Centre reaches out to Opposition ahead of Budget session BSF wants special pay for being
first line of defence at borders

NEW DELHI, Feb 22 : The
Centre is set to face tough times
during the budget session of
Parliament starting Monday
even as it promised to walk the
“extra mile” to accommodate
the Opposition’s concerns and
Prime Minister Narendra Modi
appealed for cooperation for
the benefit of common man.
Mr. Modi underlined at a
meeting of all parties in New
Delhi that smooth functioning
of Parliament should be ensured as the budget session is
very crucial and people look
at it with lots of hopes and
aspirations.
The leaders of all political
parties should collectively
ensure proper utilisation of
time in both Houses of Parliament “so that we can work
towards meeting the hopes
and aspirations of people”, he
said about the session during
which his government will
present its first full-fledged
Budget.
“It is the collective respon-
sibility of leaders of all parties to ensure that this session
runs smoothly so that the
House can fulfill aspiratations
of people... Hope we can
collectively work for the benefit of common man,” Mr.
Modi said.
Referring to the various
issues that the Opposition is
waiting to raise, he told the
leaders attending the meeting,
“I can assure you that all the
issues you have referred to
will be discussed adequately
and appropriately in order of
their priority and importance.”
Earlier, the tone for the
concilliatory approach was set
when Parliamentary Affairs
Minister M. Venkaiah Naidu,
in an unusual gesture, drove
to Congress president Sonia
Gandhi’s residence to meet
her to seek cooperation of the
largest opposition party in
carrying out the legislative
business.
However, the opposition
parties appeared to be unimpressed and made clear their
mood of taking on the gov-

session starting from February 23 with the government reaching
out to the Opposition to ensure passage of key reform bills even as
the latter is keen to corner the ruling BJP in both the Houses.
At least 66 bills are expected to be discussed in this Parliament session.
In addition there are 6 ordinances in force. These are the
Coal Mines (Special Provisions) Second Ordinance, 2014, the
Insurance Laws Amendment Ordinance, 2014, the Right to
Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement (Amendment) Ordinance,
2014, the Citizenship (Amendment) Ordinance, 2015, the
Motor Vehicles (Amendment) Ordinance, 2015, the Mines
and Mineral (Development and Regulation) Amendment Ordinance, 2015.
Central government on Sunday reached out to the opposition for cooperation saying it is willing to discuss resolution
of any issue to ensure a productive session.
Parliamentary Affairs Minister M Venkaiah Naidu met
Congress President Sonia Gandhi in Delhi on Sunday in an
apparent attempt to seek cooperation of the largest opposition
party which the government will require particularly in the
Rajya Sabha for conversion of Ordinances into Acts.
No new Swine Flu case in
Himachal: Official
SHIMLA, Feb 22
No new case of swine flu was reported in Himachal Pradesh on
Sunday, a health official said. So far, 20 positive cases have been
reported, out of which three patients have died.
"Five tests were conducted in the IGMCH here and all
were found negative," surveillance officer Rajesh Guleri told
IANS.
He said three tests were conducted in the Rajendra Prasad
Medical College and Hospital at Tanda town in Kangra district
and the reports were awaited.
Of the three deaths, two were reported from the Indira
Gandhi Medical College and Hospital (IGMCH), while the
third was reported from the Rajendra Prasad Medical College

at the government, saying it
had made the land law worse
than what existed during the
British time.
INLD leader Dushyant
Chautala demanded that the
proposed bill to convert the
land ordinance into a new law
should be referred to the
Standing Committee of Parliament for a review of the
changes brought in the old
law by the government.
Mr. Naidu acknowledged
that land acquisition is an
“emotive issue” and needs to
be addressed “sincerely without undue politicisation“.
The Parliamentary Affairs
Minister said the government
is always willing to sit with
opposition to resolve differences on any issue. “A spirit
of mutual cooperation is required to ensure productive
budget session,” he said.
“I don’t think there is any
issue that cannot be resolved
with an open mind,” he said.
On the land issue, he said
State governments, cutting
across political spectrum,
have expressed difficulties in
acquiring land under the provisions of the law of 2013.
“Based on such feedback,
the government only wants to
facilitate timely acquisition of
land and that too for the purposes of infrastructure,
affordable housing etc,” Mr.
Naidu said while justifying
the ordinance brought on the
issue to amend the law passed
during the UPA rule.
“All of you will appreciate
that there has been no change
in the remuneration to be paid
to farmers or the rehabilitation
measures
to
be
undertaken for the displaced
people,” he said.
He said opposition parties
have the “legitimate right” to
raise their concerns in the
matter and the government has
the responsibility of addressing their concerns.
“Parliament is the right
forum to address such differences between the opposition
and the government and to
find a way forward... Let us
understand each other so that
the broader objective of infrastructure and economic
development of the country is
ensured while protecting the
interests of the farmers,” said
Mr. Naidu, who also holds
the portfolio of Urban Development.

