Calexico Police Chief Hosts Town Meeting For Citizens

Police
Chief
Michael Bostic held a Town Hall
meeting last week to give the
community an update on the
Calexico Police Department.
The meeting was held last
Thursday, February 19, at San
Diego State Rodney Auditorium
where 100 people showed up to
see what the plans for the
Calexico Police Department.
Bostic spoke about the recent
events at the police department
and confirmed that the FBI investigation is still ongoing unlike
some rumors on Facebook that
said that the case was closed and
no findings weere made. Up until
today, two officers have been
fired in the wake of the investigation and two others are still
under investigation.
Bostic said that the investigations will be done in a professional manner and will follow the

"You are not going to see a
perp walk with me. It's a difficult
situation because behind every
firing and suspension there are
families that are being affected."
Bostic said.
Chief Bostic said that handling investigations is not easy
since there is a process that needs
to be made. He spoke about the
changes to the police deployment
and how they will have police
force patrolling the city based on
the needs of each day. He also
spoke about the investigations
going on internally and thanked
the Sheriff's Department and the
District Attorney for helping with
the internal investigation of the
evidence room and an officer
involved shooting.
Bostic said that they will continue with these town hall meetings with other sectors of the
community such as business people, clergy, and other parts of
town. The goal, Bostic said, is to
have more community police that
learn how to talk to the people
and get their concerns.
On a positive note, Chief
Bostic announced that the
Calexico Police Department and
the Border Patrol will be meeting
on a weekly basis to establish a
better relationship. Bostic said
that the relationship between the
police and border patrol will consist of sharing technology and
statistics that will help both entities have a more secure border.
"One of the things that I
noticed when I came here four
months ago is that there is a
Border Patrol Agent on every
corner so I met with their chief
and developed a relationship that
was broken for many years. We
are in the same public safety
business and we are very excited
to start working with them." he
said.
The Border Patrol will help
the Calexico Police Department
with Stone Garden funds to the
Calexico Police Department,
since most of the funds were used
during the past administration on
excessive overtime that cost the
city $1 million.
In related news, the Calexico
Police Commission met an hour
before the meeting where Chief
Bostic gave a preview of his presentation.
Commissionaire
Guillermo Hermosillo announced
that he would be resigning from
the board and serve on the
Measure "H" Commission. The
new ordinance states a person can
only serve on one commission
appointed by a councilman.
Brawley High School Future Farmers Club Prepare For Weekend’s Fair

Towards the end of February,
nerves and excitement multiply
as students and animals from
across the Valley prepare themselves for the annual California
Mid-Winter Fair & Fiesta, which
begins on February 27, 2015 at
the Imperial Valley Expo.
Brawley high school students
affiliated with the school’s Future
Farmers of America program
have also had an additional level
of support thanks to a new series
of buildings built to house, train
and care for their various critters.
The club held an open house
at their animal storage buildings
located near the USDA facility on
Highway 86 on Saturday,
February 21, 2015.
The facility came into being
when the original proposed project, which would have been
located across the street from the
High School, came with provisions the club did not find acceptable. These provisions included
a one-year trial period to see how
nearby residents would react to
the smell associated with raising
animals.
“[The Brawley City Council]
would only give us a year,” said
BUHS Agriculture teacher and
FFA Advisor Michelle Taylor.
“Can you imagine us putting all
this together only for them to
change their minds?”
“All this” includes two large
animal pens for pigs, steers, goats
and sheep, a staging area for
cleaning and clipping animal hair
and a building for smaller animals, like chickens and rabbits.
Animals rest on rubber mats
that lie on concrete slabs for easy
clean up. Built in radiant heating
helps keep the animals warm during the cold winter months and
water can be pumped in to clean
the animals and pens when necessary.
Brawley’sJ facility came
mostly at donations of time, work
and money. The land is leased to
the club at a rate of $1 per year,
the concrete slabs the animals
rest on were installed by the
BUHS Construction class and
metal struts that the students use
to hang shades were put in place
by the school’s Welding classes
among many other donations of
time and money.
“It was a lot of little things
that helped get this entire project
together,” said Taylor.
During the afternoon affair,
students gave tours of the facility
and showed off their animals,
many of which the students
began raising when the school
year started.
The facility also helped many
of the students raise their animals
away from angry neighbors complaining about the associated
smells.
There are additional benefits
to the facility. The USDA can
use the educational aspects of the
BUHS project to help them with
grant applications for future projects.
There were other considerations built into the facility. While
the animals’ drinking water
comes from the city, the water
used to clean their pens is county
canal water, which helps the club
not waste potable water.
Brawley’s 80 FFA student
will join hundreds of other FFA
and 4-H at this weekend’s
California Mid-Winter Fair and
Fiesta showmanship judging.
Lucky students will then sell their
winning animals off at the following weekend’s auctions on
March 6 and 7.

