Edgardo Pamintuan highlighted the role of political will
in the establishment and beautification of public spaces, plazas and parks during a forum
of the League of Cities of the
Philippines (LCP).
Pamintuan made the statement before local chief executives, members and guests of
the LCP “Interactive Conference on Public Place and the
New Urban Agenda” held over
the weekend in Manila.
“What actually started the
ball rolling with the establishment of these parks was when
we saw how dark and decrepit
the old Philippine National
Railways station in our city
was. We saw it as a place of opportunity. My wife suggested
that we had to clean the station up – and we just did,” Pamintuan said, being one of the
mayors invited to talk on a session on public spaces.

AC school wins Tesda video-making tilt

ANGELES CITY - A vocational school here recently won the
“2015 Tatak Tesda Provincial
Video-making Contest,” allowing them to advance to the regional level.
St. Peter’s College of Angeles
City took home the top prizes
of the video-making contest of
initiated by the Technical Education and Skills Development
Authority (Tesda).
Alumnus Jerry Manaloto,
who now works as an assistant
cook in a restaurant, placed first
in the individual category and
got P5,000 and a plaque.
His entry was likewise chosen as “Best in Video” that gave
him an additional P3,000 and
plaque.
Moreover, St. Peter’s was
named as grand winner in the
school category, which narrated
the story of alumna Eufemia
Sapa who is now a housekeeping attendant, and got P100,000
worth of Training for Work
Scholarship Program (TWSP)
vouchers and plaque.
It was also hailed as “Best
in Story” in that category that
earned the institution extra
P50,000 worth of TWSP vouchers and plaque.
“The contest, now in its second year, seeks to promote technical vocational education and
training to Filipinos especially
among the youth as a viable option to attain better opportunities in life,” Tesda Provincial
Director Belinda Labutong said.
“It is designed to boost our
efforts to remove the stigma or
the second-rate status assigned
to tech-voc courses in the country. Through these two to three
minute flicks, it is our hope that
more Filipinos will be encouraged to take this path,” Labutong said.
“Tatak Tesda Year 2” has two
categories: Individual where a
contestant shares his/her own
story on how tech-voc changed
his/her life and School where
a participating tech-voc school
tells the story of an alumnus/
alumna.
A panel consisting of representatives from Technical Vo-
cational Institutions, Philippine

media selected winners.
Entries were judged based
on Story content (60 points)
and Quality of Execution (40
points).

grand finals of the “LiKhALIKASAN:
Likhang Awit para sa Kalikasan” songwriting contest initiated by the Philippine Information Agency and the Department of
Environment and Natural Resources is set
on March 5 at the Events Center of SM City
Pampanga.
“The contest seeks to instill awareness
on positive behaviors and perspectives as
resiliency safeguards against the effects of
climate change; promote environmental
awareness, protection and preservation;
and recognize people empowerment and
involvement towards measures leading to
preserving the well-being of the environment as an act of protecting not just it but
more so protecting people’s lives,” Philippine Information Agency (PIA) Regional
Director William Beltran said.
It is the culminating activity in Central
Luzon of the yearlong national climate
change adaptation and mitigation advocacy campaign of the Department of Environment and Natural Resources under Director Francisco Milla, Jr and PIA, which
carries the brand “Nagbabago na ang Panahon, Panahon na para Magbago!”
Ten finalists were chosen from dozens of
entries submitted by budding composers
from all seven provinces of the region.

