flagged off
IMPHAL, Nov 1: Ex-MLA
Vivekraj Wangkhem flagged off
a Pune-Singapore biking
expedition team to Myanmar
from the Manipur Press Club
today.
The Pune-Singapore expedition started from Pune and
entered Bhutan before it
reached here. The expedition
will pass through Myanmar,
Thailand, Cambodia, Malaysia
and end in Singapore.
The team comprising eight
entrepreneurs is embarking on
a mission to travel seven countries within 41 days covering
10,000 kms to spread the message of love and peace to all
the team comes across in their
journey, the team members
said.
The expedition team members are Vijaysinh Chavan,
Yatin
Tambe,
Mahesh
Prabhudesai,
Shashikant
Hande, Satish Patil, Vijay
Hargude, Sandeep Shinde and
Ram Phuge.
Camp inaugurated
IMPHAL, Nov 1: A five-day
residential free yoga and youth
personality development camp
was inaugurated today at
Konthoujam lairembi HS,
Konthoujam.
The programme is being
jointly organised by United
Clubs' Organisation (UCO)
and Manipur School of Yoga
under the sponsorship of
United Committee Manipur.

Weavers SHG, Moreh at
Lhangkichoi Veng, Moreh
Ward No 9.
The SHG was formed in
January this year. With the
contribution of the members,
the SHG bought 10 weaving
machines, according to its
secretary Neikim Mate.
The ADC chairman was
visibly pleased on seeing the
functioning of the SHG while
assuring all possible help to
them.

Commissionerate system of policing
for Guwahati from Jan 1
GUWAHATI, Nov 1
The Assam Government has
decided to introduce the
commissionerate system of
policing in the capital city
Guwahati with effect from
January 1 next year as decided
at a law and order review
meeting convened by Chief
Minister Tarun Gogoi here
today.
Due to rapid urbanisation
leading to burgeoning growth
in the city's population, policing has become a greater
challenge than ever before, the
review meeting said.
The bringing of the fastexpanding city under the
ambit of a new structure
would infuse new vigour on
part of police to combat
crime, maintain law and order, peace and tranquility in
the society and to generate
safe and secure environment,
a government release said.
The Assam Police Act,
2007, has provisions for appointing
a
police
commissioner in metropolitan
areas and major urban areas
where the population exceeds
10 lakh. The Act states that
the police commissioner to be
appointed should not be below the rank of an Inspector
General of Police (IGP). PTI
Commemorative dance
festival of Khasi tribals ends
Smit (Meghalaya), Nov 1
An ancient Nongkrem Dance
Festival of the Khasi tribals of
Meghalaya ended today at Smit,
capital of the erstwhile Khasi
state (Hima Khyrim), located
about 15 km away from
Shillong.
The festival is observed
for hundreds of years even
before the first recorded 1831
AD to appease Goddess Ka
Blei Synshar for a rich harvest and prosperity of the
people.
The five-day long festival
takes place at the 'Iing
Sad'(thatched palace), the
royal abode of the Syiem Sad,
Queen Mother or High
Priestess of the state of
Khyrim.
The Syiem (king) of
Khyrim along with the high
priest
performed
the
Pomblang ceremony, where a
goat was sacrificed to appease the Lei Shyllong, the
god of Shillong peak and
also to the ancestors and ancestress of the ruling clan.
The religious part of the
festival precedes dances, in
which unmarried girls participate.