Holtville Vikings Soccer Wins Desert
Cup Against Imperial, 3-1
HOLTVILLE’S VIKING VARSITY soccer team played in the Desert Cup against Imperial High
School on Thursday, February 12, at Holtville High Field. Holtville managed to take home the trophy with a 3-1 victory coming from behindafter a 0-1 deficit. The team is coached by Juan Arroyo,
Gerardo Lara, Felipe Arroyo and Refugio Torres. Thursday’s championship victory was the team’s

People from different religious groups from all over the
Imperial Valley are uniting
against abortion in the Imperial
Valley.
A movement called "40 Days
for Lives" is a community-based
campaign that takes a determined, peaceful approach to
showing local communities the
consequences of abortion in their
own neighborhoods, for their
own friends and families. This is
a worldwide campaign that is
happening in El Centro on 4th
Street where the Planned
Parenthood clinic is scheduled to
open.
For Margie Madueno, coordinator of this movement said that
the
opening
of
Planned
Parenthood in the Imperial Valley
is will detrimental for the community.
"Planned Parenthood makes
3,000 abortions a day and they
want to come to our community.
They disguise themselves as a
group that wants to educate the
community in sexual education,
but in reality, they make money
from abortions and that is a big
crisis in the United States."
Madueno said.
Tuesday night a large group
of approximately 600 people
gathered outside the El Centro
Regional Medical Center to
protest a possible agreement
between ECRMC and Planned
Parenthood. The agreement will
be if a patient at the Planned
Parenthood needs emergency
treatment, the patient will be
immediately be sent to the hospital.

This is the first comprehensive biography of Anza who was
best known for his travels to
California as a young man.
Having grown up in New Spain’s
Northern Territory, Anza knew
the daily challenges that the various ethnic groups encountered in
this region of limited resources,
and he saw both the advantages
and the pitfalls of the region’s
strong Franciscan presence.
Anza’s knowledge of frontier terrains and the people, helped
make him a more effective military and political leader.
By combining administrative
history with narrative biography,
Herrera shows that Anza was
more than an explorer. He was
devoted equally to the Spanish
Empire and to the North
American region he knew intimately, Governor Anza shaped
the history of New Mexico at a
critical juncture.
Brawley Concil To Host Special Outdoor
“Town Hall” Meeting March 19

In an effort to encourage the
residents of Brawley to know and
interact with their elected leaders,
the Brawley City Council will be
hosting a special meeting on the
evening of March 19, 2015 at the
North Plaza Park.
The meeting, spearheaded by
Brawley mayor George Nava,
will be held outdoors at the
Kiwanis Kiosk just east of the
city’s Post Office. Attendees
interested in the meeting will be
asked to provide their own chairs.
The purpose of the outdoor
town hall is to give Brawley residents the opportunity to meet and
interact with their elected officials. In addition to the Brawley
City Council, Supervisor and
Board Chairman Ryan Kelley
will give a short presentation on
his responsibilites and duties.
Kelley will be followed by representatives of Assemblyman
Eduardo Garcia, State Senator
Ben Hueso and Congressman
Juan Vargas.
Each representative will be
given a period of time to address
the potential crowd and a meetand-greet session for residents to
discuss important issues was
expected to follow the event.
The meeting was made for
Thursday, March 19 instead of
the usual Tuesday evening to
accomodate the schedule for the
out of town representatives.
Additionally, local band
“Capitol 64” will be performing a
special concert after the meeting.
Brawley’s town hall date was
approved at the council’s previous meeting on February 17.
The Brawley City Council’s
recent efforts in being more open
about their processes and meetings was spearheaded by a cooperative effort between the city
and BUHS Civics instructor Jose
Flores, whose program to encourage youth involvement in local
government has garnered attention at the state level.
The meeting is scheduled to
begin at around 6 pm on
Thursday, March 19 at the North
Plaza Park near the Kiwanis
Kiosk. Attendees are encouraged
to bring their own chairs.
Calexico Dawgs Win First “COPA Mexico” Girls Softball Tourney

The Calexico Dawgs girl's
softball team won the first annual
COPA Mexico tournament sponsored by the Mexican Consulate
in Calexico.

and Mexicali participated in a
two day event organized by the
Mexican Consulate and the
Institute of Mexican Abroad with
the goal organizing more sport
related events in the area. The
tournament started on Saturday,
February 21, at Nosotros Park
and De Anza Jr. High Baseball
field having direct elimination
games in order to organize a final
game on Sunday.
The Calexico Dawgs and the
Brawley Wildcats played the
finals Sunday afternoon and
Brawley took the lead during the
entire game. The Wildcats dominated the score with 7-1 against
Calexico but in the last inning the
Lady Dawgs made a comeback
winning the game with score of
10-7 over the wildcats. Deputy
Mexican Consul Hector Huerta
congratulated both teams for a
great game and gave the first
place trophy to the Lady Dawgs
and also softball pitching net.
For Coach David Jimenez,
the team improved during the
game and where able to pull a
great victory.
"It was a good tournament
and lots of participation from
teams from all over the Imperial
Valley and Mexicali. The
progress of the team was shown
today and the efforts invested
with the girls gave good results."
Coach Jimenez said.
Deputy Consul Hector Huerta
this is the first of many sport
events the Mexican Consulate
will be organizing in the months
to come.
"We are proud to conclude
the first softball tournament and
this is the first of many tournaments we will be organizing. We
invite the community to be part
of these events that are much
needed in the valley and unite
families." Huerta said.

all fourteen grapplers to the San
Diego Section Masters tournament this coming weekend at

