Reminder: Next month is the first Holiday Greetingsfor 2015. There are just a few who have already signed
up. Don’t be left behind, writing cards to your neighbors
when you can ensure they know you are thinking about
them three times this year with a $3.00 check and the
form on the last page of this newsletter!
Now, for a piece of my mind…. First, let me apologize
in advance if I offend your sensibilities, but it is high time
to get off your butt and show some enthusiasm for your
community, for your neighbors, for your lawn, for that
matter, before you are under it! There is no excuse to
miss a meeting. It was advertised for several years, as a
matter of fact, in this newsletter that anyone who could
not drive at night and wanted to go to a meeting (or a
show as well) could do so by telephoning Iris Pavey or
me (both of our numbers are on page 2) and we would
make sure you got to the clubhouse and back safely.
If you are infirm, that is still not a valid excuse - think
of Stephen Hawking who inspired the movie, “The Theory of Everything” who sits confined to a wheelchair with
only his eyes lighting on a letter at a time on his computer to communicate with the outside world. I’m sure
you are all aware of the trailers for the movie on Hawking’s life. He discovered the black hole, for crying out
loud! From his wheelchair! How difficult is it to complete
an absentee ballot and return it to your mailbox with a
raised flag for the mailman [or the holiday greetings
form]? If it is too difficult to fill out your absentee ballot,
I am certain that you can make or arrange for a telephone call to be made to a neighbor who would be only
too happy to assist.
Delray Villas Plat 4/5 Residents, STOP THE APATHY! It just isn’t fair to the rest of us who work so hard
to make your lives more palatable, if not more enjoyable.
A very wise person once said to me, “I wish people joy
and love. Happiness, they must make themselves from the
joy and love in their lives.”

St Patrick’s Day along with strong winds are
what March brings. Don’t forget to secure all outside items. Walking the community allows board
members to check up on the poop. We have seen
less around so thank you for cleaning up after your
pets. IMPORTANT ALL DOGS MUST BE ON A
LEASH.
The board has asked all residents to keep lollypops or carriage lights on from dust to dawn to keep
our community lit up and safe.
At the HOMEOWNERS MEETING on March
24th, we will be voting to amend the documents pertaining to the terms served by the Board of Directors. Please show support of your community and
come out and vote.
The next HOMEOWNERS MEETING will be
the fourth Tuesday in October; we welcome all residents to attend the Board of Directors meetings
which are held on the second Tuesday of each
month. You can find the upcoming AGENDA in
the RAMBLINGS so you know what topics we are
speaking about and all committee reports. Wishing

FEBRUARY BOARD MEETING
February 10, 2015
The following is a synopsis of the salient points addressed
at the Board Meeting. This is by no means an approved or
complete copy of the minutes - these will be published to our
web site after the next Board meeting in March. Since there is
a minimal number of people who attend the meetings, here
are some issues that have an impact on all members of our
community.
Maintenance: A new commercial power washer was
purchased to replace the broken washer. The board will
again advertise in the Ramblings should any owner want
his sidewalk cleaned.* (See page AD 2)
Roads and Lights: Joe La Corte reported that the inspection team is now going out in the evenings to determine which homes do not have their lollipop or carriage
lights on. Joe was pleasantly surprised by the amount of
homes that are complying with our rule.
Old & New Business: All material required for the Special Election on March 24th has been printed, put into
envelopes and stamped with postage. The will be mailed
to the membership on or about February 24th. President
Weiss reiterated that the reason to hold the Special Election was in regards to staggered terms in office for the
Board directors. Joan Rosenberg has accepted the leadership of the Election Committee for the evening as
Bonnie Siegel, Election Committee Chairperson will be
unavailable. Members of the new Hearing Committee
to oversee grievances were discussed.

CITIZEN OBSERVER PATROL

The Citizen Observer Patrol (C.O.P.) of Delray
Villas are made up of residents of Delray Villas. We
are all volunteers who are the eyes and ears of the
Palm Beach Sheriff’s Office. We patrol the five plats
of Delray Villas and two shopping centers, and one
house of worship. When residents are on vacation or
those who are part time residents make the request,
we also do house checks.
While patrolling, we look out for the well-being
of all residents and guests and ensure all homes and
vehicles are not being tampered with. If we do observe a problem, we will notify the Sheriff’s Office,
Fire Department or Fire Rescue. While patrolling we
try to make our vehicle as visible as possible to create a deterrent to those trying to create a problem.
To provide this service we need your help.
We only ask you to commit yourself to VOLUNTEER three hours a week, and one meeting a month
for one hour where we serve coffee and bagels and
have time for social conversing prior to our meeting.

