Welcome to the Derbyshire Safeguarding training, learning and
development programme April 2015 – March 2016
1) Introduction
Training to protect children in Derby and Derbyshire


Safeguarding and promoting the well-being of children and young people is everybody's
business.
Derbyshire Safeguarding Children Board (DSCB) has set out a learning and development
programme to encourage staff and volunteers from all agencies to meet and study
together in order to promote shared knowledge, skills, values, procedures and practice.
Derbyshire SCB is committed to making sure learning and development is available for all
staff that work directly with children and young people or work within services affecting
the welfare of children and young people.
2) Derbyshire Safeguarding training and learning– the structure of training:








There is a shared Derbyshire and Derby training strategy which outlines the measures
to be taken to ensure the local Safeguarding Boards meet their statutory duty to
monitor and evaluate training.
There is a shared Derby/Derbyshire local learning and improvement framework.
The two LSCBs work closely together through the Workforce Development Group and
the Training Providers Group to ensure the quality and direction of the training and
the proposed content of the courses are compatible.
The key source for information on local and national procedures, the training
programme and e-learning is the DSCB website.
Members of staff and volunteers from both Derbyshire and Derby are encouraged to
access the e-learning on either website.
The training programme for 2015-2016 reflects a training needs analysis which
involved all agencies and a review of attendance figures and feedback from evaluation
forms of past courses. Contents reflect updates in legislation in particular ‘Working
Together’ 2013and updates in local procedures, policy and practice including the
threshold document, the pre-birth protocol, the escalation policy, the early help
assessment and the single assessment
Derbyshire SCB provides a range of learning and development opportunities
including; multi agency training, single agency training for trainer courses, bespoke
training to single agencies, e- learning and learning and developments events and
seminars.
A programme of safeguarding training for schools and colleges includes: response to
requests for ‘whole school’ local sessions; an introductory course for new Designated
Senior Persons; an update/briefing course for DSLs; materials to support DSLs in
running induction and other training in their own schools and colleges; training for
Governors. Details can be found on the Derbyshire schools’ website.

3) Who requires training? ‘Levels’ and guidance to courses
Everyone who comes into contact with children and families has a role to play and has a
responsibility for keeping them safe. (Working Together 2013) Course levels do not reflect the
complexity of the course but the range of workplace responsibility of the participants
Role Level 1: Those whose work or volunteering role brings them into contact with children and
young people and families/carers
Role Level 2: Those who work or volunteer regularly with children, young people and
families/carers, and may be asked to contribute to safeguarding processes
Role Level 3: Those with particular and specialised responsibility for safeguarding children
through core safeguarding processes: assessments, child protection conferences, core groups,
plans and responses
Role Level 4: Those with responsibility for supervising or guiding staff in safeguarding processes
or managing services such as safeguarding leads, designated or named professionals and
managers of staff working at role level 1-3
Staff and volunteers with Level 1 and 2 responsibilities will have access to materials on the DSCB
website and should be provided with induction and support from their agencies.
Within the training programme all courses are aimed at staff and volunteers who hold Level 2
and Level 3 responsibilities. Everybody’s Business is suitable for staff members who have either
Level 2 or Level 3 responsibility at work.
4) The application process




Please complete a course application form and return to Cathy Barrass or Jackie Mee
using the application form on page 5.
Confirmation of places and venue details will be sent out via email to the member of staff
or their manager or by letter prior to the training/course commencing.
Staff should only attend if their place has been confirmed.
If staff attend without confirmation and the numbers exceed the capacity of the venue
they are likely to be asked to book on and attend another future date for that course.
5) Cancellation and charging policy
Demand for the LSCBs’ courses is high and not all applicants obtain places. It is essential
therefore that staff inform the training administrators of any cancellation in advance of the
course start date, in order for the place to be offered to another candidate. No shows may be
charged for non-attendance - unless there are exceptional circumstances.
6) Certificates of attendance
Certificates of attendance can be requested and will be sent electronically. In exceptional
circumstances a printed certificate can be made available.
Full day events run from 9.30 - 4.30
Half day events run from 9.30 - 1.00 or 1.00 - 4.30

Learning Outcomes
 Identify the barriers to effective engagement with the families, and reasons why parents
and practitioners' can be fearful of contact.
 Increase confidence in making judgements about children at risk of harm and Identify
paths workers can take to avoid further hostility.
 Enable practitioners to develop a productive relationship with families to foster trust,
