Potholes slow traffic,
bring headaches and car
damage to commuters

Though the snow and ice
have mostly melted from area
roadways, commuters face
another hazard snarling traffic: the pothole. If you’ve driven in and around Nashville
over the past few days, chances
are you’ve encountered them.
Hermitage resident Angie
Groveton knows well the danger these dangerous divots
pose. “I tried to avoid it, but I
was afraid I’d cause an accident,” she said. “It felt like I
was hitting a crater in the
road.”

Repair said his shop has serviced several cars with pothole
damage. He stressed that bent
rims and flat tires are often the
tip of the iceberg for vehicles
jarred by a pothole.
“Those are often only the
visible problems when someone hits a pothole,” Segar said.
“They can cause bottle joint
problems, system misalignment and engine damage.”

the problem and aims to repair
or “patch” every pothole as
quickly as possible.
“Currently, potholes are a
problem on nearly every state
and local roadway,” she said.
“Crews began patching potholes over the weekend and
the work is expected to continue. Keep in mind, the same
crews that worked more than
100 hours to clear the snow
and ice are the ones working
on pothole repair.”
Potholes occur during the
freeze-thaw cycle on pavement.
When water seeps into pavement and freezes, it causes the
pavement to expand. This happens when water gets into the
pavement,
freezes
and
expands, and then thaws.
Compromised asphalt is further weakened by traffic.
Jensen said that while potholes were expected, the severity is “unlike anything the
state has seen in recent years.”
While ice and snow removal
remains TDOT’s top priority,
Jensen said crews began
patching and repairing holes
over the weekend and that
work is expected to continue
through completion.
Ironically, repairing icedamaged asphalt is more difficult during winter months
because the repair process is
most effective in warm, dry
conditions with hot asphalt.
Unfortunately, asphalt plants
primarily operate from AprilNovember. "Cold mix" is used
as an alternative, but it is typically less durable. That means
many of these potholes may
reappear before more permanent repairs can be made in
the spring.

Economic justice tops mayoral
forum agenda
More than 1,200 community members and advocates listen
to mayoral candidates discuss their views on economic
opportunity in Nashville.

Nashville’s mayoral candidates committed to a trio of economic opportunity goals during
a forum last weekend hosted by
the grassroots advocacy group
Nashville Organized for Action
and Hope (NOAH).
The eight candidates pledged
that, as mayor, they would support the group’s policies, which
are aimed at creating and keeping more affordable housing,
promoting income and employment equity for the under- and
un-employed and seeking to cut
in half the Metro Criminal
Court docket by finding alternatives to arrests.
The event, which drew more
than 1,200 to the Fifteenth
Street Baptist Church, was
billed as A Tale of Two
Nashvilles, and highlighted the
disparities between those on
the upside of the positive eco-
nomic development and those
who have not felt the rising tide.
It was the largest gathering for
mayoral hopefuls to date.
“We have identified disparities and injustices in the “The
City,” NOAH chairman the Rev.
Edward Thompson said. “We
believe we can make Nashville
a better city for all.”
Many in the crowd presented personal accounts of financial struggles despite, and in
some
cases,
because
of
Nashville’s economic boom.
Rhonda Fassenbender of the
Chestnut Hill neighborhood in
Nashville said she is close to
being “priced out” of the home
she’s lived in for 45 years.
“I’ve lived here most of my
life and every year it gets harder,” said Fassenbender, who is a
server at a nearby restaurant.
“It seems that there are lots of

