Chairman Ryan Kelley Delivers Annual State Of The County Address

Newly appointed Chairman
of the Imperial County Board of
Supervisors, Ryan E. Kelley,
delivered the annual “State of the
County” address on the evening
of February 12, 2015.
The address was delivered at
the Brawley Elks Lodge, the
same location as his Mayoral
appointment ceremony five years
ago.
In a speech that was deliberately kept short, Kelley spoke on
the board’s accomplishments of
the previous year along with his
goals of the coming year.

Brawley Mulls Five Year
$26 Water & Sewer Rate
Adjustment Study

The Brawley City Council
had much to consider at their
February 17, 2015 meeting,
including a possible water and
sewer rate increase over the next
five years.
The increase suggestion was
part of a presentation by Bartle
Wells and Associates, a consulting firm that specializes in studying water and sewer rates for
municipalities, and City Finance
Director Ruby Walla.
Currently, Brawley is running
at a deficit with both their water
and sewer services. This is due,
in no small part, to individual
conservation efforts and the closure of National Beef last April.
The council mulled over three
increases during the presentation.
One that would fully pay for
needed improvements on the
hundred year old city water and
sewer system, one that would put
the city in better standing for
grants and one that would help
the city pay for their current services.
At the lowest considered levels, the increases would increase
sewer bills by $26 over five
years. At maximum levels, rates
would increase by over $106
after the same five year period.
“I don’t think the poorest residents could afford an increase
that size,” said council member
Sam Couchman, a sentiment
echoed by the rest of the council.
Representatives of Bartle
Wells also said that the higher the
increase approved by the council,
the better the city would look to
banks and government agencies
when acquiring loans and grants
for infrastructure improvements.
The rates also did not take
into consideration the possibility
of a new owner taking over the
National Beef Plant and restoring
services.
The
lowest
suggested
increases would also leave
Brawley with competitive rates
compared to the other Valley
cities.
Tuesday’s presentation was
the first in several steps towards a
June meeting under the auspices
of Proposition 218.
In the end, Brawley Mayor
George Nava, along with the rest
of the council, chose to have staff
focus on the lowest options for
water and sewer increases in
preparation for future meetings.

speech.
During his remarks, Kelley
mentioned the recent settlement
with the County and the Imperial
Irrigation District over the still
controversial
Quantification
Settlement Agreement, the
largest rural-to-urban water transfer in the United States.
Kelley added that since the
county and the IID now shared
one voice, they would work
towards holding the state
accountable for their part in
restoring and maintaining the
Salton Sea
In regards to the recent moratorium discussion over new solar
energy plants, Kelley confirmed
that he would press for more
solar plants and renewable ener-
gy outlets to be placed south of
the Salton Sea and away from
Valley farmland.
Kelley also suggested, to the
applause of the assembled crowd,
that the county would replace
their outdated display at the State
Capitol in Sacramento. Kelley
would also sponsor a contest for
7th and 8th graders to design a
flag for Imperial County.
In a mirror of previous efforts
in Brawley, Kelley also suggested that the county should create a
“Medal of Citizenship” to be
awarded for acts of altruism and
heroism.
During his speech, Kelley
thanked his family for their support during his years as a
Brawley Council member and as
a
County
Supervisor.
Additionally, Kelley presented
his wife, Robyn, with a bouquet
of flowers for her work behind
the scenes.
Ryan Kelley was elected to
the Brawley city council in 2007,
serving as Mayor in 2010.
Kelley was voted into the District
4 County Supervisor seat in 2012
before being appointed chairman
in January.
Calexico City Workers Protest Fleet
Maintenance Closure At Council Meeting

