NOTE TO PARENTS/GUARDIANS
We are pleased that your cadet has been selected to attend a summer training course at HMCS
QUADRA. We hope that you are proud of their selection for this opportunity to learn valuable new
skills along with hundreds of other Sea and Air Cadets.
These Joining Instructions contain important information to help you and your cadet prepare for their
upcoming course. Please ensure that you read through these instructions in their entirety.
Please be sure to check through the kit list carefully and help your cadet ensure that they have
packed everything that they need for their course and that they are leaving extra items at home. All
initial. Past experiences have proven that eyeglasses and running shoes are the most frequent
casualties of kit, so please ensure that these articles are in good condition before your cadet leaves
for HMCS QUADRA.
Cadets sometimes experience symptoms of homesickness. We encourage cadets to stay in touch
with their families through phone calls home. Sending them with the knowledge of how to make a
collect call or calling card call will provide them with some reassurance. When your cadet calls
home feeling lonely, ask them about their friends here at HMCS QUADRA and encourage them to
keep themselves busy. Help them to remember the highlights of the time that they have spent here
and give them some encouragement to keep going. Usually these feelings pass when they stick it
out.
The staff at HMCS QUADRA are here to look after
to help them along their way. Our first priority is the safety of the cadets. As well, we want to make
sure that they have an enjoyable experience as they learn and practice new skills. If you have any
concerns, you are encouraged to contact HMCS QUADRA through the numbers provided in these
Joining Instructions.
Sometimes a cadet is unable to complete the training course for various reasons. If it is necessary
for your cadet to be returned home for any reason, we will contact you first to make arrangements.
In order to successfully pass their training course, cadets are required to complete the entire syllabus
of training. This means that they must be present for the entire period of training. Cadets may be
authorized a short period of time away from HMCS QUADRA in the company of an authorized
adult (the adult must be authorized by the parent/guardian); however, this may only occur as the
training schedule permits or in emergency situations. We appreciate your understanding and
cooperation in this matter.

INTRODUCTION
1.
Congratulations on being selected to attend a summer training course at HMCS QUADRA!
Not every cadet has the chance to attend summer training and you should consider your selection to
be a special opportunity, and a privilege which will serve you well as you continue your training in
the Cadet Program. This booklet is intended to give you information on the operation of HMCS
QUADRA, what is expected of you as a course cadet and the routine that you will be expected to
follow. Please be sure to read through these joining instructions entirely.

HMCS QUADRA is a training establishment located on Vancouver Island British Columbia,
just outside of the community of Comox. While here, you are expected to work very hard to
accomplish a great deal. The daily routine is demanding and you will discover your personal
strengths before you return home. Perhaps you, like thousands of other Cadets who have attended
before you, will discover that your potential is much greater than you ever realized.

training challenges. The training carried out in HMCS QUADRA each summer consists of the

Specialty Courses of 6 weeks; and
Advanced Training for Staff Cadets of up to 8 weeks.

The wise cadet will plan his or her cadet opportunities carefully and pursue them diligently in
order to gain the maximum possible benefit. Your training onboard HMCS QUADRA, whether it is
for two weeks or longer, will provide you with the opportunity to meet and make friends with young
people from across Canada, exposing you to adventure and challenge. You are encouraged to make
the most of it.

IMPORTANT NOTICE
Travel dates are always before and after the actual course dates shown above. Cadets are
advised of their actual travel dates and details by the Movement Orders distributed to each
Sea Cadet Corps / Air Cadet Squadron Commanding Officer.

