The constructions teams were out in force early this week pouring more footings for the bridge. Even though a study that was performed prior to the start of construction stated that the presence of water was unlikely during drilling next to the river, construction workers continue to battle water as they drill for the footings. They are drilling 30 foot holes in the ground. When they first started to drill, they hit water at three feet down. After recent rains, the water table is only inches below the surface. What the crews are doing to combat the water is installing steel tubes to line the holes that have been drilled. They then have to pump out the water as they fill the concrete. Once all of the footings are poured, the structure that will hold the bridge is formed and poured. To date, three of the structures have been completed and the crews are working on the fourth. The bridges have been delivered and are waiting installation. This part of the Alamo River Trail should be completed within the next few weeks. TWO FORTY FOOT bridges have been delivered for the Alamo River Trail that are waiting for the last footing to be completed. The bridges will enhance and extend the Trail over to 4th Street. THREE OF THE four structures have been completed with the fourth being worked on and expected to be completed within the next couple of weeks. Photos by Jim Predmore ECRMC Board Votes To OK Agreement with Planned Parenthood By Mario Conde The El Centro Regional Board of Trustees voted in favor of a transfer agreement with Planned Parenthood despite strong opposition from several religious groups. Around 700 people protested outside the meeting of the ECRMC Board of Directors last Tuesday, February 24, opposing a proposed transfer agreement with Planned Parenthood in light of the opening of their clinic in El Centro. A large group of different religious organizations gathered outside the meeting. The board met and few people were able to be at the meeting because of limited seating. The board allowed 20 minutes of public comments on this issue and then went into closed session. Reportedly, two people spoke in favor of the transfer agreement with Planned Parenthood. At closed session, the board was split 3-3 on whether or not to approve the transfer agreement. Board President Alejandro Calderon abstained and that allowed the transfer agreement to move forward. Attorney David Gibbs III from the National Center for Life and Liberty said he warned the board of directors about the negative effects that Planned Parenthood could bring to the City of El Centro. "We explained how Planned Parenthood wants to make all the money and put all the problems on the citizens of El Centro." He didn't elaborate on how that would work. “We told them they should not be scared of a lawsuit because if Planned Parenthood sues, they will lose, because we have attorneys from all across the country that will defend the city for free." Gibbs said. Cita Walsh, Vice President, Marketing & Communications for Planned Parenthood of the Pacific Southwest said the approval of the transfer agreement was a step in the right direction. "We are pleased that El Centro Regional Medical Center will be signing a transfer agreement to facilitate continuity of care with the new Planned Parenthood Imperial Valley health center that will open this spring." Walsh said. Walsh added that Planned Parenthood of the Pacific Southwest currently has transfer agreements in place with hospitals in San Diego and Riverside counties as part of their standard care. With the opening of the new health center in El Centro, Planned Parenthood of the Pacific Southwest will have 19 health centers in San Diego, Riverside and Imperial Counties. "The mission of Planned Parenthood is to ensure broad public access to reproductive health care through direct service, education, and advocacy." she said. Weather Dampens, But Does Not Stop, Fair “Ag-Venture” By Chris Furguson While larger than expected rainfall cancelled one day, spirits remain high for the annual California Mid-Winter Fair & Fiesta, celebrating the theme of “It’s an Ag-Venture!” Things started off quite well, with a warm but tolerable morning for Opening Day, which also celebrated Veterans and Seniors with special passes available for both groups. The opening of the fair also coincided with a special event at the Plaza De Las Culturas building where the Mexican Consulate from Calexico celebrated their “Mexicali - Live It” campaign. The consulate’s event featured people from both Californian and Mexicali governments, including Assemblyman Eduardo Garcia, District 1 Supervisor Strong winds in the late afternoon did not stop events from going on as planned, including TWO CHILDREN RELATED to Fair Board members cut the ribbon on the latest California MidWinter Fair & Fiesta. The same strong winds blew through the fairgrounds Saturday, but that didn’t stop the animal judging or the Helm and Sons carnival from entertaining the eager fair attendees. Saturday’s evening concert at the Grandstand arena was “Doobie Rock,” a tribute to the classic soul band, “The Doobie Brothers.” Unfortunately, the weather finally caught up with the Fair and Fiesta, putting a halt to their Ag-venture save for animal and livestock judging. Throughout the weekend, many children around the valley showed off their animals and months of hard work. Students ranging in age from 5 all the way to 18 displayed their livestock in front of judges and potential buyers. Groups from the local high school Future Farmers of America clubs, alongside 4-H and Imperial Valley