was attacked by a duo
of chain-snatchers who
robbed off her jewelries
worth Rs 2,31,000 on
Thursday.
The victim, Sarita
Jeetakar (24) is a resi-

Panvel and was attending a wedding in Kalan
Samaj Hall, also in Panvel. After attending the
wedding at 8pm she left
to return home. As she
was walking towards

motorbike attacked her.
They robbed her jewelries worth more than
two lakhs before fleeing.
She tried to raise alarm
but the delinquents had

Disconnection of water service
to the defaulters - Part III

we have discussed
about some of the available provisions to deal
with the defaulters in a
cooperative housing society. In this issue we
will discuss the concluding part of problem.
You were requested
through me earlier issues to favour me with
your studied observations, suggestions, criticism, contributions on
the concepts as mentioned hereunder to facilitate further action at
our end.
The provision 12A(5)
reads as, “Notwithstanding anything contained in any law for
the time being in force:a) in

an order directing the
Manager to restore
such supply or service
before a date to be specified in the order but no
penalty to be imposed at
that stage.
It appears that the
question of imposition
of any penalty arises
only when the manager fails to restore the
essential services within the period ordered by
the court.
We may look at the
existing situation. Tthe
cooperative housing societies are to make payment of the entire
amount of the bills for
the water charges
claimed by the Municipality against the quantity of water received as
recorded by the water
meters installed in the
societies within the
specified dates. Society

society and collect the
amount for onward payment to the municipality on that account to
avoid disconnection of
water supply.

be a fitness park, jogging path, an amphitheatre and an open
air gym. The city residents who enjoy
riding two wheelers,
especially the cycle,
can use this place to
have their fun. The
cycling track will soon
be ready. Cycling track
and jogging track will
be constructed separately. They will touch
the lake on one side and
Palm Beach Road on
the other side.
Once the beautification of Nerul lake is
completed, this spot is
bound to attract many
tourists. Even the local
residents are bound to
pay constant visit to
this spot especially to
exploit these tracks.
Migratory birds will be
an additional tourist

“A major project being currently implemented is vocational
training project for girls
and young women in
slums to gain meaningful employment, project
cost Rs 30 lacs plus
with over 1500 beneficiaries,” informed Executive committee member Prem Kumar.
“Now with an aim
to expand the benefit of
‘Skills and Employability’ project to a larger
audience this year we
have embarked upon an
ambitious plan to double the number of beneficiaries to over 3000,”

partners would fund

Railway budget

Most residents of Mumbai are sore with railway minister Suresh Prabhu for not making any
special provision for the city’s suburban section
which has been crumbling under the crushing
weight of passengers. Even the state government
has been pushing for improving transportation by
building coastal roads, elevated roads, metro and
mono rail etc. But alas, none of it has helped to
reduce the crowds on the local trains. We have however always held that nothing should be done to
attract more people to Mumbai as it is already over
crowded, instead the government’s policies should
be aimed at diverting the flow of people away from
Mumbai. That can be done by reducing job opportunities on the one hand and creating the same elsewhere, in satellite townships etc. Already, the high
prices of real estate have been putting off people
from migrating to the city. The flow of jobseekers
from the ‘developed’ southern states has stopped
long ago. Those coming from the northern states
need to be directed elsewhere. That apart,
every commuter interviewed during last few
years has been vocal about the lack of cleanliness
at railway stations as well as on the trains. Clearly,
Prabhu, a resident of the city, has taken that to the
heart. His first stress has been on improving cleanliness followed by security. Innovations like the introduction of vacuum toilets will be welcomed by
one and all. Now he will have to concentrate on
maintaining them. Most toilets on the railway platforms suffer from neglect. They need better maintenance.
One important criticism directed at the budget
is about the absence of any new trains. That is indeed disheartening; but most existing rolling stock
is old and crumbling and needs replacement. Probably Prabhu wants to concentrate on that though
there is no specific mention of it in the budget. As
for projects like new rail lines, his predecessor
Sadananda Gowda had announced that it is the government’s policy to complete the ongoing projects
rather than starting new ones. Already there are
projects remaining incomplete for more than 40
years! They cannot be completed unless necessary
funds are provided. Obviously, Prabhu is continuing with the laudable policy. Many of our trunk
routes like the Konkan railway need duplication.
One only hopes that hailing as he is from Konkan,
Prabh’s budget has made provision of adding a second track to the Konkan route.
Finally, the minister’s announcement that seats
can be reserved four months in advance is most
disheartening. It was introduced by Mamata Bannerji as a desperate measure; the railways had no
money even to pay the salaries. By extending the
date of reservation, she knew that people will come
and line up with cash. But from average man’s point
of view it is most inconvenient. No one can fathom
what is in store four months ahead. It will be the
non-fare-paying passengers like the government
employees who will benefit from the measure. We
would therefore urge the railway minister to reverse the decision as soon as possible.