good things happening here,
but it’s sometimes hard to see it
because you’re drowning in
bills that weren’t always difficult to pay.” She added that
she’s happy Nashville is enjoying such growth, but hopes the
next mayor will consider the
economic impact that she says,
“doesn’t trickle down.”
Many Nashville neighborhoods that were once home to
thriving working-class families
and businesses have undergone
a revitalization in recent years,
which has led to an increase in
property values overall, but has
had the unintended result of
displacing low-income residents and making it impossible
for many would-be new residents to afford to live there. The
result is that more people are
pushed to the suburbs where
less costly housing is more plentiful but where transportation
to jobs is more difficult.
Known as gentrification,
this spiral has been a top issue
in the mayoral campaign. While
the city has experienced
unprecedented growth in the
last several years, rising rents
and stagnant wages have led to
an increase in housing instability and homelessness. Almost 20
percent of Nashvillians live
below the poverty level.
Among the advocates’ goals
is an “inclusionary zoning” policy, which would mandate a certain percentage of new housing
be set aside for families earning
less than 60-percent of the county’s median income – or $46,000
per family of four.
Another major goal in the
group’s three-pronged platform
is encouraging policies aimed
at promoting equitable hiring
practices, especially in highpoverty areas where the unemployed and underemployed are
disproportionately represented.
John Wheeler of North
Nashville also attended the
forum with hopes of hearing
the next mayor discuss strategies of putting the formerly
incarcerated back to work.
“I’m not trying to get a free
ride,” Wheeler said, adding that
he was released from the
Davidson County jail more than
a year ago after a short sentence
on a misdemeanor drug charge.
“But I feel like I paid my debt
and now just want to be a giver
instead of a taker.”
Each of the eight candidates
said they would work towards
creating better opportunity for
Nashvillians. Some offered specific examples of their ideas
while others acknowledged the
problems and promised to work
on solutions.
Megan Barry, a member of
the Metropolitan Homelessness
Commission, said the next
mayor must not be indifferent
to the struggles NOAH presented and offered her work on
Metro employee living wage
and affordable housing legislation as proof of her commitment to eliminating economic
inequality in Nashville.
Real estate developer Bill
Freeman emphasized his company’s work on creating affordable housing. Recently, the company purchased four apartment
complexes in the area, all of
which contain low-income
units. Former vice mayor and
Davidson County Criminal
Court Clerk Howard Gentry
went as far as suggesting he
would create an “office of social
equity” around the issues presented. Jeremy Kane and David
Fox echoed similar sentiments
and discussed the importance of
serving the city’s most vulnerable citizens.
Charles Robert Bone praised
the group’s work and said his
policy strategy would involve a
public-private
partnership,
with government working with
nonprofits and faith groups.
Linda Eskind Rebrovick said
she was encouraged by NOAH’s
collaboration in outlining the
problems and presenting solutions.

Neighborhood Nostalgia: Bellevue's Devon Farm

John Davis, an early surveyor, built his home in Bellevue
in 1795-96 and what would
become Devon Farm near the
Harpeth River. John Davis
served in the American
Revolutionary War, then left
his home in Pasquotank,
North Carolina, to come to the
banks of the Harpeth River to
establish a distinguished line
of descendants. According to
Bellevue's Doug Underwood's
writing, A History of Bellevue
and Surrounding Areas, John's
sister married the oldest son of
General James Robertson,
founder of Nashville.
A
daughter of this marriage
married Edward Hicks. A
grandson of this union married Harriet Cockrill, a great
granddaughter of Revolutionary War hero John Cockrill,
who gained worldwide acclaim
in the field of agriculture and
stock breeding. Fanny Davis
Harding's nephew, Edward
Dickson Hicks II, inherited the
Davis home and farm after his
aunt's death. Hicks was widely
known as a breeder of Devon
cattle. Edward D. Hicks II operated the farm during most of
his lifetime. It was he who
imported Devon cattle from the
Devonshire area of England,
and led in the breeding of this
line.
He once owned the
largest herd of Devons in the
United States. Therefore, the
farm took on the name of the
cattle and was known as Devon
Farm. The land where the
Kroger store and businesses on
that side of Highway 70-S was
once part of Devon Farm.
Both sides of Old Hickory
Boulevard and Highway 100 for
several miles were Devon
Farm properties. Ensworth
High School on Highway 100 is
sometimes referred to as the
Devon Campus. Old John
Davis lived at Devon Farm
from its beginning until his
death on July 7, 1853. It is said
that since the beginning of
this home, Edward Dickson
Hicks II, III, and IV owned and
lived there. It was added to as
time progressed.
Davis descendants married
into some of the better known
pioneer families around the
Bellevue area.. Two of John
Davis' daughters married sons
of James Robertson. Others
married into Cockrill, Hicks,
Hunter,
White,
Cannon,
Harding, Brown, and other
prominent families.

