OF QUEENS’ AIRPORT

Sunnysider Roel Vanderkooi died March 19 at age 80.
His health diminishing for some time, he was too thin, but
his dashing good looks still apparent. But he surprised many
by being able to stay at home on his own, just looked in upon
and assisted by close friends.
Born in northern Holland, he was a fan of Netherland
royalty and was an avid watcher of Dutch news and programs, with a glass of wine, some good Dutch cheese and
crackers. (Last year, he drove to Baltimore just for cheese.)
Many remember the gag mug designed by his designer son
of Roel dressed as a king.

TOWER OF QUEENS

The historic Long Island City Clock Tower (29-27
Queens Plaza North), originally known as the Bank of
Manhattan Building, was built in 1927 by the architect
Morell Smith and is one of the most vital architectural
buildings in Queens. Towering over Queens Plaza, and
once hailed by the Long Island Star Journal as the new
“Times Square of Queens,” it was the first skyscraper in
Long Island City and the tallest building in the Borough
until 1990.

According to the LaGuardia Airport Redevelopment
Program’s website, the LGA “is undergoing an extensive
capital redevelopment program in an effort to provide
world-class airport facilities for passengers and airlines
alike.” The program will include the demolition of some of
the existing infrastructure as well as the construction of: 1.3
million square feet of new land, a new aeronautical ramp,
frontage roads that will serve the new terminal, additional
gates, a new central heating and refrigeration plant, and
other utilities and site improvements such as baggage handling systems that are centralized, a baggage screening
facility, 1,620 feet of baggage claim frontage, 214 check-in
counters and kiosks, two-passenger security screening check
points with a total of 22 lanes—all of which will improve the
experience and efficiency of time for flyers.
The frontage roads can be overly packed in rush hours
and do not meet industry design standards. The current
ramps limit aircraft movements resulting in inefficiencies
and higher costs. Present infrastructure is not meeting
existing or future demands, and much could be done to make
the airport more environmentally friendly.

CELEBRATING PERMANENT Q103
SERVICE EXPANSION
Elected officials, transit advocates and
cultural institutions from Astoria and Long
Island City celebrated the long-awaited permanent service expansion of the Q103 bus
line, which connects the two Queens waterfront neighborhoods along Vernon Boulevard. After strong pressure from Senator
Gianaris and community leaders in 2014,
the MTA instituted a trial expansion for the
Q103 that expanded weekday service hours
and finally provided service on weekends.
The trial program was a success and the
MTA will now make this expansion permanent after years of advocacy.
“I am thrilled the MTA heeded my
call to make this Q103 service expansion permanent. Western Queens has
long needed better bus service, so it is
gratifying that the MTA responded to
our concerns,” said Gianaris. “There is
so much happening throughout western Queens that our need for better
methods of traveling between our neighborhoods has never been more pressing. This service expansion represents
a hard fought victory, but I will never
stop fighting for improved transit service in our community.”
“I applaud the MTA for making the
Q103 service expansion permanent,” said
Assemblywoman Catherine Nolan. “As
the Long Island City and Astoria communities continue to grow, the demand for
increased bus service is greatly needed. I
commend both Senator Gianaris for pushing this priority and the MTA for listening
to the community.”
“Working with my colleagues in government we were able to secure permanent
and expanded Q103 bus service for thousands of riders who have been in need of
additional transportation options,” said New
York City Council Majority Leader Jimmy
Van Bramer. “Enhancing alternative transportation services for riders here in Western
Queens has always been a priority for me.
With the permanent addition of the Q103
even more New Yorkers will gain access to
Western Queens’ cultural scene and some of
the hottest neighborhoods in our City.”

CULTURAL TOWN HALL
On March 17th, Majority Leader Jimmy Van Bramer hosted a
Cultural Town Hall featuring Department of Cultural Affairs Commissioner Tom Finkelpearl at MoMA PS1 in Long Island City. The
discussion focused on the state of the arts throughout the five boroughs, recently proposed legislation to develop a cultural plan in New
York City and enhancing the City’s Percent for Art program to bolster
community engagement.

Campaign Will Release New Report Detailing
Grimmest Examples of Branches in Need of Capital
Funding after Years of Neglect
On March 20th, New York City Council Majority Leader Jimmy Van
Bramer, Finance Chair Julissa Ferreras, Council Member Costa
Constantinides, Chair, Sub-Committee on Libraries, heads of New York
City’s three library institutions – New York Public Library, Brooklyn
Public Library and Queens Library – members of District Council 37 and
library advocates from all five boroughs launched a major campaign,
“Invest in Libraries,” to reverse years of neglect and urge the City to
appropriately fund the library system. The campaign will also release a
new report detailing some of the most egregious examples of branches
in need of capital funding.
The newly-formed campaign, Invest in Libraries, is a partnership
between the three library systems and library supporters across the City.
The campaign is calling for $1.1 billion in capital funding for critical
renovations and maintenance – a mere 1% of the City’s ten year Capital
Plan – and a $65 million increase in operating expenses in this year’s
budget, to provide the programs and services New Yorkers demand and
expect from their local branches at least six days a week.
City funding for public libraries has been slashed by nearly 20
percent over the last 7 years, and library staff has been reduced by over
1,000 workers. Many branches across the City aren’t even able to stay
open six days a week.
In addition to the report, the campaign launched the website
investinlibraries.org where New Yorkers can go to take action and stay
updated on the campaign.