Several Calexico city workers and their supporters made
their presence felt at Tuesday's
meeting to protest the closure of
the fleet maintenance department.
City Council chambers were
packed with city employees that
spoke against the closure of the
city shop maintenance department that was decided by City
Manager Richard Warne two
weeks ago. Several employees
protested with signs outside City
Hall speaking against what they
called privatization of city services.
As part of the city restructuring, Warne decided to shut it
down and privatize the fleet
maintenance and transfer the
three employees working on the
department to parks as part of the
recommendation of the city
council to improve park maintenance. The city went and looked
at the inventory at the feet the
department and the Highway
Patrol's K-9 unit was brought as
well. Warne clarified that brining
the K-9 unit was part of standard
procedure in the restructuring
process.
Warne said that none of the
employees lost their jobs o their
salary was reduced because of
the move.
"The Council made it perfectly clear to me that they want
more resources at the parks. In
order to achieve those goals and
be more cost effective we decid-
ed to do this transfer." Warne
said.
Warne added that most of the
department heads where not
using the city shop and where
taking their vehicles to private
vendors and garages to fix it.
"We feel we made the right
decision, it's our responsibility to
provide good services like a business in a cost effective transparent manner and we believe this
move accomplish that." he said.
Several employees spoke on
the public comments section
against the move saying that
there was no communication or
clear reason to close the shop.
Councilman Mandy Real said
that there are a lot of needs that
the people of Calexico are asking
such as better parks and better
streets.
"What we are doing is to
answer to the 40,000 residents of
Calexico have been asking for
better parks for several years and
improve our quality of life." Real
said.
Real and Mayor Moreno said
that the voice of the employees
need to be heard and need to have
more communication between
them in order to for them to be on
the same page.

Jackson And Buzani Crowned King & Queen Of Calexico Mardi Gras

The 17th Annual Mardi Gras
was held last Thursday, February
12, with total success as a new
King and Queen were crowned.
The Carmen Durazo Cultural
Arts Center was the place for the
2015 Calexico Mardi Gras and
Beer Xperience were a big
crowed arrived to support the
candidates for Mardi Gras royalty. The event also served as
fundraiser for the upcoming
Mariachi Festival that will take
place in May.
Six couples competed this
year to be the Mardi Gras King
and Queen. The candidates that
participated this year included
Jorge and Carmen Alcantar,
Pedro and Sofia Preciado, Jason
Jackson and Sandra Buzani, John
Leo and Elizabeth Mehalick,
Darletta and Marc Willies, and
Eddie Shiffer and Savanna
Gaddis.
The incumbent King and
Queen where Les and Terri
Rogers who are also the El
Centro Mardi Gras King and
Queen.
In the end, and with more
than 4,000 votes, Jason Jackson
and Sandra Buzani won the
Mardi Gras title for 2015.
"It was a fun night tonight; I
would like to thank our friends
for voting for us." Jackson said,
"The Calexico Chambers always
does a lot of fun events and we
are honored to be selected as
King and Queen."
Monies raised will be for
future activities organized by the
Calexico Chamber of Commerce.

Imperial Joins HERO-PACE Program
The City of Imperial voted to
make the Home Energy
Renovation Opportunity (HERO)
Property Assessed Clean Energy
(PACE) program available to
local residents. Applications will
start being accepted in summer
2015. The city voted in February
2015. The city joins four other
Imperial County communities
and the county in adopting
HERO. El Centro launched
HERO in summer 2014; the
County of Imperial launched
HERO in winter 2014; Calexico,
Calipatria, and Holtville voted to
adopt HERO in fall 2014 and are
scheduled to launch the program
in March, 2015.
HERO makes energy- and
water-saving renovations affordable for property owners by providing long-term, competitive
financing through an additional
property
tax
assessment.
Payments are made through the
property tax bill for up to 20
years, and interest is taxdeductible.
"HERO will make it easy and
affordable for local homeowners
to save money by using water
and energy more efficiently,” said