Hundreds of jobs headed for Donelson area

Donelson
continues
its
upward growth trend with two
companies relocating to the
area this fall. More than 300
jobs are expected to follow the
move.
Covance,
a
Princeton,
N.J.¬¬–based diagnostics company, recently signed a 10-year
lease for more than 17,000
square feet of space at Two
Rivers Corporate Center off of
Music Valley Drive. The company, owned by Laboratory Corp.
of America, will employ about
120 people by early fall. In the
same
office
complex,
Pittsburgh-based healthcare
management
company
Automated Health Systems
leased nearly 40,000 feet of
space and is expected to be
home to 250 jobs. The Donelson
site is the first Tennessee location for the company, which
serves low-income clients.
The space, located at 2501
McGavock Pike, was formerly
an outlet mall. It has been mostly vacant for several years. The
600,000 foot space is nearly at
capacity with these leasings.
The number of new jobs
expected is an estimate according to Metro Councilman Phil
Claiborne, who represents the
15th District where the complex
is located. While some of the
jobs will certainly be new positions, it’s too soon to know what
percentage will be transfers.
Still, Claiborne is confident the
move will mean good things for
Donelson.
“It’s good for Donelson
either way,” said Claiborne,
who has represented the area
for eight years. “If they’re new
hires, you’re talking fresh infusion of money into the spending stream. If they’re transfers,
it’s good for real estate here.
Either way, it’s a win-win for
area businesses.”

with great success.
Floyd and his team
have brought great
companies and wonderful job opportunities and this is yet
another milestone for
Donelson,” said Jeff
Syracuse.
The councilman praised the
business model that brought
these companies to Donelson.

Will Your Flip be a Flop?:
Evaluating a Fixer-Upper
Despite another dip in temperatures, the Nashville housing market is heating up in
anticipation
of
spring.
According to the Greater
Nashville
Association
of
REALTORS®, there were 1,976
home closings reported for the
month of January, an increase
of 11.1 percent from the same
period last year. These January
numbers are the strongest our
market has seen since 2007.
This indicates that an active
year lies before us, and
although searching for a new
home is exciting, I encourage
all my clients to shop strategically. In an effort to find a home
in the location you want and at
a price you love, many of you
will consider purchasing a
fixer-upper. Is it worth the
work? Let’s discuss a few evaluation tools to determine if
you’re up for the challenge.
Buying a fixer-upper can be
a great investment, a perilous
path or both. The ideal scenario
is simple: you purchase a rundown home in an idyllic location with unique character. The
price will be unbeatable, leaving you with some extra funds
to remodel and renovate, and
one day you’ll be able to sell the
property for double the price of
purchase.
A success story like that
starts with smart shopping.
Before you put an offer on any
home, you’ll want to estimate
the true cost of repairs, including time, materials and labor.
Be ruthlessly realistic about
what projects you can and will
do yourself. Also, set aside an
additional sum for unexpected
issues that may arise after you
have purchased the property.
Popular house flipping television shows make extensive
remodeling work seem easy, but
if you do not have the necessary
skill set, it’s best to budget for a
professional. Find a contractor
prior to making an offer and do
a walk-though of the home
together. Based on past experi-
ence, they may be able to provide a more accurate pricing
estimate for the changes you
envision. You may also want to
research what projects, if any,
would require a permit.
Once you know approximately how much money would be
needed for updates and repairs,
ask a real estate agent to help
you develop a fair offer. An
agent can share with you what
other more desirable homes in
the area are selling for. As a
rule of thumb, subtract the estimated cost of renovations from
the average market price and go
from there.
As with any real estate purchase, your contract should
include an inspection clause.
Take the inspection process
very seriously in the case of a
fixer-upper home. If significant
structural improvements or
major system repairs are needed, consider passing on the
home all together. Repairs that
are not surface level, such as
foundation upgrades, often do
not increase the value of the
home enough to be worth your
while.
Real estate agents are a valuable resource during any home
purchase, but if you’re considering a fixer-upper, really tap
into an agent’s knowledge and
experience. They should know
the area you are considering
well and be in tune to the most
promising transitional neighborhoods. If your dream is a