The top six wrestlers in each
weight class qualified for the
chance to complete in the mega
tournament, which brings grapplers from over eighty San Diego
and Imperial County schools for
a chance at the State Finals in
Bakersfield.
Brawley’s squad earned
320.5 points in the unofficial
team scoring. Brawley’s 14 qualifying wrestlers are chief among

They were given shelter for
forty days and in the last day the
Calexico homeless woke up early
Sunday to clean up Calexico.
A group of men that stayed at
the homeless shelter helped in a
city clean up and started by painting the restroom on 1st Street,
Border Park, and Rockwood
Park. The men decided to volunteer to do this in order to "pay it
back" to the community that
helped them with shelter and support while they were living in the
temporary shelter at Rockwood
Park.
Monday morning was the last
day the temporary shelters were
going to operate. The Calexico
City Council decided to support
the efforts by the Alumni of the
Calexico High School Class of
1982 to give shelter to the homeless during the freezing temperatures during the winter season.
The community united and
donated food, clothing, toiletries
and other items that help with the
operation of the shelter.
Thanks to the support of the
school district by opening the De
Anza Gym for a few days, the
shelter was open on December
31st and then moved for a week
to the Methodist Church. The
City of Calexico also stepped up
and erected three shelters. The
first night they had twelve people
and their last night there was thirty-five.
For Francisco, a homeless
that helped painting Sunday
morning, is grateful for the support he had and during this time
and applied to have a home in
Calexico.
"They helped us a lot with
shelter and food. Being on the
street is very unsafe but here I felt
much secured."
Maribel Padilla, Coordinator
of the Homeless Shelter, said that
some of the homeless will be
going to other shelters and some
have even saved money and pair
up to rent apartment studios.
"The two months we had we
have done more than anybody
else because we actually got
these people services and information they needed.
The Class of 1982 feed the
homeless every month at the
Border Park and will continue
supporting them at different
capacities moving forward,
Padilla said.

the purpose of the gathering is to
make the politician choose life
over abortion.
"We are here peacefully to
ask them and listen to our opinions and we are a valley that is
70% against abortion and if there
is an abortion clinic more women
will be hurt. We are here in
prayer and in favor of life."
Father Horning said.
For Calexico resident Danny
Ramirez, the unity of several religious denominations to support
life showed a clear position of
where people stand on abortion.
"The unity in El Centro is
really great and I see a lot of
things I didn't really expect. We
have people sacrificing their time
to be here. This is something that
is really inspiring and motivational." Ramirez said.

Attorney David Gibbs III from
the National Center for Life and
Liberty gave a report about the
meeting and said they will continue the discussion at a later date
and told the board the reason they
should not approve the transfer
agreement. The transfer agreement was an informational item
so no action was taken.

announced a settlement valued at more
than $920,000 with the Imperial Irrigation
District for its improper disposal of polychlorinated biphenyls (PCBs) at a former
electricity substation. The District must
spend $543,000 to replace equipment currently containing PCBs and perform an
audit of 9 inactive substations. The
District, the sixth largest utility in
California, providing electric power to
more than 145,000 customers in the
Imperial Valley and parts of Riverside
County, will also pay a $379,000 civil
penalty.
“Our goal is to protect public health
and the environment from the risks of
PCBs,” said Jared Blumenfeld, EPA’s
Regional Administrator for the Pacific
Southwest. “Today’s settlement means
Imperial Irrigation District will be taking
steps to counter the impacts of its legacy
PCB contamination in several local communities.”

She married Raul Tony Martinez on May 4, 1957, moved to Torrance, CA, and lived there
from 1957-2010.
She is survived by Raul Martinez (Husband), and their three children, Anthony (Bobbi)

She first and foremost was a homemaker, but
did work at Sam Levy Department Store in Torrance, CA
for many years as a bookkeeper. Her hobbies included
gardening, reading, praying the Rosary, walking the mall,
talking to great friends and spending time with her family.
A lifelong Catholic, Eva was a parishioner of
Nativity Catholic Church in Torrance, CA and Blessed
Teresa of Calcutta in Winchester, CA. She was a VFW
member in Gardena, CA and attended activities with the
Legion of Mary.
Eva loved visits from her grandchildren and it
brought her immense joy and happiness to watch them
grow into who they are today. Eva was a loving, caring,
woman with a heart of gold who never forgot a birthday.
There will be a rosary and viewing at MillerJones, Murrieta, CA from 10 a.m. -2 p.m. on March 1st.
She will be buried at Riverside National Cemetery at
12:45 p.m. after a Mass at Blessed Teresa of Calcutta in
Winchester, CA at 10:30 a.m. on March 2nd.
stations located in Brawley, Calexico,
Indio, Mecca, and El Centro. The audit
will examine all PCB-containing equipment and conduct soil sampling at the
properties. Any soil contamination in
violation of TSCA discovered during the
audit will be cleaned up and any remaining PCB-containing equipment will be
removed. The deadline for completion of
the audits is 17 months after EPA’s
approval of the auditor.
The District is also required to
replace 16 regulators, three transformers
and three circuit breakers with non-PCB
containing equipment at active facilities
located throughout its service area. This
project must be completed within a year.
The settlement resolves violations of
the federal Toxic Substances Control Act
(TSCA) at the Rio Vista Electricity
Substation, which the District operated
from 1957 until 2002. The substation,
located on West River Drive in Brawley,
Calif., was adjacent to the Phil D. Swing
Elementary School, the largest elementary school in the city. In February 2002,
the District closed the facility and
removed all PCB electrical equipment. In
2011, an environmental assessment of the
facility by the company discovered that
old electrical equipment had leaked PCBs
into the soil and testing found PCB concentrations as high as 363 parts per mil-
lion (ppm), greater than the federal limit
of 50 ppm and a violation of TSCA. As a
result, the District, under EPA’s supervision, removed and properly disposed of
10,000 pounds of PCB-contaminated dirt.
PCBs are man-made organic chemicals used in paints, industrial equipment,
plastics, and cooling oil for electrical
transformers. More than 1.5 billion
pounds of PCBs were manufactured in the
United States before the EPA banned the
production of this chemical class in 1978.
Acute PCB exposure can adversely affect
the nervous, immune, and endocrine systems as well as liver function. Concerns
about human health and the extensive
presence and lengthy persistence of PCBs
in the environment led Congress to enact
the TSCA in 1976.
Imperial County is a predominately
Hispanic county with one of the highest
unemployment rates in the nation. Over
the next two years EPA is committed to
making a visible difference in communities like Imperial County by reducing pollution and improving indoor air quality to
improve the health and environment for
local residents.

