philosophies and structure of the
IBEW.
• Is the law by which IBEW members
are governed.
• Outlines the rights and duties of
IBEW members
• Is the Brotherhoods Supreme Law

Our Constitution is a living
document.
IBEW CONSTITUTION
Amendment Process
• By referendum, on petition of fifteen (15)
local unions, of which no two may be from
the same state or province, with the approval
of the IEC.
• By referendum at the petition of the IEC.
• By majority vote of the delegates at the
International Convention. Conventions are
held every five years.

INTERNATIONAL SECRETARY-TREASURER
• Responsible for handling the financial
matters of the International
• Jointly with the President makes
investments of IBEW and Pension Funds
• Keeps records of the membership
• Signs all applications for local union
charters
INTERNATIONAL SECRETARY-TREASURER
• Charge of local union seal
• Receives and mails petitions for
referendum
• Publishes IBEW Local Union Directory
• Prepares and publishes the yearly audits.
• Reports financial status of the
Brotherhood to the Convention
INTERNATIONAL EXECUTIVE COUNCIL
• Nine Member Board (Eight Districts Plus
One Chairman elected at large)
• Meets Quarterly
• Employs CPA to audit books and
accountants annually
• Act on all applications for Pension and
Disability
INTERNATIONAL EXECUTIVE COUNCIL
• Try any LU or Member charged with
injuring the IBEW
• Suspend or revoke the charter of any LU
• Take charge of or impose a trusteeship
on any LU, when necessary
• Fill the vacancy of the office of IP

expenditures, including supporting documents.

OF THE LOCAL UNION
WHO AM I?
•
I preside at all meetings of the local union.
•
I shall cooperate with the Business Manager and
shall not work in conflict with the Business Manager.
•
I enforce constitutional provisions, rules, and bylaws.
•
I appoint all LU committees and act as ex-officio
member.
•
I appoint the Business Manager as a permanent
member of local union negotiating committee.
PRESIDENT
WHO AM I?
• I preside at local union meetings and
otherwise discharge the duties of the
President when the President is absent.
• I render assistance as directed by the
President
VICE PRESIDENT
WHO AM I?
• I am responsible for all monies collected by
the local union until they are turned over to
the Treasurer or deposited.
• I keeps records and issue receipts as
required and approved by the IST
• I mail the per capita report and the monies
due to the IST by the 10th of the month
FINANCIAL SECRETARY
WHO AM I?
• I am the keeper of the minutes, prepare them
for presentation
• I am the custodian of all records, except
those specifically assigned to others.
• I handle all correspondence
• I notify IST of change in officers
RECORDING SECRETARY
WHO AM I?
•
I receive from the Financial Secretary all monies
collected or the record of money deposited.
•
I shall make no payment without an order or
warrant signed by the President and Recording
Secretary and approved by the local union
•
I shall submit books and records for inspection or
audit when called upon by the proper authority
TREASURER
WHO AM I?
• I am the Principal Officer of the Local Union.
• I am recognized as the local union
representative when dealing with employers.
• I appoint and remove all stewards.
• I am charged with the enforcement of all
terms of the collective bargaining agreement
BUSINESS MANAGER
WHO AM I?
•
My report of Boards action or recommendations
shall be submitted to the regular meeting of the
local union for approval
•
I am composed of an uneven number of people.
•
Empowered to act as a trial board to hear all
charges and try all members for violation of the
Constitution, Bylaws, working rules of the Local
Union

• I examine all applications for membership;
except those selected for apprenticeship
• I examine qualifications of members per
Article XIX of the IBEW Constitution
• I report results of all examinations to the
Executive Board and Local Union
