Summary
Construction Works - Current
Section A of the N11 Arklow/Rathnew PPP Project is
the Design and Construction of a 16km section of the
N11 dual carriageway in County Wicklow. The works
involve building two new grade separated junctions
(located at Jack Whites Pub and the Beehive Pub),
eight bridges and a variety of link roads to tie into the
existing road network. On completion there will be
huge advantages in both travel times and road safety to
both local and inter urban (Dublin /Wexford) traffic.
Regular N11 road users will have noted the
significant progress that has been made
through the autumn and winter months.
The new dual carriageway will be constructed
over a period of approximately 24 months with an
expected completion date of late summer 2015.
The general public have been very cooperative during the
road closures of the Brittas Bay Road, the Coolbeg Road,
the Rahaval Road, Ballyclough Road, and Breagura Road.
The last big interfaces between construction works
and traffic will be the new roundabouts to be
constructed at the Scratenagh, Kilmurry and the
Beehive. Those who use the road regularly will have
already seen the progress made at these locations
and your continued cooperation is appreciated.
With the bulk earthworks now complete the focus moves
to drainage, road pavement works and Landscaping.
Between now and the road opening at the end of the
summer we will we have laid 130,000 tonnes of Asphalt,
100,000 tonnes of CBM, 32000m meters of new drainage
pipes, 64000m of ducting and plant over 15,000 trees!
The onsite structures works which commenced in
late 2013 have progressed well and are now virtually
complete with the bridge at Jack Whites the last to have
the beams installed which happened in early February.

The temporary traffic switches at Kilmurray and
Scratenagh and the permanent traffic switch at Jack
Whites are now working well with all road users
enjoying the benefits of the new construction.

Construction Works – Planned:
The coming months will see works progressing on the
Beehive junction. Finishing works on all structures
constructed will be completed. The main focus will be on
Pavement works, Drainage pipes, landscaping and finishes.
As noted above the two major traffic diversions continue
to be in place and a 60kmph speed limit will continue to be
enforced. This speed reduction and associated installation
of Traffic Management schemes are necessary to ensure
the safety of both construction crews and the road
users. We will endeavour to minimise any inconvenience
caused by these unavoidable works and would request
that all drivers respect these revised speed limits.
Good progress during the spring time will
ensure that the site is ready for the opening on
schedule in the late summer this year.

SECTION C - Gorey Service Area
Summary
Construction – Current & Planned
Section C of the N11 Arklow Rathnew PPP Project is the
Design and Construction of the Gorey Service Area in
County Wexford. The site is located adjacent to the M11
between Junctions 21 and 22. The works involve the
construction of a motorway service station (amenity
building & fuel station facility) and an associated
interchange with a bridge over the existing M11.
Works have steadily progressed in the second half
of 2014 and into 2015 with significant progress
on the entire service station development.
The work commenced in late 2013 and is currently
being completed to a pre- fit-out stage. The service
station will open to the public mid-2015.
M11 users and local people will have noticed that the
various works associated with the development have
continued, in particular, the formation of the various
access/egress points of the interchange to allow traffic from
all directions to use the facility. At this stage all elements of
the development are substantially complete with snagging
and commissioning works of the various systems remaining.
Operations & Maintenance (O&M) Update-Q1 2015
However we would like to remind all road users that the
Services will not be opened to the public until later this year.
Upcoming works planned for the 1st quarter of 2015
will include the final completion aspects of the facility
and the completion of the sewer rising main from the
service station to the Coolgreaney Wastewater treatment
plant. Traffic management is currently installed on
the Ballyelin Road, R772 (old N11) and the L-500701 (known locally as Long Lane). These works will be
complete by mid-march 2015. We appreciate your
patience whilst these works are being undertaken.
SECTION B N11/M11
All works in Section B
are now complete.
BAM Civil have been maintaining the Gorey and Arklow
Bypasses on behalf of the NRA since May 2013. The
quarter one (2015) works are predominately associated
with winter maintenance, this involves salting the
roads and keep the road way safe for all users.
As the winter gives way to spring and summer the focus will
shift onto the maintenance of landscaping (trees/bushes) along
the length of the motorway. One important issue we would
like to make people aware of is illegal dumping and littering.
Our operatives spend a lot of time picking up rubbish from
the road and the surrounding areas and we work with
the Gardai to ensure that the culprits are identified.
