Washington center internship program scholarships 7.3 For scholarships to Minnesota residents 7.4 attending Minnesota public or private 7.5 degree-granting higher education institutions. 7.6 The scholarships are for attending and 7.7 participating in the Washington Center's 7.8 creditworthy academic internship program 7.9 during fall, spring, or summer terms. 7.10 The program combines work experience 7.11 in Washington, D.C., with participation 7.12 in civic engagement and leadership 7.13 activities. Approximately two-thirds of 7.14 the appropriation shall be allocated to 7.15 public higher education institutions and 7.16 the remainder to private institutions. 7.17 Each institution may set up a scholarship 7.18 application process for its students or 7.19 combine with other institutions in an 7.20 application process. The commissioner shall 7.21 create a process to allocate the appropriation 7.22 among institutions. Article 1 Sec. 4. 10 MW/GC JCFART1-1 ,000 ,000 ,000 ,000 04/14/15 11:11 AM COUNSEL 11.1 $....... in fiscal year 2016 and $....... in fiscal 11.2 year 2017 are for developing and teaching 11.3 online agriculture courses by farm business 11.4 management faculty at colleges that offer 11.5 farm business management. 11.6 Institutions developing courses under this 11.7 appropriation shall focus on introductory 11.8 coursework, and must coordinate with one 11.9 another to offer complimentary courses 11.10 and avoid duplication. The appropriation 11.11 may not be used to develop courses already 11.12 available through another state college or 11.13 university. Institutions receiving funds from 11.14 this appropriation must have one course 11.15 developed and ready for student enrollment 11.16 within one year of receiving funds. 11.17 $....... in fiscal year 2016 and $....... in fiscal 11.18 year 2017 are to create and develop a teacher 11.19 preparation program leading to licensure 11.20 in agricultural education at Southwest 11.21 Minnesota State University. 11.22 An institution receiving funds under this 11.23 appropriation shall provide the committees 11.24 of the legislature with primary jurisdiction 11.25 over agriculture policy, K-12 education 11.26 policy, and higher education policy and 11.27 finance with a report on the institution's 11.28 progress in creating an agricultural education 11.29 licensure program and increasing the number 11.30 of students receiving a teaching license in 11.31 agricultural education. Each institution must 11.32 submit a report as required under this section 11.33 by February 15, 2016, and by February 15, 11.34 2017. Article 1 Sec. 4. 11 MW/GC JCFART1-1 04/14/15 11:11 AM COUNSEL 12.1 $....... in fiscal year 2016 and $....... in 12.2 fiscal year 2017 are to implement a program 12.3 to assist foreign-born students and groups 12.4 underrepresented in nursing to succeed 12.5 in postsecondary nursing programs. This 12.6 program shall include but not be limited to 12.7 mentoring programs and seminars. 12.8 One-quarter of this appropriation must be 12.9 distributed to Minneapolis Community and 12.10 Technical College. One-quarter of this 12.11 appropriation must be distributed to Century 12.12 College. One-half of this appropriation 12.13 must be distributed in equal amounts to 12.14 two state colleges or universities that 12.15 are located outside of the seven-county 12.16 metropolitan area. The board must select 12.17 the state colleges or universities outside 12.18 of the seven-county metropolitan area 12.19 based on the proportion of enrolled nursing 12.20 students that are foreign-born or from groups 12.21 underrepresented in nursing. 12.22 The program established under this 12.23 appropriation shall be called the "Kathleen 12.24 McCullough-Zander Success in Nursing 12.25 Program." 12.26 $....... in fiscal year 2016 is appropriated 12.27 for an internship program operated by the 12.28 Institute for Community Engagement and 12.29 Scholarship at Metropolitan State University. 12.30 The internship program must provide 12.31 students with valuable workplace skills 12.32 and networking opportunities that enhance 12.33 employability and career prospects. 12.34 By December 1 of each year, the program 12.35 shall submit a brief report to the chairs and Article 1 Sec. 4. 12 MW/GC JCFART1-1 04/14/15 11:11 AM COUNSEL 13.1 ranking minority members of the legislative 13.2 committees with jurisdiction over higher 13.3 education regarding the number of students 13.4 who participated in the program, program 13.5 activities, and employment experience 13.6 information. 