DESCRIPTION:
This is a highly professional position with lead responsibility for minority focused
HIV/AIDS Prevention, Care and Early Intervention activities in Miami-Dade County. The
primary responsibilities of this position include providing and/or coordinating technical
assistance and consultation regarding Community Planning, Treatment and Care and
Prevention specifically as it relates to minority needs and activities. This position reports
to the Prevention Program Manager.
EXAMPLES OF WORK:
Provide coordination and support for the implementation of CDC required and
recommended interventions for the Enhanced Comprehensive
HIV Prevention Plan and High Impact Prevention in alignment with the National HIV/AIDS
Strategy.
Assesses technical assistance and training needs of racial/ethnic minority communitybased organizations to improve their capacity for providing HIV-related services in
collaboration with the STD/HIV Prevention & Control Program . Coordinates and/or
provides training to minority community-based organizations upon consultation with and
approval of the Health Manager.
Plan and/or assist program staff with planning and coordination of all Test Miami, SOS,
Man Up, Faith-Based, Take Control, and National HIV/AIDS Days of Observance events,
including community planning meetings. Participate in local prevention campaigns as
assigned.
Provides regular feedback to the Statewide Minority Coordinator and the Prevention
Manager on all activities. Prepares and develops work plan based on Minority AIDS
Coordinator yearly statewide priorities for the Florida Department of Health Division of
Disease Control and
Health Protection-Bureau of Communicable Diseases Section of HIV/AIDS & Hepatitis and
Florida Department of Health in Miami Dade STD/HIV Prevention and Control Program.
Develops linkages with the local CHD, local colleges/universities, local providers and local
businesses to provide technical assistance and capacity building to community-based
organizations.
Disseminate information to members of the Miami Dade County minority network to
facilitate the provision of peer-to-peer support among community-based and AIDS
Services organizations.
Coordinates with the Early Intervention Consultant on all Counseling and Testing and Jail
activities. Provides counseling, testing and linkage to services as requested. Assist with
linking newly diagnosed clients to care or re-engaging HIV infected clients who have fallen
out of care.
Works with local clergy, health and social service agencies and other community gatekeepers to increase participation in community forums, surveys, key informant interviews,
focus groups and local prevention and care planning.
Works in collaboration with the Florida HIV/AIDS Community Planning Group, local
Community Planning Partnerships, and Consortia as technical adviser on minority issues
as requested
Assistance in additional office related activities and duties as required. Including fill in the
gaps when there is a limited number of Prevention Training Consultants (PTC’s)

Designs casework services to assist in solving social, financial, personal, and emotional
problems.
Consults with and gives directions to regional personnel with reference to diagnostic and
evaluation service procedures.
Identifies specific community needs, problems, and opportunities in providing for the
retarded within the community. Provides staff assistance to district offices and
community based programs in their efforts to establish and maintain retardation and
delinquency commitment programs.
Develops and issues quality control policies, procedures and related instructions for
application in the quality control sections and field units within the scope of state and
federal policies and regulations.
Acts as consultant in matters relating to operations of the county health departments,
and district commitment management functions in such areas as personnel, resources,
program management, and development of programs.
Coordinates district case management functions to ensure committed youth are
assessed, classified and appropriately placed.
Conducts multi-disciplinary staffings for adjudicated delinquent youth.
Performs related work as required.

MINIMUM QUALIFICATIONS
A bachelor's degree from a college or university and four years of professional experience
in social, economic, health or rehabilitative programs or in program analysis.
A master's degree from a college or university can substitute for one year of the required
experience.
Professional or nonprofessional experience as described above can substitute on a yearfor-year basis for the required college education.