Grange members showed off their months of hard work through training and While the rain was not a factor during the annual “High School Madness,” school spirit and loyalty were as all seven local schools brought the best out of themselves and each other. Tuesday night’s concert showcased a modern country music tribute. Last night, the fusion of mariachi and metal music returned to the Fair with the popular “Metalachi” concert. Tonight, the Fair continues with a special concert featuring “Catch a Wave,” a tribute to the surf pop era of the Beach Boys. Tomorrow night features a joint concert paying tribute to Sir Elton John and Billy Joel. Holtville Tribune Friday, March 6, 2015 PAGE 02 Holtville Moves Forward With 22 Million Of Infrastructure Projects By Jim Predmore Holtville's Wastewater Treatment Rehabilitation Project has gone out for bid. The Outfall Main Project has been completed, which entailed undergrounding over four miles of new pipeline that will now service all of Holtville's residents. As the Outfall Main Project moved through the planning process, it was thought that there was an excess amount of wastewater coming into the plant. Holtville's allotment is around 800,000 gallons per day and during the last several months that number had climbed to over 1 million gallons per day. The old pipeline ran adjacent to an IID canal and it was believed that there was leakage from the canal into the old pipeline, which was then poured into the wastewater treatment plant. Now that the pipeline has been completed, the amount of waste that enters the plant has been reduced to around 400,000 gallons, cutting the amount in half. The wastewater project is next as construction should start later this year. These projects have been in the works for the City for over five years and are coming into the final construction phase, with completion by the end of 2016. When completed, the plant will be even more efficient and will be able to handle increases in housing and support more growth for the city. Josh Osuna, Holtville's newest wastewater treatment plant employee, works on the maintenance of the Wastewater Treatment Plant. He explained that there are all kinds of crazy things that come into the plant through the sewer lines. There are a lot of plastic bags, huge clumps of grease, even dead rodents and birds, along with millions of tiny shells that infiltrate the pipelines. All of these items have to be removed daily, as they clog up the grates that are designed to catch them. Holtville Pop Warner Plans 5K Fundraiser The Board of Directors of the Holtville Pop Warner Association is organizing an exciting event for the latter part of this month. They are inviting the community to participate in their inaugural 5K Walk/Run for Domestic Violence Education. In addition to the 5K, there will be a Mini Mile Walk/Run for grades Kinder through Fifth. This event will begin at the Holtville High School Football Field at 8:00 a.m. on Saturday, March 28th. Holtville Fire Department Chief Alex Silva is helping to map out the 5K route, which will include the football field and areas north of 6th Street. Chief De Leon of the Sheriff's Office and his crew will be assisting with safety and traffic control. The proceeds of this fundraiser will go towards purchasing equipment for Holtville Pop Warner's upcoming season. VIOLATION: It was reported that the caller's ex-boyfriend is in front of her residence, the caller stated that only problem is that she has a restraining order against him, the situation was handled, the caller was advised to call back should he try this again. DOG'S BARKING: It was reported that the dogs in the neighborhood are barking and have been for about 20 minutes, the caller thinks that someone might have broken in somewhere and is causing the dogs to bark, it turned out that a subject was just found sleeping in the area. EX-BOYFRIENDS: It was reported that the caller has witnessed another fight between her friend and her ex-boyfriend, the caller stated that they are both very loud and she is afraid that they might fight, before the exboyfriend left, he did break a window to the residence, the caller was advised of her options. REFUSING TO LEAVE: It was reported that the caller is having an argument with a 40 year old subject whom refuses to leave the area, the subject has been drinking and is drunk in public, after a few minutes the subject did leave the area before an officer could arrive, the caller was advised to call back. VANDALIZED: It was reported that the caller's fence which is in the back of his home facing the alley was vandalized with graffiti using spray paint, the caller believes it happened sometime late in the evening, a report was taken. OFF THE HANDLE: It was reported that an unknown male has appeared in the neighborhood and is throwing things at the caller's home, the caller states that he does not know who this man is, the caller's home was not damaged, the man did leave the area soon, the caller was advised to call should he return. HAVING A FIT: It was reported that a female subject is throwing a large fit, the female subject whom is the upstairs neighbor is now yelling at the fellow residents at the apartment complex, the situation was handled. TOO LOUD: It was reported that the neighbors are listening to music from their vehicle, the only problem is that the music is really loud, they had been advised before by a police officer, they eventually complied to turn it down. JOKING?: It was reported that the caller's brother in law has taken a license plate from the caller's vehicle and is trying to