13.7 $....... in fiscal year 2016 and $........ 13.8 in fiscal year 2017 are to establish a 13.9 veterans-to-agriculture pilot program. The 13.10 appropriation for fiscal year 2016 shall be 13.11 used to establish the pilot program at South 13.12 Central College, North Mankato campus, and 13.13 the appropriation for fiscal year 2017 shall be 13.14 used to support, in equal amounts, up to six 13.15 program sites statewide. No more than two 13.16 percent of the total appropriation provided by 13.17 this section may be used for administrative 13.18 purposes at the system level. 13.19 The veterans-to-agriculture pilot program 13.20 shall be designed to facilitate the entrance 13.21 of military veterans into careers related to 13.22 agriculture and food production, processing, 13.23 and distribution through intensive, four- to 13.24 eight-week academic training in relevant 13.25 fields of study, job development programs 13.26 and outreach to potential employers, and 13.27 appropriate career-building skills designed 13.28 to assist returning veterans in entering 13.29 the civilian workforce. Upon successful 13.30 completion, a student shall be awarded 13.31 a certificate of completion or another 13.32 appropriate academic credit. 13.33 The pilot program shall be coordinated 13.34 by South Central College, North Mankato 13.35 campus' farm business management program Article 1 Sec. 4. 13 MW/GC JCFART1-1 04/14/15 11:11 AM COUNSEL 14.1 and developed in collaboration with the 14.2 University of Minnesota Extension, the 14.3 Minnesota Department of Agriculture, 14.4 the Minnesota Department of Veterans 14.5 Affairs, and the Minnesota Department of 14.6 Employment and Economic Development. 14.7 The program coordinators are encouraged to 14.8 involve other interested stakeholders in the 14.9 development and operation of the program, 14.10 and may request assistance with applications 14.11 for grants or other funding from available 14.12 federal, state, local, and private sources. As 14.13 necessary, they may also work with other 14.14 public or private entities to secure temporary 14.15 housing for enrolled students. 14.16 In addition to South Central College, North 14.17 Mankato campus, the pilot program shall 14.18 be delivered by up to five additional state 14.19 colleges. One of the additional colleges must 14.20 be located in the seven-county metropolitan 14.21 area, at a campus that has agreed to 14.22 incorporate the pilot program as part of an 14.23 urban agriculture program, and the remaining 14.24 additional colleges must be located outside 14.25 of the seven-county metropolitan area, 14.26 at campuses with existing farm business 14.27 management programs. 14.28 No later than December 15, 2016, the 14.29 program shall report to the committees of the 14.30 house of representatives and the senate with 14.31 jurisdiction over issues related to agriculture, 14.32 veterans affairs, and higher education on 14.33 program operations, including information 14.34 on participation rates, new job placements, 14.35 and any unmet needs. Article 1 Sec. 4. 14 MW/GC JCFART1-1 04/14/15 11:11 AM COUNSEL 15.1 $....... in fiscal year 2016 is appropriated 15.2 to award up to two pilot grants to 15.3 system institutions with a Board of 15.4 Teaching-approved teacher preparation 15.5 program to provide a school year-long 15.6 student teaching program. The Board of 15.7 Trustees must report to the kindergarten 15.8 through grade 12 and higher education 15.9 committees of the legislature by March 15.10 1, 2017, on the experiences of the grant 15.11 recipients and the student teachers with the 15.12 school year-long student teaching program. 15.13 This subdivision is effective July 1, 2015. 15.14 Five percent of the fiscal year 2017 15.15 appropriation specified in this subdivision 15.16 is available according to the schedule in 15.17 clauses (1) to (5) in fiscal year 2017 when 15.18 the Board of Trustees of the Minnesota State 15.19 Colleges and Universities demonstrates to 15.20 the commissioner of management and budget 15.21 that the board has met the following specified 15.22 number of performance goals: 15.23 (1) 100 percent if the board meets four or 15.24 five of the goals; 15.25 (2) 75 percent if three of the goals are met; 15.26 (3) 50 percent if two of the goals are met; 15.27 (4) 25 percent if one of the goals are met; and 15.28 (5) zero percent if none of the goals are met. 15.29 The performance goals are: 15.30 (1) increase by at least four percent in fiscal 15.31 year 2015, compared to fiscal year 2008, 15.32 degrees, diplomas, and certificates conferred; 15.33 (2) increase by at least five percent the fiscal 15.34 year 2015-related employment rate for 2014 Article 1 Sec. 4. 