As the New Year begins, I look back at accomplishments of 2014 and look
forward to new challenges and celebrations of the year that lies ahead. A new
Fire Station Headquarters facility is now in service, a new reverse-osmosis
water plant opens this year, and strategies to improve downtown are in the
planning and implementation stages as recommended by the Urban Land
Institute. As always, the city will host many unique, signature events and
quality programs that Clearwater has been known to love.
A special celebration happening in our beautiful city is Clearwater’s 100th
birthday. Clearwater has grown from a small tourist destination into a
thriving community of more than 108,000 residents, and a year-long
celebration is now under way as the city turns 100 years old on May 27,
2015. City staff has been planning festivities to showcase what makes our
city unique, and it’s my hope that you will join us in celebrating this festive
and meaningful occasion.
Centennial celebrations include commemorative events such as the Martin
Luther King Jr. annual breakfast and march, Blues Walk and Clearwater
Sea-Blues Seafood & Blues Festival, art exhibits, a centennial concert at
Coachman Park, the Pier 60 Sugar Sand Festival, and many Fun ‘n Sun
events. A centennial parade will take place May 30 in downtown, followed
by a celebratory block party at Coachman Park and a spectacular fireworks
finale. More information about the centennial can be found in this issue and

The year’s celebration also will be immortalized with the release of a
commemorative coffee table book, Clearwater Centennial, Yesterday and
Today. It illustrates 100 great years of Clearwater and its growth. The book is

segment, an app showcasing 1,000 additional photos.
I look forward to Clearwater’s centennial celebrations and all that 2015
will hold for our city. Join us in celebrating the historical success that is
Clearwater, the city we are proud to call home.

years
T
he City of Clearwater will celebrate its centennial
with several events and projects scheduled throughout
the year. Some of the events planned will be new,
while other established events will be deemed a
“designated” centennial event. It begins with the 31st
Annual Martin Luther King Jr. Celebration, Jan. 19. The
annual Clearwater Beach Uncorked event on Feb. 7 to 8 is a
designated centennial event, along with the Clearwater SeaBlues Seafood and Blues Festival at Coachman Park,
Feb. 21 to 22. Sea-Blues is a free, two-day festival that fuses
great blues-inspired music with tasty seafood.
In April, the city will partner with the Philadelphia Phillies
baseball team at Bright House Field to hold a celebratory
event. Plans are currently being finalized for this occasion.
April will be the busiest month of centennial celebrations
including the annual Fun ‘n Sun Festival, April 17 to 26,
which includes the 3rd Annual Pier 60 Sugar Sand Festival.
Fun ‘n Sun will also include a concert featuring a national
recording artist to be named at a later date.
Other projects to commemorate the centennial include a
Clearwater-themed art display. It can be viewed at Westfield
Countryside Mall and Morton Plant Hospital’s Cheek Powell
Heart and Vascular Pavilion. The displays change every few
months. There will soon be an additional display at the City
of Clearwater Main Library on Osceola Avenue. If you would

beautiful tribute to Clearwater.
An illustrative coffee table book highlighting Clearwater’s
past 100 years is currently available for pre-order. The book
is being published by a local father-and-son team, Dan and
Ryan Friese. It features more than 120 pages of Clearwater’s
history since becoming a municipality on May 27, 1915. To