Brawley Wrestlers Take Title In New Dual Meet Championship

A small change to the format
gave the Brawley Union High
School Wildcats Wrestling team
another title to their collection,
the 2015 CIF-SDS Divisional
Dual Championships.
The meet was held at the
BUHS Bob Farrell sports complex on the afternoon and
evening of Friday, February 13,
2015.
Brawley’s dominance in
wrestling continued as they
defeated
the
Del
Norte
Nighthawks and the Ramona
Bulldogs in consecutive meets.
Brawley soundly defeated Del
Norte 72-11 and took down the
Bulldogs 55-21 for the title.
The Wildcats’ win, led by
head coach Tony Leon, is the fifteenth consecutive CIF-SDS
divisional title for the school.
Brawley will still attempt to
earn a team title at this weekend’s
CIF-SDS individual meet at Del
Norte High School in San Diego.
That meet will determine qualifiers and seedings for the San
Diego Masters at Southwest High
School on February 27, 2015.
The evening started with the
115 pound class as Wildcat Jacob
Moreno took a 12-2 major decision over Bulldog Nathan Kiddo.
Another Moreno, Isaac, took the
next victory with a first round pin
over Jordan Castro.
Daxton Gordon, the state’s #2
wrestler in the 126 lbs weight
class, easily defeated his opponent, Logan White, in 52 seconds.
At 132, Wildcat Ruben
Elizalde defeated Pavon Johnson
with a second round pin while in
the 138 lbs division, Brawley’s
Victor Gonzales pinned Brinley
in 78 seconds.
The 145 class saw Gibby
Carrillo pin Cameron Hakala 25
seconds in the second period,
giving Brawley a 34-0 lead in the
meet to that point.
The Ramona Bulldogs scored
their first points of the finals meet
when Troy Jordan pinned
Stephen Baeza late in the first
period.
Brawley bounced back with
two more second round pins,
from Manuel Morales over Eric
Schmidt at 160 and Noe
Gonzales over Brian Fonseca.
Brawley’s Jacob Ordonez
then hit a 4-0 decision victory
over Austin Koch at 182.
Ramona took the next series
of victories as Rauel Breseno
defeated Daniel Jauregi with a 74 decision at 195, Dallas
Domnitz took down Carlos
Cisneros at 220 and Trevor
Johnson won by walkover at 285.

A Calexico Councilman was
removed for the Joint Power
Authority Board for comments
he allegedly made against the
Heffernan Board.
Mayor Pro Tem Joong Kim
was removed from the Joint
Power Authority Board this past
Tuesday as requested in a letter
sent to the council by the members of the Heffernan Memorial
Healthcare District.
The JPA board is composed
by two members of the Calexico
City Council and two members
of Heffernan board. The letter
signed on February 12, said that
the Board of Directors at the
February 5, 2015 regular meeting determined that Councilman
Kim's conduct and comments at
your regular meeting of
February 3, 2015 concerning
Heffernan District were unfair,
biased and incorrect.
The letter further states that
Kim's biased, arbitrary, capricious and false statements
require his removal from the
membership on the Board of
Directors of the Calexico Special
Financing Authority. Kim
replaced former councilman Bill
Hodge who was part of the JPA
Board for two years.
Sylvia Bernal, President of
the Heffernan Memorial District,
said that Kim stated things about
the Heffernan board that weren't
true and that lost the trust of the
members
of
Heffernan.
According to Bernal, Kim questioned the JPA legal counsel's
pay and said there was conflict
of interest.
"We can't work with someone that is not willing to be part
of the team." Bernal said.
Mayor Pro Tem Kim said
that he will respect the council's
decision to remove him from the
board but said he does not agree
with the way the JPA is ran.

Heffernan board, I talked about
the JPA and how we are wasting
money on the lawyer and paying
his trip to come to the meetings."
Kim said, "We have $1.5 million
sitting in there are revenue is not
growing but we are wasting all
the money in the lawyers and
should be used for other community programs like the swimming
pool."
Mayor John Moreno asked
Bernal since Kim has been there
only two meetings if there was a
chance for them to work together and give it more time for Kim
to adapt to the board. Bernal said
that at this point the members of
Heffernan could not work with
Kim.
After some discussion, the
council voted 3-2 to remove him
from the JPA board with Castro
and Kim voting against it. Mayor
Moreno appointed Councilman
Mandy Real to take Kim's place.

Solar Energy Is Good for Everyone; Fair,
Blue Angels to Soar Over The Valley

DOING THE BIDDING
OF a small group of farmers who still want to control
everything on the land.
Well, maybe. He’s taking a
look at solar energy fields
that may be using up valuable farm land. Valuable to
some.
But not valuable to everyone. The people who own
that land can negotiate a
sale with the solar people
and continue to farm on
other land. Nobody is being
pushed off of anything.
The current discussion that
has been created by Kelley
to slow down solar production isn’t going to benefit
anybody. It’s a new technology that requires land and
sunshine
to
operate.
Imperial Valley has plenty
of both.
There’s also a water shortage that has been going on
for years. The battle for
water rights gets waged
regularly down here and it
would appear that some
people would rather waste a
lot of water than encourage
new technology and energy
sources.
We will cast our vote for
progress. More people will
benefit, directly or indirectly, from the energy fields
than will benefit from the
farm fields. There has to be
a compromise in here
someplace. If a few acres
of farmland gets taken over
by solar units, then the
county will also save on
water - something that is in
short supply these days in
some parts of the state.
We hope the supervisors
will continue onward with a
progressive approach to
developing new industries
for this part of the state. It
has been too stagnant for
too long and can only benefit everyone in the long run.