It was reported that a male subject was acting strange and loitering on a parking lot of the of the
local grocery market, the subject
was contacted and sent home, the
caller whom is an employee was
asked to call back should the subject return.
KEEP MY YARD CLEAN:
It was reported that the callers
neighbor is dumping dirt and
clippings onto his front yard
which leaves the caller having to
pay extra for cleaning , the neighbors were contacted and the situation was resolved
TORN CHAIN LINK:
It was reported that someone has
vandalized the caller's chain link
fence, the caller stated that the
fence has been torn, though it is
most likely that a pair of wire cutters were used, the hole was big
enough for an adult male to fit
thru, the caller was advised of her
options,
ARGUING:
It was reported that a mother and
daughter couple were arguing,
the daughter was pushed by her
mother after talking so much, the
young woman locked herself in
her room, both parties were coun-
seled.
SMALL SNAKES:
It was reported that a brown
small snake was seen by a canal
near by the caller's home, the
caller stated that it looked dangerous, though there are several
small snakes that are quite venomous, concern was alarmed, the
caller was advised to contact animal control.
TEEN PROBLEMS:
It was reported that a group of
teenagers are throwing rocks at
the caller's building, though the
caller has scared them off before,
they keep returning, the teenagers
were gone before an officer could
make contact, the caller was
advised of his options.
GET A ROOM:
It was reported that a male subject was found to be "resting" in
the street, the subject was laying
down on the sidewalk in front of
the caller's home, though he was
checked up on, an officer arrived
and sent the man on his way after
being counseled, the caller was
advised to call back should he
return.
PERSONAL PROBLEMS:
It was reported that the caller is
having an escalating argument
with her husband, the caller is
afraid that it might escalate into
something physical, the caller
and the husband were counseled,
both were advised on their
options.
It was reported that a male subject was screaming and throwing
things around the residence, the
young male was aggressive, the
subject turned out to me mentally
unstable, the situation was handled.
STAY APART:
It was reported that a male and
female couple are having an
intense and loud argument,
though the matter was not known
the caller is afraid that they may
get physical, both subjects were
counseled and separated, they
were asked to find a friend to stay
over.
GRAFFITI:
It was reported that the caller's
fence which is in the back of his
home facing the alley was vandalized with graffiti using spray
paint, the caller believes it happened sometime late in the
evening, a report was taken.
AIR CONDITIONER TOO
LOUD:
It was reported that the caller can
hear a loud motor like noise coming from around the area, the
caller also stated that his home
rattled and shaked due to the
vibrations of the noise, it was
then found that the cause was the
neighbors air conditioner, the
neighbors were advised to fix the
problem.
SLASHED TIRES:
It was reported that the caller has
found her vehicle's front left tire
slashed with an unknown object,
the caller believes it was done by
her husband, the caller was
advised of her options, she was
asked to call back should it happen again.

her friends, the male subject is
shouting and yelling obscenities

CBP Intercepts Suspect Vessel Loaded With

A U.S. Customs and Border
Protection, Office of Air and
Marine (OAM) crew intercepted
a suspect vessel near Santa Rosa
Island in California on February
17. The vessel was initially
detected and tracked by a U.S.
Coast Guard (USCG) C-130 aircrew.
The combined efforts resulted in
the arrest of 3 suspects and the
seizure of 2,585 pounds of marijuana.
The USCG requested assistance
from OAM after it detected a
two-engine panga vessel loaded
with suspected contraband and
traveling north without navigational lights at around 1:20 a.m.
A San Diego-based Midnight
Express
interceptor
crew
launched and pre-positioned
itself north of the projected transit
route. When the suspect vessel
approached, Marine Interdiction
Agents successfully intercepted,
boarded and seized the panga.
“The collaborative efforts of our
DHS partners have proven to be
extremely effective in conducting
significant
intercepts
and
seizures,”
said
Jeremy
Thompson, Director, Marine
Operations at the San Diego Air
and Marine Branch.
During the event, an OAM San
Diego-based
Multi-Role
Enforcement aircraft and USCG
C-130 aircraft flew overhead and
the aircrews conducted surveillance, providing cover to marine
agents.