15 MW/GC JCFART1-1 04/14/15 11:11 AM COUNSEL 16.1 graduates, compared to the 2012 rate for 16.2 2011 graduates; 16.3 (3) for fiscal year 2016, reallocate 16.4 $22,000,000 of administrative costs. The 16.5 Board of Trustees is requested to redirect 16.6 those funds to invest in direct mission 16.7 activities, stem growth in cost of attendance, 16.8 and to programs that benefit students; 16.9 (4) increase by at least four percent the 16.10 fall 2015 persistence and completion rate 16.11 for fall 2014 entering students who enter 16.12 with academic deficiencies or remedial 16.13 coursework, compared to the fall 2012 rate 16.14 for fall 2011 entering students; and 16.15 (5) increase by at least five percent the 16.16 fiscal year 2015 degrees awarded to students 16.17 who took no more than 128 credits for a 16.18 baccalaureate degree and 68 credits for 16.19 associate in arts, associate of science, or 16.20 associate in fine arts degrees, as compared to 16.21 the rate for 2011 graduates. 16.22 By August 1, 2015, the Board of Trustees 16.23 and the Minnesota Office of Higher 16.24 Education must agree on specific numerical 16.25 indicators and definitions for each of the five 16.26 goals that will be used to demonstrate the 16.27 Minnesota State Colleges and Universities' 16.28 attainment of each goal. On or before April 16.29 1, 2016, the Board of Trustees must report 16.30 to the legislative committees with primary 16.31 jurisdiction over higher education finance 16.32 and policy the progress of the Minnesota 16.33 State Colleges and Universities toward 16.34 attaining the goals. The 20.5 Board of Regents is requested to redirect 20.6 those funds to invest in direct mission 20.7 activities, stem growth in cost of attendance, 20.8 and to programs that benefit students; and 20.9 (5) increase licensing disclosures by three 20.10 percent for fiscal year 2016 over fiscal year 20.11 2015. 20.12 By August 1, 2015, the Board of Regents and 20.13 the Minnesota Office of Higher Education 20.14 must agree on specific numerical indicators 20.15 and definitions for each of the five goals that 20.16 will be used to demonstrate the University 20.17 of Minnesota's attainment of each goal. 20.18 On or before April 1, 2016, the Board 20.19 of Regents must report to the legislative 20.20 committees with primary jurisdiction over 20.21 higher education finance and policy the 20.22 progress of the University of Minnesota 20.23 toward attaining the goals. Primary Care Education Initiatives 21.5 This appropriation is from the health care 21.6 access fund. 21.7 Subd. 4. Special Appropriations 21.8 (a) Agriculture and Extension Service 21.9 For the Agricultural Experiment Station and 21.10 the Minnesota Extension Service: 21.11 (1) the agricultural experiment stations 21.12 and Minnesota Extension Service must 21.13 convene agricultural advisory groups to 21.14 focus research, education, and extension 21.15 activities on producer needs and implement 21.16 an outreach strategy that more effectively 21.17 and rapidly transfers research results and best 21.18 practices to producers throughout the state; 21.19 (2) this appropriation includes funding for 21.20 research and outreach on the production of 21.21 renewable energy from Minnesota biomass 21.22 resources, including agronomic crops, plant 21.23 and animal wastes, and native plants or trees. 21.24 The following areas should be prioritized and 21.25 carried out in consultation with Minnesota 21.26 producers, renewable energy, and bioenergy 21.27 organizations: 21.28 (i) biofuel and other energy production from 21.29 perennial crops, small grains, row crops, 21.30 and forestry products in conjunction with 21.31 the Natural Resources Research Institute 21.32 (NRRI); 21.33 (ii) alternative bioenergy crops and cropping 21.34 systems; and Article 1 Sec. 5. 