Cambridge Live is a new charity set up to run the Cambridge Corn Exchange and Guildhall, Cambridge Folk Festival and Cambridge City Events; making a key contribution to accessible culture in the region, and underpinned by a sound commercial basis. Currently through a wide range of excellent and innovative activities we reach nearly 300,000 visitors each year. An eclectic mix of products and services will give the charity a broad base; from the Brussels Philharmonic and the Philip Glass Ensemble playing at the Corn Exchange to cookery competitions and boxing matches in the Guildhall; from Folk Festival workshops on willow sculpture and children’s instrument-making to Van Morrison and the Fisherman’s Friends; and from festive fireworks and the Tour de France to Paul Weller and Paloma Faith these all make up the programme of over 400 performances a year. The main charitable purpose of the organisation will be the advancement of art for the public benefit. Quality and excellence underpin all the programming, as well guaranteeing community outreach and engagement, which will form an important component of this ethos. Our commercial activities through selling services and space and managing conferences and other events sit alongside, operating in the trading company. Cambridge Live will be operational from 1 April 2015 when the staff and assets will transfer from Cambridge City Council. The organisation will be run on a day to day basis by a managing director and a team of approximately fifty staff, who will be employed by the charity. Cambridge Live is expected to have a turnover of some £5m per annum. This new organisation has been set up as a charitable company, limited by guarantee and governed by a board of trustees who will also act as company directors. The board will be led by the founding chair and will consist of eleven trustees in total, two of whom will be nominated by Cambridge City Council. If you are excited about the prospect of contributing to this new organisation and believe you have the high-level skills, experience, energy and commitment required, then we would be delighted to hear from you. Sara Garnham Founding Chair, Cambridge Live -2- Cambridge Live Recruitment Information Pack -3- February 2015 Welcome to Cambridge Live 1. Introduction to the Role Setting Up Cambridge Live Cambridge City Council commissioned a report to outline proposals to establish an alternative delivery mechanism for elements of the Arts & Recreation Service, namely the Cambridge Corn Exchange, Cambridge Folk Festival, and outdoor events. The report was based on a study completed by consultants Bates Wells Braithwaite, (BWB) in association with Festivals & Events International (FEI). Officers recommended that a Trust be established on the basis of the business case and an analysis of the risks and benefits in relation to the options available to the Council. The key drivers for the council are: To reduce the subsidy required to these services To provide a sustainable financial and operational basis on which the services can thrive To manage and mitigate the increasing risk to the authority of continuing to provide the services directly The Community Services Scrutiny Committee received a report in March 2014 from the Head of Arts and Recreation regarding the future management arrangements for the Cambridge Folk Festival and Cambridge Corn Exchange. The Director of Customer and Community Services outlined the rationale behind the proposal. She stated that the current delivery method was not sustainable in the long term. She stated that public consultation, over a number of years, had indicated public support for the events but had consistently highlighted unhappiness about any financial subsidy to support the events. The Head of Arts and Recreation confirmed the following to the committee: i. ii. iii. iv. v. vi. vii. viii. ix. A decision to move to an arms-length trust should be regarded as permanent as it would be very difficult undo once agreed The relationship of the Trust Board and the Council would be key A strong board with a range of skills would be needed The model had been adopted successfully elsewhere The decision was based on securing the future of the events rather than looking for savings Trade Unions had been involved in the early discussions and risks to staff had been considered A working group would set the ethos for staff and good relationships had already been established The financial separation of the trust could include a 5 year capped subsidy which could be reduced if not needed. Some degree of flexibility would be needed Whilst it was anticipated the remaining outdoor events programme would run ‘as is’ in 2015 via the Trust, a review would take place in 2014 to determine future arrangements -4- The Executive Councillor for Community Arts and Recreation resolved: i. ii. iii. iv. v. vi. To approve in principle the establishment of a Trust to run Cambridge Corn Exchange, Cambridge Folk Festival and other events, and to authorise work to progress this To approve that a Working Group should be set up as outlined in section 3.10 of the Officer’s report, to support the work involved in the implementation stage. To agree that the following further work (see section 3.10 of the officer’s report), which has wider implications for the Council, is progressed in discussion with the relevant Directors and the Working Group prior to discussion at Strategy & Resources Scrutiny Committee and final authorisation by the Executive Councillor for Customer Services and Resources: Management of transfer of staff Funding Agreement Agreement of property, land use and other rights Expectations and relationships between the Council and the Trust To delegate authority for all other decisions necessary to implement and establish the Trust (including the appointment of a Chair) to the Director of Customer and Community Services in discussion with the Working Group To acknowledge the indicative timetable for implementation, and agree that this may be varied in accordance with the delegation in iv. above To bring forward proposals to the autumn 2014 committee cycle for a refreshed programme of outdoor events For more details see Community Services Scrutiny Committee Thursday, 16th October, 2014 http://democracy.cambridge.gov.uk/ieListDocuments.aspx?CId=176&MId=2572&Ver=4 and Strategy and Resources Scrutiny Committee Monday, 20th October, 2014http://democracy.cambridge.gov.uk/ieListDocuments.aspx?CId=159&MId=2550&Ver=4. This was subsequently ratified by full council in November 2014. We are currently in the process of finalising the legal arrangements ready for transfer in April 2015. -5- 2.