learwater has a rich and vibrant history,
but it wasn’t always pretty. During times of
segregation and in the height of Jim Crow
laws, African Americans in Clearwater
faced discrimination, bigotry and prejudice. The black
community played an integral role in the city’s history,
establishing and contributing a local cultural identity
that has for many years provided historical illustrations
of community pride and ownership. Here are some of
Clearwater’s black heritage milestones:
• In 1924, Shirley W. Curtis Sr. was appointed principal
of the Pinellas Industrial Institute, which later became
Pinellas High School for African-American students.
The first graduating class of Pinellas High School was
the class of 1934.
• In the late 1940s, Jack Morris owned a barbershop on
North Garden Avenue, which then was relocated to
Greenwood Avenue.
• Christine Wigfall Morris served as Clearwater’s first
African American Librarian, providing library service
to a part of the community that had been denied
it before. She was hired in July 1949 when the city
agreed to fund a “Negro Library” (as it was initially
known) at Palmetto Street and Pennsylvania Avenue.
• Sidney Wigfall served the Clearwater area from 1921
to 1967 providing taxi and chauffeur services. He was
listed in Ripley’s Believe It or Not for driving 46 years
without an accident or receiving a citation.
• Oscar “Sport” McCullom was one of the first
African-American police officers in Clearwater.
• Cherry Harris, a lifelong member of the NAACP,
fought to make Clearwater a better place for everyone.
The city named Cherry Harris Park in her honor.
• In 1971, Joseph Carwise Sr. was elected as
Clearwater’s first African-American city commissioner.
• Judge Joseph W. Hatchett, brother of City of
Clearwater Commissioner Paul Hatchett, became the
first African American to serve on the Florida State
Supreme Court and later became the first African
American to serve on the federal bench in the south.
• Calvin Harris, born and raised in Clearwater, became
the first African American elected to the Pinellas
County Commission on Nov. 3, 1998.
• William B. Horne II, the first African American City
Manager for Clearwater, was appointed Interim City
Manager in July 2000 and became the permanent City
Manager in July 2001.

Healthy Choices
More than half of Americans will make resolutions that they
wish to achieve in the New Year. Many of these resolutions
will involve improving personal health and fitness. The
challenge is not just making the goals, but keeping them once
the buzz of the New Year is over and reality sets in. Below
are some tips on how to sustain behavior change, as well as
some health areas you may want to focus on in 2015.
Preventive Care
Many people go to the doctor only
when they are sick. Don’t wait for
something to go wrong; be proactive
and prevent illnesses.
New Year, New Habits
The key to being successful, no matter what your goals are, is to make gradual
changes that will last a lifetime. It’s great to have a long-term goal, but it is
just as important to have a plan in place to help you achieve your goal. Create
smaller short-term goals that will be easier to reach and give you something
to celebrate as you work toward your bigger goal. Start with these simple
guidelines to kick-start your journey to better health:
• Be Specific: Choose objectives that target a specific area for

improvement.
Make it Measurable: Create goals that you can track. If your big goal
is to lose 20 pounds by the end of the year, then create smaller goals to
help get you there. For example, eat at least five fruits and vegetables
each day by the end of January. Get at least 150 minutes of physical
activity each week by the end of March.
Set Achievable Goals: Challenge yourself but in a realistic way.
Don’t shoot for a goal weight that is unhealthy or not achievable for
you. If you just started running, don’t sign up for a marathon. Set an
objective for running 15 minutes the first week and gradually increase
the time.
Make it Fun: Find ways to make achieving your goal fun. Dance, try
paddle boarding, take a healthy cooking class, go skiing on vacation, etc.
Working out doesn’t have to be work!
Set a Time-Frame: Give yourself a realistic timeline to achieve your
objectives. It gives you more motivation if you have specific dates rather
than just saying, “I’ll lose weight soon.”
Hold Yourself Accountable: Write your goal down and post it on your
mirror, in your office, or some place you will see it every day. Share it
with a friend or family member who can help motivate you, keep you
on track, and celebrate successes with you.
It is important to remember that you don’t need to change everything too
quickly or all at once. By making smaller changes slowly, it will be easier to
stick with the improvements you are making.