California Mid-Winter Fair
and the Blue Angels Air
Show.
The Mid-Winter Fair will
probably be pretty much
what it always is. And we
suppose the tribute bands
will be returning to the
stage area. However, we
would like to see some “in
the flesh” groups headlining once again.
One of the most fun concerts in recent memory for
me was the Village People,
who had been incredibly
popular here in Imperial
Valley. They drew a huge
crowd for their fair appearance and probably would
again. Altogether now...
YMCA! YMCA!.....
Anyway it will be a pleasure to get some fun back in
the Valley.
The Blue Angels will also
soar once more over NAF
El Centro, although the
squad is smaller than in the
past. That’s because of
those pesky budget cuts.
Large or small they can
still give you goose bumps
with their spectacular flying
expertise and their blasting
through the sky.
Turn out and support these
two worthwhile events.
You’ll be glad you did.
HOLTVILLE, MEANWHILE, after decades of
doing nothing, is getting
some new life breathed into
it.
We got a Family Dollar
store, lost out on a Dollar
General and now are waiting the arrival of an Auto
Zone store.
Word has it that the auto
parts store is looking to set
up shop in Holtville on a lot
across from Del Sol Market
on Walnut Avenue.
It would be the second
new business added in as
many years and can only
make our city look more
attractive
to
outside
investors.
There’s talk, and its only
talk, about a new supermarket in Holtville. The city
got along with several corner store type markets for
years. It would be nice to
have a full size supermarket
in town too. That would
make it easier for all of us
who have to travel to El
Centro or other cities to do
our major shopping. Can
we get some momentum
going in this regard.?
The city also has been
installing new wastewater
treatment plant lines, a boring subject if there ever was
one. But it is necessary and
would help encourage new
growth here. Maybe things
are looking up in Holtville!

SUPERVISOR’S CORNER Port of Entry Construction To Begin This
Year, Upcoming Meetings For Supervisor

I wanted to report on the very
important meeting with GSA
regarding the construction starting dates for the new downtown
Port of Entry. As you may know,
the project has been in the planning stage for over ten years having been removed from the federal budget. The good news is that
Phase 1 of the new Port of Entry
will begin construction at the end
of this year. Phase 2 construction
will commence it is hoped in
2018 with funding available to
complete the entire project.
GSA will be coming to
Calexico soon in March to conduct public meetings to present
the plans and timelines. For any
questions, visit their webpage or
call me anytime. I am available
for meetings anytime.
Congratulations to the Class
of 1982 for their commitment to
feed the homeless for the last several weeks. The program ends
this Sunday but the Class
deserves our congratulations for
their altruistic efforts in recent
weeks.
Congratulations to District 1
resident Yolanda Cordero for her
appointment to the newly formed
Public Benefits Committee for
the County of Imperial. The committee will be coming up with the
guidelines on how to expend the
monies put forth by the solar
industry for community programs. More details to follow.
The Imperial County Health
Authority met last week to discuss the MEDICARE managed
care for Imperial County. The
rollout of this program will continue in the coming months and I
will keep everyone up to date.

