Robert Menendez swiveled in his chair to chat briefly with his Senate Foreign Relations Committee chief of staff, Jodi Herman. Then he turned back to face the audience and waited to speak. Sitting before him Wednesday morning were Secretary of State John Kerry, Secretary of Defense Ashton Carter and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff. As the committee’s ranking member, Menendez delivered an opening statement and then prepared to follow the committee Robert chairman, U.S. Menendez Sen. Bob Corker (R-Tenn.) in questioning the witnesses at a hearing to discuss President Barack Obama’s request for a congressional resolution authorizing the use of force against the Islamic State. The senator’s major concern in his questioning was whether any new resolution would restrict what the U.S. can do against the Islamic State and expire after a certain time. “What I think Democrats are not willing to do is to give this or any other president an open-ended authorization for war, a blank check,” Menendez (D-N.J.) said in his opening statement. “This is the critical question moving forward.” Menendez’s participation in Wednesday’s hearing provided evidence that he would not sit quietly in a corner and wait for the storm clouds hanging over him to dissipate following reports last week that the Justice Department would soon indict him.