February is American Heart Month.
Heart disease is the leading cause of
death for both men and women. High
blood pressure and cholesterol, diabetes,
smoking, lack of physical activity and
poor nutrition all increase your risk of
heart disease. Your doctor can easily
check your blood pressure and cholesterol
as preventive care, so take advantage of
it. To get your heart in better shape,
consider the following steps:
• Get a checkup with your doctor.
• Visit the American Heart Association’s webpage, heart.org, to learn about
heart disease prevention and management.
• Reduce salt intake.
• Eat at least one fruit or vegetable at every meal.
• Get at least 30 minutes of physical activity each day.
Visit Clearwater parks and recreation facilities for fun activities to keep you
active and moving. You will find a variety of year-round activities to get your
heart and body in shape.
Nutrition
Nutrition is very important in regards to overall health. What you eat fuels
your body. If you aren’t eating what your body needs, then things can start
to go wrong.
Poor eating habits can be hard to break, but it can be done!
• Balance calories. Find out how many calories you need at ChooseMyPlate.gov.
• Watch your portions. Restaurant portions are often double or triple what
you should be eating. When eating out, choose healthier and smaller options
or save half to take home.
• Read your food labels. If you can’t pronounce it, then don’t put it in your
body.
• Make half your plate fruits and vegetables. Fruits and vegetables are full
of nutrients and disease fighting antioxidants.
• Keep your bones strong with calcium. Check out fat-free or low-fat dairy
options or look for alternative sources of calcium, such as almond, rice or
coconut milk and dark leafy green vegetables.
• Reduce sugar and sodium. Use spices instead of salt to flavor food and use
fruit as a sweetener instead of sugar.
• Drink more water. Try replacing one sugary drink with water every day to
keep yourself hydrated.

Safety
Healthy choices are not limited to
exercise and diet; they also include
personal safety. Below are three top
causes of unintentional injury deaths.
Poisoning: Unintentional poisoning
is the leading cause of injury death.
Call 911 if you have a poison
emergency.
• Use only prescription medications
prescribed to you. Never share.
• Follow directions on the label and
read all warnings.
• Secure the child safety cap and
store medicines up, away and out
of sight in a cabinet that children
cannot reach.
• Dispose of unused, unneeded,
or expired prescription drugs at
the Clearwater Police Department

Motor Vehicle Crash: Distracted
driving causes about 25 percent of
car crashes. Be a safe driver and limit
all distractions including:
• Texting or using a phone
• Eating, drinking or grooming
• Reading maps or navigation
systems
• Adjusting a radio or MP3 player
Drowning: Florida has the highest
rates of drowning in the country.
To protect yourself and your family,
follow these tips:
• Learn to swim. Lessons can reduce
the risk of drowning by
88 percent. The Long Center
offers year-round swim lessons to
all ages.
• Always actively supervise children
in or around water.
• Learn CPR in case there is a
rescue.
• Fence off home pools.
• Avoid rip currents at the beach.

learwater local Charlotte Samson loves the
wind and the waves. At 17 years old, she’s
been to more countries and cities than a lot of
typical Americans. She’s a windsurfer, heart
and soul, and she’s already seen the world doing exactly
what she loves.
“Honestly, I love it,” she said. “I love the sensation of
speed and freedom when I’m on the water, and I also
have a competitive mindset and love racing against
others.”
Samson competed in the 2014 RS:X Youth World
Windsurfing Championship, held on Clearwater Beach
Oct. 18 to 25, 2014. She was one of more than 100
domestic and international athletes who participated.
Until August 2014, the event was slated to be held in
Herzliya, Israel, but was moved due to the continual
unstable situation in the nation. She competed well
and beat two girls who outraced her in an international
competition in Portugal during summer 2014.
She was thrilled to compete in her hometown. The
Clearwater Community Sailing Center is where she
learned to windsurf during summer camps. It’s where she
currently practices, and she loved that she had a chance to
share her home waters with all the best young windsurfers
in the world.
Clearwater Character
So what’s it take to windsurf? “Perseverance,” she said.
“It’s physically challenging. People often quit because it’s
so hard. You have to believe you can do it.” Lifting the
heavy sail was hard for her at first. She admits that she
wanted to quit initially but kept on trying. “You get used
to it, and then it becomes second nature, like brushing
your teeth.”
And it’s not just the physical nature of the sport that’s
tough. “You have to think quickly and make tactical
decisions on the water. It requires your full attention.”
She is currently considering colleges after her June
2015 graduation and hopes to attend the University of
Florida, University of Central Florida or Florida Atlantic
University. While these schools don’t offer windsurfing
scholarships, she plans to continue her sport while
working toward a degree in physical therapy.
Her future sailing goals include representing her country
at more international events and competing at the
Olympics. She’s an “A” student, and between homework,
volunteering, and training to improve her skills on the
water, she has a very full plate. Any other hobbies? “I’m a
windsurfer. That’s pretty much it,” she says, laughing.
A Clearwater High School senior, Samson learned to
windsurf at age 12. Her first competition was at the
Sarasota Sailing Squadron at age 14. Since then, the sport
has taken her to surf the wind and waves of Portugal,
France, San Francisco, Massachusetts, Maryland, Oregon,
Miami, Cocoa Beach and Clearwater. She’s taken part
in numerous local, state, national and international
competitions over the years. She’s a member of the U.S.
National Sailing Team. The recent event in Clearwater
was her fourth world championship. “I love meeting new
people who share the same passion,” she said. “My best
friends are sailors and windsurfers.”
Samson trains regularly, not because she has to but
because she wants to. “I train twice a week with my coach
and local teammates, and once a week on my own just for
fun,” she said. “Sometimes I go out on the water with my
dad.” Her father, Jerome Samson, is an avid windsurfer
as well and was one of the RS:X championship organizers
who brought the event to Clearwater.