21 MW/GC JCFART1-1 ,000 ,000 ,000 ,000 04/14/15 11:11 AM COUNSEL 22.1 (iii) biofuel coproducts used for livestock 22.2 feed; 22.3 (3) this appropriation includes funding 22.4 for the College of Food, Agricultural, and 22.5 Natural Resources Sciences to establish and 22.6 provide leadership for organic agronomic, 22.7 horticultural, livestock, and food systems 22.8 research, education, and outreach and for 22.9 the purchase of state-of-the-art laboratory, 22.10 planting, tilling, harvesting, and processing 22.11 equipment necessary for this project; 22.12 (4) this appropriation includes funding 22.13 for research efforts that demonstrate a 22.14 renewed emphasis on the needs of the state's 22.15 agriculture community. The following 22.16 areas should be prioritized and carried 22.17 out in consultation with Minnesota farm 22.18 organizations: 22.19 (i) vegetable crop research with priority for 22.20 extending the Minnesota vegetable growing 22.21 season; 22.22 (ii) fertilizer and soil fertility research and 22.23 development; 22.24 (iii) soil, groundwater, and surface water 22.25 conservation practices and contaminant 22.26 reduction research; 22.27 (iv) discovering and developing plant 22.28 varieties that use nutrients more efficiently; 22.29 (v) breeding and development of turf seed 22.30 and other biomass resources in all three 22.31 Minnesota biomes; 22.32 (vi) development of new disease-resistant 22.33 and pest-resistant varieties of turf and 22.34 agronomic crops; Article 1 Sec. 5. 22 MW/GC JCFART1-1 04/14/15 11:11 AM COUNSEL 23.1 (vii) utilizing plant and livestock cells to treat 23.2 and cure human diseases; 23.3 (viii) the development of dairy coproducts; 23.4 (ix) a rapid agricultural response fund for 23.5 current or emerging animal, plant, and insect 23.6 problems affecting production or food safety; 23.7 (x) crop pest and animal disease research; 23.8 (xi) developing animal agriculture that is 23.9 capable of sustainably feeding the world; 23.10 (xii) consumer food safety education and 23.11 outreach; 23.12 (xiii) programs to meet the research and 23.13 outreach needs of organic livestock and crop 23.14 farmers; and 23.15 (xiv) alternative bioenergy crops and 23.16 cropping systems; and growing, harvesting, 23.17 and transporting biomass plant material; and 23.18 (5) by February 1, 2015, the Board of Regents 23.19 must submit a report to the legislative 23.20 committees and divisions with responsibility 23.21 for agriculture and higher education finance 23.22 on the status and outcomes of research and 23.23 initiatives funded in this section. 23.24 (b) Health Sciences 23.25 $346,000 each year is to support up to 12 23.26 resident physicians in the St. Cloud Hospital 23.27 family practice residency program. The 23.28 program must prepare doctors to practice 23.29 primary care medicine in rural areas of the 23.30 state. The legislature intends this program 23.31 to improve health care in rural communities, 23.32 provide affordable access to appropriate 23.33 medical care, and manage the treatment of 23.34 patients in a more cost-effective manner. MW/GC ,000 23 JCFART1-1 ,000 04/14/15 11:11 AM COUNSEL 24.1 The remainder of this appropriation is for 24.2 the rural physicians associates program; 24.3 the Veterinary Diagnostic Laboratory; 24.4 health sciences research; dental care; the 24.5 Biomedical Engineering Center; and the 24.6 collaborative partnership between the 24.7 University of Minnesota and Mayo Clinic 24.8 for regenerative medicine, research, clinical 24.9 translation, and commercialization. 24.10 (c) Institute of Technology 24.11 For the geological survey and the talented 24.12 youth mathematics program. 24.13 (d) System Special 24.14 For general research, the Labor Education 24.15 Service, Natural Resources Research 24.16 Institute, Center for Urban and Regional 24.17 Affairs, Bell Museum of Natural History, and 24.18 the Humphrey exhibit. 24.19 Of this amount, $,000 in fiscal year 2014 and 24.20 $,000 in fiscal year 2015 are added to the 24.21 base for the Labor Education Service. 24.22 24.23 (e) University of Minnesota and Mayo Foundation Partnership 24.24 This appropriation is for the following 24.25 activities: 24.26 (1) $....... in fiscal year 2016 and $....... 24.27 in fiscal year 2017 are for the direct and 24.28 indirect expenses of the collaborative 24.29 research partnership between the University 24.30 of Minnesota and the Mayo Foundation 24.31 for research in biotechnology and medical 24.32 genomics. MAYO CLINIC 25.16 Subdivision 1. Total Appropriation 25.17 The amounts that may be spent are specified 25.18 in the following subdivisions. 25.19 Subd. 2. Medical School 25.20 The state must pay a capitation each year for 25.21 each student who is a resident of Minnesota. 25.22 The appropriation may be transferred 25.23 between each year of the biennium to 25.24 accommodate enrollment fluctuations. It is 25.25 intended that during the biennium the Mayo 25.26 Clinic use the capitation money to increase 25.27 the number of doctors practicing in rural 25.28 areas in need of doctors. 25.29 25.30 Subd. 3.