the first to throw a stone at her.'"
We've all heard the story of the
woman who was brought to Jesus
and accused of adultery. The
penalty was that she would be
stoned to death. The men that
brought her did not bring any witnesses, nor did they bring the
man whom she alledgedly commited this act with. After Jesus
says this scripture, all the people
eventually leave knowing they
have sinned.
One of the most common faults
we have is to hold others to a
higher standard than we ourselves can attain. We condemn
others for something that is glar-

ing in our own lives. A parent
will punish a child for something
the parent does; or a church
member faults another for some
action that they themselves are
just as guilty of.
Instead of continually criticizing
the person, we must share with
them the grace and forgiveness
God has given us. We should try
and understand why this person is
doing what they are doing. There
are almost always extenuating
circumstances for one's behavior.
Now I'm not saying we should let
it ride forever. We should try to
help them understand what they
are doing is wrong and may be
hurtful to those involved. Just as

followed the guidelines used by

Jesus gave this woman a second
chance, so too must we give them
a chance to redeem themselves.
If we were condemned everytime
we made a mistake, we would be
an
emotional
wreck.
Constructive criticism is one
thing; critical browbeating is
another. We must not only learn
to forgive, but to challenge the
person to acknowledge the harm
they are doing so they won't do it
again. No one is perfect.
Jesus confronted this woman and
gave her a choice. He warns her
to go on her way and don't do this
again. He tried to inspire her to
go and sin no more. We don't
read about this woman anymore
so we don't know whether she
took His advice.
But what we do know is that we
need to stop and think before we
criticize others. Stop and think
before we accuse someone else of
something we ourselves are
guilty of. Stop and think if what
we are doing is said in love or
because we want to show someone that we're better than them.

Hundreds Attend EC Council
Meeting To Oppose Planned
Parenthood At ECRMC

The El Centro City Council
meeting held on Tuesday, Feb. 17th
had a couple of presentations opposing the opening of the Planned
Parenthood abortion clinic in El
Centro.
Mayor Silva opened the meeting
and explained to the packed audience that he understood that many
were there to oppose the opening of
Planned Parenthood and that the
item on the agenda was only for
presentation and that the decision
lay in the hands of the El Centro
Regional Medical Center Board of
Directors. Mayor Silva then asked
"If you are here to oppose the opening of the Planned Parenthood in El
Centro please raise your hand?"
Almost everyone in the room raised
their hand.
Nicole Rothfleisch from Amaris
Ministries was the first to speak. She
explained a little of what Amaris
Ministries does.
Amaris Ministries is a non-profit, 501(c)(3) multi-faceted ministry
to care for women, children and
families in their time of need.
Their mission is to help place
infants and children regardless of
ethnicity, age or special needs into
Christian foster, adoptive, and to
remove perceptual and practical barriers to adoption.

Vikings Wrestling Team Become CIF Champs For Second Straight Year

Holtville High School's
Wrestling team put together a
One-Two-Punch on Friday
evening making quick work in
the semifinals of C.I.F. against
fourth-seeded Valley Center.
They dominated with a 65-11 win
with Holtville taking 12 of 14
matches, eight by pins.
In the other semifinal match
Madison, the sixth-ranked team
in the division, upset No. 2
Mount Miguel 42-36.
This brought Holtville and
Madison to the Finals, with
Holtville looking for a repeat of
last year's CIF championship.
The Holtville Viking Wrestling
Team came into Friday's final
match fired up and ready for victory.
Holtville's wrestlers dominated Madison, winning by the score
of 72-12. This gives the Vikings
back-to-back CIF division IV
Team Championships, and bragging rights for another year.
This Saturday, Holtville is set
to host the Division IV C.I.F.
individual championship tournament. Viking wrestling fans are
encouraged to come out and support our Viking wrestlers.

story that was on the front page of
Tuesday's edition of the Imperial
Valley Press. It was a story celebrating
the Humane Society reaching its goal
of no kill, a story about how the
Humane Society was able to place all
of their animals in loving homes and
how the community had really
stepped up to the plate to get this
done. The community saved all of
these animals.
Rothfleisch then showed everyone a picture of her little dog Marley
that she adopted, referencing back to
the Humane Society celebrating the
no kill goal. She stated, "How much
more wonderful would be for the
Imperial Valley to celebrate a no kill
for our babies?"
Then she showed a picture of her
daughter Amaris who she was so
grateful that she and her husband were
able to adopt . "This is a picture of
adoption" she said, and explained
how much of an impact her daughter
had made in their lives and how grateful she was that her birth mother had
made the choice of adoption instead
of abortion.