R
adio Frequency Identification technology,
or RFID, has been quietly revolutionizing
many businesses as inventory that once was
handled and sorted manually can now be
done without human hands. Inventory items are fitted
with RFID tags packed with electromagnetic data that
automatic RFID readers can detect and transmit to
additional computerized equipment that can perform
any number of tasks on the items based on the tags’
content.
This technology, now available at the Clearwater Main
Library, promises to revolutionize operations. With
new RFID tags on books and materials, and reader and
sorting equipment in place, efficiency of check-in, checkout, shelving and other materials processing is taking a
quantum leap.
Checking in a book once involved handing items to a librarian
who did the processing, but patrons can now drop materials
into a slot near the main desk where an electronic
receiver scans the items’ RFID tags for automated
processing. The scanned data is transferred via
radio waves to a device that electronically credits
the appropriate patrons’ accounts. Next, the
items are shuttled along a conveyor belt lined
with bins that accept materials by category.
The tag data includes the category and the bin
where each item is deposited. As the bins fill,
librarians whisk them away to put the books
back on the shelves.
For item check-out, standing self-checkout kiosks
have been added to the circulation and youth
services departments. Patrons can check out their
own items, review their accounts, pay fines using cash or
credit card, and unlock the boxes containing DVDs, CDs,
and video games.
The final step is at the door. All patrons pass through security gates, which scan
items to ensure they are properly checked out.
Eliminating the need to handle returned items decreases the time to get them
back in circulation, and reduces wait times for reserved items. Both staff and
patrons benefit from the technology that not too long ago seemed less like
science and more like science fiction.

Every Life Is a Story:
A Writing Workshop
W
hy not try to write down your stories
and see what happens?
Every life is a story. Some are humble,
some are full of drama, and some alternate between
fulfillment and turmoil. But each one tells a story,
composed of the bits and pieces we call everyday life.
If you’ve ever told someone a story from your own life,
you already have experience with creating a memoir.
On paper, it might be a review of special occasions, a
focus on a specific theme such as travel, dating after 50,
or pets you’ve loved and lost. It might read like a short
story, an essay, an autobiography or even a poem. It
might be something you wrote once, but the journal it’s
in is gathering dust on a shelf.
The Clearwater Library Foundation is offering an eightweek memoir-writing workshop, for writers of all levels
who want to explore the genre. Popular examples include
Eat, Pray, Love; Tuesdays with Morrie; Just Kids; and
The Year of Magical Thinking. The class covers how to
share personal experiences, shape them into narrative
form and provides opportunities to gain experience
through brief in-class writing assignments, including
useful commentary that is shared among the group.
Annemarie Micklo, the workshop facilitator, is a writer
and editor with more than 40 years of experience. Her
published articles and poetry have appeared in national
magazines and newspapers and been broadcast on
California’s Pacifica radio network.
The class meets Wednesdays, 10:30 a.m. to 12:30 p.m.,
Feb. 4 through March 25 at the Clearwater Main Library,