guarding force BSF has made a
strong pitch for a special 'border
service' pay for its men stating
the troops are deployed well
ahead of the Army along
international borders and they
face the "first brunt" of an
enemy attack.
The 2.5-lakh strong Border Security Force (BSF) has
sought the special allowance
on the lines of what is being
granted to Army troops under
Military Service Pay (MSP)
when deployed in hard and
harsh border areas, like on
the India-Pakistan border.
The BSF, in a report presented to the Union Home
Ministry and the 7th Pay
Commission, said it meets the
criteria for qualifying under
this category like the Army
and other defence forces, as it
is the "first line of defence on
borders with Pakistan and
Bangladesh and it faces the
first brunt of enemy and has

Bikash Mukherjee led a delegation of the Samity and
handed over a memorandum

Following a lot of struggle, Mukherjee regretted that
the vast Bengali speaking
population of the state were
confident that the language
could
get
recognition.
Mukherjee claimed that there
was a well established education system in Bengali
medium till 1970s in erstwhile South Bihar (now
Jharkhand).
Unfortunately, thereafter
the things had started deteriorating, Bengali medium
schools had been converted
into Hindi or English medium
one after another, Consequently, lakhs of children
were deprived of getting education in their mother tongue,
which was against the spirit
of
our
constitution,
Mukherjee said.
JBSS functionary de-
manded the state government
to accord due importance to
Bengali language in various
government activities to promote the language and restore
the schools which had been
converted from Bengali to
Hindi or English medium in
the past.
Besides, JBSS also demanded for appointment of
adequate number of teachers
to ensure Bengali medium
schools are functioned effectively, preparation of syllabus
for Bengali medium afresh
and availability of Bengali
text books.
JBSS further demanded
for constitution of a Bengali
Academy, which was already
agreed by the previous government.
Mukherjee
expressed confidence that the
state will experience a visible
development under the stable
government following 15
years political instability.

SRINAGAR, Feb 22 : Top
health officials in Kashmir
valley on Sunday admitted
that there was no swine flu
vaccine available in any
hospital of the region, where
four persons have died and at
least 109 are being treated for
the disease.
Although they feel that
there was no need for
mass immunisation, but, at
the same time, they admit
that doctors and the health
staff which takes care of
infected patients are at risk
and should be vaccinated.
"There are no immunization vaccines for H1N1
virus available anywhere in
the Valley," director health,
Kashmir, Saleem-urRehman told media.

research and development
(R&D) stage of the fifth
generation fighter aircraft
(FGFA) project.
A contract for the R&D
phase is being prepared and
expected to be signed this
year, said Yuli Slyusar, president and chairman of
Russia’s United Aircraft Corporation (UAC) at Aero India
Rehman said the
department was trying to
procure the vaccines but
"they had dried up".
"We had asked the
suppliers for the vaccines,
but it seems they have
dried up. We are now
trying to procure them
from the open market and
are hopeful to get them
soon," he said.

Nashik yesterday that Mr
Pansare's murder was a challenge to the system.
"It is not an attack on an
individual. It is not an attack
on an ideology.
"It is a challenge to the
system," he said.
Two motorcycle-borne assailants had shot at Mr
Pansare and his wife Uma on
February 16 near their residence in Kolhapur when the
couple was returning from
morning stroll.
Mr Pansare, who was hit
by three bullets, succumbed
to injuries at Breach Candy
Hospital late on Friday.
Uma is presently recuperating in a Kolhapur hospital.

MSP, the BSF personnel are

Five held for gangrape of minor,
one of the accused juvenile
THANE, Feb 22 : Five youths, including a minor, have been arrested for allegedly abducting and raping a teenage girl from
Mumbra in Thane district earlier this month, police said on Sunday. The accused allegedly committed the crime between February
5-9 after one of them, who apparently knew her, drugged the girl
before taking her to an isolated place between Shil Daighar and
Khopoli villages in the district on February 5, they said. She was
then allegedly sexually assaulted by all the accused at various
lodges between Shil Daighar and Khopoli for five days. Meanwhile, the girl's parents lodged a missing person's complaint with
local police but as they failed to trace her the case was transferred to
Crime Branch. The girl returned home on February 10 and based
on the information given by her, the police traced the youths and
apprehended them on Friday. The accused have been identified as
Fahad Dhanse, Mohammad Javed Abdul Memon, Amjad Ali
Sangram, Akram Iqbal Khan (all in age group of 18-22) and a juvenile, said ACP (Crime Branch) Nagesh Lohar. They have been
booked under various sections of IPC, including rape and wrongful confinement, besides under provisions of the Protection of
Children from Sexual Offences (POCSO) Act 2012. The accused
were produced before a local court on Sunday which remanded
them in police custody till February 25. -PTI