drive off with it, the caller did not know if he was kidding or serious, but the situation was handled. MOVE IT ALONG: It was reported that a male subject keeps knocking at the caller's door, though refusing to leave, the man goes around the home and knocks on the windows as well, the man was asked to leave and never come back. WRONG HOUSE: It was reported that there is a heavy tall man on the caller's door knocking and asking to be let in, the subject is under the influence of alcohol, the subject was gone on arrival, the caller was advised to call back should she return. FRIENDLY NEIGHBOR DISPUTE: It was reported that the caller's neighbor's are having a huge argument, the caller stated that there are two women and one male subject fighting and causing a noise disturbance, the subjects were contacted and asked to tone it down, they complied. SUSPICIOUS: It was reported that there is a dark vehicle that is always parked at night, the caller also sees a man on a cell phone talking to someone, it seemed really suspicious to the caller, the area was checked, no one was found in the area. TRASH DUMPING: It was reported that a subject has driven by and dumped his trash into the dumpster, the problem being that the subject does not live in the neighborhood, the caller was advised to gather a bit more information should he come around again. STORAGE ROOM: It was reported that the caller had locked the storage room in the back before leaving and had found it to be unlocked in the evening, the caller stated that no one has access to it when he's not around, the caller stated that nothing was missing. GOOD BYE: It was reported that two male subjects were parked across the street, the only problem is that they kept a close eye on the caller's locale, as if looking for something of value, the subjects were contacted and sent on their way, the caller was advised of their options. REFUSING TO LEAVE: It was reported that a subject is at her home, he is being very abusive to her and refuses to leave when asked, an officer made contact with the subject and sent him on his way, he was asked to not return. LOUDER AND LOUDER: It was reported that there was a large gathering in which they were arguing, the small party was getting loud and in fear of a physical fight breaking out, the party was dispersed, the caller was asked to call back should they start up again. Holtville Joins IID Petition Over QSA Water Transfer, Workshop (The following information came from a presentation from the Imperial Irrigation District to the Holtville City Council. This is the remainder of the story that was published in lastweek’s edition of the Weekly-Chronicle.) BACKGROUND The Salton Sea is California's largest lake and was once famous for its sport fishery and recreational uses. It is approximately 35 miles long and up to 15 miles wide with approximately 360 square miles of water surface and 105 miles of shoreline. The surface of the Salton Sea lies approximately 232 feet below sea level. Approximately 90 percent of the freshwater inflow to the Salton Sea is agricultural drain water from the Imperial Valley. As the Salton Sea has no outlets, salts concentrate in it and nutrients enhance the formation of eutrophic conditions. Currently, the Salton Sea has a salinity level that is approximately 50 percent higher than the ocean. The Salton Sea is a critical stop on the Pacific Flyway for migrating birds, including several threatened and endangered species. The Salton Sea National Wildlife Refuge was established in 1930 to preserve wintering habitat for waterfowl and other migratory birds. However, catastrophic die-offs of birds and fish between 1992 and 1997 indicate the Salton Sea is in serious trouble. Without a salinity control project, salinity at the Salton Sea will continue to increase until the Salton Sea can no longer support a productive fishery or fish-eating birds. Among other things, the California Water Action Plan (January 2014) calls for protection and restoration of key ecosystems, including the Salton Sea. The California Water Action Plan provides that the Natural Resources Agency, in partnership with the Salton Sea Authority, will coordinate state, local and federal restoration efforts and work with local stakeholders to develop a shared vision for the future of the Salton Sea. The Department of Fish and Wildlife and the Department of Water Resources are immediately to begin implementing the first phase of this effort with the construction of 600 acres of near shore aquatic habitat to provide feeding, nesting and breeding habitat for birds. This project could increase to 3,600 acres or more with additional resources. Concurrently, the Natural Resources Agency and the Salton Sea Authority are developing plans for the Salton Sea that will evaluate additional restoration projects and identify economic development opportunities through renewable energy development. State legislation enacted in 2003 established the Legislature's intent that the State of California undertake restoration of the Salton Sea, and required the Resources Agency to conduct a study to determine a preferred restoration alternative. In May 2007, the Resources Agency published its Salton Sea Ecosystem Restoration Program Preferred Alternative Report and Funding plan. The report considered nine separate alternatives for Salton Sea restoration and identified a preferred alternative. The preferred alternative was projected to cost $8.9 billion and has yet to be funded. In August 2013, the Department of Water Resources, Department of Fish and Wildlife, the United States