Recreation cards are available to residents and non-residents. Fees for city-sponsored
programs/activities are reduced and resident cardholders are eligible for early registration
for camps and some programs. Play Passes offer additional benefits and are the better
choice for those who use the centers frequently. Fitness centers, open gym, extreme skate
park use, and pool use are free with a Play Pass.
Play Passes are accepted at Clearwater Beach, Countryside, Long Center, McMullen
Tennis*, Morningside Pool, North Greenwood, and Ross Norton. Play Pass holders also
receive a 25 percent discount on most classes and programs offered at these facilities.
Note: Play Pass must be valid for the entire program in order to receive discounts.

Long Center Youth Pass
Sponsored by the Long Center Foundation
This pass is available to residents and non-residents who
are 18 years of age and younger for access to open gym,
fitness center and pool use at the Long Center ONLY.
As a pass holder, you will receive recreation card pricing
on Long Center programs, but no other discounts
apply. This pass cannot be used at any other City of
Clearwater recreation centers or to register for any youth
co-sponsored athletic leagues or programs other than the
Clearwater Aquatic Team.

Recreation Cards
Clearwater residents can obtain a Resident Recreation
Card by completing an application and showing two
proofs of residency (utility bill, voter I.D., tax receipt
or rent slip). Non-Resident Recreation Cards are for
persons living outside Clearwater city limits and not
paying Clearwater property taxes.

General Information
‘Say Cheese’ Photo Policy
Photographs taken by the Parks & Recreation Department
or Public Communications Department at city programs
and events are often used in presentations, display boards,
flyers, brochures, social media and city publications. If you
do not wish to have your picture or a family member’s
picture taken, please let the photographer know in advance.
Scholarships and Financial Assistance
A primary objective of the Recreation Programming
Division is to offer a broad range of programming to
residents and visitors. Programs need to be accessible
to all, regardless of economic status. Fee assistance is
available to Clearwater residents for staff-led programs.
More information about fee assistance is available from the
supervisor at any recreation facility.
City Holidays
All recreation facilities will be closed on observed city
holidays unless otherwise noted.
Americans with Disabilities Act (ADA)
The city complies with ADA. If you require special
assistance to participate in a program, please contact
the facility supervisor prior to the activity. All reasonable
accommodations will be made. If you have a concern
about a city facility, call 562-4072.
Credit Cards
The Clearwater Parks & Recreation Department accepts
credit cards and debit cards (MasterCard and Visa).
Refund Policy
All refund requests are subject to administrative approval.
Allow four to six weeks for refunds to be processed.
Recreation Programs or Activities Refunds
Requests for refunds must be received in writing
10 business days prior to the start of the program.
A $10 processing fee will be charged or you can receive a
100 percent credit toward another program. No refunds
will be issued after the program begins, except for
documented* medical reasons.
*A medical form signed by a doctor stating the individual
is unable to participate for the remainder of the program
will entitle the individual to a prorated refund from date
of notification, or credit toward another program. Please
notify staff as soon as possible of any medical reason for
withdrawal.
Recreation Cards/Play Passes Refunds
Recreation Cards/Play Passes will not be refunded after
10 business days from date of issue or if used. Requests for
refunds must be submitted in writing with the card or pass
attached. A $10 processing fee will be deducted from all
refunds.
Open Swim/Open Skate Refunds
If the city must close a pool or skate park unexpectedly,
participants who have been at the facility for less than an
hour may be given a rain check for another visit.

Existing Parks & Recreation customers can now register
online for recreation programs and classes. To get started,
visit myclearwater.com/parksrec. User ID is your telephone
number without spaces or dashes. Your password is your
household’s last name.