DRUNK IN PUBLIC:
It was reported that an intoxicated subject is walking around the
area making a lot of noise and
causing a lot of noise, the subject
was sent home, he complied and
called it a night.
STOLEN RADIO:
It was reported that a subject had
broken into the caller's vehicle,
to steal an XM satellite radio
from his dashboard, the caller
was advised on his options, a
report was made.
MOTHER AND SON:
It was reported that an argument
has broken out between a mother
and son pair, the caller stated that
the mother is under the weather,
both parties were contacted, they
were both advised on their
options.
STOLEN PROPERTY:
It was reported that an unknown
subject had broken into the
caller's trailer sometime last
night, the subject made off with a
few bracelets and necklaces,
though nothing too extravagant,
the caller was advised of his
options.
BROKEN GLASS:
It was reported from a market,
that an unknown subject had broken a window on the side of the
building, its unknown if this incident was a burglary attempt, or a
vandalism case, the owners of the
store were advised of their
options, a report was taken.
CBP Officers Nab Man Attempting
To Smuggle Methamphetamine in
Landscaping Equipment
Tecate Officers Find Narcotics in
Lawn Mower, Garden Trash Can
U.S. Customs and Border
Protection officers at the Tecate
port of entry Friday arrested a
man after discovering almost 84
pounds of methamphetamine
stashed inside a lawn mower and
garden trash can that were being
transported in the bed of the pickup he was driving.
The incident occurred shortly
before 6 a.m. on February 20,
when CBP officers encountered a
23-year-old U.S. citizen after he
arrived at the port driving a 1994
Toyota T100 pickup. A CBP narcotics detector dog alerted to the
bed of the pickup, which was
loaded with landscaping equipment, and officers referred the
driver and vehicle for further
review.
During an intensive inspection,
officers offloaded the landscaping equipment from the bed of the
pickup and discovered a lawn
mower that had been modified to
conceal a specially-built compartment and a garden trash can
that contained a false bottom.
Officers continued searching the
equipment
and
ultimately
removed a total of 46 wrapped
packages that were hidden in the
lawn mover’s underside as well
as underneath the false bottom of
the trash can.
The packages field-tested positive as methamphetamine and
have a street value of approximately $835,000.
The driver, a resident of Chula
Vista, was arrested and turned
over to the custody of Homeland
Security Investigations agents for
further processing. He was later
transported to the San Diego
County Jail to await arraignment.
CBP seized the vehicle and the
narcotics.

Friday, El Centro Sector Border
Patrol agents assigned to the
Calexico Station arrested four
individuals after discovering
approximately 148 pounds of
marijuana in a vehicle.Shortly
before 7 p.m., Border Patrol
agents observed three men climb
over the United States/ Mexico
boundary fence. Agents noticed
the men were transporting large
bundles suspected to contain narcotics, and monitored them as
they traveled north towards
Interstate
8.As
the
men
approached the freeway, agents
observed a 2005 Pontiac
Bonneville sedan stop on the
eastbound lanes. The three men
subsequently loaded the bundles
in the Pontiac and ran south
towards Mexico. A Border Patrol
agent responded and apprehended two of the men, a 25-year-old
and 37-year-old, both Mexican
citizens, while the third man
managed to climb the border
fence and absconded into
Mexxico. Border Patrol agents
pulled the vehicle over at the
Gordon’s Well road exit along
Interstate 8, and encountered a
35-year-old male United States
citizen driver, and his passenger,
a 37-year-old female Mexican
citizen. Agents discovered that
the six bundles in the vehicle’s
back seat contained 148 pounds
of marijuana, with an estimated
value of more than $88,500.The
suspects, vehicle and marijuana
were turned over to the Imperial
County High Intensity Drug
Trafficking Area task force for
further investigation.Last fiscal
year, El Centro Sector seized
more than 5,700 pounds of marijuajna.

Back At The Good Old Days

DESCRIBE the music which
came from Lady Gaga Sunday
night.
Lady Gaga? Awe-Inspiring?
The shock-rocker played it
straight on a medley of tunes
from the movie “The Sound of
Music” and hit a homerun out of
Yankee Stadium by everybody’s
accounts.
She was called on to sing the
most dramatic of music form the
movie and did so in dramatic,
resonant tones that gave some
people goose bumps. It was a fitting tribute to one of the greatest
musical scores ever written and
Gaga didn’t let anybody down.
Apparently she worked on doing
the medley for six months prior
to the show, according to reports
in the local newspapers.
She was rewarded with standing
ovation from the hard-nosed film
audience on hand and cheers
form everybody else.
She even got high praise from
Julie Andrews, who starred in the
original and put in a surprise
appearance at the Oscars.
The two hugged at center stage
for several minutes and
exchanged private conversation
before parting.
It was one of those moments
that make the Oscars worth suffering through each year. You
don’t get that at the Golden
Globes or the SAG awards.
It could open up a whole new
area of music for her. She’s
already done a duet album with
ageless Tony Bennett. We hope
she does more of this type of
singing.
She may never put away the
wigs and the outrageous costumes, but with voice like that,
she’s got a lot more going for her
than kitsch music. Let’s hear it
for Lady Gaga!
MY WIFE AND I HAVE
ALWAYS BEEN BIG Oscar
fans. We like to watch the red
carpet, the show and even the
after-party.
This year’s show dragged quite
a bit because of some stage numbers that didn’t work particularly
well.
Neil Patrick Harris tried to keep
things moving along, but his
jokes fell short of the mark. He
also tried to mimic the movie
“Birdman” when he ran out on
stage in his under pants. He left
everyone bewildered and confused and hardly anyone laughing.
Ditto his magic trick using a
brief case in a glass case that was
kept on stage. It was about as
lame as an old donkey left out in
the desert.
Other than that, though, it was
the usual glitz and glamour of
Hollywood presented in a majestic package just down the freeway from Imperial Valley.