Geological Survey and the United States Bureau of Reclamation issued an interagency Monitoring and Assessment Plan in support of ecological restoration at the Salton Sea. The Monitoring and Assessment Plan will allow assessment of existing ecosystem projects as well as establish a baseline against which to measure the success of future activities, thereby contributing to more effective and targeted environmental mitigation efforts at the Salton Sea. On November 18, 2014, IID filed a Petition for Change seeking modification of Revised Order WRO 2002-0013. The petition notes that the requirement to mitigate for the salinity impacts of the transfer to SDCWA, CVWD, and MWD will end in 2017, at which point the ongoing decline of the Salton Sea's water surface elevation and the ongoing increase in salinity levels at the Salton Sea is expected to accelerate if no program to restore the Salton Sea is in effect. Accordingly, IID requests the Board to order the parties to the QSA and the Salton Sea Authority to meet and confer in an effort to achieve consensus around a realistic, feasible restoration plan for the Salton Sea and a mechanism for funding the plan. IID also requests that the State Water Board modify Revised Order WRO 2002-0013 to require the State of California to fulfill its commitment to restore the Salton Sea as a condition of the Board's approval of the transfer. ISSUES FOR DISCUSSION AT WORKSHOP The specific relief that IID has requested pursuant to its petition may not be appropriate for several reasons. First, although the conserved water transfer from IID to SDCWA, CVWD, and MWD has the potential to exacerbate the air and water quality problems at the Salton Sea, those problems would exist in the absence of the transfer. Second, the California Water Action Plan calls for the Natural Resources Agency, in partnership with the Salton Sea Authority, to take the lead on coordinating state, local and federal restoration efforts and working with local stakeholders to develop a shared vision for the future of the Salton Sea. Third, making approval of the transfer contingent on restoration of the Salton Sea has the potential to unravel the complex series of agreements that make up the QSA, which would have significant water supply implications for the State. Despite these problems, IID has brought an issue of statewide importance to the Board's attention, and the Board is interested in hearing input from the parties on what role the Board can and should play to protect the beneficial uses of the Salton Sea, consistent with the California Water Action Plan, without jeopardizing the important water supply benefits of the QSA. The State Water Board is aware that there are several different plans being discussed for the Salton Sea. At this workshop, the State Water Board would like to hear the status of mitigation and restoration planning, timing and funding of work, as well as efforts to provide an overall framework to address the long term Salton Sea issues. The State Water Board would like to engage in a general policy discussion of the willingness of interested parties to develop a shared vision for the future of Salton Sea, if there is not one at this time. The workshop will focus on larger planning and implementation needs rather than specific technical issues. The State Water Board is specifically interested in receiving input regarding the following questions, based on the current status of efforts focused on the Salton Sea: The City of Holtville will be joining a group of other local Federal, State, County, City officials and Committees, Councils, Associations, and Authorities in support of this modification. It was way back in 1966 that Star Trek burst on the horizon and carried us to the heavens.That’s almost 50 years ago. Who would have thought that it would have lasted that long? The pointy eared tall guy with the funny eyebrows and the young the dashing captain with the funny sideburns carried into an era of positiveness about the future. The explored strange new worlds that were based a lot on the social issues of the day and resolved conflicts with the speed of a comet. Spock could always invoke logic to cover a dilemma or use a Vulcan nerve pinch to curtail an aggressor. That, of course, there was the Vulcan mind meld which was ideal for reading the thoughts of some creature or human that couldn’t be reached in any other way. Nimoy played Spock to perfection through the TV series, which still runs on TV. Then he played him again in six movies, one of which killed him off, only to bring him back to life through another Vulcan ritual in Star Trek Three. Seems we couldn’t ever get enough of Spock. Nimoy spent a good deal of his career fighting against the image. He called his first book about himself “I Am Not Spock.” But the typecasting stuck. He did try a few other parts, including a stint on TVs Mission: Impossible. It was easy for him to change characters. For many months I encouraged the Calexico City Council to take a more proactive approach in having a closer relationship with Mexicali in order to have stronger relationship that help us in areas such as economic development, public safety, a commercial trade. Recently and as stated on one of my articles this week, City of Calexico and the Industrial Development Commission of Mexicali met for the first time in a preliminary meeting to establish the basis for a partnership that will promote Calexico and Mexicali and be attractive for investors. That preliminary meeting went so well that they decided to create a border taskforce that make that happen. This