1, 45,000 by two robbers on motorbike on Thursday.

Save Aarey?
It is very shocking that BMC”s proposal for
Metro line III car shade in Aarey colony will make
vanish 2298 trees including the very rare Baobab
tree which is more than 100 years old. In the name
of development, the BMC and the Government will
not only destroy the city’s important green cover but in the process will
also cut a Baobab tree.
The Aarey Milk colony is 4000 acre of mass land situated in North
Mumbai adjacent to the Sanjay Gandhi National Park.
The rapid urbanization and development, pollution and other evils
of a megapolis are posing a serious environmental threat to the city.
Trees and plants are the most effective atmosphere quality controlling
mechanisms known to scientists.
The forest play a crucial economic, social and cultural role in our
country. Nature created adequate resources for their survival. However, because of meddling by the human being the resources have been
polluted.
Awareness among the people and active involvement is necessary
to protect our city’s green lung. Trees are city’s life line. They should be
treated with great care.
NGOs and other groups who joined to fight to Save Aarey should be
praised.
Citizens should come forward to support the activities to save the
Aarey colony.

Railway Budget User Friendly
The Railway Budget received a mixed response from Mumbai’s commuters and political parties as no big ticket announcements were made,
but the impetus to the third phase of Mumbai Urban Transport Project
(MUTP) stuck since 2011 and absence of hike in passenger fares, security cameras for safety of women were some measure welcomed. Though
no new trains have been announced for Mumbai or Maharashtra, not
increasing passenger fares and prices of seasonal passes are welcome
moves.
The introduction of air conditioned local trains will make the daily
commute better and reduce accidents as doors will have to be closed
when the train is on the move. It is indeed a real boon that the passenger fares have not been increased. Soon after Narendra Modi came to
power, there was a sharp increase in fares for seasonal passes. That
was not repeated. There is greater thrust on safety and customer service and user friendly measures.
Railway Minister Suresh Prabhu revealed that the stalled MUTP
III project would be speeded up, but he did not mention specifics. The
third phase of MUTP envisages additional tracks for 517 km which
could operate 266 trains at a cost of Rs. 52,000 crore. This includes 76
km of new suburban corridor linking Vasai-Virar on Western Railway
to Diva-Panvel on Central Railway which could enable commuters in
far western suburbs to travel to Navi Mumbai. It is indeed a right
move in the right direction. The Mumbai-Ahmadabad Bullet train will
benefit business community and such a super-fast or a Rajadhani Train
is the need for Mumbai-Chennai passengers in the next Railway Budget.

posal is considered at
the state government
level and a decision will
be soon taken. They
have demanded complete concretisation of
the entire parking areas of the depot.

relaxation on price of
the tickets for senior
citizen, more buses to
Dadar, Kalyan, Karjat

E-governance website of
PMC launched

PANVEL: Under the egovernance solution, the
Panvel Municipal Council has launched a website on Thursday. The
launching ceremony
was done by Panvel
MLA in presence of
Bank of India GM Sardar Taralochan Singh
and others.
The Panvel Municipal Council has been following the e-way governance post the massive
use of the same by Navi
Mumbai Municipal Corporation, City and Industrial Development
Corporation and other
local government agencies. The Panvel Municipal Council is slowly
moving on to the information technology platform though it was
formed several years
before CIDCO and
NMMC in 1852. However, it lacked in taking
the IT edge.
The PMC took up
the step with the help of
Bank of India. Speaking
on the occasion, the BoI
GM Saradar Taralochan Singh said, “The
website was developed
over the last four years
for PMC. The BoI has
provided an assistance
of Rs 5.53 lacs. More
steps will be taken by
our bank to provide
more help to Panvel city
towards its beauty and
growth. This will enable the city to have picnic spots.”
The website contains map of the city,
development plan, advertisement policy, government applications,
birth and death registration, citizen complaints, besides outstanding dues, etc.

situation of unavailability of beds the people fear that the numbers of swine flu cases

that it is the best option
to increase the awareness. Hence they organized a program to dis-