Clearwater offers five quality, fully-equipped fitness centers. All centers
feature steppers, exercise bikes, treadmills, free weights and benches, and
stack weights. Additional equipment available at some centers includes
cardio and strength machines, fitness balls, and elliptical cross trainers.
The centers are open for ages 14 through adult. Youth 14-17 years old must
have a fitness room waiver signed by a parent or guardian on file at the center
they are attending.

Program Roll Out

he City of Clearwater’s Office on Aging, in
partnership with the National Council on Aging,
the American Heart Association and the City of
Clearwater, will host a six-part nutrition program
titled “Next Steps to Better Nutrition.”
“We are honored that Clearwater was selected as one of a
few sites in the United States for this prestigious nutrition
program,” said Kerry Marsalek, Clearwater’s Office on
Aging Manager.
More than 350 participants will experience this dynamic
training aimed at improving their health and quality
of life as they age. The classes explore ways to plan and
implement healthier diets by understanding food groups,
the body’s nutritional requirements and how to make
healthier choices by reading nutrition labels on foods
at the grocery story. Participants will observe cooking
demonstrations and receive handouts and recipes for
healthy, delicious meals.
The Office on Aging is seeking participants for the classes
that will be offered free of charge at several city facilities
between January and May of 2015. Participants must be
60 or older.
Class materials are provided, and program evaluations
will be given at the beginning and end of the series. Class
size is limited, and pre-registration is required. For more

Well-known Clearwater Institution Steps Up to Public Art
T
he Clearwater Arts Alliance and the city’s Cultural Affairs Division recently
celebrated the installation of The Ripple Effect, a fiberglass sculpture by St.
Petersburg artist Mark Aeling that commands the lobby of BayCare’s new
Drew Street headquarters. As Clearwater’s most recognized healthcare
organization, BayCare is joining a growing list of businesses to include public
artwork as part of its office design.
BayCare’s The Ripple Effect was voluntarily commissioned. The city once had an
ordinance that required private development projects costing more than
$5 million to invest one percent of the project’s value for public artwork
on the site, or the developer could contribute .75 percent of the
project’s value to the city’s Public Art Fund. While the public art
ordinance was transitioned to a voluntary program in October
2013, developers are now encouraged to use the ordinance
framework as a guide when including public art in their
buildings.
As a private developer, BayCare joins an elite list of Clearwater
companies that have commissioned works even though they
aren’t required to do so. They include Frank Crum’s Missouri and
Cleveland Street office that displays Hal Stowers’ Sun Time, and
JMC Communities’ Sandpearl Resort that showcases Christopher
Still’s Return to Picnic Island and Beneath the Waves.
Clearwater is among more than 350 communities
nationwide that agree public art creates a sense of
place and improves the quality and design of
any building or location.
Authorities on public art believe it exists
to help us better understand ourselves,
and in so doing, can influence our
pursuits and goals. It compels us to
ask questions about our existence and
think about how we relate to one
another. As an integral part of our
lives, public art becomes a reflection
of our community priorities, attitudes
and aspirations.
That message is endorsed in the design
of The Ripple Effect and in the artist’s
own statement: “During the course of a
life, all things we perceive are interwoven.
Like ripples of water, they affect each other.
It is these interwoven connections that help
build and strengthen our community.”

Each year the city designates a day during the spring
season for neighborhoods to hold a block party to promote
a sense of Clearwater community pride. This year’s

City Councilmembers, City Manager and dozens of city
representatives visit neighborhood celebrations. This
popular event includes picnics, bounce houses, activities
for children and networking. The city is planning to
once again offer grants to participating neighborhoods