TRANSPORTATION AND IDENTIFICATION
5.
The Regional Cadet Support Unit (RCSU) Movements staff arranges all transportation for
cadets to and from HMCS QUADRA. Details will be forwarded to the corps Commanding Officers
who will provide cadets with the necessary instructions and/or documents. Cadets traveling in
groups are normally es
busses, etc during their journey.
6.
Cadets shall travel to and from HMCS QUADRA in their C2 uniform (with ribbons) NO
WEBBING or CHAINS. Appropriate dress and deportment (conduct) while traveling is of the
utmost importance.
7.
Cadets must carry one piece of valid Government-issued photo identification or two pieces of
valid Government-issued non-photo identification. Examples of acceptable identification are Birth
Certificates, Provincial ID cards or Passports. School ID cards are not acceptable. The name on
the photo ID must match the name on the travel order and in Fortress. If the name does not match
exactly, you may not be permitted to board commercial aircraft. The cadet must have the above ID
with them no matter the method of transportation.
Please be aware that photocopies of ID are not acceptable.
8.
Cadets may have one piece of luggage weighing not more than 50 pounds and they should be
able to carry their luggage on their own. Cadets may also have one piece of carry-on weighing not
more than 21 pounds and which must conform to airline size standards. Hockey bags will be subject
to an oversize charge and should not be brought. Rolling duffle bags should be of a similar size to
the DND issued duffle bag. Each piece of luggage must have an identification tag (inside and
outside). Cadets and their parent/guardian should ensure that they are familiar with items that may
not be carried on board aircraft.
9.
Cadets are not authorized to bring private motor vehicles of any type to HMCS QUADRA.
Parents/guardians may transport cadets to and from HMCS QUADRA if prior arrangements are
made with the appropriate Movements staff. If parental/guardian pick up is to be made at the
end of the summer training period, a Request for Parental/Guardian Pick Up/Drop Off of
Cadets form (Annex B) must be completed and signed by the same parent/guardian who
signed the Acceptance and Consent form. Only the person authorized on this form will be
permitted to transport the cadet away from HMCS QUADRA. The cadet will need to ensure
that the proper out routine is done prior to departure. Photo identification will be requested from the
person picking up the cadet. This is for the safety and security of all involved.

IN ROUTINE
10.
All cadet trainees will be processed through an in routine upon their arrival aboard HMCS
QUADRA and will be required to provide the following information:
Corps Name/Number/Location;
Eyeglass prescription;
Medications currently being used;
Travel documents/tickets; and
Provincial Health Plan Card.
11.
During the in routine, all cadet kit will be inspected. This inspection is conducted to assure
the sufficiency and suitability of clothing and equipment brought to HMCS QUADRA by the cadet
and the maintenance of good order and discipline. If unsuitable items are found, they will be
confiscated for the duration of the training and returned during out routine. A list of all required,
optional and prohibited items is provided in these joining instructions. Any inspections that may be
required will respect the privacy and dignity of individuals involved.
ACCOMMODATIONS
12.
Trainees are housed in barrack style accommodations with 40 cadets in each building wing.
All bedding is prov
conducted twice throughout the summer to ensure the cadets are keeping their living quarters neat
and tidy. Cleanliness of living spaces is a very important aspect of QUADRA life.
MEALS
13.
Meals are prepared by qualified staff and served cafeteria style. Cadets are provided three
meals a day plus an evening snack (kye). All meals are supervised. The menu is pre-planned to
provide a well balanced diet and menu items vary, allowing cadets a choice of dishes.
14.
Please be aware that CF Food Services do not offer allergen-free foods or other food
preparation conditions. CF Food Services do not have the resources and cannot cater to
oidance of certain ingredients in food

LAUNDRY SERVICE
15.
A free laundry service (dhobey) is available to all personnel onboard HMCS QUADRA.
Times of operation are 0830-2200 hours. This service operates under a claim check system and is
cleaned at any one time, all clothing is to be marked
displayed.

TELEPHONE
16.
The telephone number for HMCS QUADRA is (250) 890-3500. This number is staffed 24
hours a day and is for official calls only. Pay phones are available throughout the Training Centre for
use by all cadets and officers. Cadets may bring cell phones but these may only be used during
free time. Phone cards for calling long distance can be
Breezway (building Q22).
OPEN HOUSE
17.
Relatives and friends are invited to attend Ceremonial Divisions, which coincide with the
Graduation of Two and Three Week Courses, and the final parade. The dates for 2014 are: Friday
18 July, Friday 25 July, Friday 1 August, and Thursday 14 August (evening). An additional open
house with family, friends and Alumni members is on Saturday 9 August and will include a
Ceremony of the Flags. Relatives and friends who wish to visit HMCS QUADRA are encouraged
to plan their visits accordingly. There is an opportunity to accompany your cadet for lunch at HMCS
QUADRA galley at a nominal cost. Please keep in mind that the cadets will continue their normal
activities in the afternoon and we ask that parental attendance after mid-day meal be limited.
AUTHORIZED ABSENCE FROM QUADRA
18.
Course Cadets may be permitted to leave HMCS QUADRA for a specified short period of
time accompanied by a parent or pre-authorized family member or friend. They may request time off
on Sundays between 0830 and 1230 hours. This time off is to be arranged by the Friday before with
their Divisional Officer. Time off on shorter notice will delay the departure at least 45 minutes. Time
off may not be granted if the cadet is participating in a required activity. Dress for all leave is C2
uniform. To pre3500.
19.
In all cases, the only person(s) authorized to accompany a cadet from HMCS QUADRA for
time off is the parent/guardian or family member/friend authorized by the parent/guardian. One
piece of valid Government-issued photo identification will be required at the time of pick-up.
20.
An absence from training, other than scheduled shore leave, is strongly discouraged by
HMCS QUADRA. When an absence occurs during a critical Enabling Check (EC) the cadet could
be Returned to Unit (RTU) and receive a course failure.
CANTEEN
21.
HMCS QUADRA operates a canteen in the Breezeway (building Q22) that is open daily.
Hours of operation are posted outside the canteen. It is stocked with such items as souvenirs,
toiletries, stationary and snacks. Cash or debit card is accepted for purchases at the canteen. HMCS
QUADRA - along with all other Cadet Summer Training Centres in Pacific Region is committed
to the promotion of a healthy lifestyle for our cadets and are phasing out high sugar and fat content
foods and snacks sold in the canteen.

