kang
babagay para du’n sa role, saka sabi ko nga, kumbaga, after ko talaga na mapanood siya sa Halik
sa Hangin, sobrang galing na galing ako sa kanya, and then, sabi ko nga, sana, magkasama
kami ulit sa proyekto ni Julia.
“And then, sa sobrang busy ng schedule namin, na ang dami naming gagawin, and then,
“Eh, siyempre, ganu’n,” natatawa niyang sabi, “pinahihirapan mo ako, eh,” biro pa
niya.
konsepto pa raw siyang ginawa for next year, isang pelikula naman na pagsasamahan
nilang dalawa.
And then dito,
Heart Evangelista
Sobrang cute nina Daniel Padilla at Kahtryn Bernardo ksa presscon ng movie nilang
Crazy Beautiful You under Star Cinema.
What you see is
what you get.
“Ituloy lang nila ’yung natural. Sabagay, lumalabas naman ’yan on screen, kung ano
’yung nangyayari sa kanila, nakikita ko naman. Maski ako, kinikilig ako, eh. Fan nila ako,”
sabi ni Gabo.
Natanong si Daniel kung gaano siya ka-crazy kay Kathryn at nakakatuwa dahil hindi
niya masagut-sagot ang tanong dahil nahihiya raw siya.
“Nakakahiyang sumagot, maraming tao. Nahihiya rin naman ako,” sabi ni Daniel.
Nahihiya pa rin ba siya kay Kath after how many years of being together?
“Oo naman, hindi naman nawawala ’yun. At saka, talagang mahiyain ako,” sambit