was something that was really needed for a very long time and the unity between these two entities will make it attractive to investors to come and do business with Calexico. The relationship is giving its first results as Calexico did a good job promoting its inventory and growth opportunities to Mexicali business people at the 5th annual Mexicali Expo Supply. It was a well attended event and had the opportunity to join the Calexico delegation in this all-day event. Kudos to Economic Development Manager Julia Osuna for doing an extraordinary job promoting Calexico with potential investor that inquired about how to do business in Calexico. Also a high-five goes to Ben Horton, Chair of Economic Development Commission, Celeste Jimenez, Lina Cardenas, and Diana Moreno-Inman for helping the Calexico cause. I've got to say that the event was amazing and unlike anything I have seen before. Events like this help the business and the economy of Baja California. The highlight of the evening was able to listen to Jeffrey Davidow, former U.S. Ambassador in Mexico from 1999-2003. Davidow, for those that you don't know him, was a key player in the bi-national relationship with U.S. and Mexcio during the Clinton and Bush era. Used to watch him and listen to him when I was in high school and was glad to see him in person. Going back to our topic, Calexico is waking up in terms of economic development. Aside from the Economic Development Commission working with Mexicali, the city also met with Tim Kelley of IVEDC and Calexico (finally) will become an active member of the IVEDC and will jump on the bandwagon of the county economic development arm. Calexico, as a border city, has too much to offer to the Imperial County and its economic development and I'm pretty sure that this partnership with IVEDC will benefit Calexico and the Imperial Valley as a whole. The Calexico Chamber of Commerce will also push its economic development wing and they started it last Friday. The Chamber EDC held the Calexico Business Basics Workshop Series by doing a seminar on how to start a business. The business the “Live Long and Prosper” hand sign. Spock will live on for a long time to come in our thoughts and on old television. He will always be a part of our culture and he will always be remembered for his stoic reasoning. Live Long and prosper, Mr. Spock, in whatever new life you have gone to. we will miss you here. BAD WEATHER IS bringing the winter to a close, we hope. It’s supposed to warm up this weekend and stay warm for awhile. It will be just in time for the California Midwinter Fair final weekend and the Blue Angels air show at NAF El Centro. The wind and rain made staying home last weekend an inviting prospect which I took advantage of in my living room. Unfortunately, the wetness spread over most of the country and washed out the televised golf tournament from Florida. Maybe now we can all get out and enjoy a round on one of our local courses and contemplate the great mystery that is Calexico. How come the Border City doesn’t have its own golf course? This would be the ideal way to get people there for a day. And it would work in nicely with the new hotels and shopping areas in the city. Perhaps the new city council can take a look at getting more recreation into Calexico while giving people a reason to visit there. It should be more than a stopping off point for a trip to Mexico. Golf is near and dear to my heart, having played and watched it for over 50 years. give it a boost, Calexico! GOING TO THE MID- WINTER FAIR? Be sure to take in the livestock auction where all the 4-hers and FFAers get show off their animals and get a good price for them. There will be plenty of bidding groups vying for the top animal and a chance to stock up you freezer for the year. You’ll also make some kid’s college fund a little bigger and give him a reward for his hard work. You can even buy an animal in the barn from those who weren’t lucky enough to make the auction. They worked hard too, and you can probably get a better price because they’re more anxious to sell. I hope you have plenty of sunshine! See you at the Fair! Calexico Strengthens Relationship With Mexicali basics workshop is a first planned by the Chamber's EDC group led by former Mayor Daniel Romero. The workshop last week was successful and the participants received advice on how to conduct their business. Indeed, Calexico will have as strong economic development push in 2015 and will be known as the year of economic development. In the beginning of the year, we saw many local businesses closed down such as Burger King, Calexico Fitness, Selwicks, El Mesquite and oth- ers. City Council members and administration need to make it a priority to entice more business attraction and support for the local business people if Calexico will thrive as we were doing pre 9/11. It is unacceptable that in the beginning of the year 2015 or top employers are government and retail. Government jobs and working at the schools is an honest job but that only employs a sector of the population and retail does not guarantee a good permanent job that will help families. The year didn't start right but I see as a very positive sign that 2015 will be the year for economic development in Calexico. The pieces are falling in place and hopefully the support of local business and attraction continue for the years to come. Calexico needs to promote itself and show that Calexico is open for business. Economic development and marketing will make that happen. Let this positive move continue and let's make it for the best.