Saint Joseph City School studes
hold parade of talents in Bataan
BALANGA CITY, BATAAN - Children from the
Saint Joseph City School
(SJCS), this city brought
cheers to their parents and
wowed the big crowd during a parade of talents at
the Bataan capitol over the
week.
Considered as one of the
oldest private learning institutions in Bataan, SJCS
was founded in 1953 offering nursery, kindergarten,
preparatory and Grades 1 to
6 curriculum.
School Principal Alicia
Rueda thanked the proud
parents for their full support to the activity. The
SJCS choir, all in white,
started the program singing
the doxology, the Philippine
National Anthem and the
Balangueño Hymn.
Five-year old kids in colorful costumes brought the
house down when they innocently danced to the tune
of “A Whole New World”.
The lights went off for a few
minutes but the children patiently waited on stage.
When power resumed,
they danced in high spirits
to the tune of “Itaktak Mo”.
The SJCS Dancers, composed of Grade 6 pupils,
were like professionals in
their rendition of “Candy
Man”. It was an afternoon
not only of songs and dances but of poems, fashion
show and karate/taekwondo

Cops nab
suspected
drug peddler
in Sto. Tomas

STO. TOMAS - Police operatives of this town arrested on
Sunday a 38-year-old suspected drug peddler here.
Chief Inspector John Clark,
town police chief, identified
the suspect as Alberto Digman,
alias ”Jon Jon Manok”, a resident of Morning Sun, Moras De
La Paz, Sto. Tomas.
Clark said Digman was
handcuffed after he handed a
plastic sachet containing suspected shabu to a police poseur
buyer along a municipal road in
Blue Diamond, also in Barangay Moras De La Paz.
A body search on the suspect yielded another plastic sachet containing shabu.
Also confiscated was the
marked money used in the operation.
Digman was taken to the
Sto. Tomas Police Station for
investigation and inventory of
the seized items.•

“These are the laymanized but more comprehensible version of the 2012
Nutritional Guidelines for
Filipinos. We hope this
can help change the eating
habits and behavior of our

The 10 Kumainments
are: 1) Kumain ng iba’t
ibang pagkain (Eat a variety of foods everyday to
get the nutrients needed
by the body); 2) Sa unang

mula six months, bigyan
din siya ng ibang angkop
na pagkain (Breastfeed infants exclusively from birth

Senate seeks to replace 45-yr-old Pharmacy Law
MANILA - The Senate
passed on third and final
reading Senate Bill No.
2436 or the Philippine
Pharmacy Act of 2014
which aims to regulate
the practice of pharmacy,
integrate the pharmacy
profession, and enhance
professional competence
through mandatory continuing development and
research.
Senator
Antonio
Trillanes IV, sponsor of
the measure, said the proposed measure will replace the outdated Pharmacy Law (Republic Act
No. 5921) to standardize
pharmacy education, and
regulate the registration
and licensing of pharmacy
graduates.
“Advances in science
and technology, particularly changes in the health
sector platform, coupled
with the rapid expansion
of the global economy,
have made the 45-year old
Pharmacy Law outdated,
if not obsolete,” Trillanes
said.
“It is imperative that
we update this law to
keep the practice of the
profession abreast with
these developments and
to make it relevant to how
it is practiced in the country,” he added.
Senate
President
Franklin M. Drilon said
that the measure was part
of efforts to modernize
and improve the capacities of different key indus-
tries such as the health
service, business and agriculture sectors, in light
of new challenges faced
by the country such as the
ASEAN integration slated
to begin this year.
“We need to ensure that
important sectors like the
pharmaceutical industry,
which directly affect the
lives of our countrymen,
are not being left behind
by their regional and international counterparts
in adopting the latest
structural
innovations
and systems that will allow them to provide better
services and products,”
Drilon said.
Trillanes, chairman of
the Committee on Civil
Service and Government
Reorganization, said that
the bill was intended to
equip the pharmacists
with the “necessary tools
to further improve and
maintain our vibrant
pharmaceutical industry
and provide them with
the necessary competitive
edge to be able to compete in the international
arena.”
Trillanes said the proposed legislation calls for
the establishment of a
Professional Regulatory
Board of Pharmacy. Under the measure, he said,
pharmacists in government service shall receive
a starting salary equivalent to Salary Grade 15