explained. “But above freezing is best.”
Jensen said that TDOT is
working with a local asphalt
company to get hot mix for
the worst areas, which
include the Vietnam Veterans
flyover to I-65 South and I-65
South between Dickerson
Pike and Trinity Lane. Other
areas are being patched with
cold mix.
Her advice to drivers:
“slow down.”

Baker said she believes the
district needs a council representative who will “move the
community forward” and that
she is prepared to put her experience to work.

on the Mayor’s Office on
Neighborhoods Committee, has
been the president of the
Bordeaux Hills Residential
Association since 2010. A graduate
of
Nashville
State
Community College and the
Citizens Police Academy, she
also directs the Bordeaux
Neighborhood Watch program
and is a member of the Mayor’s
Office of Domestic Violence
Assessment Team.
She joins charter school

the race for the term-limited
seat being vacated by Lonnell
Matthews, Jr.

Meredith's late wife was a kidney recipient. His two sons,
who died in separate auto accidents in 1990 and 1991, were
donors. Meredith has since
become a strong voice urging
organ and tissue donation
locally and nationally.
He said, “Sure, losing my
boys was horrendous, a terrible
tragedy, but I know that their
tissues and organs were used to
extend the lives or improve the
quality of lives of 97 other individuals. That knowledge has
seen me through.”
Recently, Meredith teamed
with Boyd Fulton, a fellow
Green Hills Rotarian and former district governor, to advocate for organ and tissue donation at the 2015 Annual Reunion
of Rotary International Past
Officers in San Diego.
The two spoke in behalf of
Donate Life America, the
national coalition of organ and
tissue donation and transplant
services, as well as Donate Life
Tennessee. Their aim was to
increase involvement of Rotary
clubs in organ and tissue donation efforts to encourage them
to help heighten public awareness of the Donate Life registry.