Special Election

On March 24th a special election will be held to amend our By-Laws to change the present yearly elections for all nine directors, to a more realistic three year staggered term.
You will receive more details in your mailbox about the same time that you read this in
the Ramblings. Included will be an absentee ballot (see exhibit below) should you not be
able to attend this meeting.
It is very important that you vote for the change in terms at the meeting or via the Absentee Ballot so that we can continue to bring Plat 4/5 into the 21st Century. It just makes
sense to do so.

The affairs of the Association shall be managed by a Board of Directors consisting of
Nine (9) members of the Association. Members shall elect three (3) Directors for a term of
one (1) year, three (3) directors for a term of two (2) years and three (3) Directors for a
term of three (3) years. At each annual meeting thereafter, the members shall elect One
Third (1/3) of the Directors for a term of three (3) years. Any vacancy opening on the
Board shall be filled for the un-expired term of the vacated office by the remaining Directors.

TELEVISION
ou have to figure our grandchildren wonder
how the hell we ever got along without computers, smart phones and I pads. What did we
ever do with ourselves? When I was a kid, I couldn’t
fathom how my father grew up without television. He
used to tell me about the great shows he listened to on
the radio: The Shadow, Amos ‘N’ Andy and Fibber
McGee and Molly (you’d think the dude would learn not
to open the closet door, wouldn’t you?). But, come on
now! The radio wasn’t television!
The Frasers, who lived a block away, were the
first in our neighborhood to get a television set. That
was when I was 5 years old. They invited my parents
and me over to see it and Howdy Doody was the very
first show I ever saw. I didn’t particularly like Howdy
Doody. I never liked kids’ shows even when I was a kid.
I was too mature for that kind of stuff. But the idea of
moving pictures in your living room was fascinating.
We got a television shortly after our visit to the Frasers.
The first time I ever saw a color television was the
first game of the 1959 World Series. Marilyn and Cynthia Malaspino invited my best friend, Richie Sergi, and
me over to watch it in color. Richie told me we got invited because Cynthia had a crush on me. The girls
wouldn’t be watching the game just because they were
baseball fans, he reasoned. Besides, Cynthia had recently broken up with her boyfriend by having Richie
telephone her while her boyfriend was visiting. Cynthia
pretended she was talking to me. She and her boyfriend
got into an argument about it and they broke up. It
seemed totally believable because Cynthia’s boyfriend
had come after me and we got into a fight. I won.
Anyhow, when Richie told me we were invited to
watch the game because Cynthia had a crush on me; it
totally thrilled me because I had a tremendous crush on
her. We were the same age, by the way. We were both
12. Because I was so crazy about her and everything,
you’d think I’d have taken the opportunity while I was
at her house to invite her out for an ice cream soda or to
the movies or bowling or whatever it was 12-year-old
kids did for dates back in those days, But I was very shy
back then and I didn’t ask her to do any of those things.
I was a real jerk when I was a kid.
By the way, the White Sox thrashed the Dodgers
that day, 11-0, which was pretty good because I was
rooting for the White Sox.

Y
This is a mystery within a mystery, a psychological
thriller that will keep you up at night reading, and for
some maybe unsatisfying. But read this book for character development for the richness of the poetic language and the feeling of dread you experience as the
main character, Detective Rob Ryan, wrestles with his
past in the context of a recent crime. He is the narrator
who tells you in the beginning that he tells lies. Perhaps
the person he lies to the most is himself.
In 1984 three children, close friends, go out to play
after school in the woods near their suburban homes
outside of Dublin, as they often do. That night one of
them is found clinging to a tree, covered in blood, catatonic, with no memory of what has happened. His two
friends, a boy and girl are never found. Fast forward
twenty years later, the surviving child has grown up,
changed his name to escape the scrutiny of the public’s
lingering fascination with the old disappearance and his
memory loss. He is a detective on the Dublin murder
squad and has a partner and close friend, Cassie
Maddox, who is the only one who knows of his past.
A call comes in and they get the case. A 13 year old
girl has been found, dead perhaps murdered and maybe
sexually violated, lying on an altar stone by the woods
where 20 years ago those three children went into the
woods and only one came out.
Detective Ryan struggles with the old demons of
memory loss as the questions swirl about: is it a cult
slaying, is it connected to the old case; is it the family;
has the girl’s father made some powerful enemies; does
it have something to do with an archeological dig going
on? And this is Ireland, a land still steeped in many
ways to old beliefs about spirits and fairies. As Detective Ryan struggles to coax his memory to come, he
seems to be getting further away from solving the present case. Even his partner feels him slipping away,
missing clues, making false assumptions. And always
there are the woods, lurking in the background, ominous
and unknown.