World Bank commends DA
implementation on PRDP
MANILA - The World Bank (WB) has commended
the Department of Agriculture (DA) for the successful kick-off of the Philippine Rural Development
Project (PRDP), which has already allotted at least
P11.4 billion (B) for sub-projects by early January.
WB Task Team Leader Carolina Geron lauded the
partnership of the DA and the Local Government
Units (LGUs) in implementing PRDP, during a meeting with Secretary Proceso J. Alcala and other DA
and WB officials on February 13 in Quezon City, DA
said in a statement.
“With just two months, the project has already
mobilized implementing units which resulted in a
substantial pipeline,” Geron said as quoted in the DA
statement.
PRDP was declared effective on December 3,
2014.
DA said that according to Geron, representatives
from other countries including Mongolia are interested to visit the Philippines to see the good strides
of what the DA is doing in PRDP.
The WB team has recently completed a series of
reviews in four clusters namely—North Luzon, South
Luzon, Visayas, and Mindanao to check the on-going
preparation of sub-projects under the PRDP and assess the readiness of both the DA and the LGUs in
executing the project.
Alcala likened PRDP’s conception into a “healthy
baby” who has grown so fast, adding that the national government has a good projection of the project.
Alcala also recognized the importance of collaboration with the LGU, World Bank, national agencies
and other stakeholders, for the successful implementation of the project, stressing that the project would
not be successful if DA has to do it alone.
He added that more than providing financial assistance to LGUs, the project will offer “out of the
box” solutions to promote efficient implementation
of rural development projects from the national office down to the regions and LGUs, which the DA can
also share to other countries.
One of the tools used and promoted under the
PRDP is the “geo-tagging” of sub-projects, which
promote correct and transparent implementation of
projects on the ground.
In a separate interview, Alcala stressed the importance of geo-tagging in implementing farm-tomarket road (FMR) projects.
“Before, FMRs were executed without proper
basis, but with geo-tagging we see to it that all proposed FMRs should connect to the national road
networks,” he added.
Because of the unprecedented success of geotagging, DA has been tapped by other national agencies
like the Department of Public Works and Highways
and National Irrigation Administration—“so they
can adopt the same technology.”
PRDP, a P27.48-billion project, implemented under the DA has funding support from a World Bank
loan, the national government and LGU. It aims to
develop the economy in the rural areas while increasing incomes of rural farmers and fishers. (DA)•

IT’S refreshing to note that
the House Committee on
Youth and Sports Development has seen the potential of
the Clark Freeport as a tourism and sports destination.
It has been agreed upon after yesterday’s meeting that
the National Training Center
for the country’s young athletes will be built in a 50-hectare property inside the Clark
Freeport, at a cost of P35 million.
Another one will be built at
the soon-to-rise Clark Green
City in Capas, Tarlac, at a
34-hectare lot.
Philippine Olympic Commission (POC) President Peping Conjuangco, who is vice
chairman of the committee’s
technical working group, said
Clark is the most ideal area
due to its proximity to the
airport.
The proposed center in
Clark is expected to house
some 200 to 500 athletes, it
was learned. Davao Rep. Anthony del Rosario, chairman
of the Youth and Sports Committee, is very supportive to
the proposal.
Earlier, 1st District Rep. Joseller “Yeng” Guiao cited the
need to transfer the national
training center of Filipino
athletes from Manila to Clark
because of traffic and threats
of flooding in the area.

Do I need to care?
HILE watching TV last Sunday night, I saw the recent
advertisement of the Bureau
of Internal Revenue or BIR as part of
its campaign to encourage all taxpayers to continue their meaningful contributions in building the nation by
paying their respective taxes properly.
The TV commercial shows different
professionals such as doctors, teachers,
pilots, entrepreneurs, and many others carrying boxes with their personal
Tax Identification Number or TIN, and
putting them together as pieces
of a puzzle to create a structure.
The boxes which
come in different
sizes when assembled become
roads, bridges,
irrigation, hospitals, schools, and
libraries that will
benefit the entire
nation.
As a media/communications professional, I wish to commend the creative and brilliant minds behind the
said TV advertisement. This recent
BIR campaign is undoubtedly better
than the said agency’s advocacy plan
last year wherein the print ad showed