New Fire Station Opens
I
t cost 10 cents to mail a letter and just 53 cents
for a gallon of gas. “Happy Days” was beginning
its 11-year run on television, and President
Richard Nixon resigned.
The year was 1974, and that was
the same year that Station 45
opened its doors at 610 Franklin
St. in downtown Clearwater,
serving as the main administrative
headquarters for the Clearwater
Fire & Rescue Department.
Just more than 40 years later,
there’s a brand-new, stateof-the art Station 45. And it
has opened its doors-cool,
red, high-tech doors-at 1140
Court St. to better serve the
residents of Clearwater.
Gone are the days of the special
operations chief being in one
building and the fire prevention
and fire inspection officials being
in another. And the fire chief and
assistant chiefs in still another.
Now they are all housed under one roof in the new
33,000-square-foot building, located on the north side
of Court Street between Missouri Avenue and Martin
Luther King Jr. Ave.
The new $11.5 million fire station includes four vehicle
bays and support offices on the first floor, firefighter
living quarters on the second floor, and administrative
and fire prevention offices on the third floor.
It will include all of the latest technological
developments-a lot has changed since
1974, after all-and also offers
separate living quarters for
firefighters instead of dormitory
style living.
“Those cool red doors on the
south side of the building do
more than look spiffy,” said Fire
Chief Robert Weiss. They open
more quickly and therefore
will lower response times.
Firefighters were excited to
move in to the new building
on Dec. 9.
“Clearwater Fire & Rescue
firefighters truly appreciate,
and are deeply honored by, our
elected leaders who support our
firefighters with a new facility that
will provide decades of service to the
community,” Weiss said.
Firefighters will be able to control traffic signals at
Missouri Avenue and Dr. Martin Luther King Jr. Avenue
from inside the station when they get a call. Flashing
yellow lights on Court Street will alert motorists not to
block the area outside the station on Court Street.

Clearwater and Tampa Connect Through a Trail over Water
If you’ve traveled the Courtney Campbell Causeway recently, you are sure
to have seen construction along the outer portion of the bridge. By the end
of spring, the Courtney Campbell Causeway Trail will be complete. Joggers,
bicyclists and walkers will be able to enter the trail at the Veterans Expressway
in Tampa and follow it across the entire bridge to Bayshore Boulevard in
Clearwater, which will then seamlessly connect to the Ream Wilson Trail,
Duke Energy Trail and eventually all the way to Clearwater Beach.
Fishing will be permitted along the 8-to-12-foot-wide, paved trail. Parking
is available at nearby park locations, including Myron A. Smith Bayview
Park (at the corner of McMullen Booth Road and Gulf-to-Bay Boulevard),
Del Oro Park (just north of the intersection of Drew Street and McMullen
Booth Road), and Cooper’s Bayou Park (north of Gulf-to-Bay at Bayshore
Boulevard).

Clearwater Celebrates Arbor Day by Giving Away
2,100 Trees to its Residents
Each year, the City of Clearwater offers free trees to its residents in recognition
of Arbor Day. This year, 2,100 trees will be given to Clearwater residents on
Saturday, April 25, from 9 a.m. to 2 p.m. at the Public Services Complex,
1650 N. Arcturas Ave. Proof of residency will be required and may include a
voter’s registration card, Florida driver’s license, or a recent utility bill.
Residents may choose up to two trees in 3-gallon containers. Varieties include
Live Oak, Red Maple, Slash Pine, Winged Elm, Persimmon, four colors of
Crape Myrtle, Red Cedar, Walter’s Viburnum, Magnolia, and Bald Cypress.
City arborists and a state urban forester will be available to answer questions
about properly planting and caring for the trees.
To qualify as a Tree City USA, a city must meet certain criteria which includes
establishment of an advisory board, enactment of a municipal tree ordinance,
celebration of Arbor Day annually, and maintenance of a community forestry
program with an annual budget of at least $2 per capita.
Trees are purchased through the City of Clearwater’s Tree Bank Fund which
is supported by fines collected from violations of tree protection ordinances.

Clearwater Community Sailing
Center will hold Spring Break Sailing
Camp, March 30 to April 3. This is a
great opportunity for students to learn
a new skill or brush up on skills they
already have. Camps are designed for
students of all levels. Students will
learn basic water safety and the theory
of sailing, and they will get to practice
their skills on primarily sail boats,
with a mix of paddle boarding and
kayaking. Camps are for students ages
8 to 17 and cost $275 each week.