SPIRITUAL WELFARE
22.
There are no chapels or religious facilities aboard HMCS QUADRA. Arrangements are
made for cadets that wish to attend religious services at local places of worship. Attendance at
religious ceremonies is voluntary. A CSTC Chaplain will be available for counselling and spiritual
guidance if requested.
MEDICAL SERVICES
23.
Cadets must be medically fit to attend summer training courses. It is extremely important
that parents/guardians provide complete information on all medical conditions to the local
corps/squadron staff prior to departure. All pre-existing medical conditions, medications being taken
and special circumstances (including diet) must already have been disclosed on the Detailed Health
Questionnaire submitted earlier in the training year. These health questionnaires are reviewed
corps/squadron staff with
continual precautionary or permanent medical limitations assessments on training possibilities. On
arrival, the medical staff will screen and question each cadet to ensure that they are fit and to
establish whether adequate treatment for controllable medical conditions can be provided during
their stay. If, after arrival at HMCS QUADRA, cadets are considered unfit for training because of
none disclosure of injuries, illness or special medical needs that would require excessive visits to the
MIR, they will be sent home after the parent/guardian has been notified.
24.
HMCS QUADRA operates a Sick Bay for daily sick parades and minor injuries staffed by a
Physician, Nurses and Med Techs. Sick parade is held regularly for all cadets. Should cadets require
treatment not available at the HMCS QUADRA Sick Bay, or any form of consultation /
hospitalization, they will be transferred immediately to the local medical facilities with an escort
provided by the training centre. The appropriate Provincial Medical Plan will pay for treatment
received from civilian medical providers; therefore, cadets will be required to have in their
possession their Provincial Health Plan card.
25.
Routine dental services are not provided at HMCS QUADRA; however, emergency dental
treatment is arranged through the Sick Bay.
26.
Cadets taking prescription medication must advise HMCS QUADRA medical staff during
the in-routine. Sufficient quantities of the prescription with adequate expiration dates must be
brought to last the duration of the course or the parents will be required to provide replacement
medication at their own expense including shipping. To ensure that the correct dose of medication is
given in a timely manner, it is recommended that medications be brought in a seven-prescription medications such as aspirin or cough
medicine shall not be brought to HMCS QUADRA. If such medication is required, it will be
provided through the Sick Bay at no cost to the cadet. Cadets will not be allowed to take any
medication of supplements that arrive at the training centre in packaging that is not from the
Manufacture or having a legal pharmacy label on it. These labels must be in one of the 2 official
Canadian Languages (French or English). If a cadet takes allergy medication or some other over the
counter medication on a regular basis for a Chronic condition the parents are to ensure that they have
completed and signed the Annex C OTC (over the counter) prescribed medication administration

intake parade.
27.
Cadets wearing glasses must have their latest prescription with them to enable immediate
replacement should the glasses be accidentally broken. Cadets should endeavour to bring a second
replacement pair if possible. Lost or damaged contact lenses will not be replaced. Sunglasses are
an important piece of personal protective wear and are strongly recommended for all on-water
activities. However, these cannot be provided by the CSTC and must be brought by cadets or
purchased locally.
28.
Cadets who, during the course of the summer, suffer injury or illness, which would make
them unable to continue their training and/or requires more than two or three visits to the Sick Bay
may be returned home. In these cases, the Medical Officer or Senior Medical Authority will provide
the parent/guardian such information as is permitted by law and regulation.
29.
A frequent medical issue for cadets at various CSTCs is foot blisters and ingrown toe nails. These
generally are a result of ill-fitting parade boots. With cadets growing rapidly in their teen years often the
cadet parade boot sizing is overlooked. Parents are encouraged to take a close look at these boots prior to
sending their son/daughter to summer training. If new boots are required that will need to be arranged
through your home Corp/Squadron as replacements are not available at the CSTC.
MAIL SERVICE
30.
Outgoing mail may be deposited in a mailbox located at the Canteen for pickup at 1300 hours
daily. Postage stamps, stationary and supplies are available from the canteen. Incoming mail for
course cadets will be picked up and delivered daily to the cadets by their Course Officer.