Helen Keller meets her miracle worker
O
n this day in 1887, Anne Sullivan begins teaching six-yearold Helen Keller, who lost her
sight and hearing after a severe illness at the age of 19 months. Under
Sullivan’s tutelage, including her pioneering “touch teaching” techniques,
the previously uncontrollable Keller flourished, eventually graduating from college and becoming an
international lecturer and activist.
Sullivan, later dubbed “the miracle
worker,” remained Keller’s interpreter and constant companion until the older woman’s death in 1936.
Sullivan, born in Massachusetts
in 1866, had firsthand experience
with being handicapped: As a child,
an infection impaired her vision. She
then attended the Perkins Institution for the Blind where she learned
the manual alphabet in order to
communicate with a classmate who
was deaf and blind. Eventually, Sullivan had several operations that im-
proved her weakened eyesight.
Helen Adams Keller was born
on June 27, 1880, to Arthur Keller,
a former Confederate army officer
and newspaper publisher, and his
wife Kate, of Tuscumbia, Alabama.
As a baby, a brief illness, possibly
scarlet fever, left Helen unable to
see, hear or speak. She was considered a bright but spoiled and strongwilled child. Her parents eventually sought the advice of Alexander
Graham Bell, the inventor of the telephone and an authority on the deaf.
He suggested the Kellers contact the
Perkins Institution, which in turn
recommended Anne Sullivan as a
teacher.
Sullivan, age 20, arrived at Ivy
Green, the Keller family estate, in
1887 and began working to socialize her wild, stubborn student and
teach her by spelling out words in
Keller’s hand. Initially, the finger
spelling meant nothing to Keller.
However, a breakthrough occurred
one day when Sullivan held one of
Keller’s hands under water from a
pump and spelled out “w-a-t-e-r”
in Keller’s palm. Keller went on to
learn how to read, write and speak.
With Sullivan’s assistance, Keller attended Radcliffe College and graduated with honors in 1904.
Helen Keller became a public
speaker and author; her first book,
“The Story of My Life” was published in 1902. She was also a fundraiser for the American Foundation
for the Blind and an advocate for
racial and sexual equality, as well as
socialism. From 1920 to 1924, Sullivan and Keller even formed a vaudeville act to educate the public and
earn money. Helen Keller died on
June 1, 1968, at her home in Westport, Connecticut, at age 87, leaving
her mark on the world by helping to
alter perceptions about the disabled.

to workplace

T
he ASEAN Integration is expected to benefit not
only the country’s business and related industries, but also education in that students will be
more skill-equipped.
It is a fact that companies in the country should prepare for intense competition with their ASEAN counterparts – thus the need for more skilled workers. This
is the goal of the K-12 Curriculum that is now being implemented in the country
This competition will raise the bar for quality and
productivity, which will enable businesses with skilled
workers to compete with others. Further, the integration will mean more jobs, wages and labor mobility.
There will also be a demand for high-skilled employment such as managers, professionals and technicians.
Demand for associate professionals could also increase
by nearly 60%.
Demand for medium-skilled employment, meanwhile, could grow by around 25% through employing
clerks, craft, and related trade workers, plant and machine operators and assemblers, and service and sales
workers. Low-skilled work could also rise significantly
by more than 60%.
There really is a need to improve the quality of education in the country, for us to be able to keep up with
the demands. It is now a competitive world out there,
and our counterparts in the ASEAN are ready for the
competition.
The key here is the students’ education, which the
government is clearly trying to improve with the K-12
implementation. There is also a need however to also
improve the quality of technical, and vocational education and training for a smooth transition from the
classroom to the workplace.