New Left Turn Signals Improve Traffic Flow
Keep Storm Drains Clean
It’s that time of year again. During
the winter and spring months,
the oak trees drop their leaves and
lots of pollen! Grasses and tree
branches will be cut as the season
warms up, and residents are asked
to dispose of clippings properly
and refrain from sweeping them
into the streets. When swept into
the roadways, foliage and ground
cover can end up in the city’s storm
drainage system. Trash, debris, and
pollutants in yards - like fertilizers,
pesticides, and herbicides - can
wash into the stormwater system,
polluting our environment and
also causing blockages in storm
pipes. Do your part and help keep
our neighborhood watersheds

Motorists in Clearwater and Pinellas County are noticing changes with left-turn
signal lights at major intersections, designed to improve traffic flow and comply
with new nationwide traffic signal standards. These new signals use trafficmonitoring software. The green left-turn arrow may occur early, late or twice
in a signal cycle, based on oncoming traffic. This requires motorists to pay close
attention to the signal to ensure they react appropriately to the new traffic cues.
At several intersections, including Keene Road and Gulf-to-Bay Boulevard in
Clearwater, these new left-turn signals now have four lights, which mean the
following:
• A red left-turn arrow means no left turns are allowed.
• A solid yellow left-turn arrow means that left-turn traffic is about to stop,
and motorists should complete their left turn only if they are already in the
intersection.
• A flashing yellow left-turn arrow means that left turns are allowed, but
motorists should yield to oncoming traffic.
• A solid green left turn arrow means that motorists can make their left turn.
The new signalization scheme is becoming the standard for signals across the

Annual Volunteer Hours
The City of Clearwater Parks and Recreation Department
uses a volunteer workforce to help support parks and
recreation programs, services, facilities, and beautification
to benefit Clearwater’s residents. More than 4,000
volunteers contributed 45,314 hours of their time to
help the City of Clearwater’s Parks and Recreation
Department during fiscal year 2013-2014.
Value of Total Volunteer Time for Fiscal Year 2013–14:
45,314 x $22.55 = $1,021,831.
Value of Volunteer Time is determined yearly by the
national non-profit group, The Independent Sector.
$22.55 is the Value of Volunteer Time for 2013. The
value is based on figures from the U.S. Bureau of Labor
Statistics.

More than 300 volunteers contributed 15,447.25
hours at the city’s recreation centers, coaching youth
sports, assisting at the front desk, helping during
summer camp, holiday events and swim meets, and
helping students with their homework.
2,044 volunteers contributed 9,061.25 hours
working at special events, athletic tournaments and
swim meets at various city facilities, including Eddie
C. Moore Complex, the Long Center, McMullen
Tennis Complex and Coachman Park.
More than 1,000 volunteers spent 15,331.5
volunteer hours helping to maintain the parklands,
clear invasive plants and feed the animals that reside
at the Moccasin Lake Nature Park.
More than 600 beautification volunteers participated
in more than 40 cleanup projects throughout
Clearwater’s parklands for a total of 1,716 hours. The
Enterprise Dog Park Ambassadors spent 814.5 hours
keeping a watchful eye on the park.
By developing strong partnerships with more than 30
organizations that offer key resources for older adults,
the Aging Well Center links residents with relevant
programs and services. This year, partner agencies
and volunteers donated 1,775.5 hours of their time
assisting with the coordination of educational,
wellness, creative programs as well as providing
access to resources at the center.

Several local families volunteered 1,168 hours of
their time to help with the Clearwater Sister Cities
Program, which encourages volunteers to serve as
homestay families a few different times each year.
Middle school students from Nagano, Japan come to
Clearwater each year to visit, and we need volunteers
to host them in their homes. We also do this when a
teacher from Nagano, Japan visits as well. The Sister
Cities Program would not be successful without the
help of volunteer homestay families.