27 community projects developed under the first Participatory Budgeting
process to be organized within the 26th
District. $1 million will be allocated to
the most popular projects. Council
Member Van Bramer’s office will host
a Project Expo on Monday, April 6th
from 7-9pm at Sunnyside Community
Services, 43-31 39th Street. The expo
will give community residents the opportunity to speak with project delegates, see project presentations and
learn more about each proposal.
After months of evaluating hundreds of ideas I am proud to announce
that the community has narrowed their
proposals down to 27 community
projects,î said Council Member Van
Bramer. The proposals span a wide
variety of community capital projects
that residents truly care about. This has
truly been a community driven process
from the beginning and the projects
that have been developed span across
every neighborhood within the 26th
District. If you live in the 26th District
now is the time for you to exercise your
power and vote on the projects you
love the most!î
Residents and stake holders of the
26th District will have the opportunity
to participate in the vote the week of
April 11th -19th at a variety of locations throughout the 26th District.
Last fall the Council Member’s office kicked off the participatory budgeting process for the first time in the
26th District. Several hundred residents,
business owners, stakeholders, youth
and community leaders participated in
the Participatory Budgeting process
through calls, emails, meetings and
conversations. Neighborhood Assemblies and public meetings were held in
Astoria, Dutch Kills, Sunnyside,
Woodside, Long Island City, the
Woodside Houses, the Queensbridge
Houses, and the Big Six Towers. Several hundred residents participated in
the process and played a huge role
working with City agencies and the
Council Member’s office to ensure the
community’s favorite projects were
selected, funded and implemented.

Roel Vanderkooi

The eulogy by his grandson,
Spencer, who was emotional but
still flashed Roel’s dimples as he
told funny stories that had his
family and friends nodding and
laughing ruefully. Spencer assured all that he would get them
on the list as attending, noting
that one of Roel’s most exasperating habits was to make a list on
his birthday of just who had or
had not called him.
Staying at length at the visitation as good friends, were both
Assemblywoman Cathy Nolan,
for whom Vanderkooi worked as
a community liaison, as well as
Councilman Jimmy Van Bramer.
The funeral was held at Lynch’s
Funeral Home, with All Saint’s
Father Joseph Jerome conducting
a service. Roel’s family opted for
cremation and will also hold another service upon return to
Canada. Missing was the forceof-nature Luke Adams, Roel’s
companion for close to 40 years
who died four months ago, with
whom he worked at Don Bar
Travel and on tours worldwide.
Roel loved good company.
Luke urged him to join and help
community groups, and he did –
the Kiwanis, the Chamber, and
the Lions Club. (A beautiful surprise, Roel’s family, encouraged
by Anthony Kulzer, asked that in
lieu flowers, donations be made
to Sunnyside Artists, Inc. Just four
months ago, Roel’s similar request has funded the Luke Adams
Art Prize for two years. Both were
founding & continuous board
members since 2007.) Roel was
Treasurer of the Sunnyside Chamber upon his death, and his design
ability, precise record keeping and
impeccable manners made him a
valued staffer and volunteer all of
his life.
Spencer mentioned the kindness of Roel’s friends who stood
by him in the last months,
Bernadette McDevitt, Jun
Medina, Ona Whitman, Frances
Schmidt, and singling out Anthony Kulzer.
The Prophet Isaiah service
reading described a “beautiful
headdress instead of ashes,” and
we all hope Roel is with the many
he loved so well and he is wearing
garb to his liking in the kingdom
of heaven.
The Clock Tower Building
boasts 14 stories, 3 of which include the tower and hold its mammoth 4-faced illuminated clock,
has neo-Gothic historical intricacies culminating in gargoyles and
crests adorning the battlements,
with buff-colored pressed brick and
Indiana limestone trim. The current state of the Clock Tower’s
exterior is showing signs of wear
and tear, but most of the exterior
structure and materials have held
up well.
In May of 2014, the Criterion
Group bought the property for $15
million. Then in November, they
sold the Clock Tower building to
Property Markets Group for $31
million. Reportedly their plans for
the building include partial or even
total demolition. With this latest
sale of the building, an urgent and
powerful show of community support is imperative to the buildings
preservation. Please sign the petition on Change.org online to demonstrate your support.
On Tuesday, the Landmarks
Preservation Commission voted to
schedule a hearing to decide if the
building should be landmarked. If
the Clock Tower is granted landmark status any proposals to reconstruction of the building would
be subject to the approval of the
Commission. Commissioners tend
to work toward the preservation of
as much of the original structure as
possible, and advocate using materials that are harmonious to the
original design. If major changes
are requested of a landmark building the application is

to the Mets-Willets Point stop to
the airport. There will also be a
direct subway line to the airport.
The parking garage building is
under construction and has been in
need of serious repairs and should
be done by February of 2015.
Port Authority will choose a
private developer for the project.
In addition, the developer will design and construct new roadway
systems for the airport, utilities in
the Central Terminal Area, and the
West Parking Garage. In 1964,
the Central Terminal Building was
opened to the public. It had a
capacity when it was established
for 8 million air passengers. In the
1990’s it went through its first trans-
formation and was expanded to
835,000 sq. feet of floor space,
with four concourses that can accommodate 35 aircraft gates. But
that is not enough. In 2013, the
LaGuardia Airport set a new record
when 26.7 million passengers went
through its 71 contact gates through
Terminal B. By 2030 the airport is
projected to serve 34 million passengers a year, and 17.5 of those
million will use the CTB.
The LaGuardia International
Airport started as a commercial
airport in 1939 and was built at a
cost for New York of $40 million.
Port Authority of New York and
New Jersey has been managing the
airport since 1947 and is under
contract until 2050. Port Authority has invested $1.4 billion in the