NOSTALGIA IS ALWAYS A
FUN subject and since we are
coming off a major promotion
and taking it easy at the newspaper before the next major promotion, I decided to take a look
back.
That was in the from of
Reminisce Magazine, which is
made up of stories about the
“good old days” and the comings
and goings of our parents and
grandparents.
One thing that caught my attention was an article about airline
travel in the 1950s.
Back then it was considered a
luxury to travel by air and the
service was first class no matter
what part of the plane you sat in.
Airline pilots were glamorous
and stewardesses were even more
glamorous.
The Boeing Stratocruiser, with
its snub nose and four prop
engines, ruled the skies before
jets came along. As did the
Lockheed Constellation.
On board, you got first class leg
room in every seat, free drinks,
and meals that were actual meals,
not Banquet frozen dinners.
A waiter with a white napkin
served you with alcoholic beverages and soft drinks from a serving cart ala the finest restaurants.
The the passengers actually
dressed up to get on the plane.
Suits for men, complete with ties.
Dresses for women enhanced by
jewelry.
Flying was like going to a
Broadway play.
And the stewardesses had to
adhere to a strict dress code as
well as height and weight
requirements.
Some airlines, most notably
western Airlines served free
champagne to adult passengers.
Contrast that with today’s modern air travel where the passenger
has to pay for everything just to
get on the plane, to sardine-like
seating, to bringing your own
drinks and entertainment devices.
The “flight attendants” only do
a minimum for the passengers
and the leg room would squeeze
the smallest of travelers.
Bring back the good old days, in
this case. Flying became our ticket to the world and we have had
to pay a price for it in giving up
the creature comforts that once
made it great. We long for those
days to return.

And The Benefits Of Tributes
WE BEGIN THIS shortened
column with a message for anyone concerned about the impacts
and the aftermath of the recent
awards season.
Don’t be.
Seriously, anyone who takes
the year’s awards season simply
values their own opinion way too
much.
(We’ll give you a moment to
let the irony of that statement
sink in.)
It’s one thing to be a fan of
the pomp and circumstance and
to marvel at the lovely, one of a
kind gowns the industry’s leading
women bring with them.
Truth be told, the Oscars, the
Grammys, the Emmys and the
rest are mostly industry awards
meant for various entertainment
platforms to congratulate their
own.
Even then, the end result is a
new batch of DVDs being
released with a gold tagline that
says “Winner of the Academy
Award For...” Actors can also
add “Featuring Academy Award
winning...” to their future projects.
Winning actors even admit
that the shelf life of an Oscar win
is less than six months, even in
the days before the internet.
Beyond that, the Oscars are
just another show. Debate the
merits of the winning films and
actors, have fun with your office
pool, but try not to take it as seriously as you may wish to do.
After all, it’s not the end of
the world and the coming of
Armageddon that American
Sniper didn’t win.
IF YOU MISSED the story
on page 2, the City of Brawley is
hosting a Town Hall meeting on
March 19, 2015, bringing together a normal meeting alongside an
introduction to city, county, state
and federal representatives.
This is exactly the sort of
thing that more people should be
involved with. More residents
should take an interest in their
city government and take a good
look at what their representatives
are doing.
This way, anytime there are
controversial decisions or issues
that are being addressed by a
council or a board or a congress,
they can make their opinions
known and possibly influence the
final result.
Of course, the other issue is
that these very people should
already be interested in these
sorts of things.
A town hall meeting is a nice
first step, but it takes effort to get
otherwise disinterested people
involved beyond the most casual
of ways.
WITH THE FAIR and
Fiesta starting again this week,
the complaints have begun to
flow over social media and in our
email inboxes.
“Why does the Fair keep
bringing all these tribute bands
instead of getting a big act?”
The response is pretty simple,
but it’s up to me to deliver it
instead of the board.
“If you want a major, relevant act to perform at the Fair
and Fiesta, everyone will need to
pay more for general admission
and those interested will still
have to pay extra for the special
tickets.”
In other words, if you want to
see a major, relevant act at the
Fair & Fiesta, expect to pay for it,
even if you’re not interested in
the show to begin with.
Simple economics, really.
Major acts want a big stage with
lots of potential seating. The I.V.
Expo’s Grandstand arena really
isn’t the best place for a concert

of that size. It’s simply not big
enough.
At best, the Grandstand arena
could hold 2,000 people and,
depending on how the stage is
arranged, at least 40% of them
would be unable to see anything!
A big act would draw people
from
all
over
Southern
California, so even all of the local
fans would not be able to attend
the concert.
Add to that, the lack of a
guaranteed gate would require a
huge advance that the Fair would
need to recuperate through general admission ticket sales. Expect
ticket prices to nearly double,
even for those unable to attend
that mythical big concert.
Finally, there are those who
aren’t interested in attending concerts at the Fair, big act or not.
They’d also have to be charged.
So... combine a venue that
would way be too small with the
Fair needing to recuperate a huge
advance through higher ticket
prices even for those not interested in attending the concert in the
first place.
And you wonder why tributes
are the more reasonable alternative. Cheaper costs, larger vari-
ety and every day of the fair can
have something going on instead
of one.