TUDENTS cannot function well, nor can they
absorb what is being taught them, without certain needs. They should have proper nutrition,
a secure environment, and must be in the company
of caring adults who are available to provide their
needs.
A learning environment free of pressure will encourage students to explore the world around them.
After all, learning does not happen only inside the
four corners of the classroom.
Students are inquisitive by nature. Because of
their curiosity, they tend to do their own “investigation”. We should not discourage them from doing so,
in fact, we should support them in this endeavour.
That way, they can discover things on their own. After all, the learning process is more important than
the final product.
It would do well to also gauge your students’ learning level, so you can give them activities they can
handle. Being frustrated will not help them achieve
their goals. Their self-esteem should be strengthened.
The cognitive development of students is important, but we should also consider their socio-emotional development. This can be manifested through
activities that require teamwork, where students can
help, share, and care for their peers. Because students can be affected by other people’s emotions, we
teachers should not show them if we are in an agitated state.
Because learning is a two-way street, let our students teach is also. We can learn a lot from them by
understanding them. In turn, let us show them how
we value their opinions and their actions. In being a
good role model to them, we help mold their values
and actions towards other people.
The ways that we communicate, solve problems,
and relate to others, plus a rich, learning environment are powerful tools for how our students will
learn beyond the four walls of the classroom.

San Fernando celebrates Women’s Month

CITY OF SAN FERNANDO -- The city government
through its Gender and Development Office unveiled this
month’s line up of activities in celebration of Women’s
Month 2015.
During the flag raising ceremony, Mayor Edwin D. Santiago together with Vice Mayor Jimmy T. Lazatin and the
department heads led the unveiling of activities.
The month long celebration of Women’s Month includes
the Gender and Development Walk and Pampering Day on
March 6, Fernandina First Purple Run on March 13, and
Zumba Festival on March 25.
On March 10, the Gender and Development office of
the city government will hold a discussion on the rights of
women and men in terms of social and family responsibility.
According to Committee Chairperson on Women and
Family Affairs, Councilor Jack Calimlim, women nowadays
play a vital role on the progress of the society, working side
by side with men in attaining a more progressive city.
“Dapat din na magbigay respeto ang lalaki at babae sa
isa’t isa para naman makamit natin ang equality sa ating lipunan. Nais natin na magkaroon ng magandang samahan
ang bawat tao,” added Councilor Calimlim.
For his part, Mayor EdSa said that he thanks every Fernandina for contributing an important role in the society.
He said that with everyone’s mutual cooperation, San Fernando will be a city of equality.
“Noon pa man, nakikita natin na may equality sa ating
siyudad. Sa city government pa lang, mapapansin niyo
ang dami nating babaeng department heads at dahil sa
kanilang tulong, maayos nating napapatakbo ang siyudad,”

CITY OF MALOLOS - The Provincial Government of Bulacan in partnership with the
Bureau of Fisheries and Aquatic ResourcesRegion 3 (BFAR3) will launch BoatR or Fishing
Vessel Registration along with the distribution
of livelihood assistance to fisherfolk/fisherfolk
associations today at the Hiyas ng Bulacan Pavilion in this city.
According to BFAR, BoatR is in accordance
with Sec. 19 of RA 8550 also known as the Philippine Fisheries Code of 1998 that states that
the LGU shall maintain a registry of municipal fisherfolk, who are fishing or may desire to
fish in municipal waters to determine priorities
among them, limiting entry and monitoring
activities and/or other related purposes. It also
mentioned that LGUs shall maintain a registry
of municipal fishing vessels by type of gear and
other boat particulars with the assistance of
FARMC.
The said BoatR launching which aims to
create awareness among concerned LGUs will
determine the actual number of municipal
fishing vessels and serve as basis for determining priorities, developing and/or amending
fisheries laws and ordinances and in project
formulation in government.
Gov. Wilhelmino M. Sy-Alvarado said that
with 20, 088 registered fisherfolk in the province and still counting, it is best to develop
good relationship with the government to help
them establish programs that will be beneficial
to them at present and in the future.
A Signing of Commitment of Support to
BoatR will also take place wherein after the
launching; said program will be immediately
implemented in the municipalities.
Moreover, some livelihood assistance tools
such as petromax/coleman, marine engine and
post-harvest equipment will also be distributed to fisherfolk.