Matters

Do not listen to myth bearers—get the
facts from a Licensed Tax Preparer
In the words of Rob Berger
with Credit.com, “Tax myths
are a lot like a bad date. They
are annoying and seem to last
forever.”
“Yet people have
beliefs about income taxes that
have no basis in reality.” Why is
that? Many people talk about
things they know little about. If
their reasoning sounds good,
they and others then believe
they know tax law. But not matter how amusing the myths can
be, there is a financial effect
that must be considered. If you
believe something in error, and
then act upon it, the result may
be very expensive. Tax myths
persist for several reasons,
including: 1) the tax code is
extremely complicated, and
therefore misunderstood; 2)
revisions have changed the
code, but old ideas live on long
afterward; and 3) news media
stories make the rounds, and
endure even if they aren't
entirely accurate. My clients
are constantly calling to deter-
mine if what someone told them
about taxes is true. “Armchair,
Monday morning tax accountants” are constantly misleading
people who will listen. They
often tell stories of people they
know that have claimed deductions that are clearly not correct
by law. The question to ask
when such discussions occur, is
“Has that person been audited
by the Service?” Taxpayers can
deduct ridiculous items assuming they never get audited. But
when they are audited, the problems begin. For example, if it is
determined that bogus deductions were reported on a
Federal Income Tax Return and
signed under penalties of perjury, criminal prosecution may
result and it is possible that the
Service will audit three prior
years to determine the total of
the revised tax liability. If the
revised tax liability exceeds
25% of the original tax reported
on the audited returns, the
Service can examine three prior
years, thus examining six years
to determine the adjusted tax
due. Therefore, be careful when
you choose your tax preparer.
Here are some of the more
common tax myths that continue to circulate, despite information to the contrary.
The Home Office Deduction
is an Automatic Audit- In truth,
as long as a home office deduction follows IRS rules, and is not
excessive; this deduction is not
an automatic red flag for audits.
The Service has three basic
rules regarding home office
deduction: 1) Regular and exclusive use – This means that the
home office is regularly used for
business, and has no other use.
As long as you have a room in
your home that you are using
exclusively for business on a
regular basis, you meet this
requirement. That does not
apply to a lazy-boy chair in your
den; 2) Principal place of business - The home office can't simply be a space that you occasionally use to conduct business. It
must be the primary office from
which you run your business.
This means that you can't
deduct expenses for a principal
office outside of your home, in
addition to your home office;
and 3) Additional tests for
employee use – As an employee,
you may be able to take a home
office deduction if you a) meet
the two tests above, b) your busi-
ness use of your home is for the
convenience of your employer,
and c) your employer does not
pay rent for the space. The
home office expenses must be
reasonable. That means that
your deductions should not
exceed the amount of square
footage of your home office,
divided by the total square
footage of your home. (See IRS
Publication 587, Business Use of
Your Home.)
Students Don't Have to File
Income Tax Returns. What?
That is not true. If you can be
claimed as a dependent of your
parents, there is a standard
deduction that is applied to the
total income to determine taxable income. If no tax is due, but
a refund is pending due to an
overpayment of tax, file a
return just to get the refund.
You Must File Jointly If
You're Married—Not true.
Traditionally, married couples
do file jointly to get a broader
window of tax rates. The tax
tables compensate for higher
earnings, since there will be the
possibility of two earners in the
home. Also, two exemptions are
allowed and the standard deduction for married filing jointly is
higher. As I have indicated in
previous articles, there may be
reasons for filing separately,
such as a spouse who will not
make timely estimated tax payments or insists on taking
chances with deductions.
You Need a Bank Account to
Get a Direct Deposit of Your
Refund- I do suggest that
refunds be deposited into your
bank to avoid theft when the
mail is delivered to your mailbox. However, there are alternatives to bank deposits. The
Service will send a debit card
for your refund or you may
invest up to $5,000 of your
refunds in federal bonds.
Getting a Large Tax Refund
Is Good Tax Planning. Not true.
It is better to file your federal
tax return at year end and owe
the government a small amount
than to get a large refund.
Large refunds are interest free
loans to the government for a
year. Good tax planning is when
your refund comes in at a number very close to zero. To
achieve that goal, the IRS offers
a free withholdings calculator
to help you determine how
much your employer should
withhold from your paychecks.

Hills drivers!! On Tuesday afternoon, my two friends and I
decided to brave the icy / snowy
streets with a slippery walk to
the Green Hills cinema. As we
approached Abbott Martin from
Cross Creek, two beautiful
labradors trotted past us. We
quickly scanned around us for
their owners, and saw none. As
one dog stepped onto Abbott
Martin, I grabbed her collar and
tried to hold on. My friends
grabbed the color of her companion. But my dog pulled me
so hard on the slippery ice, that
I lost my grip and she again
stepped onto Abbott Martin. A
car was coming and I screamed
to her to come back. The car
slowed down enough for the
male driver to stare us down
with a nasty look. No, he didn't
ask if he could help. He must

mean big bucks. If we conserve,
how do they get big bucks and
big checks? It all sounds sneaky
to me.
I am so ticked off at the
bumper to bumper traffic in
Nashville. I used to like to go