Holtville Wrestlers Dominate At CIF-SDS Individual Tourney

Wrestling Team added another
title on Saturday as the C.I.F.
Individual competition took
place.
The competition started early
Saturday morning and lasted
through the day with the finals
starting at 7 p.m. Holtville had
great representation with seven
wrestlers in the finals and ended
up with 3 championships, 4 who
placed second, and 1 third place
finish. Holtville took 1st place
overall as the top team with a
total point score of 236.5. Mt.
Miguel placed second with 203.5
points, and Imperial came in third
as a team with 159 points.
The individual results for
Holtville were as follows: First
places finishes were Drake
Irungaray (128lbs), Esteban
Llanas (222lbs), and Jimmy
Zarate (Hwt). Placing second
from the Vikings were John
Sandoval (115lbs), Jacob Merten
(134lbs), William Jongeward
(184lbs), and Esteban Torres
(197lbs). Jessy Diaz placed 3rd
at 140 pounds. Fifth place finishes went to Ethan Hernandez
(108lbs), Casey Lizaola (115lbs),
and Estephen Gonzalez (154lbs).
Jorge De La Rosa (172lbs) finished sixth in his weight class.
The top four in each weight
class will now advance to the
Masters Tournament that will be
held at Southwest High School
this Friday and Saturday. The
fifth place kids are alternates for
their weight. If another wrestler
doesn't make weight or participate then the alternate would
have a chance to participate.

Holtville Joins IID Petition Over QSA Water Transfer, Workshop
(The following information came from a presentation
from the Imperial Irrigation
District to the Holtville City
Council. The remainder of
this story will be published in
next week’s edition of the
Weekly-Chronicle.)
Representatives from the
Imperial Irrigation District
addressed the Holtville City
Council on Monday, February
23, 2015, seeking support for
an upcoming workshop to discuss a modification to the State
of California State Water
Resources Control Board
Order WRO 2002 - 0013.
The Council directed staff
to draft a letter to the State
Water Control Resources
Control Board for the Council
to review and then send in support of the IID's petition.
On November 18, 2014, the
Imperial Irrigation District
(IID) filed a Petition for
Change seeking modification
of Revised Order WRO 20020013, which approved a longterm transfer from Imperial
Irrigation District to San Diego
County
Water Authority
(SDCWA), Coachella Valley
Water District (CVWD) and
Metropolitan Water District of
Southern California (MWD),
to the State Water Board.
In its petition the IID offers
a specific process and timeline
for the parties to the 2003
Quantification
Settlement
Agreement, the landmark
water-sharing pact that has
enabled California to live within its annual entitlements of 4.4
million acre-feet from the
Colorado River, to reach consensus on the most realistic and
sustainable Salton Sea restoration plan. If this facilitated dialogue should fail to produce a
consensus plan, IID is asking
the state board to consider
making the state's obligation to
restore the Salton Sea a condition of the water transfers
under the QSA.
The State Water Resources
Control Board gave notice on
its website last Friday of a public workshop to be held
Wednesday, March 18, 2015 in
response to rhe IIS's petition
regarding the state's unmet
restoration obligation at the
Salton Sea.

the air, wildlife, and water

2. If there is a necessary
and appropriate role for the

the scheduling of this workshop does not reflect a conclusion that changes to Revised
Order WRO 2002-0013 would
be an appropriate way to
address issues concerning
restoration of the Salton Sea.
However, the receipt of the
petition reignited discussions
regarding the impending
December 31, 2017 date at
which time the requirement
established by Order WRO
2002-0013 for IID to deliver a
specific quantity of water to
mitigate the effects of the
transfer on the Salton Sea will
end. It is expected that the loss
of that mitigation water will
accelerate the contraction of
the Salton Sea, resulting in the
exposure of an extensive playa
with fine particles that may
cause significant public health
impacts to surrounding communities, and accelerating the
rate at which the Salton Sea
becomes a highly saline environment, unable to support a
viable fishery and fish-eating
birds.

Stella Singh
September 20, 1938 - February 20, 2015
It is with great sadness that the family of Stella Singh
announces her passing. She passed away on Friday, February
20th, 2015 at the age of 76. Stella was a lifelong resident of
Holtville, CA. Stella will be lovingly remembered by her husband,
Raymond Singh of Holtville and her children, Maria Ayon of
Holtville, Dolores Granillo of Imperial, CA, Tony Singh (Michelle)
of El Centro, CA, and Tommy Singh (Chemain) of Albuquerque,
NM.
Stella will also be fondly remembered by her sisters and
brother, Mercy Soriano of Woodland, CA, Margie Cravens of
Holtville, CA, Joe Silva of Hemet, CA
She was a homemaker, and loved to support and be
active with her children. Stella was involved for many years with
the Holtville Little League as president and player agent. She
was an avid bowler and was active with the YABA bowling for
youth and children. She spent time manning the tables on election days and was a member of the Soroptomist Club for a short
time.
Stella enjoyed researching her geneology, love debating with
watching Star Wars, and reading a good book.