BANKING
32.
HMCS QUADRA operates an on-board bank for safekeeping of personal funds.
Withdrawals can be arranged through the Divisional staff. The Canteen is equipped to handle debit
card transactions. Credit cards cannot be accepted. The QUADRA bank will also be able to process
a limited amount of debit card transactions for cash. These transactions will have a daily limit
imposed and all persons using this service will be responsible for a transaction fee.

Course cadets will receive a Cadet Training Allocation of $60.00 per week to a maximum of
$360.00 per course.

SECURITY
34.
Although HMCS QUADRA is staffed with a Regulating/Operations department operating
24-hours per day, everyone is responsible for securing their own belongings. Each cadet must bring
with them two good quality combination locks and they must remember to keep their personal and
issued gear secured at all times. HMCS QUADRA cannot be held liable or responsible for the loss or
damage of valuables or money brought to the training centre. Cadets are strongly encouraged not to
bring attractive items such as jewellery, electronics etc. with them to HMCS QUADRA and are
encouraged to use the QUADRA banking system for safekeeping to avoid keeping excess cash on
hand. Should a cadet chose to bring valuables to HMCS QUADRA, we strongly recommend they
complete the attach
-routine.

35.
The daily routine and training schedules will be published at HMCS QUADRA.
36.
Sunday routine is wakey-wakey at 1000 hours with brunch scheduled for 1030-1300 hours.
Daily routine commences at 1300 hours.
FITNESS
37.
HMCS QUADRA is a physically active training establishment. Cadets are strongly
encouraged to engage in some conditioning prior to arrival. This should reduce some of the time lost
due to aches and sprains encountered when unused muscles are vigorously exercised during the first
days aboard HMCS QUADRA. A high level of physical activity commences when cadets arrive
onboard.
KIT REQUIREMENTS
38.
There are very few opportunities for cadets under training to wear civilian clothing while at
HMCS QUADRA. All cadets are therefore encouraged to bring only the bare minimum and not to
bring
, as there is minimal storage space to properly
stow it. It should be noted that all clothing requirements not provided by the cadet corps is the
responsibility of the cadet. All items of kit and personal belongings must be marked, in marking ink,
with the cadet's name.

DRESS AND DEPORTMENT
40.
A high standard of dress and deportment is required from all cadets attending HMCS
QUADRA. Cadets will be expected to maintain their own uniforms and will be inspected
regularly.
41.
Prior to arrival at HMCS QUADRA, cadets are to ensure that their hair is styled neatly in
a military fashion in accordance with CATO 35-01 Annex B. Male cadets are expected to be
clean-shaven; reasonable medical or religious considerations will be accommodated. Cadets are
required to maintain this standard throughout their stay at HMCS QUADRA. A barber will be
available on a regular basis. Costs of haircuts are the responsibility of the individual cadet.
DISCIPLINE
42.
In order to maintain a safe and orderly environment, cadets are required to follow the
rules set out for the Canadian Cadet organizations and for HMCS QUADRA.
43.
Cadets will be made aware of the HMCS QUADRA rules. Cadets who choose to
disregard these rules will be subject to a progressive disciplinary process. Continual poor
behaviour or an incident of serious misconduct may result in a cadet being returned home.
Stealing, bullying or sexual activity are unacceptable and may result in a return to unit.
SMOKING
44.
In the interest of providing a healthy environment, a strict no smoking policy is in effect
at all Cadet Summer Training Centres in British Columbia. No cadet will be permitted to smoke
and/or use any tobacco products on or off HMCS QUADRA at any time. If a cadet has a
smoking addiction, any required cessation products (e.g. N

DND is responsible for transporting the cadet from LHA (Local Headquarter Area)
to authorized activity only. Any deviation from pre-authorized transport
arrangements are the financial and administrative responsibility of the authorizing
parent/guardian.
The completion of this form does not automatically guarantee that the movement
staff will be able to accommodate the request.
Parent/Guardian authorizing signature (Section E) must be the same as the
signature on the Application and Consent Form.
Person picking up the cadet must be the person(s) authorized in Section D, be at
least 18 years old and must provide picture ID.
This form must only be completed if the pick up or drop off point differs from the
pick up of drop off point assigned in the movement orders and/or if the person
picking up the cadet differs from the person signing the Application and Consent
Form.