PROJECT TITLE: UA 2011-01 - Calexico Mega Park II
PROJECT DESCRIPTION / LOCATION: The Project proposes a General Plan Amendment to change
the Land Use, Circulation and Noise Elements. The Land Use Element would be amended to change the
existing land use designation from approximately 25 acres of Commercial Highway (CH) in the northwest
corner of the site and approximately 123 acres of Medium Density Residential (MDR) in the remainder of
the site to approximately 70 acres of Commercial Highway (CH) uses in the western portion of the property along Yourman Road and Industrial (I) for the remainder of the site; a zone change would increase
the Commercial Highway (CH) Zone to approximately 70 acres in the western portion of the site and a
mixture of Industrial (I) and Business Park (BP) Zoning for the remainder of the site; approval of
Conditional Use Permits would allow for a Health Services use and an Automotive Service Station/Car
Wash use in the CH Zone; a Development Review Permit is required for 48 acres of retail commercial
uses in the CH Zone; and, approval of a tentative subdivision map will allow for the sale of individual
lots.
The Project proposes approximately 48 acres of land for approximately 500,000 square feet of retail commercial uses; 22 acres of additional highway commercial, including 13 acres for health services uses; 36
acres for light industrial and business park development; and, 42 acres to be reserved for street dedications,
storm water retention basins and an IID facility. The Project will be built out over several phases.
Language would be added to the Circulation Element which clarifies that the Level of Service (LOS) C is
a goal and provides the City with the authority and criteria to make "Overriding Findings" by which to
approve projects that may cause roadways to operate below LOS C. In addition, language is being added
to the Noise Element to establish acceptable significance threshold criteria for increases in noise levels.
The Project is located on the northwest corner of the intersection of SR-111 and Jasper Road in Calexico's
city limits. A Final Environmental Impact Report (FEIR) (SCH No. 2007031043) and Findings of Fact to
support a Statement of Overriding Considerations has been prepared for the Project and will also be considered by the City Council for certification.
Anyone challenging the nature of the proposed action in Court may be limited to raising only those issues
in which they or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.
PLANNING COMMISSION RECOMMENDATION: At a special meeting held on December 18,
2014, the City of Calexico Planning Commission voted 4-0 to recommend certification of Environmental
Impact Report No. 2011-01 and approval of General Plan Amendment No. 2011-02, Zone Change No.
2011-03 to expand the Commercial Highway (CH) Zone and change the existing Residential (R-2) Zone
to Industrial (I), Conditional Use Permit No's 2011-04 & 05, Tentative Subdivision Map 2011-06 and

stating that hookah parlors were a
threat to the health, safety, and wellness of citizens within the City of El
Centro.
Nunn then went into some statistics of how abortion adversely affects
women and how approximately 10%
of women undergoing induced abortion suffer from immediate complications, of which one-fifth were considered major. However, the majority of
complications take time to develop
and will not be apparent for days,
months or even years. Women who
abort are approximately four times
more likely to die in the following
year than women who carry their
pregnancies to term. In addition,
women who carry to term are only
half as likely to die as women who
were not pregnant.
Nunn stated the these numbers do
not lie and that allowing a abortion
clinic in our community will affect the
health and welfare of all of the women
who seek out abortion services from
Planned Parenthood. "The reason that
you banned the hookah parlors should
stand the same when it comes to abortion." He also stated that the prolife
movement was fighting for the best
interest of women.
There were also testimonies from
women that had experienced an abortion at Planned Parenthood and how
the abortion negatively affected their
lives, how they were "rushed through
the procedure" and then "shoved out
the back door". They both said that
they were offered no counseling and
one of them even gave a fake name
and that she was never asked for any
kind of identification.
In all, they were seven that came
forward to present an argument
against the opening of the Planned
Parenthood clinic in El Centro.
Mayor Silva thanked everyone
for their comments and again
explained that that this item was discussion only and not an action item.
Councilmen Alex Cardenas then stated that maybe they should take some
action and suggested that they have a
joint hearing with the ECRMC board
meeting next Tuesday, February 24.
Mayor Silva explained that they
would discuss the matter in closed
session.
The hospital board will be discussing the signing of a transfer
agreement with Planned Parenthood
at Tuesday's meeting. The abortion
clinic must have such an agreement
with the local hospital to be able to
transfer a patient that has complacations.