CHAPTER 2, OF THE IMPERIAL COUNTY CODE
REGARDING DEVELOPMENT AGREEMENTS FOR NONRESIDENTIAL PROJECTS TO ADD SECTIONS 92320.01 92320.03, APPROVING IMPERIAL COUNTY DEVELOPMENT AGREEMENT CONCERNING WISTARIARANCH
SOLAR ENERGY CENTER (PROJECT) AND MAKING
CERTAIN FINDINGS RELATED THERETO.
This is a summary of the above entitled Ordinance adopted by the
Board of Supervisors of the County of Imperial on January 27, 2015.
This summary has been prepared and published in accordance with
Government Code 25124(a). The proposed Project is generally located within the unincorporated County area 4 ½ miles west of the City
of Calexico, California, north and south of SR 98 between Ferrell
Road and the westerly boundary of Brockman Road. A map showing
the boundaries of the property is shown below. The proposed
Ordinance approves the terms of a Development Agreement between
the County and the Wistaria Ranch Solar Center LLC (Developer) in
connection with development of the Project. Based upon the required
findings, the Development Agreement, among other terms, extends
the time allowed for initiating construction under each of 16 solar
conditional use permits (CUPs) beyond the typical 3 years for 10
years from the effective date of the Development Agreement. The
Development Agreement also makes mandatory the Developer’s
payment of otherwise voluntary Public Benefit payments for solar
projects, including property tax and sales tax guarantees to be met on
a pro-rata basis as each CUP is built. The Board of Supervisors has
found that the Development Agreement is consistent with the County
General Plan and with the requirements of the Imperial County Land
Use Ordinance. The Development Agreement provides for the
assignment of the Project on a CUP by CUP basis with County confirmation of adequate on-going financial security for the environmental mitigation measures and reclamation and decommissioning
plan. Attached to the Ordinance as Exhibit 1 is a copy of the
Imperial County Development Agreement Concerning the Wistaria
Ranch Solar Energy Center, described above.
A certified copy of the proposed Ordinance and Development
Agreement is on file with the Clerk of the Board of Supervisors, 940
West Main Street, El Centro, CA 92243, and is available for public
inspection and copying in that office in accordance with the Public
Records Act (Cal. Govt. Code sections 6250 et seq.).

NOTICE IS HEREBY GIVEN that the Board of Supervisors of
Imperial County, after a properly noticed public hearing held on
December 9, 2014, adopted Ordinance No. 1502. This ordinance
amends Title 9 of the Codified Ordinances of the Imperial County
to be consistent with current federal, state and local laws and policies. More specifically, the ordinance amends Divisions 1, 4, 5, 8,
10, & 24 of the Title 9, Land Use Ordinance. The purpose is to (1)
Implement and maintain General Plan consistency, (2) Incorporate
all pertinent and applicable County policies, (3) Modernize the
existing land use terms, (4) Incorporate uses consistent with Zoning
in the Land Use Ordinance, and (5) Focus on administrative consistency.

The City of Calexico is inviting proposals for Landscape/Irrigation System Maintenance throughout various locations within the City of Calexico.
2.
SCOPE OF WORK
The contractor shall furnish all labor, tools, equipment; pay all permits, taxes and/or inspection fees necessary to maintain all landscaped areas and irrigation systems, in excellent condition at various locations.
Maintenance shall consist of:
* Mow, edge, trim and remove all weeds in lawn areas throughout premises on a weekly basis.
* Trim, shape and prune trees, shrubs and other plants as needed.
* Cultivate planting areas as needed.? Fertilize Lawn and planted areas on a quarterly basis.
* Apply herbicides on a biannual basis for weed control.
* Plant trees, shrubs and flowers as directed.
* Eliminate all brown spots in lawn areas.
* Remove scattered trash and/or debris from all trash receptacles, ramps,walkways, parks,
greenbelts and parking lots on a daily basis.
* Clean trash receptacles and replace plastic liners on a daily basis.
*Inspected and repair any and all irrigation system deficiencies.
* Repair all damage to irrigation systems incurred during routine lawn maintenance.
(Sprinkler heads, backflow devices and bubblers damaged while mowing, edging and/or tri
ming.)
3.
PROPOSED AGREEMENT SCHEDULE
Contract will be for a period of two (2) year, with the City reserving the right to exercise an optional
contract extension if the pricing remains the same and the service is satisfactory. A quarterly audit of
each site will be conduct to insure the proper conditions are being met.
4.
LICENSE REQUIREMENTS
* A valid State of California Landscapers License C-27.
* A valid City of Calexico Business License.
* A valid State of California Pest Control Business Maintenance Gardener License with a valid
Pest Control Business County Registration Permit.
5.
INSURANCE REQUIREMENTS
* Workers’ Compensation Coverage.
* General Liability Coverage. (City of Calexico named as additionally Insured)

6.
PROPOSAL REQUIREMENTS