ARof 26 Sector AR under the
aegis of HQ IGAR (South) apprehended two individuals with
illegal
liquor
from
Khudengthabi check post on
October 31. The arrested individuals were identified as Yaibi
(50) s/o Tombi of Mutum
Leirak, Imphal West and
Athokpam Subhash (33) s/o
Biren of Chaobok, Lilong. 12
cases (288 bottles) of Burmese
liquor valued at about Rs 25,920,
two mobile phones and two voter
ID cards were recovered from
their possession, said a statement issued by the PRO of
IGAR (S). They, along with the
recovered items were handed
over to Excise Dept, Thoubal.
HC slams DU for admissions mess due to rollback of FYUP
NEW DELHI, Nov 1: The
Delhi High Court has slammed
Delhi University for creating a
mess ahead of the 2014
academic year admissions by
first persisting with the FourYear
Undergraduate
Programme (FYUP) and then
moving on to earlier three-year
discipline.
A bench of Chief Justice
G Rohini and Justice R S
Endlaw made the observation
while blaming the varsity for
the plight of a student who
could not be admitted to any
college in B.Com (H) inspite
of his being eligible for the
course under the sports quota
as per FYUP, as under the
three-year programme having
maths in Higher Secondary
was mandatory.
The court directed Delhi
University's (DU) Maharaja
Agrasen College to admit the
student under sports quota
while setting aside the order
of its single-judge bench
which had dismissed his plea
for admission as he did not
have maths as a subject in
Higher Secondary.
"It clearly is a case where
owing to the mess which is
the creation of the respondent
University itself, in inspite of
clear signals of change in
policy, first persisting with
the FYUP and at the last
minute relenting.
"The appellant has been
left without admission to any
college inspite of securing
high marks making him eligible for admission in the
sports quota in colleges of the
respondent University perceived to be the best or in any
other college.
The appellant thus faces
the stark reality of wasting
one year of his academic life.
"When the appellant/writ
petitioner under the FYUP
could have studied B.Com
(H) without having studied
Mathematics in Higher Secondary, we see no reason
why we should hold the appellant/writ
petitioner
ineligible merely because the
respondent University has
switched over from FYUP to
the three-year programme,"
the bench said.
It also held that the appellant would be able to cope up
with the course without having studied Mathematics as
had that been the case the
same would have formed part
of the minimum criteria for
admission to the course.
The petitioner, Siddarth
Singh, had challenged the
judgement of a single bench
which dismissed his plea on
the ground that he should not
have relied on simply on the
brochure published for admission to Four Year
Undergraduate Programme
(FYUP) which was rolled
back.
According to the petition,
he had sought admission
B.Com (H) in the college under the sports quota and said
that after the sports trial, he
was declared successful but
was denied admission for the
reason that he did not have
mathematics in Intermediate.
Siddarth's counsel had argued that as per the admission
brochure of Delhi University
for the year 2014, there was
no condition stipulated with
regard to mathematics as one
of the subjects required for
admission in B.Com (H).
Later, due to change in
policy and as per the directions of the University Grants
Commission, Delhi University scrapped the FYUP
programme introduced with
effect from year 2013-14 and
reverted to the earlier threeyear programme.
"We
thus, in the peculiar facts of
this case, set aside the judgement of the single Judge and
allow the writ petition by directing Maharaja Agrasen
College to within one week
after verifying the testimonials of the appellant admit the
appellant to the B.Com. (H)
programme in the academic
session 2014-15...," the
bench said. PTI

Nongkrem Dance has been
attracting large number of
tourists, both domestic and
foreign.
Attired in his majestic regalia, the Syiem (King) of
Khyrim, Dr Balajied Syiem
presided over the festival.
The dances, music and the
rituals remained the same
since the beginning, the
Syiem said.
As people come from all
over the State of Khyrim, little markets spring up in the
field outside the Iing Sad
compound adding to the revelry. Among the guests were
Chief
Minister
Mukul
Sangma, who lauded the
Syiem, the royal family and
his cabinet for fulfilling the
sacred duty over the years.
"With the changing times
we need to uphold and
strengthen our rich ancient
culture and tradition," the
Chief Minister said today.

Hao Ngashan released

UKHRUL, Nov 1: Retired Secretary (Finance), Govt of India,
Ramyo Luikham today released a book titled Hao Ngashan written by Changkhui Shimrah at Luiyainao, Ukhrul.
Speaking at the function, W Kaping, retired, Joint Director,
Tribal Welfare Dept said the book will be an asset of the
Tangkhuls particularly Hunphun as the book dwelt on the
background, origin and the rich tradition of Hunphun.
The author Changkhui Shimrah, born in 1926, is a recipient
of President Santivaradi Certificate. It took him 16 years to
do a research work before he came out with his book Hao
Ngashan.
Police launch verification drive in Shillong
SHILLONG, Nov 1: With Meghalaya sharing a boundary of
more than 600 km with Assam and 443 km with Bangladesh, the
police today undertook a massive verification drive of persons
with doubtful antecedents.
In the drive, which commenced in the wee hours of the
day, 684 persons were picked up from areas located along the
Fourth Furlong and Pynthorbah near the Polo Grounds.
"684 persons were taken to the Sadar and Madanryting
police stations for verification," East Khasi Hills Superintendent of Police (SP) M Kharkrang told PTI here.
Of them, 596 were released after they produced valid
documents, while the rest 88 were released with sureties,
Kharkrang said. These 88 persons would have to report before
the Pasteur Beat House with valid documents, he said.
On the need for a sudden drive, the SP said, "This was
done as a precaution against criminals and illegal foreign
nationals from settling in parts of the city."
The National Investigation Agency (NIA), which is probing the Burdwan blast case in West Bengal, has indicated that
it would investigate on the role of some elements in both
Assam and Meghalaya.
Meanwhile, BSF troops today apprehended two Bangladeshi nationals identified as Abdul Sukur (40) and Kalain
Miya (22) while they were trying to infiltrate into India at
Kuliang border out-post in Meghalaya's East Jaintia Hills
district. One fake Indian voter ID and one PAN card were
seized from them, a BSF officer said. PTI