Fire/Rescue Chief McGlynn told us that a building fire in
our area occurs every 1 1⁄2 days. Most building fires are due to
kitchen electrical fires. The second leading cause - fires in storage areas including garages. Forty-eight percent of buildings in
Palm Beach County do not have working smoke detectors.
State Attorney Aronberg told us that Identification Theft is
the fastest growing crime in Florida. However, Tax Refund
Theft is overtaking Identification Theft and becoming the fastest growing crime in our State. To protect yourself from Tax
Refund Theft you should try to file early and don’t give personal information to anyone who calls you, (if you initiate the
call use your judgment when giving out personal information
and ask why and if it is necessary). The IRS will never Email
anyone asking for money and threatening you with jail.
There’s a proclamation making this the year of the Yellow
Dot. The Yellow Dot program involves placing the Yellow Dot
on the driver’s side rear window which alerts first responders
that information is in the glove compartment, on a yellow form,
containing the name, doctor, who to notify, medical conditions,
prescription medication and other pertinent information of
whoever has filled out the form. This is crucial in the event the
occupants of the vehicle are unresponsive. Yellow Dots and
forms can be obtained on-line at www.PBCyellowdot.com or at
your local Fire Station.
County Archeologist Chris Davenport spoke on the topic,
Keeping Track of Palm Beach County’s Treasury of Historical
Houses. He explained that we have a County Historic Preservation Officer/Archeologist to oversee Federal and State laws
such as the National Environmental Protection Act, the Native
American Graves Repatriation Act and the Historic Resources
Act. In addition there are County Laws such as the Archaeological and Historic Preservation Act and the Historic Tax Exemption Program. Some of the communities that have Certified
Government Programs include Delray Beach, Boca Raton,
Boynton Beach, Lake Worth and West Palm Beach. There is
much history in Florida, a lot of it dating back to the 1500s.
The oldest prehistoric sites in Palm Beach County are between
6000 and 8000 years old. As a comparison, the pyramids in
Egypt are only 4000 years old. There are over 13,000 homes in
Palm Beach County that are potentially eligible for inclusion in
the National Registrar of Historic Places. Some of the criteria
for evaluation by the National Historic Preservation Act of
1966 are: the quality of significance in American History and
association with events that have made a significant contribution to the broad pattern of our history or embody the distinctive characteristic of a type, period or method of construction.
Many Victorian homes are lost to us forever for several reasons
- they were too large; during economic downturns the owners
couldn’t afford the taxes; they became technologically obsolete
and too expensive to heat and cool; fashions changed, but could
change again as something magical happens when a house
turns 100; they were followed by a trend toward smaller, ranch
homes. However these smaller houses began a decline in the
late 1960’s when the first gated communities showed up with a

trend toward larger houses. These differed from earlier
neighborhoods as they had walls, fences and HOAs which
came with rules and fees. This was accompanied by the
stretching out or up of ranch homes in older subdivisions.

The MOVE OVER LAW requires by law that you
move out of the traffic lane (if the road has two or more
lanes in the direction you are traveling) closest to any emergency vehicle and to slow down by at least 20 MPH lower
than the posted speed limit if you cannot move to another
lane.
In addition to POLICE, FIRE, RESCUE, AMBULANCES, and TOW TRUCKS, this also pertains to
SANITATION VEHICLES. You should always exercise
caution any time you are approaching especially those with
activated flashing lights. You must also give bicyclists a 3
foot buffer zone when passing them.
Bicyclists have the same rights to roadways and are required to obey the same traffic laws as drivers of motor
vehicles including stopping for red lights and stop signs, riding with
the flow of traffic, yielding to pedestrians at crosswalks, yielding when
entering roadways and using lights at night. A bicycle in a roadway is considered a vehicle but when bicyclists are on the
sidewalk, they are considered pedestrians.
There is only one road so motorists and bicyclists
should learn to treat each other with care and respect.

The language is rich, poetic; the plot is complex and the characters of Rob Ryan and Cassie Maddox
keep you up at night reading to find out the end. Are these cases connected; will Rob finally remember
what happened in the woods, where are the two other children and finally, who did kill the young girl
and why?
As he struggles the reader recognizes that Ryan is losing his grip, trying to keep his bosses from
knowing about his past since his past would have kept him off this case because he would have compromised the investigation. Because of his past he commits serious blunders and violations of boundaries
that put him at odds with his partner and leave him chasing leads on the old mystery as he seems convinced that finding the answers to what happened to his two friends will lead him to find who killed this
young girl and why.
If you are a reader that likes everything neatly tied up at the end this book may be a disappointment.
However, if ambiguity, complexity, poetic language and character and plot development are what you
are looking for then you, too, will enjoy being up all night.
It should be noted this was a debut novel which won the award for best mystery by a first time writer.
