SUBJECT: Award of a construction contract for the Highway 111 and Jefferson Street Sidewalk
Infill and ADA Improvement Project to Tryco General Engineering in the amount of $325, 888.
RECOMMENDED MOTION: Approve the design plans and specifications for the Highway 111 and
Jefferson Street Sidewalk Infill and ADA Improvement Project, award the construction contract to

10%
contingency for the
project.
SUMMARY: In 2013 staff successfully secured funding from the Riverside County Transportation
Commission ( RCTC) toward installation of sidewalks along Jefferson Street between Indio
Boulevard and Avenue 50, and to upgrade all access ramps and driveways to current standards

The two projects were
combined into one bid document and bid and are now ready for construction. Tryco submitted
the lowest bid, and after performing due diligence of this bidder, staff is recommending the award
of the project to Tryco General Engineering.

BACKGROUND: In May of 2013, the City of Indio submitted two separate funding proposals
response to their Call for Projects for SB -821 funding.
SB -821 funding is a
regional funding
set aside for non -motorized
transportation projects.
The City of Indio
to RCTC in
requested funding to add sidewalks down Jefferson Street to finalize the continuity of
pedestrian access throughout the entire length of Jefferson Street between Indio Boulevard
and Avenue 50, as well as to upgrade the access ramps and driveways along Highway 111
from Rubidoux Street to Arabia Street to current ADA standards.
The City was successful in receiving funding for both projects and proceeded to complete the
design and bid the project. The design plans and specifications were prepared by Cozad and
Fox
and comply with the City of Indio and Riverside County Standard Plans.

Engineer has reviewed the design plans for the project and in his opinion the design is
reasonable
and
meets
professional
standards.

Therefore the City of Indio
recommends that the Council also approve the plans and specifications, which are on file in
the office of the Department of Public Works.
The City was successful in receiving funding for both projects and proceeded to complete the
design and bid the project. On February 24, 2015, the City Clerk received and opened 5
responsive bids summarized below.
Tryco General Engineering is the lowest responsive
bidder and, after performing due diligence, Staff found them to be a responsible bidder and
recommends awarding the contract to Tryco General Engineering.

The funding shown above is already appropriated in the budget.
The SB821 grants are
reimbursable, and therefore, the City will need to front the money until the city is reimbursed
the City will do this through monthly invoices).
No general fund money will be used for this
project.
ALTERNATIVES:
1.
Reject bid from Tryco General Engineering and direct staff to determine second lowest
responsive bidder.
2.
Reject all bids and not award contract at this time.