anymore! The traffic is terrible!
The streets are so crowded that
it looks like a wall to wall flea
market! I guess I will just stay
home or maybe move to a smaller town that has not gone development crazy!
What Iʼve learned
Climate Change debate
After living 70 years, here
are a few things I have learned;
Women are smarter than men!
Just look at the condition of the
world after 5000 years of men
being in charge; war, violence,
racism,
greed,
religious
inspired terrorism, etc. Now, if
women had been in charge all
those years we just might have
had a different world today with
love,
respect,
teamwork,
strength of character, justice
I am so ticked off ! To all the
morons who have such nonexistent understanding of the
Earth's atmosphere to think
just because the temperature
outside their hobbit-hole happens to be really freaking cold
at the moment that it somehow
disproves "global warming" or
"climate change"... Your logic is
flawed. I'm not saying that
"global warming" is real or that
if we are experiencing climate
change that it's necessarily
man-made, but your argument
that because it's really cold outside means climatologists (you
know, people who've actually
spent years studying the science behind what's being discussed) are wrong is based on a
falsehood made up in your (and
your conservative radio/TV)
heads. Our atmosphere is fluid,
and if one or more areas heat
up, that pushes air and moves
fronts around from one area to
another. If a polar vortex is
bringing record-breaking lows,
then (*duh*) maybe- just maybeit means that something pushed
that cell of cold air from its normal station to areas it normally
wouldn't be! I know I've heard
Phil Valentine and countless
others use the flawed, preschool logic that cold weather
in winter equals no global
warming over and over again
and I'm sick of it! I'd call in to
their on-air shows but they just
screen out dissent or shout over
people trying to speak with
sense. The jury's still very much
out on whether drastic climate
change is a natural, cyclical
phenomenon and/or if it's
caused by man's activity; but
that doesn’t mean we need a
bunch of imbeciles spreading
their disinformation either out
of genuine ignorance or, worse
yet, their desire to push their
political agendas. These same
people are the very ones who
were so sure about Iraq having
"weapons of mass destruction"
and that those of us warning

expanse of non-icy road. A car
came from behind and flew past
us. Then he slammed on his
brakes, reversed, rolled down
his window and yelled "get off
the road you effing (rhymes
with female dogs)". There was
plenty of room for all of us. He
did speed off, and ran a red
light, but he wasn't fast enough
for me to miss his license plate.
This jerk needs anger management therapy, or better yet,
encourage him to move out of
Nashville. We don't want him
here. Happy ending: the dogs'
owners were found.

said he would deliver it to me in
15 minutes. Where else but
Nashville? It’s a very nice place
to live.

through 20 minutes of "previews" of other movies before

La Bella Notte was held at the Hilton Hotel, to
benefit Nashville Opera’s educational programs.
The theme, Carnaval, was beautifully carried
out in the invitation, decorations and printed program. And many of the guests dressed for the
theme, some even wearing lovely masks.
Helen Brown received the Francis Robinson
Award, for her service to the opera. Marion Couch
underwrote the crystal award.
There was a huge silent auction offering services, tickets to events, meals and entertainment, jewelry, hotel accommodations, art, and much more.
Guests enjoyed dinner which offered shrimp
fritters, beef filet, grilled artichokes and asparagus, and chocolate roulade.
Between courses there was a wonderful serenade of arias and musical favorites by Zulimar
Lopez-Hernandez, Kirstin Chavez, Javier Abrue,
Michael Corvino, and Amy Tate Williams.

Twins Sara Rosenstein and Rachel Kornman celebrated
their 97th birthday at a luncheon at Jonathan's Grill.
The sisters live across the hall from each other at
Blakeford at Green Hills. They also have a “baby” sister,
Dooley Gross, age 92, who lives in the same facility and was
on hand for the festivities.
Guests came from New Orleans, Washington, D. C.,
Boston, and Columbus, Ohio, as well as Nashville.
Those at the party ordered what they wanted from
Jonathan’s menu and then enjoyed a beautifully decorated
cake from Publix’s bakery
Lots of colorful balloons floated above the long dining
table and numerous cards and gifts were opened by the sisters, who blew out the candles and cut the cake together.

Davenport has a great sense of humor and
